to tell um you all how ecstatic I am to have this item on the agenda and actually I know believe we have somebody from the public who will tell you how excited he is because he has been battling um or advocating for this for a very long time I also received a um text about this item so first of all Cactus Park Precinct um I'm pretty sure has been there I'm going to say longer than I've been alive that might be a slight exaggeration but there are still ashtrays in the bathroom so that all gives you a clue there was that c Precinct was built before women were on the police department so no women's locker room originally um and they just don't have a lot of room so we're excited to show the men and women of the Phoenix Police Department um that we do value them and and in the bond we approved the station and with the approval of this I think we'll have some steps forward on this I also want to share that I received um a text from the United Phoenix firefighters Association who did not get their comment and on time but is also very grateful for the Ci's forward um action on this related to additional resources uh for our fired department and that their quote actually is that they appreciate the city taking an active approach in identifying real estate and addressing the safety of the public um and urges them to continue looking for opportunities like this across our city so thank you Lori and Chris and all those who played a role in this thank you mayor thank you Stan Bates good afternoon mayor and City Council Members I want to say that c councilwoman O'Brien just stole almost everything I'd written down to speak about so my part today will be shortened because of that thank you um when we first started looking at this problem about two years ago or two and a half years ago and we brought it to the councilwoman um myself and one of my neighbors who no longer lives in the state of Arizona uh went and toured both the Black Mountain and the Mountain View Precinct we would have gone to mville but there wasn't much of a sense to go there because we'd already seen two identical buildings to it um and the square footage was about half the size in Cactus Park that it was in the other ones although the number of officers were the same the biggest issue she's already pointed out and that was the women's restrooms um they were atrocious to say the least they had maybe a third of the showers that they needed and locker room facilities they were crammed together like you wouldn't believe um we will be so excited to be able to actually see this come to fruition I'm glad that it's also being considered to have a fire station there because that's well needed in our district as well currently we share one with Glendale and I'm certain our officers would like to be back in our area so if you have have any questions I'll be glad to answer them otherwise I think you've already got the answers from the councilwoman mayor may I say one more thing please do I I do apologize because I should give a huge thanks to both you Stan as well as Frank Stein Mets who's along with you they were just tireless advocates for ensuring that we um got this Police Department there wasn't a time I saw Stan for about 2 and a half years that he didn't ask me what about this fire what about this police station so thank you very much Stan for your and Frank's work mayor vice mayor I love your shirts Stan that's outrageous I love the orange we chose this as our blackwat shirt because not only are we outstanding but the shirt shows that we are thank you all fabulous well congratulations thank you to our councilwoman who have been working so hard to make this happen uh thank you to our voters for approving the bond to help us move forward there's a lot of great things happening in public safety fire station 62 in Council district 7 will open in September and fire station 74 at 19th Avenue in Chandler Boulevard should hopefully break G ground by the end of summer and be completed in the fall of next year so we are doing a lot of work to make sure we have a safer City and really appreciate first the voters but all of the elected officials moving American resue plan act Phoenix resilient food systems program enter into an agreement for container vertical Farm project do we have a motion I move to approve second we have a motion a second I'll turn to councilwoman guardado for comments thank you mayor I just wanted to express my sincere gratitude to our city staff for their leadership and vision in bringing the container vertical Farm project to our community this Innovative Urban agricultural system will be an incredible asset offering solutions to parts of the city where access to Fresh Produce is sometimes limited the implementation of photo voltex for power water saving techniques and an energy storage system demonstrates a strong commitment to sustainability equally important is the Project's potential to support local food distribution and provide Workforce Development training in controlled environment agriculture to Residents and businesses in disadvantaged census tress this cutting nich farm on Municipal owned land at 2644 West Balman Avenue will undoubtly have a transformative impact to our community thank you to assistant city manager Lori Bas Deputy city manager Alan Stevenson the fire department for helping contribute the land also environmental programs manager Rosanne Albright and the office of of environmental programs for their work on this important projects I know that our neighbors over at North Glenn square and the surrounding area are very excited about this project also a big shout out to one of our neighbors Sinclair who had this vision and who challenged us to do something great along 27th Avenue thank you mayor thank you Council and congratulations and thank you to our partners including federal government Salt River Project in Arizona State University this is