6 2023 please stand for the Pledge of Allegiance I Pledge of Allegiance for which it stands [Music] for all hi my name is Cole Halley if I was mayor of Pryor lake I'd create a Heritage day where we could all have a celebration of our community from younger to older generations of people we would share our favorite traditional Heritage recipe to unite one another along with this we could also teach others that different places and different people can teach us new things that can make your community feel closer being mayor it is important to listen understand and respect citizens of Prior Lake our community has people from Farmers to doctors and they all do their own important jobs here in Minnesota without them we aren't their men Prayer Lake Minnesota we are now Prior Lake has lots of important people and that's what I want to honor with much respect thank you so much that was Cole Halley our prayer Lake mayor for the day and um Mr Halley received that recognition as he just he submitted entered his essay which he just read for all of you and mayor Hawley has agreed to uh to remain up here on the dice through the meeting so if I look for any tips I'll be sure to lean over and every now and again I'll ask the city manager for something so with that it's a pleasure having you with us but indeed this is our formal meeting and the first item on our agenda is the public forum in the public forum is that opportunity for anyone in our council chambers to come before us and share with the city council any item that is on their mind the only exceptions to that is if a hearing has been scheduled for a topic that would not be appropriate for the public forum either scheduled or a past hearing we need to keep all that testimony together I will ask that you please come forward state your name and address for the record I'd limit your comments to four minutes at the three minute Mark I'll go ahead and hold up a single finger if indeed comment goes along just to indicate you have one minute remaining and if you would please conclude your comments with that we do have one person that has signed up to be heard this evening and that is Cassandra Johnson Ms Johnson we look forward to your testimony this evening and please come forward gotcha there you go hi good evening I'm Cassie Johnson I live at 14104 Hidden View Road Northeast I'm here yet again tonight I know you guys are probably frustrated as just as much as we are but again first they want to pause and say thank you to the Full House for the service the First Responders we wouldn't have our community without you guys so thank you um and now on to why I'm here tonight I urge you to pause and reflect once again a couple questions for you to think about why did you run for City Council what qualities did you think you had or others told you you had that would make you a good member of the city council to represent us as the community now really pause and reflect have your personal opinions your actions your Communications and the since October regarding the 42 re-entry house how do they align do they align with your values that the qualities that made you a good quality for council member truly pause and reflect have you represented us as the community as a whole and yet those directly involved Have you listened not put your own bias on what you thought was right but listen to those that you represent it is a sad reminder when we have to say you represent us those impacted us as a community and yet I stand here again tonight saddened and frustrated with both the county and the council for truly not feeling like we have been heard and listened to on our best interest I urge you to pause and reflect on why you became a good leader and a good city council member and truly represent us those closest to this re-entry home and how it will impact Our Lives you have put counsel countless hours and thoughts into this and I guarantee you we have 100 times overfold on the amount of work stress emotions and thought that have gone into this what are we going to do to help make us safe thank you so much Miss Johnson um is there anyone else that would like to come before the council this evening to be heard sir please mayor's Council I'd like to introduce myself my name is Bill Mercer and I am the relatively new executive director of the Scott County Historical Society and I think it's really wonderful that mayor Howley is here and and what he said in his essay because that's what the a historical society does it it talks about the traditions of a community in an over region it looks to the diversity of all of the people there and it helps our population our community acknowledged the past embrace the present and get ready for the future and so as the new executive director that's what we're going to be doing as you may know most communities here in Scott County have their own Historical Society or Arts commission and we're going to be working with each and every one of them to make sure that we fully represent the entire community of Scott County in in lots of different ways and the final thing that I'd like to remind you on is that you know museums historical societies like that are two things Beyond just you know the structure and and the content we are a quality of life issue and we are an educational issue as well so we can do certain things that can help draw people and help them take pride in their Community as well as being economic stimulus because Studies have shown that every time you spend a dollar in an institution like that it recirculates within the local community three to four times so uh with that I will let you go and with one final reminder that just because we are the Scott County Historical Society we are actually not part of the County Administration we are simply a 501c3 uh that does work with everyone in the community and I look forward to working uh with the folks here in Prior Lake uh in the future as does the rest of our staff and I'd like to just say thank you very much and uh I've got a little bit of a drive so I think I'll just let you all uh go about your business but I'll look forward to working with you in the future thank you thank you so much Mr Mercer for introducing yourself to us this evening um again is there anyone else that would like to come before the city council be heard this evening uh seeing none Let's uh we'll go ahead and move along to our next item of business which is the approval of the agenda itself Council are there any items that you would