to go back to your table I do have to say this is our favorite time of the year for the council and the kids here so we really enjoy it and the fire department yes all right he's got to get his moment in the sun all right we're good all right um I don't know if I even need to use that I have to do one thing first oh what do we got I got a motion to adopt agenda so moved so moved council member Derby second Cole all those in favor say hi hi it's all you now buddy okay all right okay so uh thanks everybody for coming uh we had a great year and a great fire prevention week uh this year it ran from uh October 7th uh to the 14th um so every year uh the North St Paul fire department works hard in the community teaching fire safety and prevention uh this year's campaign was smoke alarms make them work for you uh this aims to educate everyone on the important actions they can take to keep themselves and those around them safe from any home incidents regarding smoke carbon monoxide today's homes burn faster than ever you may have as little as 2 minutes or even less to safely excape a home fire from the time the smoke alarm sounds your ability to get out of the home during a fire depends on early detection from the smoke alarm and advaned uh planning uh myself assistant chief Johnson firefighter Foster and other staff talked about how important it is for everyone to plan and practice testing smoke alarms and planning for the home fight Escape everyone needs to be prepared in advance so that they know what to do when the smoke alarm sounds given that every home is different every home fire escape plan will also be different so have a plan with everyone in your home um some other shared key facts that we talked about for fire prevention was uh smoke alarms they should be installed inside of every sleeping room uh in your home outside of each separate sleeping area on every level in your home and smoke alarm should be in interconnected uh so that when one sounds they all sounds and that's pretty common with new construction but if your House's grandfather then don't worry about that uh during Fire Prevention Week the fire department we visited five elementary schools and spent roughly 30 hours with over 1100 students teaching them fire safety and prevention our goal was to make a lasting impact on the young students to learn how to prevent fires in their home and how to be safe uh this year's fire prevention poster contest had over 500 entries and the rules were simple and clear the contest was open to all students attending ele schools in kindergarten through fifth grade within the city of North St Paul the theme of the poster was smoke alarms make them work for you and that must be on the poster all posters must be original the three categories that we had were K through first grade second and third grade and fourth and fifth grade uh each category had three winners first second and third place all the first place winners from each category and their posters get entered into the Minnesota State Fire Chiefs Association prevention poster contest where they will go up against other students across the state of Minnesota for similar prizes we have been very fortunate in the past few years of our own uh with our own poster contest here in the city uh to have winners at the state level as well so that's been uh pretty cool for us um so now we would like to present the winners for the 2024 St Paul North St Paul fire prevention poster contest so we will start with uh K through one and we'll start with the third place prize and yep those should be over there to the left all right uh so third place was uh Elizabeth Jacobson from Christ Lutheran thank you nice job and if one of you can find her now you're rich so we'll get the posters out as well and at the end we'll take a photo with all the posters in there and then if we could ask to the first place ones will go to the state but then um all the rest of them if we can hang on to them for a couple weeks we'd like to display them here in City Hall and then I can reach back out to your schools and get them delivered back to you all right yeah definitely boom look at [Applause] that smoke alarm creativity yep it's all there nice put a lot of work into this people we we have a lot of deliberation on these all right and second place aaria Zaza did I get that and for our last category the fourth and fifth graders uh start with third place we have uh McKenzie [Applause] Donahue congratulations don't spend all that money in one place oh yeah [Applause] all right uh Second Place uh Edwin Vu nice job City oh very cool yeah the trucks are pretty in- depth in that one all right and for our first place winner uh in the fourth and fifth grade category we had those in favor say I I thank you very much oh I yeah sorry my computer skipped on me open to the public at uh 652 John schal on Council Members mayor uh Smart Meters we were given information on Smart Meters that there was a big purchase of smart meters I happen to have a smart meter in my cabin put in by EXL and the smart meter allows you to go to the website and find out what your usage is and it's got usage down to 5 hundredths of a kilowatt hour so you can do and figure out where your usage is because I realized that sitting around on a Saturday morning and looking at the graph and all of a sudden there was a spike and uh of electric usage and so I had to sit and think about it for a minute and said oh someone plugged in the C coffee maker someone plugged in the the uh waffle maker so when this came up as a purchase I button hold the director of our utility and asked uh when's the website up so our Smart Meters that you bought and I got this long look and he said smart meters are for us the utility not for the the consumer we have no connection