one of the great projects we are able to do thanks to American Rescue plans and we're appreciative to our Congressional Delegation there as the councilwoman said it's such a great sustainability model lower water use powered by solar the uh produce does not have to move as far and we'll hopefully move us forward in our continued leadership in terms of urban agriculture thanks to the folks at home are partnership do we have a motion I move to approve motion a second Diane Barker good afternoon mayor and city council and I will be speaking on this application to Meg first of all I want to thank my councilman in district 7 I attended summer suus he spoke at Burton Bar and I did find the water container filler in case they do run out of that bottled water there but in regards to this afca mag is getting $30 million and the City of Phoenix is applying for some of that to build infrastructure for electric vehicles and and I our mayor was the chairwoman of Meg and this item did come up during that time but I just thought we forgot to talk about multimodal transportation and I'm wearing the Declaration of Independence colors the choice this great thing that happened that we got free of the king and the 30 colonies and I grew up in the first settlement in the Northwest Territory Washington and Lafayette came there and what I'm saying I think you need to put in the infrastructure for for Innovation 27 do we have a motion I move to approve second councilwoman gado thank you mayor so today is a great day for District 5 for 27th Avenue um today I am thrilled to share that something truly remarkable is happening the continue investment and launch of innovation 27 in partnership with arisona State University mopa Community College District and Western mopa Education Center West Mac Northern Arizona University and Washington Elementary School District we are embarking on the creation of a state-of-the-art Innovation Center that will offer Educational Services Workforce training and job opportunities to our community I am deeply grateful to Marik Koba County for their Incredible 1 million Grant not only for their generous financial support but also for their steadyfast commitment to joining us in this transformative Endeavor this partnership is a testament to our shared vision of empowering and uplifting the people of District 5 in our city I would like to extend my heartfelt appreciation to Chris macki Deputy city manager John John Kane and the entire community and economic development department and to all the partners and City departments involved in making Innovation 27 a reality your dedication and hard work are truly inspiring and I cannot wait to see the profound impact this Center will have on our community I know that soon we will be doing our first meeting with all of our different leaders and our community and our community leaders to talk talk about next steps for Innovation 27 and also grateful to all of my colleagues that the Lin's family entities for public infrastructure improvements do we have a motion motion to approve item 94 we have a motion from Council councilwoman HJ Washington in a second from councilman Galindo Al I'll turn to the councilwoman to introduce this item thank you mayor um this development agreement is a continuation of the hila Foothills uh PUD and I'm very excited about the opportunities that it provides it not only allows for investments in streets or water and waste water and wastewater infrastructure but it also helps move forward some items that the LaVine Community has articulated and vested interest in um it would one show help us fund a trail head at the westernmost portion of sou Mountain Park and two it would help us move forward with establishing a fire station and a com a fire station and a combined police station also in the LaVine area so I'm very excited about this um development I think mayor we have a speaker on wonderful why don't we start with Dan Penton followed by Linda abeg good afternoon Madame mayor members of the council um can you hear me we can okay thank you my name is Dan Penton I live at 8216 South 42 Avenue in LaVine I'm speaking with you this afternoon not to oppose the development but just to express my concern regarding the heal ofil his PUD and the pressing need to include the construction of a fire station within the first phase of development of this project um the the rapid growth in this historically rural agricultural area is at the base of South Mountain Park and preserve one of the largest in the country and it's created a Wildland Urban interface that necessitates immediate AC attention to community planning and fire mitigation strategies the IFC and international building Cod along with other relevant ordinances laws establish the importance of adequate Fire Protection in such areas the hila Foothills P PUD with a significant increase in residential and Commercial density and 80 acres of which would be an EV focused Auto Mall pose an elevated risk of fire incidents due to its proximity to Wildland fuels and the potential for human cost ignitions the absence of a dedicated fire station within the development would severely compromise response times and hinder the effective fire suppression efforts and endangering lives and property uh I would just urge the city council to correct this oversight and take immediate action to make sure that there is no question about whether or not the fire department will be built and make it make it part of the first phase of development to ensure it will be developed before the EV Auto Mall goes in thank you very much for your time I appreciate it thank you Dan councilwoman HUD Washington did youor I was saying thank you oh thank you apologize perfect uh then we will go to Linda and then we have Reed Butler available if necessary great go and council members thank you for the time I'm really excited to be able to to support this development