ask be modified removed on our agenda this evening if none I would entertain a motion to approve it submit it uh Burkhardt a move approve the agenda adding five I uh Firebase resolution of support for FY uh fiscal year 2024 Community Project funding for trunk Highway 13 Trail segment one uh that's from County Road 42 to Rustic Road item five I second thank you so much uh councilor Burkhart for bringing forward that uh change as well as uh for the motion and and second by council member Ray with that amended chain chose in favor say aye aye aye and that motion carries that brings us to our meeting minutes uh from our meeting of April 27 2023 and accounts any modifications uh corrections to those meeting minutes if none please uh bring forward a motion I'll make a motion to approve the February 27th 2023 city council meeting minutes I'll second we have motion by council member bray to prove those meetings as submitted in a second by counselor Lake all those in favor say aye aye aye aye and that motion carries that brings us to the consent agenda I'd like to go ahead and hand that off to city manager wood dell um and uh he will not only introduce the consent agenda but those items before us this evening manager window thank you mayor and counselors and members of the audience so our consent agendas for those items that are considered routine or non-controversial they're all placed together on the consent agenda as one item so unless the mayor or counselor asks for an item to be removed they are all approved under a single motion and a second and a vote if an item were to be asked to be removed this evening it would be placed under item 10 on tonight's agenda so here are the items we have on consent this evening we have the approval of the claims listing resolution authorizing the 2023 insurance policy renewals resolution approving a grant agreement between the Metropolitan Council and the City of Prior Lake for a sanitary sewer Rehabilitation project resolution approving public improvements for the Parkwood Estates development city project 2021-06 resolution extending the deadline for submitting a final plat and final PUD application for the Villas at crestwoods resolution improving the transfer of property from the City of Prior Lake to the Prior Lake Economic Development Authority resolution authorizing the mayor and city manager to enter into an agreement with NFP brokerage Services Inc for benefits Consulting Services resolution authorizing the mayor and city manager to enter into an agreement with Medica for annual Health Care insurance coverage for city employees and finally 5i the item that was added resolution of support for fiscal year 2024 Community Project funding for the trunk Highway 13 Trail segment one from County Road 42 to Oakland Beach Avenue beautiful um Council are there any items before us on the consent agenda that you'd asked be removed and taken up under item uh 10 this evening seeing none I'd entertain the motion to prove the agenda submitted so moved council member we've got to approval on the consent agenda by councilman braids second by council member Churchill all those in favor say aye aye aye that motion carries accounts are there any comments that you would like to make on the uh items that we just approved the seating on the consent agenda um seeing none let's go ahead and move along to item six on our agenda which is a presentation a presentation honoring new hires and promotions Prayer Lake Police Department and I believe we have Chief Dugan chief Mr Mayor members of the council and to our community nights like tonight are among the best that we have and we're here to celebrate tonight the commitment that three officers have made to serve the Prior Lake community and one is made to lead into the future of this department in current times where recruitment is difficult at best for this profession the support that this city shows for its Police Department from the council to its citizens is next to none and does not go unnoticed by our officers and our staff and thank you all very much for that we use words in our organization like family dignity and service for the backbone of why we do what we do and we serve each other and our citizens every day with the principles of Celebration and accountability we celebrate the smallest personal and professional accomplishments loudly and we seek in everything we do to hold ourselves and our partners accountable for pursuing better there are eight hundred thousand police officers in this country each trying to accomplish a difficult job day and night our officers need support throughout their career and as we stand here today you see our three newest officers about to take their oath of office you also see two of their Partners standing alongside them tonight officers Chris Schaefer and Garrett kelm stand and support as partners and mentors for these new officers officers Schaefer and kelm are two of our ftos or what we call field training officers they are the most critical piece to an officer's growth and development within our agency they instill skills confidence and the culture of our profession and agency and as they stand here they symbolize that none of our officers or staff serve alone we have family that surround us for the celebration and accountability that I spoke of just a second ago now I want to introduce you to our three officers we'll go through a little bit of about each of them and then we'll go to the oath of office as I speak about them you're going to hear me use the word Shield to describe what people commonly call a badge I intentionally use the word Shield because it is a call to action for us this piece of metal weighs just about four ounces however the impact and the weight that it can carry is tremendous and it is our responsibility to use this shield with respect character incompetence to Shield our citizens when possible from harm whether that be something like financial fraud or physical danger it is a responsibility we and these newest officers accept daily add my immediate left are our newest officers you'll see Officer Nick Grundy of Shield number 61. officer Grundy grew up in Saint Paul Minnesota and brings more than six years of experience on the far left here six years of experience as Minnesota police officer most recently from Aitkin County as a deputy sheriff Nick again on my far left here has been heavily involved in training over his tenure and will soon be joining our instructor Cadre to help improve our