[0:00] she will be awarded for her recycling efforts with a grant made possible by washington county so thank you very much sarah for your efforts um takes us to our open forum where we set aside 15 minutes to discuss any topic that is not on tonight's agenda and we're looking around our chambers we do not have any guests this evening known online so we can move forward with our consent agenda we'll consider resolution adopting items one through twelve the february 7th 2022 city council workshop media minutes the february 7th 2022 city council regular meeting minutes the february 7 2022 city council enclosed meeting minutes the february payables and receipts february building plumbing and mechanical and [0:46] sounding permits report re-establishing unchanged election precinct and polling place a special event application from the people's church for a may festival at barkers helps park on may 21st 2022 the renewal of boat trailer a boat trailer parking agreement with anderson corporation the joint powers agreement with washington county sheriff's office for fuel award a quote for removal of ash tree student emerald ash borer upward a quote for additional refurbishment costs for fire department 2000 pierce ladder truck um at the day certification of fort colorado's tax increment financing district or tif 2-1 [1:32] any questions or comments on tonight's approval or mercenaries aye as well we do not have a public hearing this evening and we do not have any unfinished business and we do not have any new business so that takes us to our city council liaison reports and i'll start with you connie um well this library board actually have met this last day with the last week we met last week with the building [2:17] um committee advisory and um the thing right now we're waiting to decide if they're going to continue to keep the library open well the remodeling is going on or if they're going to find an alternative and i believe jill is going to maybe meet with adam tomorrow or this week sometime tomorrow about it okay yeah and i talked to jill today and she's really excited because she's starting some programs in her april 15th writing class program is full already yeah she was very excited and then they're going to start in-person story time again on april 5th and see how that goes she's hoping it'll you know revamp and then um [3:04] they're asking um people that come in if they would wear masks but they're not requiring masks anymore so they're recommending them i guess how i should say it and then we meet next tuesday at six o'clock and that's about all i have to report great thank you nice shout out for do you uh planning commissioner did not meet and neither did the anderson advisory council um but i should give just a brief update from the bayport community action league in the centennial we did talk quite a bit about it at the last meeting just kind of brainstorming and trying to figure out if we want to do something big or um [3:50] probably leaning towards just with the manpower that we have um just uh adding some things to the derby day celebration um but i am researching for example a centennial specific medallion that we can hide instead of the regular medallion um and i'm not exactly sure what else yet but we're going to be meeting again on thursday so if you want to be in on that conversation come to the legion at six o'clock thursday on thursday all right great thank you i was unable to work um to attend the lake elmo airport advisory but adam kindly went in my stead so would you want to report on that sure on [4:36] there the i attended back on february 23rd and uh the airport commission mack the metropolitan airport commission as part of their meeting they gave the new commission member orientation that they give for their new commission members um to the advisory group and it really focused on background and overview of not just aviation in general but the map system they currently operate seven uh airports uh six regional and then the metropolitan or minneapolis st major airport uh they talked about their website the all the resources they have um their complaint slash customer feedback tracker um one interesting thing uh for the [5:22] uh a little note for that lake elmo airport is that they only had 1.6 percent of all the complaints in the whole map system uh in 2021 and i also learned that 40 of the 44 complaints there were only things those came up with four households um so and then the year before there are three households for about 20 complaints um so the complaints are very low um generally speaking in relation to the other airports in the system which is a good thing for the residents that are near there um the the meeting was good uh they really just like i said gave an overview of the the commission and aviation and airports how airports function specifically how lake elmo airport functions [6:08] they had their manager in the airport speak to that as well the next meeting is may 25th okay i will plan to be there all right well then i think that takes us to our staff updates um the both the police and fire chief are i gave them the night off because of the small meeting um so i i will present their reports very quickly uh fire uh calls are increasing uh they're already up since last year um uh chief eisner said that we're at 100 over 150 calls i know his report had 138 on the 22nd was written number over 150 for the year um the [6:56] he's tracking uh there's fiery legislation in the state level um that they're tracking