agreement today as the chair of the LaVine Village planning committee I can tell you that my committee and I have spent hundreds of hours over the years studying the project this development agreement pertains to including listening to and working with community members as a committee and a community one of the primary concerns with large developments like this one that includes an auto mall and thousands of Apartments is making sure we have the infrastructure and Public Safety resources needed to support the growth this development agreement through the work of councilman Hodge Washington Chris Mackey and her team at CED and the Lions family carefully addresses the main concerns raised by LaVine residents and ensures that we're developing in a responsible and sustainable way I really feel like we have a winning development here with this support and I ask you to please support our community by approving this development agreement and supporting the growth that the Pud is bringing to LaVine thank you thank you uh Reed has indicated he does not need to testify unless anyone has questions right any additional comments councilman Galindo AA thank you mayor I I want to take an opportunity to congratulate and thank my colleague uh kesa Hajj Washington she did put in extraordinary leadership in working with the community to really deliver on what they commented on what they expressed their needs were and there will be a sign significant development both for Public Safety economically as well as for housing with this um development and um more than anything it looks like it it is and it looks like a product of the luine community so congratulations council member thank you councilman thank you I just uh I wanted to uh sorry mayor I wanted to explain to I want to just respond quickly to Mr penton's concern um the fire station anyone that's been listening up from City manager's office know that that is a priority for us and I have stressed it repeatedly so we are I want to make sure that you understand the urgency is not lost on me and I will continue to work on that issue so thank you for taking the time to come down today and update do we have a motion so move we have a motion in a second Susan Edwards I thought there was going to be a presentation excuse me my name is Susan Edwards and I'm president of the Arizona neighborhood alliance uh there has been much work put into this proposal for which I'm very grateful and thank you for taking the time to do that work I wanted to mostly say please be careful with South Phoenix on the the business district because of the effect of uh HB 2721 the multiplex bill because that bill BAS basically says that investors can come in buy a lot fill half of that lot with a multiplex um just that has floor area ratio of half lot it isn't designed for the neighbor has four to five bedrooms for each unit could hold with only two off street parking places and could easily hold 40 people at a time um and then flood the neighborhood with cars the historic neighborhoods were very worried about that it seems like that the historic neighborhoods that are already affected or affected so it seems as if that may not be as bad a fear as we had worried about but South Phoenix is still scares me I don't want the people down there who do have housing to lose that housing and to lose it because when that becomes a very shishy area and then investors come in and build like this giant set of unstaffed motels um and and displace people uh it doesn't add housing it just makes it much worse for people who already have housing so I would like you to be careful and consider that I've got some handouts for the city council members I didn't get to before and I'll bring them right back to you but thank you very much vice mayor thank you I feel pretty strongly that the historic preservation overlay Will trump this particular uh bill so I I I feel that you've got the security that you need given that the overlay I personally I'm not the attorney but I I am a planner and I think that overlay does Trump yeah this bill hope you're right please be right I have some hope there have a motion I move to approve second councilwoman pestor yes I wanted to understand what is happening and I also want to know when we're going to do the search mayor members of the council councilwoman Pastor um as you may recall in September of 2022 uh the actually August of 2022 um the council approved a contract for interim Chief Sullivan to take on the responsibilities of police chief for the Phoenix Police Department that contract was initially for a 12-month period with two options to extend for a total of 24 months of extension the extension in in front of you is the last component of those extensions last year at this time we extended through October of 2024 so this final leg would take us to August 31st of 2025 and that would be the uh final extension for the original contract what we are proposing to do um is during that final extension period conduct a recruitment which would allow us to name a permanent police chief prior to the expiration of the extension okay so what I am hearing is this will be extended to August 31st 2025 and during that time period we will be doing a search for a police chief that is correct okay thank you thank you any here to comment we will start with Abby followed by Ling Ling Lee good afternoon um mayor and councilman I'm speaking today to support naming the Central Station Transit Center in honor of Greg Greg Staton as his constituent I'm proud to have a sensible voice representing me at the federal level Congressman Sten has secured billions to support our state most urgent needs including reliable public transportation public transportation is a critical aspect of my day as a student and a parent with which I use daily this is part of a lifetime of understanding the importance of public transit especially for workingclass