[0:34] **Jim Crace (Police Chief):** I think it’s... in the evening, early evening hours.
[0:38] **Mayor Wayne Boucher:** In the evening, usually from like five until eight, right? And in conjunction, starting at noon, we have a blood drive where the police and fire departments are coming together this year instead of competing, it looks like.
[0:51] **Jim Crace (Police Chief):** Correct. Thank you.
[0:53] **Mayor Wayne Boucher:** We have no public hearings this evening. Mr. Mulder?
[0:56] **John Mulder (City Administrator):** No communications. You would have just those ones that were listed. If you want copies of those, we can give those to you.
[1:08] **Mayor Wayne Boucher:** Thank you. And no presentations at this meeting. Item number eight is public discussion about any item not on the agenda. If anyone present, either in chambers or online, wants to comment on something on the agenda, there will be time made available during that item. Is there anyone in chambers who would like to make a public comment at this time?
[1:44] **Mayor Wayne Boucher:** No one in chambers has responded. Is there anyone online that would like to make a public comment?
[1:55] **Joe Wicklund (Asst. City Administrator):** Should be all right there, thanks. And Mayor, we all have signal loss on our monitors here. I’ll keep you in the loop as we kind of work through that, but right now we don't have anyone else in the online setting.
[2:07] **Mayor Wayne Boucher:** Thank you. Move to item nine, the consent agenda. Do we have a motion for the consent agenda?

[4:27] **Mayor Wayne Boucher:** Any questions or comments from council? Is there any member of the public that wishes to comment on this motion? [4:48] **John Geissler:** Aye.

[4:51] **Mayor Wayne Boucher:** Aye. Ordinances. Ordinance 2021-04, an ordinance amending section 1000 State Building Code of the Hermantown Code of Ordinances. This is the first reading. Mr. Mulder, do you have a short explanation?
[5:12] **John Mulder (City Administrator):** Basically, we're updating our code just to be consistent with the state building code recent changes.
[5:22] **Mayor Wayne Boucher:** Thank you. And since there is no vote, there will be no comment at this time. Resolutions. Resolution 2021-84, resolution authorizing a request for proposals for professional services with Bolton & Menk Incorporated for reconditioning Miller Trunk Highway water tower.
[5:44] **Joe Peterson:** Motion to approve.
[5:46] **Mayor Wayne Boucher:** Do we have a second?
[5:48] **Grant Hauschild:** Second.
[5:49] **Mayor Wayne Boucher:** Second by Counselor Hauschild. Mr. Mulder?
[5:51] **John Mulder (City Administrator):** So we went out for requests for proposals. We received proposals from four firms. We interviewed all four of them, and we believe that Bolton & Menk was in the best interest of the city.
[6:05] **Mayor Wayne Boucher:** Thank you. Any questions or comments from council? Is there any public input on this resolution? If so, state your name and address for the record. Any public input on resolution 2021-84? Roll call please.
[6:21] **Alissa McClure (City Clerk):** Counselor Geissler?
[6:24] **John Geissler:** Aye.
[6:25] **Grant Hauschild:** Aye.
[6:26] **Gloria Nelson:** Aye.
[6:27] **Joe Peterson:** Aye.
[6:28] **Mayor Wayne Boucher:** Aye. Resolution 2021-85, resolution approving pay request number two for Keen Creek Park Trail to Veit & Company Incorporated in the amount of one hundred twenty-three thousand, one hundred twenty-one dollars and fifty-two cents.
[6:47] **Grant Hauschild:** Motion to approve.
[6:49] **John Geissler:** Second.
[6:50] **Mayor Wayne Boucher:** Motion by Counselor Hauschild, second by Counselor Geissler. Mr. Mulder?
[6:53] **John Mulder (City Administrator):** So this is a pay for the work that's been done to date, including the change order that had been approved at the previous meeting.
[7:02] **Mayor Wayne Boucher:** Thank you. Any questions or comments from council? Is there any public input on this resolution? If so, state your name and address for the record. Any public comment on resolution 2021-85? Hearing none, roll call please.
[7:34] **Alissa McClure (City Clerk):** Counselor Hauschild?
[7:36] **Grant Hauschild:** Aye.

[7:38] **Joe Peterson:** Aye.
[7:39] **John Geissler:** Aye.
[7:40] **Mayor Wayne Boucher:** Aye. Resolution 2021-86, resolution of the city of Hermantown lifting local emergencies.
[7:52] **Joe Peterson:** Motion to approve.
[7:53] **Gloria Nelson:** Second.
[7:55] **Mayor Wayne Boucher:** Motion by Counselor Peterson, second by Counselor Nelson. Mr. Mulder?
[7:59] **John Mulder (City Administrator):** Mayor and City Council, this is kind of a perfunctory action because the Governor had rescinded the emergency for the state statewide, but we thought we should also rescind or lift the local emergency one as well. We will continue to use Zoom to have public engagement, but after August 30th, we'll ask commission members and the city council to be in person and not be remote. One thing I did not mention at pre-agenda but I also want you to be aware of is we will also look at the whole issue of liquor licenses and outside sales as part of this process as well, because during the local emergency, we had made some changes to the liquor license rules. We're going to take a look at those just to see if those continue to make sense or how we might respond to those.
[9:01] **Grant Hauschild:** I would be interested to see how this resolution would affect those changes that we made since those were made during an emergency.
[9:11] **John Mulder (City Administrator):** Yeah, but all the changes we made relative to liquor licenses were done specifically by ordinances, and so those ordinances would stay in effect until one of them—the expiration date was November 1st of 2021. So that ordinance will stay in effect in terms of outside services areas and things like that, but we're going to take a look at how that might continue after that effect.
[9:37] **Mayor Wayne Boucher:** Thank you. Is there any public comment on this matter? If so, please state your name and address for the record. Any public comment on lifting a local emergency? Roll call please.
[9:53] **Alissa McClure (City Clerk):** Counselor Nelson?
[9:55] **Gloria Nelson:** Aye.
[9:56] **Joe Peterson:** Aye.
[9:57] **John Geissler:** Aye.
[9:58] **Grant Hauschild:** Aye.
[9:59] **Mayor Wayne Boucher:** Mayor Boucher, aye. And we need a motion to recess.
[10:02] **Grant Hauschild:** So moved.
[10:03] **John Geissler:** Second.
[10:04] **Mayor Wayne Boucher:** Motion by Counselor Hauschild, second by many. All in favor say aye. Opposed, same sign.
