[0:47] **City Administrator John Mulder**: You have one from Jeff Dwyer, the local president for the Law Enforcement Labor Services Union, thanking this Council for the recruitment and retention incentives. Then you have the petition from the Maple Village Homeowners Association regarding some maple concerns in Maple Village. [1:13] **Mayor Wayne Boucher**: Thank you. There are no presentations. Now is the time for public discussion. This is public discussion about items that are not on the agenda, and later on, under each agenda item, there will be an opportunity for public discussion. If anyone wishes to address the Council, please start with your name and address. [1:32] **Judy Hillman**: I'm Judy Hillman. I live at 5036 Silver Leaf Street in Hermantown. [1:40] **Kathy McNamara-Heimbaugh**: And Kathy McNamara-Heimbaugh at 4442 Sugar Maple Drive. And we are here tonight to express our concerns in regard to the speeders that are continually going through our neighborhood. And we in the past couple of years have had a significant increase in the number of young children that now live in our neighborhood. And as I believe you all received a copy of the letter as well as the petition, every person I spoke to expressed a concern about the speeders that go through there. [2:19] **Judy Hillman**: In fact, one of the homeowners said, "I went to the police and I asked him if we couldn't have a speed bump put in front of our house." So anyway, we would really, really greatly appreciate it if we could have our speed limit reduced. And then we had a couple of other items too that we wish to speak about. One of them is the mowing in the section of Silver Leaf before our development starts; nobody knows that area of the boulevard. And then the other one is we would like to enhance the entrance to our development by putting our logo on the big rock that is right on the corner of Silver Leaf and Lavaque. I don't know, is there anything else? [3:06] **Kathy McNamara-Heimbaugh**: Yeah, there is one other concern about when the cars come from Bottom of the Lake and having passed safely through the thing, come around the curve just close to my home. And there are driveways that come on, especially the one from Valentini's parking area where they come, and I am almost hit. There are so many times that I know enough when I come out of Valentini's to keep my eyes to the left. So we're wondering if there's any opportunity for us to put up some kind of signage as they're coming from—headed towards 53—that just says "Blind Intersection" or "Exiting Traffic." I don't know what the proper terminology would be, but it would be really, really, really helpful. And I know it will save an accident; it's really, really dangerous. [4:13] **Mayor Wayne Boucher**: We've all seen all of your suggestions and questions and we spoke about it at pre-agenda. And what will happen on this is City staff will get together and formulate a response to your requests and get back to you in writing. Specifics depend on certain statutory obligations the city has or certain things we can and can't do, but there's also certain policies we've had as a city that can be addressed. But we can address all of that in response to you and that will be in writing from staff. [4:41] **Judy Hillman**: Okay, thank you. We appreciate your time and your consideration. Thank you. [5:05] **Mayor Wayne Boucher**: Unfortunately, the percentage of money the city gets from traffic fines isn't that great, but I would encourage you that any time you notice spurts of bad driving conduct—if it's a certain time or day or you see it happening like right now it's been happening for 20 minutes—call the police and ask for extra patrol. First item is Ordinance 2023-06, an ordinance amending Chapter 300 Smoking Policy, prohibiting the use of cannabinoid products in public structures, public vehicles, parks and recreation areas. Earlier this year they sent us this letter saying that they would be discontinuing that contract at the end of the year. In that ongoing discussion about transitioning to a City Department of Public Safety, we think that City Council should accept their notice just to document the fact that they have given it to us and that we're transitioning to the public safety department. [16:46] **Councilor John Geissler**: I'm just happy to report that we heard during pre-agenda that the city is, as we all know, moving forward with the creation of a little bit differently run city fire department and that we've seen the process of working through and hiring a fire chief with others to come.