families striving for a better life during this his time he's spearheaded an ambitious Initiative for the Phoenix light rail system his work as mayor transformed the city and continues to dedicate his efforts to making Arizona a place where people can Thrive he has earned a spot in Phoenix history and I urge the council to vote Yes on this agenda item thank you thank you lingling Lee is next followed by Stephanie rimmer good afternoon mayor gyo vice mayor stack all council members I'm lining Lee I live in Phoenix for 40 years I'm here today strongly support naming GRE Stanton Cent Central Station GRE Stanton is a role model also a community leader he's the best person who deserve this honor many Taiwanese Chinese and Asian Community leader and I believe that it is important for City of Phoenix to pass the naming Greg Stanton Central Station uh to honor his remarkable uh contribution for Phoenix thank you very much for your attention I have the Taiwanese Chinese and Asian Community leaders a signature to present to all of you thank you thank you so much Stephanie is next followed by weni thank you mayor and Council for having me here tonight I'd like to start by sharing a poem princes and kings and clowns that Caper in sawest and common people like you and me are builders for eternity each is given a bag of tools a shapeless mass and a book of roles and each M build a life is flown a stumbling block or a stepping stone no matter the role we play in life we are all charged with the same mission to build Stepping Stones by which our most important Legacy becomes whether others can build upon What We Leave Behind Phoenix is fortunate to have have many leaders who left for you and all serving today the Stepping Stones upon which you build and grow our community during the last 24 years no one has done a better job of building on the foundation of his mentors and predecessors than Greg Stanton and he didn't do this without a lot of work and personal sacrifice as mayor Stanton inherited many failures and a lot of unfulfilled hopes and dreams upon taking office first as a council member and then as mayor he never took stock of his own agenda no he got to work immediately to finish the efforts of those who came before him and to do so he went out to every corner of the city he connected with people taking Phoenix from its disconnected state with a plethora of Unfinished abandoned or struggling projects to a network City first he connected to the community then he connected areas of the community to each other the result a connected City connected from person to person business to business and connected to the rest of the Valley via the the light rail he didn't do this alone and he didn't start from scratch but he was the one to see it to fruition carrying the Baton across the finish line Thank you thank you Stephanie when she will be next followed by Yousef Rob I am a proud resident of Phoenix for 40 years I highly support naming the light World Hub near Central Avenue and vanan Street the Great Central GRE Stanton Central Station concerence quig senton is a devoted passionate and dedicated Champion for the Light Rail and public transit system in Phoenix it is a fitting honor to name a transation after him because of his strong leadership to make Phoenix libr System bus service expansion and roadways Improvement in reality he also continue in his leadership in US Congress to make Phoenix and Arizona transportation and infrastructure a priority with billions in funding Congressman Stanton is the people's mayor and the people's Congressman he understands the importance and significance of transportation for people and communities and he steps up to solve address issues and challenges impacting the communities to make everyone's lives easier and better naming this transition after Greg Stanton honors his legacy and Phoenix and honest's continuous dedication to the people thank you thank you Yousef is next followed by Gail Knight good afternoon my name is Yousef Rob and I represent United for infrastructure we're best known for leading infrastructure week year after year after year uh United for infrastructure is strongly in favor of item 130 look Congressman Stanton is a recognized leader in transit and infrastructure and we know that firsthand we work directly with him when he was mayor on generating local Transit funding for Phoenix and we know that to this day he remains a Transit Champion for Phoenix and for the United States of America he not only delivered for this Center that should be named after him he has delivered good jobs for Phoenix with his advocacy he has delivered cleaner air and fewer climate emissions for Phoenix he has tackled traffic congestion and stress on people's lives in Phoenix so he well deserves this honor and let's not forget that just yesterday he announced almost $16 million in transit funding for Arizona so this honor is well deserved and United for infrastructure wholeheartedly supports this naming and at the risk of being out of order may I add that mayor I gyo is doing a heck of a job for Phoenix we urge all of you to this item thank you thank you Gail is next followed by Lori good afternoon mayor vice mayor and city council I am here today to wholeheartedly support the naming of the Central Station as the Greg Stanton Central Station I have known this dedicated public servant for over three decades since he was citizen councilman and mayor and now Congressman Stanton he is a champion for all and will deliver successively always for his residents and constituents he has supported tremendous tremendous needs in transportation continuing to expand opportunities for businesses and jobs to better our state overall he picked up the Paton from his inspiration of the late Congressman Pastor to continue to focus on Transportation to connect our cities throughout the the State of Arizona his work on proposition 104 