um and he is attending the township meetings um tomorrow evening uh both bay town and west lakeland uh to give them updates on the fire department uh chief eastman um they uh they have been they have a job posted a job for the additional full-time officer uh that goes through march 14th so if there is uh anybody who knows of anybody interested in applying or uh if you are interested in applying go to the city website uh that job is on there uh listed a couple couple different ways to get there once you get to the website [7:42] um there are total incense for the year just this year as far as uh 1206 1206. um they check out their web their facebook postings uh they have some good information on there and that is it next i will call on public works director who decided he didn't get the knight on how come you made me this might have been at the end [8:17] [Laughter] [8:25] obviously spring has started at least somewhat and with that comes a lot of water on the city streets and so we've been busy clearing drains and making sure that that water is flowing and we have run into a couple incidents where even at this do this last snowfall the residents had piled huge amounts of water snow at the end of their driveways and it was actually causing water to run into their yard and in one instant flood their yard so please watch where you play so it's not interfering with the street flow um the ice rink is about to stay closed for the year also um it's likely that it was one of our best years there was real no january though and so that helped a lot and the amount of time [9:11] for skating probably was what january 1st i think we opened them to only like about a week ago that we closed them so um just a couple of other things for the big projects um the box cohort replacement project which is supposed to happen in fall has obviously been delayed till now um hopefully that will get in the spring here and then also the booster station project it seems like everything's getting delayed with not being able to acquire um materials and stuff so that that's highly likely that it won't get installed until the fall which just means we have to put conservation efforts into place if it's as bad as last year again so um the ms4 audit um it went well there [9:57] are some ordinances that we need changing some slight income changes but nothing big and then um the final one would be the um pestering removal um he voted for a quote on that um this spring that'll be the last of the dnr grant monies that we're able to utilize we did increase the budget enough money or with enough a couple of years ago to actually keep that process going even without grant money um i did put in for another dnr grant but was denied since we had already gotten the grain so i guess there was one more thing the stormwater drainage plane that we had talked about in the cip um seh is preparing a proposal for that and hopefully we can [10:43] get that in april agenda so we can actually have something on the agenda uh staying for questions so i i would like to talk about having conservation efforts put in place even if we do get the booster station up and running don't you think i mean i feel like we need to make sure that i don't know if we what we have out there right now for our ordinances around water usage is enough but i'd like to review it and make sure that we're doing the best we can to conserve so on an annual basis we have eye to even no matter what um and i try every year i actually not try but for the last two or three years sent a letter to all the hoas [11:29] baytown or miller farms hoa uh autobahn and then um inspiration so that they can email them wherever they have emails for us and note that letter so just thinking obvious that conservation efforts stuff like that yeah um well probably with the rate study whenever we get that done look into the possibility of maybe a higher tier for higher users um that doesn't always work but it would be somewhat of a dear tournament i would think yeah yeah those kinds of things would be great to start looking at at least it would be bringing in because there's an added expenses correct yes [12:14] okay any other questions all right thank you very much over to you one thing that magic reminded me his report reminded me of uh i did speak to farci eisner today and they're looking at the delay requiring their types of vehicles fire vehicles on the it's not it wasn't scheduled for this year but for 2023 the uh rescue two truck uh is on the list and they're already saying that they're looking that even if it's ordered now they may not get it until later next year um so that might be something that we we look at ordering sooner than later because it's it's taking that long um so just [13:01] mention that aspect to the supply chain shortages next assistant administrator taylor madam you're members of the council we had a workshop earlier this evening to review draft updates to the city's personnel policy based on direction of that workshop staff will prepare a final copy for consideration at the april city council meeting efforts to manage organize and convert city records to electronic files continues destruction of the backlog of utility and finance paper files has been completed in the coming weeks i'll be working with the city's building inspection firm to begin converting large sets of commercial building plans from paper to electronic files using their large format scanner so that'll free up a lot of storage space in the basement and just be