for the consumer and I said well uh when is it going to happen when when are you going to do that we have absolutely no plans to have Smart Meters for the usage of the consumer so anyway here we are 21st century and North St Paul is in the 20th century and today I I'm upset over the fact that I turned off a 17th to go on Mohawk to get to my house going going uh e uh East on 17th and there after you make the curve is a truck with a tree down on the on the roadway so you couldn't get through you had to go around and I saw what was going on on Chisum with the trees they took them all down traffic was always moving always moving so I sent uh Iran a text and showed a picture of this and he told me tonight he can't monitor everything but what if there was an emergency what if someone needed an ambulance and the ambulance came on 17th got on the Mohawk got halfway to the house that where the emergency was and they had a back up thank you thank you all right thank you all right City business City business action items and recommendations uh item a park dedication fees for Sentinel resident development project we have uh Finance director Mr winck here um mayor council members um bringing your memory back a little bit only till September so I se make it that by September 17th of this year the city council um accepted and approved the First Amendment to the original agreement uh whereby the city accepted the public infrastructure improvements to the adjacent public roadways as specified by the city engineer and Lou Park dedication fees for um a development agreement that we had with uh North St Paul land and development company um basically the Centennial um building um and there were some discussion by a number of council members um really wanting the desire to be paid um I guess more to make the park dedication fund whole um and that that would be paid uh so the amendment has gone through and we've uh forgiven that but the uh the park dedication fee still has not been paid so um this item is to request approval from the city council um to make that for the city to make that payment um and the funding would be there's uh approximately $78,000 that's left in the 2020 um Bond issuance um this is a cost that's acceptable underneath that and then the remainder would come from my um uh Department's uh budget um for this year um to make that whole um and we would actually pay that Park dedication fee and then therefore the park dedication fund would be M hole um so there is a resolution that is attached um that would need your approval if you want to go in that direction thank you thank you Dan we got a motion to for the park dedication fee so moved so move council members second second council member Norby all those in favor say I I I thank you M yes we did Sir I apologize uh resolution approving the amendment to the park rental policy um I was the one that pulled this um I pulled this um for the reason of the bouncy house and the blowup um uh Amendment and wording in there um I think we should ask City staff to have a fee if they're going to have one of those one of the requirements if you're going to have one of those is to call 811 and have stuff marked um but that's going to require some member of City staff to go out there and Mark all of the city either irrigation or any of our private City Electric um so I think there's going to be some staff hours that are incurred by this so I would like to direct um with your everyone's approval that there's a fee added if the um person renting wishes to have a bouncy house or something similar that would require the use of the 811 dig call that's a good call out so is that attached to the ground type of thing or yep if it's going to be attached to the ground you have to call 811 but we have to mark our own private stuff whether it's Ron or one of his team or someone favorite yeah how much we need to give them Direction um I I hadn't thought that far no I think that's great I mean at the end of the day it would be on run how long will it take to go how we'll get you out of the crowd again people didn't see it they tuned in at 6:30 they haven't seen you yeah um when you call when you call 811 or go for State we Mark our utilities um which would be water sewer electric um and then also um like gas that that's a separate company that does that fiber um cable whatever that might be so we have a locator that is on our staff that he he takes care all the locates throughout the day I I don't know as far as how long it takes depending on if they're locating something is this like in a park yep that would they' be locating something I I mean Ian it maybe be half hours at time I would say probably on average depending on you know what where it is but maybe go over State one call uh last time I paid a bill for that was a150 or something like that per locate um and considering our parks of where we're looking do we have any sprinkler system either at uh well there' be there' be irrigation at in in Casey Park and there's some around housy Park um but for the most part we know where you know that is I mean so we have to kind of Mark A a clear a clear sign as far as electric you know with uh lights in the Parks or you know there's not too much of that but howy you know there might be some for the skating rank or and where would they so what are you thinking like after $35 is what I was thinking for an additional fee to the resident if they're going to have a bouncy house because of the location aspect of it sold okay you know if before we go or agree to that um I don't know if there's any requirement I mean because this is required by law to do um that we can turn around and charge for that I don't know maybe there's not anything but I just want maybe run that by you yeah you don't it's free isn't it for