decision-making skills and everything we do next to Nick's Wright is Officer Ryan Gillespie Shield number 62. although Ryan joins Prior Lake PD as a new sworn officer he's served as a correctional officer Reserve sergeant and Public Safety Sergeant for private college here in Minnesota he holds degrees in criminal justice and culturally responsive professional peace officer officer Gillespie's goal is not simply to respond to calls for service rather he wants our community to know that he will be with them whether it's offering a dog treat to our residents out walking their animals or stopping at the parks where our youth may be Ryan's compassionate about the work he does and is excited to serve our community next officer Jake Lannon Shield number 63 officer Lannon attended Alexandria Technical College and earned an applied associates degree in law enforcement he began his law enforcement career in 2014 working as a part-time officer for the Lonsdale police department and in 2015 moved to become a HomeTown Scott County deputy in 2022 it was our a very happy move to steal him from Scott County and to have him join the Prior Lake Police Department where officer lanin is committed to serving the Prior Lake Community with honor and integrity and when he's not at work he enjoys spending time with family what I'll do is I'll bring each of our officers their oath we'll swear all three of them at the same time here once we've read this oath I'll give each officer their shield and then we'll take time for who's going to pin for them in just a minute here officers if you would I'll have you raise your right hands please you'll repeat after me I state your name do solemnly swear that I will support the Constitution of the United States the constitution of the state of Minnesota and the ordinances of the City of Prior Lake and that I will Faithfully perform and discharge the duties of police officer I will never betray my shield my integrity my character or the public Trust I will always have the courage to hold myself and others accountable for our actions so help me God congratulations [Applause] we will start with officer Grundy and I believe if I'm correct officer Grande's father Stephen Grande will be pinning his shield officer Grundy if you'll step forward good for officer Ryan Gillespie officer Gillespie Shield will be pinned on by his mom Katie Gillespie and for officer Lannon his shield will be pinned on by his son William let's congratulate our three newest Prior Lake Police Officers now what we'll do in just a minute because we've got a promotion to celebrate too there will be plenty of time the council will break in just a few minutes for some photos but what I would like to do is move on to our promotion and then we'll have everyone during that break set up for photos of family if that's okay with the council all right so officers I'll excuse you if we could thank you very much and new Commander Adelman if you will come on up this way sir uh Mr Mayor members of the council uh equally exciting tonight is the ability to celebrate a promotion of one of our finest CJ Edelman to the rank of Commander while this profession continues to change here in Minnesota and around the country and world for that matter there is a constant and critical piece that every organization needs for any level of success and that is sincere curious and thoughtful leadership CJ Edelman is one such cop he has worked for the City of Prior Lake since March of 2011 and has served in several positions being Community Service Officer patrol officer field training officer crime scene technician Union steward investigator and finally acting sergeant CJ says he's looking forward to having the opportunity to develop current employees for future promotions and grow the department for continued success in the future and outside of work enjoys spending time traveling biking golfing and playing hockey and I would tell you for myself having been in this profession in a number of agencies watching young leadership step up I can tell you we are in absolutely fantastic hands for the now and for our future for members of our agency like this brand new Commander so CJ will hand you your oath of office and if you would I'll have you raise your right hand and repeat after me I state your name do solemnly swear that I will support like tonight we certainly as an agency owe all of you and our citizens and friends and family a tremendous amount of thanks uh the job is difficult sometimes your job is even more so difficult being our support and so we appreciate that but let us look at tonight as really one of the best nights possible uh with a city that's fantastic to work for so having said that I'll turn it back to you but thank you for your time well thank you so much uh Chief Duke and at this time at uh 7 23. um I'd like to take a brief uh recess for some photos so we'll take a brief recess 720 yeah for officers if up to council member liaison updates and uh per our usual go ahead and start with council member Lake on uh Friday March 3rd I attended the scale executive board meeting and uh today March 6th I had my agenda review council member church thank you councilmember Lake thank you mayor um well on the 28th I attended ma the local advisory Council of mental health on the first I attended the Chamber of Commerce board meeting and on the third I had my agenda review thank you so much counselor Churchill councilmember Burkhart mayor members of the council today I have my agenda review and I had a Highway 169 quarter Coalition meeting thank you council member thank you council member council member Ray mayor members of the council it's been a week since our last meeting so 3-2 I attended the quarterly Scott County meeting with Commissioners Wolf beer mayor Briggs manager Waddell and administrator Vermillion and then on 3-3 attended my agenda review thank you Council braid um I on 228 attended the intergovernmental working group meeting on 3-1 as Council braid mentioned on 3-1 at our um or 3-2 excuse me our quarterly meeting with Scott County Commissioners on March 1st Minister wood dell and I attended the municipal legislative commission board meeting and finally scale executive meeting on March 3rd manager Waddell is there anything that you'd like to add this evening mayor and counselors I have nothing further to add this evening and if I can I'll turn it over as he began our meeting I will go ahead and turn it over for item 13 to uh to Mayor Holly mayor Holly seek a