easier to access [13:47] those files in the future new home construction in the bills of inspiration has been steady over the winter months of the 24 lots to be built on in this phase of the development only nine of those remain so wow i'm also in the process of updating existing um or developing new building and zoning forms and the preparation for the upcoming construction season these efforts should help assist our front office support specialists with fueling general questions she's new to the position and assist property owners and contractors with better understanding general guidelines and permanent regulations and when they submit those applications so other than that they stand for questions any other questions for sarah [14:32] do you need help with uh getting those paper documents into electronic form because i would be happy to come in and help oh thank you for the offer um the specifically the building construction plans they're large plan sets so there's a special scanner that you have to feed and that's why i'm working with minspec because they have that equipment and they use it on a regular basis so we're still figuring out the details of how that's going to work some of that might be covered under our existing contract with them for staff time it depends we're working on the details and figuring out how that's all the logistics of that but um so thank you for couple items we already discussed the airport commission meeting that i went to uh on the agenda tonight the consent agenda bay parks tiff district croydeal back in 2003 it was created and as part of that the last four years of the scheduled tif district it was supposed to be phase down um starting in 2017 that was missed uh [16:07] but we are we're working with corydale to rectify that uh also part of that is it has was done tonight it was decertified um because it's met its funding uh threshold uh so it no longer serves purpose um so i've been working with our the state auditor's office our under the county uh croydell themselves north and securities who was the one firm back in 2003 who handle it uh to wrap that up and so thank you for doing that tonight we will be passing that information on to the county uh that will be done so the city will no longer have any active tifton strings um the the big thing that's been going on this last week and the previous week [16:52] before that was our 21 audit the auditors from here and both working remotely uh getting information and in the office in city hall last week uh very glad to give her another kudos she's been doing a tremendous job of working with them getting that information for them and all the other department heads for helping her get the relevant information the we are there are still some post field work tasks that we're doing but i presume the i know for a lot of the other cities and audits and organizations that our firm has been is doing that for uh it's it's taking longer apart in part due to covet they've been short-staffed and they've uh they've been struggling with that as well um but i do expect either may or [17:38] june which is our typical presentation with the audio recorders finalists uh to occur uh i've been notified any specific delay in that for the city audit um i believe our fire department audit is going to be taking longer but that city doesn't really have the involvement in that other than acknowledging it um the one of the other items that has come to staff's attention is the state minnesota state department administration and department of corrections the department of direction stillwater has requested a street vacation for picket street and they are picking up they we have a meeting with them uh staff have a meeting with them uh this week to discuss the details of that um and get some provide them some more [18:24] feedback and go over what their specific proposal entails uh but if we can work that out to at least staff's acceptance or satisfaction um then we will bring that to the city council they do have the rights requested so that they're looking to at the end of sixth uh before it turns into pickett at the north east corner of the cemetery they're looking to put a cul-de-sac and then basically close off the public access to the portion of picket in front of the prison um there are benefits uh consequences so we will discuss that with them like i said bring up the council if it [19:09] gets that point um i i mentioned uh in my report the centennial we did determine staff to determine that the election changed the name of big word uh was in september of 1922 but the information that we have it it's not entirely clear as to when the action was effective the village board records we have started using bayporter first meeting in january um i i discussed it with cosplayer hanson and my recommendation is still still recognized 1922 as the the date that bay park's name became um because that was the legal name election um regardless of the specific date [19:56] uh that it was 100 you know legally effective uh that's probably the simplest and unfortunately some of the records that were from that time were destroying the fire uh many years ago so um but that was a little little bit it's fun it's been very fun learning more about bay park's history and again mary galette has been uh she's been a champion in that area look in some you know 100 year old village board minutes and it's uh not always the easiest to read so it's been fun any other questions from the council would be happy to answer any
