It is now 6 o'clock. If I can get my cheat sheet here. I'm James Bell and tonight I'll be serving as the chair. This is the planning and zoning commission meeting for December 4th, 2025. First matter of business is the citizens comments. Any citizen wishing to appear before a regular meeting of the planning and zoning commission regarding any matter posted on the agenda agenda was to sign up no later than 6 p.m. of the day of the meeting. If anyone signed up to speak, they will have three minutes to speak. Staff will time each citizen and provide a warning when they have 30 seconds left. Did we have anybody sign up? Okay. The next matter of business is the approval of the minutes for the following meeting, November 6th, 2025 regular planning and zoning commission meeting. Next up are the zone cases. When we call up your zone case, the following steps will be followed. Chair will call the first case and we'll invite city staff to make the presentation of the case. The board may ask staff questions, but board comments and debates should not occur. We'll then open the public hearing on the case. Chair will then ask the applicant representative to provide any additional comment. The applicant will need to clearly state their name and address for the record and briefly explain their case. After the applicant has spoken, the chair will ask for anyone in opposition of the item to speak. Those speaking in opposition should give their name and address and then speak to the board. The chair will then ask for anyone in favor of the item to speak. Those speaking in favor should also give their name and address and then speak. First case we have and the only case we have is item 3.1 zone case number 788B. Good evening, distinguished members of the board. I'm Jamie McGar with the planning department and this is zone case 788-B. The applicant is R2M Engineering LLC for Leach Turf LLC. This is a request for a zone change from lowdensity single family district to residential estates district. 166 notification letters were sent out and we have received one in favor and one in opposition located outside of the notification area which was received late this afternoon is and is not presented on the response map. The property is located west of North Ivory A Avenue and south of East Itasa Street. Here's the response map showing the one in favor. It's very difficult to see, but it's on the southeast corner of the property. Here's an aerial view showing lowdensity residential properties and Estacado High School to the north, the Talkington School for Young Women Leaders, high and lowdensity residential properties, and vacant land to the east, and Mackenzie Park to the south and west. The current land use map shows low and highdensity residential zoning surrounding the property. The future land use map designates this property for lowdensity residential use. Here's a picture of the subject property facing west as well as views to the east, north, [snorts] and south. Although the future land use map designates this area for lowdensity residential land uses, the proposed zone change to residential estates district conforms to this designation. Residential estate district is compatible with the current land use and is acceptable due to it being a more restrictive residential district. The property is suitable for the proposed zone change and the uses allowed in the residential estate district. This property will need to be platted before further development can take place. The subject properties located on North Ivory Avenue and East Erskin Street. The master thoroughare plan 2018 designates North Ivory Avenue and East Erskin Street as local streets. Local streets typically provide access to smaller destination oriented areas such as neighborhoods, subdivisions, or local business districts. Staff has no objection to the request and I can take any questions at this time. >> Does anyone have questions for staff at this time? >> Okay, thank you very much. My name is Jerry Hart with R2M Engineering and my address is 512 50th Street Sweet 204. [snorts] So the basically this p property is being used to grow turf. That's what the current owner bought the property for. He had no idea that he couldn't build a barn on a farm. So he was starting to build a barn and was told you can't build a barn on the current zoning. The zoning that we're requesting it's legal to build a barn. Uh he's not proposing to divide the property. He's use he needs someplace to keep his equipment in safely and he has another farm elsewhere in the city that he does the same thing on. [snorts] uh he intends to use it for that purposes for a long time. He and his uh faremen are both fairly young men and uh this is a very uh it's profitable for them to grow grass and harvest it and then grow more grass.
