City Manager Leighton. >> Thank you, Mayor. Um, got the wrong one. Sorry. Uh, September 9th agenda. We have a few proclamations. And at this time, nobody on the public agenda. On new council business, item number one would allow municipal court judges to block access to Oldtown for persons who've been convicted of criminal activity in Oldtown while they're under diversion or deferred judgment. Uh item number two would enhance penalties for illegal dumping. Number three would approve changes to the city's noise ordinances and um the operation of allowed vehicles would be prohibited. Uh approve number four would approve allocations of Hayatt funds in district three and extending the loan loan repayment period for the Starlight Drive-In. Number five would approve the 2025 park signage upgrades. Nothing else under new business or council agenda on the consent agenda number four A would approve an agreement with Suffach County for the joint administration of the opioid settlement program. Moving ahead, really don't have anything until the last page. Items 15 and 16 would approve the sale of two public housing authority homes. U the September 16th agenda is uh pretty full. Um I apologize. I think you may have a slightly different copy than I have. So, the pages may not correspond, but I think the numbers are are about are the same. Um, the number one would approve a letter of intent. This is new business, I'm sorry, a letter of intent for a multifamily housing uh revenue bond project with 60 units of apartments in uh district 6. Number two would approve a grant application to the Kansas Water Authority for the creation of a water learning center uh for Botanica. Number three would approve a contract for false alarm management services. Number four would ratify the results of two GO bond sales and one go temporary note sale. Number five would approve health, vision, and dental insurance premiums for 2026. Number six would approve the 30% design concept for the West Bank improvement projects public art components. Number seven would approve the 30% design concept for the Redbub path improvement projects public art component. Number eight would approve a contract for the development of the park uh and recreation master plan. Number nine would approve the 30% design concept for the Douglas improvement projects public art components. This is a revision council had this originally and it was sent back for dab uh review if I remember correctly. >> So this is just for section B or section A. I think it's section B that's been redesigned if I remember correctly. I just looked through the report quickly. >> Number 10 would approve $630,000 in home funds for the construction of seven single family homes by Menanite Housing. Number 11 would approve the annual HUD consolidated plan performance report. Number 12 would approve new airport hazard zoning code and map, excuse me, approve a new airport house uh hazard zoning code and map. And this is for the areas that are surrounding um all airports in Witchah and Cedric County on the consent agenda of 4 A. This would approve a supplemental design agreement with K Dot. Um, and oh, excuse me. This would approve a supplemental design agreement and a K dot funding agreement for the Red Bud Trail project. 5A would approve change order for the OP3 project and this reflects the measured quantities for uh street repair work that was done as part of this uh resurfacing program. Number seven would approve an additional grant award for special traffic enforcement activities by WPD. Number eight would approve administrative per administrative permit process for daycare use and residential zoning districts as requested by the county commission >> and I'll be going to the county commission on Wednesday with Adrian Lad with childcare licensing just in case they have any questions before it comes to us. >> Okay, thank you. Nine would approve funding agreement with K DOT and construction agreement with AT&T for Douglas improvement project. and all the way to the end. The first item under the consent airport agenda uh would approve an agreement for wildlife management services around Eisenhower and the Jabara airports. >> Mayor, that's all I have. >> Actually, I have a question on number 11 on consent. Didn't we just pass market center apartments? >> That is I think the actual issuance of the geos. >> Okay. >> I mean, excuse me of the IRBs. So that's why it's first it says first reading of the bonds. >> Yeah. Correct. Correct. So because this is um a for low income housing they're issuing the bonds in advance of generally you would see the bond issuance once the project's complete but because it's a low income housing tax credit project they issue the bonds in advance. So yes this is the first readable bond issuance. Yes. We did just up the letter of intent from the 30th to the 35th. This is the bond issue. >> Thank you. >> On uh number eight for the 16th, the parking rate master plan. Is that does that include community centers or just the parks? >> I believe so, excuse me. I I believe community centers are part of the master plan review, >> right, Reggie? >> Yes, that's correct. He's going to look at the entire park system, look at all our amenities, and make recommendations of how we move forward with funding in CIP. >> Any comments? >> Yep. I would just like to take a chance to um wish our mayor a happy belated birthday. Uh 27 doesn't come along all that often, but uh um sorry I missed it yesterday, but happy birthday and I hope you have some time to take off and relax a little bit. Everybody deserves it around their birthday. >> Thanks, Mike. And for full disclosure, it's 41, so it's okay. I'm happy about that. Grateful to have another year around the sun. Council member Johnson. >> Thanks, Mayor. Uh I know Mike is a Eagles fan, but want to invite everybody to the district one breakfast. the best breakfast in the city of Witchah. Tomorrow we'll have Carol Brewer of Dorothy's Lane uh as our guest speaker and some really good food. Better than District 3. Yes, >> we'll put it to an anonymous vote. I think >> in district 4 tomorrow we're having the illustrious Bob Leighton um as the guest speaker and we're going to have Ziggies pizza. So instead of a breakfast, we're having a lunch at 11:00 and uh having Ziggy. So I will say that pizza both breakfast this time. >> It's a good pizza. I can't argue. >> I'm only attending because he's up in the ante and I would he knows he can get me with pizza. >> He's hard to get the last few months. Um, >> where is it? Where's it at? >> Uh, senior services. >> Tomorrow is also the district 2 breakfast and council member Johnson is kind enough to always uh share Rockwell Library with me. And so we have our district advisory board meetings there usually. Now we're at the fire station until the renovations are complete. But tomorrow we're going to meet at 9:00 at the Rockwell Branch Library that officially opens on Monday. Um, I've had a couple tours. It's amazing. It's just such a cool space. They kept the fireplace, which is my absolute favorite. So, we'll be there tomorrow morning at nine o'clock. And then I just also wanted to mention and give a shout out today. After this, I'm leaving to go to the Hyatt. It's the Kansas Hospital Association uh statewide conference and the city of Witchah, the Witchah Fire Department, the local IFFF 135 and Ascension Via Christi are being awarded the Donald A. Wilson Visionary Award for our work with cancer screenings and cancer and wellness within the fire department. Again, a great public private partnership. Um, this is the first time that the Donald A Wilson Visionary Award has ever been given to an entity other than a hospital. So, yeah, just such a cool initiative and so proud. So, we'll be excited to go and help um accept the award on behalf of the city of Witchah. I'll bring the hardware to a meeting.
