include adding a second set of bunker gear for the aurora fire department to the annual budget introducing changing lives through literature as an alternative type of minor crime sentencing to prevent repeat offenses repealing aurora's pitbull ban and sponsoring aurora mobile sponsoring aurora mobile response team pairing a paramedic and clinician to respond to mental health calls instead of the police and whereas working with congressman jason crow council councilwoman hiltz helped create a notification system at the geo center uh in aurora requiring the facility to report uh communicable diseases directly to aurora fire rescue and whereas allison served aurora's constituents on various policy committees federal state and intergovernmental relations housing neighborhood services and redevelopment and redevelopment parks foundations quality of life planning and economic development public relations communications tourism libraries boards and commissions and citizen groups public safety courts and civil service transportation airports in public works and water and whereas during her tenure council member hill served on the boards of the aurora economic development council and the simmons redevelopment authority authority now therefore i mike kaufman may or the city of aurora do hereby express the appreciation and gratitude of the citizens of aurora for the work of allison hiltz as an aurora city council member a witness whereof i uh hearing to set my hand and cause the seal of the city of aurora colorado to be affixed this sixth day of december 2021 council member allison hills i actually um hold on i'm going to switch hands here i scroll better with my right um i actually wrote a speech which is rare for me because i'm usually more of an off the off the cuff or better or for worse um but i do have a little speech today so first thank you all for being here the last four years have been a whirlwind it's been an honor to serve as your at-large council member i imagine it's going to take years of reflection and probably some therapy to truly capture what this experience has meant but there are a few things that i know i will carry with me the aurora community is unlike any other and it's been an honor to get to know so many constituents from so many walks of life am i on this thing we haven't done these in so long um together we have fought against ins and justices advocated for public health and safety and centered equity in our work i have stumbled along the way and at times i have learned in the moment what it truly means to lead i didn't always get it right but i always tried my hardest so thank you to the constituents for being my guiding force and this is true for both those who i agree with and those who i don't i think i may have learned more from the people that i have disagreed with and while the art of nuanced conversation may be fading it is certainly not lost and i can thank councilmember gardner for the hours and hours we've gone around on policies digging into those nuanced weeds i also want to thank staff for your hard work and dedication to the city you are the engine that keeps this city going and even when we make it harder for you you uh you keep us going and then i also want to thank my family i have a few more just so you know it's my last speech i also want to thank my family my parents for teaching me to stand up for what's right even when it's hard and also especially to my dad for teaching me to always do my homework before opening my mouth on a policy so and last but not least my husband who has been my steadfast supporter my dose of reality and now the father to our son and i cannot wait to explore this next chapter of life with you i have one piece of unsolicited advice for the new council both in front and behind me and that is to remember that you're here to serve the people of aurora and while this may seem really obvious because you were elected it's not a guarantee and it's easy to get caught up in the infighting and the social media tit for tats but every time you do that it's time that you're spending not serving your constituents beating the other side cannot be more important than meaningfully and successfully addressing the problems that this city faces because it's people's lives on the line we have a split council now well you have a split council now and it will take thoughtful and deliberate and collaborative leadership to move us forward don't let ego or party get in the way of good policy because too many people are depending on you thank [Applause] let me hide my you hey it was quicker than the first time you know whereas nicole johnson was elected in ward 2 as ward 2 city council member in the city of aurora in 2017 and whereas nicole was voted in and served as mayor pro tem in the year 2020 and whereas councilmember johnston's passion for civil service was partially gleaned from her experience as a legislative aide and manager of various consumer advocacy programs and whereas nicole's significant uh contributions to the city of aurora include police reform a new orlean gas manual uh city sponsorship of aurora pride and working with the naacp to increase the diverse applicants to the city civil service commission and whereas as a parent supporting other parents wanting to run for office nicole added the campaign finance reform section stating that child care expenses be an allowable campaign expense making aurora one of the only cities in colorado and the u.s to adopt this policy and whereas nicole served the people of aurora on various policy committees amendment 64 federal state and intergovernmental relations housing neighborhood services and redevelopment management and finance parks foundations quality of life public relations communications tourism libraries boards and commissions and citizen groups public safety courts and civil service and water and whereas nicole was a member of aurora's oil and gas advisory committee the marine family liaison at buckley air force base and volunteered for aurora public schools and whereas having accomplished much for her ward two constituents council member johnston resigned her position effective june 14th 2021 now therefore i mike hoffman mayor of the city of aurora do hereby express the appreciation and gratitude of the citizens of aurora for the work of nicole johnston as an aurora city council member a witness whereof i have here and to set my hand and cause the seal of the city of aurora colorado to be a fix this sixth day of december service for our city i also would like to congratulate councilmember murillo let's see um councilmember to be elected uh ruben medina council member to be i don't know what the correct term is but incoming soon will we call you council member but sunburg soon-to-be council member jarinsky and soon to be council members of anik um thank you for for running and serving our community i just want to say i'm going to echo what council member um gruber said and and others it was really great to serve this this city not just with my colleagues but the city staff particularly i'm going to give a shout out to to jim as city manager our deputy state managers jason and roberto our communications team kim our our chief of police it is it is truly an honor to be able to to serve to serve this city ward 2 constituents you gave me the biggest privilege to elect me in 2017. i hope that i left it a little better than than i found it and thank you for for recognizing this today [Applause] uh um so um um just briefly want to thank you all for your service and everything that you've done including councilmember johnston who is already gone um but is back with us today thank you for joining us and just really appreciate all the work that all of you have put in and the care that you've shown to our city mayor thank you mayor and wasn't expecting to say anything but i do want to also echo the same sentiments that really appreciate all the work that you've done i don't think you know