the resident uh yeah for the resident correct come out Mark Park I don't know boun well if they're driving stakes in the ground but unless they're using like sandbags or they're not disturbing the surface of the ground then you wouldn't have to what have we done so far with people just what do we do with our right ours we haven't allowed bouncy houses in the Parks no yes the only the only bouncy house that was put out there is a fire department would would get put up once a year otherwise the city has never to my knowledge never allowed bouncy houses or any any anything else to be put in the park can I give you there's a correction one time and that was last year and that was because the people who hired or wanted it the company that supplied it supplied the um employee to go out there and monitor and they gave extra insurance to do so so it happened once R across well this is the first time we're putting it in legal terms on the rental agreements and it will cost us see a little bit of money if they want one I'm trying to find [Music] out it's right here 78 there should be restrictions on there for windy that day as well you say I there might be restrictions on wind to with those to not put them up after a certain mile per hour right now are they allowed in the park or not no no but they're it's in here see a flat fee could be added to it if you guys so wanted I mean how often are we going to have it that's the that' be the I would I don't know I I'd wave at this this year if we are seeing an abundance of inflatables then that's where I would that's my that's where we should reconsider I don't know Randy welcome what if I mean whether you charge or not but what if we had a predetermined spot set up one time in a park and have it on the paperwork that they get I like that idea where you just have a zone is where you need to be within that otherwise you can't put it up then we could somehow Mark that out on a map of some kind yeah we can come up with something mhm uh good idea uh but if you're putting something into the ground it doesn't matter you have to call in locates for that yeah if they're putting stakes in the ground yeah strike one thanks for coming sorry he he left sitting up here all by himself I would say wave it this year see what it looks like moving forward I guess I don't I don't know I'd say it's a cost to the city we all know your your favorite CS charge them guys I I hear you another down to Marshall for the mmua training school for Transformer School uh they got the wire run over to the student built home uh we have two of our bucket trucks that are on site for auction that were replaced this year um Casey Lake they still have uh five lights up and burning on the and working on the tra or the uh path the U we're actually looking at a comparable light uh because the decorative lights that we have downtown are very expensive so we're going to see if we can get a good replacement for that out there um and then we'll be having the Christmas lights being put up next week and they usually turn them on after uh Thanksgiving um as you heard tonight the first year for the Holly Jolly night at December 6 out at the uh Casey Lake they'll be having a bonfire and they'll having a contractor out there with hot chocolate which would be nice and then Santa and a movie there of Elf so be good for the kids Finance has been busy with uh working on Mutual Aid reimbursement for the two linemen that we had go down to Florida also getting together the information for truth and Taxation that's coming up here um and trying to finish up grants for the housy project and for the emerald ashb grant that we got Community Services is working on uh food truck ordinance for uh update for next year and working and Riley's doing a good job putting together a new Resident guide too for people coming into our city which is nice we used to have that yeah nice we will have six interviews this week for uh the admin assistant position that's open in Community Development this week ended up having 45ish applications so yeah it's reallyy good and working on the fee schedule that we bringing back to you for discussion a what fee schedule the fee schedule there a Cheesecake I don't know where that came from that lit up right there up cheesecake what all right that's better Public Works is working with the county um is that next year for the 17th project8 28 they be redoing 17th Avenue from uh White Bear Avenue to Highway 120 so we'll be looking at areas in there that need to be either upgraded or fixed for water and sewer um that's a county road right it's County Road Ro but we have our water and sewer underneath yep um got all the vehicles prepped and ready to go for snow um and working with article seven on some of the concrete fixes that they'll have to be doing next year that weren't got to this year um PD is having the shop of the cop on December 8th uh on Sunday which would be nice they're going to be having 30 kids out there that they're going to be able to support so it's wonderful that's all I have for you thank you very much reports from Council commissions and committees council member Norby the next Planning Commission will be on Thursday December 5th um and it sounds like one of the main things that's going to be on the agenda is what we talked about here today and that's the um the cannabis shop locations and ordinances we'll go through the Planning Commission then come back to the city council fantastic it's a it will be a public hearing too so if you want to have any input for um the cannabis shop rules um the Planning Commission on December 5th is where you should be thank you great appreciate that thank you Parks and Recreation we'll meet next Wednesday at 6:30 here in uh council chambers than that all right thank you very much