to fund a transportation Improvement plan for the expansion of Light Rail bus routes road maintenance job business opportunities and his recent work as mentioned earlier with Senators Kiron Cinema and Mark Kelly to bring over $15 million to Metro Valley I'm sorry Valley Metro for the real East doson Street Car extension is phenomenal work we cannot neglect or ignore the work of this dedicated individual it is for these reasons and many more that the downtown Central Station in my opinion should be named the Greg Stanton Central Station your support of this worthy recognition will be greatly appreciated thank you thank you so much Lori is next followed by TC Chu my name is Lori hello mayor and Council I live in Council District three this is kind of the biggest snowb brainer I've seen on the agenda in a while I Congressman Stanton deserves to have this honor since off the cuff I can skew kind of rambling I've just written down my thoughts about why I support this item uh so for clarity I support naming the downtown Central Station Transit Center the grank Stanton Central Station the Heritage commission supports this so does the public transit Department who submitted the application uh so does the mayor and three council members who submitted a letter to the city manager on May 13th asking to initiate the process in 2015 when then Phoenix mayor Greg Stanton won reelection he said successfully LED one of the most ambitious Transportation initiatives in the country it was bipartisan it was a voter backed plan to extend Phoenix's light rail system expand bus service and improve miles of roadways over the next 35 years during his time in Congress Greg has continued to focus on investing in public transportation and infrastructure and as a member of the transportation and infrastructure committee I sometimes think of where we'd be as a city if Greg had not LED voters to approve prop 104 in 2015 um our Transit tax may have very well ended four years ago and it is now in place until 2050 and I think that's an accomplishment deserving of this honor for Greg Stanton thank you for your time and I hope you'll support this item thank you so much this honor thank you thank you I am a phoenix resident I support naming the great Stanton Central Station Congressman Stanton is a great leader and deserves this honor because transportation and infrastructure improvements are his top priorities to make a positive impact for the community thank you thank you I believe that is our final speaker do I'll turn to council members for comments vice mayor thank you um I would be remissed if I didn't mention Peggy bin I know she sent a a letter to all of us and Peggy was the councilwoman in District 3 for 12 years she's a hard act to follow um but she in her letter she gave her great history and said that when she was on the council she actually made the nomination for the existing Ed Pastor Transit Center in South Phoenix and so I had a chance to talk to her and um when she sent the letter she made two suggestions and if I can just read those into the record she said she would ask the mayor and Council to consider two things on June 26th one honor my nomination and vote in 2011 2011 and protect the Ed Pastor Transit Center on Central and Broadway and when I talked to her she said don't only protect it make it better and then she said honor Congressman Greg Stanton by following the recommendation of the Phoenix Heritage commission by naming the future Transit Center on Central and Vann in recognition of his commitment to public transit I thought it was important to put it on the record because as we all know when Peggy was on the council she really was a strong advocate for public transit thank you mayor thank you so much I Stark U esteemed uh council members my name is Nadia kigi and on behalf of the Arizona fair housing center I proudly support naming the Central Station Transit Center in honor of Congressman Greg Stanton housing civil rights and public transit are ingal to fostering Equitable communities access to affordable housing in diverse neighborhoods unlocks opportunities yet these opportunities are limited when people cannot access jobs schools and essential Services public transit championed by longtime Advocates like Congressman Greg Stanton and the late Congressman Ed pestor plays a pivotal role in bridging these gaps Greg Stanton's leadership in advancing Regional Transit includes leading efforts to pass Transportation 2050 which triples the Light Rail and expands critical life lines like bus and Paratransit Services he has continued to make Arizona proud on the national stage in Congress his enduring contributions coupled with Congressman Ed pastor's Legacy make them both deserving of this recognition it's a fitting tribute to acknowledge council member or excuse me Congressman Greg Stanton's profound impact on Phoenix by naming Central Station after him thank you for considering this important gesture towards equity and Community enhancements thank you for your time thank you today we honor Congressman Greg Stanton for his longtime commitment to Phoenix and Arizona's transportation system the system that we rely on every day to get to school work and home to our families nearly a decade ago mayor Stanton brought together the city council and the community to write and ultimately approve an increase and extension of our dedicated Local transportation funding a $32 billion plan to improve our system transportation 2050 which was prop 104 on the ballot secured our Transit funding base until the year 2050 that funding made the Redevelopment of Central Station possible since entering public process since entering public office improving the local bus service Paratransit service and formation of high-capacity Transit has been top of mine for Greg on the city council as as mayor and now as a member of Congress it's fitting that the Greg Stanton Transit