the public necessarily knows how much work goes into being a city council member and representing constituents and making really tough decisions on policies and it is it is not forgotten and it it's really appreciated and i just want to thank you all for your service to our city and godspeed here yes i echo the sentiments as well um you know serving with council member gruber and birdson especially in the beginning i've learned so much from you i know we used to get into it but i do appreciate i do appreciate all i've learned from you as well you'll be surprised even though we may have disagreed there's still things that i've learned from all of you and councilmember johnston and hiltz as well you guys have also learned a lot from you it's been great working with all of you and i appreciate all of your service that you have done for this city and you've all left legacies on the city i think that's very important so thank you for all your service thank you um yeah i want to echo what my colleagues have said um you know we're there's always this transition period and you lose a lot of experience and and i think that puts the onus on the incoming council members you have a lot to learn and you know i i really um for for several of the council members going council member gruber he has been a very strong advocate for some of the what i would consider great opportunities we have in our city especially the northeast area of our city and i think we're going to miss him being our advocate there so thank you for that um councilmember berzins i've known councilmember burns for a long time and she's always been willing to um be a guiding force for me when i sometimes get a little out of line and so i i appreciate her and um i also appreciate her she's very family focused and all of her kids are here and i think that's great and um councilmember hiltz um going to miss you a lot you know really sad to see you go and we have had a lot of nuanced conversations over dairy queen and so i'm going to probably have to make sure those continue but but seriously councilmember hiltz is one of the smartest people i've ever met and i think she's been a really good person on our council because even when her and i disagree she doesn't not know what she's talking about and i think that's sorely lacking both here in aurora at the state level and at the federal level and so i really appreciate that about her and um so to everyone farewell and thank you for your service thank you i just want to wish my colleagues who are ending their time of public service uh well in their next endeavors i understand you guys have probably some fun plans after this i know it is a really challenging job um and you know regardless of where we sit definitely empathize with um the effort and time it takes to put into this job so congratulations on your rewirement out of political service um and best of luck on your next endeavors um um issues uh further comments seeing none saying no for the business before ouch did better with it off seeing no further business before the royal city read the title to item number 19a item number 19a is finalizing of ordinance 2021-65 an ordinance amending chapter 22 of the city code of the city of aurora colorado regarding building and building regulations and the adoption by reference of the international building code the international plumbing code the international mechanical code the international fuel gas code the international energy conservation code the international residential code the international existing building code and the international swimming pool and spa code presentation by staff good evening mayor and city council my name is jose rodriguez plan review manager in the building division i am presenting to you tonight to request to adopt the 2021 international building codes building codes are a set of rules that are to be followed to satisfy the minimum acceptable levels of safety for all buildings and structures the objective of building codes is to ensure the health and safety and protection of the public when it comes to the construction and occupancy of buildings building building codes stipulate details of the construction and maintenance of a building these include fire safety rules safety exits and buildings construction practices to limit how far fire can spread and the provisions of adequate firefighting equipment there are also structural requirements buildings need to be built strong enough to resist internal and external forces for instance wind and snow load codes also cover health stipulations such as adequate air circulation lighting and plumbing facilities in 2015 aurora city council approved the adoption of the 2015 editions of the international building coach which became effective on november 15 2015. the building division has been enforcing these codes for six years now the 2021 editions of these codes now have been published and are available for adoption by jurisdictions nationwide the building division believes that adoption of the 2021 international codes will allow the city of aurora to stay current with the new national codes that have been developed to provide uniformity among different jurisdictions across the country architects engineers and other design professionals are familiar with the current edition of these codes and the adoption of the 2021 editions will allow for an easier interaction with the city of aurora locally 13 jurisdictions plan to adopt the 2021 codes within the next 6 to 12 months groups representing the construction industry are familiar with and support the international codes and adoption of the 2021 international codes by the city of aurora the code adoption was presented to the city of aurora building code and contractors appeals and standards board the joint task force committee and the planning and economic development committee where the adoption of the 2020 international codes received full support to provide education about the new 2021 code requirements the building division has half-day overview training classes were scheduled for january 14th of january 4th and jet and january 11 2022 to the general public including city of aurora licensed contractors and other industry representatives this will allow any questions to be answered about changes and how they may affect future construction projects it is a recommendation of the building division to adopt the 2021 versions of the international building code international residential code international mechanical code international plumbing code international energy conservation code international existing building code international fuel gas code and the international swimming pool and spa code adoption of these codes will contribute to maintaining a consistent and coordinated set of building codes for all new construction projects in the city of aurora the question is does the city council wish to adopt the 2021 international codes are there questions of staff let me ask one uh do your comments also apply to 19 um b uh 2021 international fire code adoption or do you have separate comments for that presentation for that i believe there's another presenter okay very well very well um motion motion to ahead of time but please know that that's something that i take very seriously i've been actively working for the last four years with community and i support the efforts that we're going to be continuing to make moving forward thank you for mentioning that council member there will be a meeting on the 15th of december a special study session over youth violence the meeting will have a panel consisting of the chief of police the our director of of our our youth prevention programs the manager for security in the from the aurora public schools a representative from aurora mental health that is involved in aurora public schools and a student from aurora public schools the panel it will be 6 30 to 8 30 and you can find out more information in terms of it will be virtual the meeting