Center will not only serve as a major Transit hub for the community but will stand as the city's primary downtown bus and Light Rail Transit Center mayor councilwoman pestor um I would like to thank everybody that has been in the process I'd like to thank the community that uh fought uh for the process and it it was a a process that needs to be worked on um the question isn't about who deserves the honor it isn't about uh about two men who did what or or or who did more and did what um it's really about the process and how this came about what I have to say is that uh as people have stated uh Congress Greg Stanton did follow in his mentor footsteps there are many mentors that Greg uh Congressman Stanton uh was part of it was Congressman Ed Pastor it was Ronnie Lopez it was Terry Godard and many that sped that paved the way in order for him to move forward so it is befitting today to name the station under Greg Stanton but I'm asking staff to to look at the process and correct the process so that Community can have a voice in the process I will be voting yes because I am going to vote Yes because of his mentors because they have spoken to me to say to do the right thing he deserves this honor because he has worked for the city and he has worked for the state and it spreads everywhere so I'm just saying thank you to the community that have risen to ask for this process to be different and ask for this process to be corrected thank you councilman wearing uh thank you mayor uh so I guess I would I'll say something about the process as well but first about uh Congressman Stanton you know I served with him for quite a few years on the council and it may be surprising to for people that I would support this and have signed on to that letter given I'm a republican he's a Democrat we don't always agree but it might surprise people who watch these Council meetings that you know I bet we vote together a fair amount of the time to move projects forward that benefit Phoenix to have a better Police Department to have a better fire department this isn't like Congress where it's sort of become a blood sport there are only nine of us uh as a republican there are only two of us now on the council so to get something done I rely on the kindness of others so uh does sort of behoove us to all work together and I had a good working relationship with Greg I may not agree with him on some of the transit issues that have been discussed today but there was never a question in my mind his dedication to the constituents of Phoenix and I share 1/8 of those constituents that he worked extremely hard that he really poured his heart and soul into this that's why I am supportive of this I appreciate his effort I live in Phoenix too so even if I don't agree with everything he may have voted for or championed I I really appreciate someone who really was so hardworking and so dedicated to his community I think that should be honored I also believe we are honoring not just Greg but his family as well this is something his wife and kids will see and uh maybe grandkids someday um I I just think were I in his shoes that might be something that I would consider that they might look up and say you know hey our dad our grandfather really really worked hard and that that's something that's inspiring for any kid who sees this uh about the naming process we went through this with John McCain when and I forget the exact makeup of the council then believe that was in uh early 2018 um but I am pretty sure it passed unanimously and that there were more Democrats voting for it than Republicans so again it shows it can be done even these intemperate times and I think that obviously was also an appropriate honor for a great Arizona Statesman in terms of the process proc uh I I understand what councilwoman Pastor is saying about representation and the community being involved but but we are the nine who actually are selected there is no doubt that we have put our names out there to be selected as representatives of the community more really than any others at least at this city level and I I do think we also understand um the work that has gone in and the work ethic take Greg as an example I got to see it firsthand I served as vice mayor while he was mayor and I just think we are probably in the best position to decide on an honor like this I I feel strongly about that and uh uh when a reporter asked me I I referenced that to her I I really feel like that's something that is uh best ASD by us with Community input like we had here today uh in terms of how this particular process went uh I would be uh very honored to to discuss what might be appropriate honor for former Congressman Ed Pastor that is something I would be very interested in um today is Greg's day but I would certainly be interested in discussing that in the future I just want to give my thoughts about why I think this is appropriate and also that I think it hopefully sends a good message that we can work together um even across party lines thank you mayor roll call galinda Mayor may I explain my vote please do um to keep Bas with the community and constituents and to honor consistency with my prior vote on this very important agenda item I will again abstain wado yes Haj Washington I'd like the opportunity to explain my vote real quick um I am in support of the honoring representative St uh representative stanta as mentioned I think he's been an really awesome advocate for the City of Phoenix all of his hard work all of the consensus building as explained by my colleague but I also wanted to Echo what the vice mayor mentioned about from uh Betty sorry uh Peggy uh blind's recommendation that we ensure that the Ed Pastor Transit Center is strengthened and is preserved um so I just wanted to say that I definitely think that should be a priority of the council and I'm in favor of this I say yes O'Brien yes Pastor yes Robinson
