WE BELIEVE THIS WAS SOMETHING THE CITY WAS LACKING AND WITH AN OVERWHELMING SUPPORT THAT WE HAD ALREADY RECEIVED AT WAYSIDE PERK WE KNEW WE WANTED TO STAY RIGHT HERE IN THE BLOOMINGTON COMMUNITY. WE CASHED IN OUR SAVINGS AND OUR RETIREMENT AND SAW OUR DREAM BECOME A REALITY WHEN WE OPENED PERK UP KITCHEN IN FEBRUARY OF 24 ON THE CORNER OF FRANCE AND OLD SHAKOPEE IN JUST OVER A YEAR WE'VE CREATED RELATIONSHIPS WITH MANY PEOPLE AND HAVE BEEN EMBRACED AND SUPPORTED BY THIS COMMUNITY. SO JUST TO BE CLEAR ON THAT BUT THE AGENDA ITEM DESCRIBES THEM AS CLERICAL AND I WANT TO BE CLEAR THAT I DON'T MEAN HOUSEKEEPING. THIS IS ADMINISTRATIVE AND THAT'S THE TERM WHAT I MEAN FOR CLERICAL JUST TO BE CLEAR. SO THERE ARE THE EDITS IN CHAPTER FIVE ARE THE FOLLOWING AND THEY'RE ACTUALLY IN THE PACKET. THERE ARE SOME PROCESS REQUIREMENTS IN OUR CHARTER AND IN THE LAW THAT REQUIRES A COMMUNICATION AND BACK AND FORTH AND A VERY TIME SENSITIVE COMMUNICATION SO THE CLERK WAS VERY INTERESTED IN HAVING THAT ADDED AS A WAY OF HELPING THE CLERK DO HER JOB QUICKLY AND EFFICIENTLY. SO THAT'S ADDED YOU'LL SEE THAT THE OTHER THING THAT WAS ADDED WAS SOME LANGUAGE. ONE OF THE COMMISSIONERS INDICATED THAT ONE OF THE SECTIONS IN THE PETITION DIDN'T SORT OF FOLLOW THE THE CADENCE OF THE LANGUAGE IN THE OTHER TWO PETITIONS AND SUGGESTED CHANGE. WE DISCUSSED IT AND ALL AGREED THAT IT WAS AN IMPROVEME AND SO THAT CHANGE WAS MADE. IT'S IT'S THE LANGUAGE RIGHT BEFORE THE PETITIONERS SIGN THAT EXPLAINS TO THEM WHAT IS HAPPENING SO THAT IS IN THE REFERENDUM SECTION WHERE THE COMMUNITY SEEKS TO PULL BACK ON AND AN ORDINANCE THAT YOU ALL HAVE ADOPTED. AND THEN THE FINAL THING IS ANOTHER SORT OF THING THAT WAS UNCOVERED DURING THE PERIODIC REVIEW OF THE CHARTER RELATED TO SOME INCONSISTENCIES IN THE NAME OF THE PETITION SECTIONS EACH ONE OF THEM WE LEARNED DISCOVERED WHEN WE COMPARED THEM HAD A DIFFERENT NAME EVEN THOUGH THEY WERE ALL DOING THE SAME THING. SO WE CHANGED THEM TO ALL BE THE SAME AND HAVE THE WORD PETITION IN THEM IN THE TITLE. SO THAT WOULD MAKE THE COMMUNITY PROBABLY MORE ABLE TO FIND THEM. YOU KNOW, IN TERMS OF OUR PROCESS THAT WE'VE KIND OF FOLLOWED WITH OUR COMMUNITY CENTER AND IT'S COME UP OVER THE LAST SEVERAL MONTHS IN TERMS OF YOU KNOW, JUST HOW AND I THINK THERE'S SOME CONFUSION, A LITTLE BIT OF CONFUSION IN THE COMMUNITY THAT CREEKSIDE THOUGH ONE OF THE LARGEST DEMOGRAPHICS HAS BEEN SENIORS IT REALLY HAD BEEN A COMMUNITY CENTER THAT MULTIPLE PEOPLE HAVE UTILIZED OVER OVER THE TIME AND I KNOW WHEN WE FIRST HAD THIS CONVERSATION A NUMBER OF YEARS BACK TO TO REPLACE THE THE EXISTING CENTER WE WENT THROUGH A VERY EXHAUSTIVE EXHAUSTED PROCESS TO DETERMINE THAT THAT BUILDING WAS WAS WAS OBSOLETE AND THAT WE NEEDED TO LOOK TO TRY TO DO SOMETHING DIFFERENT WITH THAT. AND WHEN WE PUT TOGETHER OUR OUR A TASK FORCE, WE MADE SURE THAT SENIORS WERE REPRESENTED AS A PART OF OF THAT OF THAT GROUP. AND I DON'T RECALL, YOU KNOW, THE SECOND ITERATION OF THAT BUT I'M SURE THAT WE TOOK THE YOU KNOW, THE APPROPRIATE STEPS TO MAKE SURE THAT SENIORS WERE A PART OF THAT OF THAT PROCESS. AND I KNOW THAT THERE ARE SENIORS THAT ARE CONCERNED ABOUT THE CHANGE THAT IS GOING TO OCCUR AS IS OCCURRING AND WE'RE WORKING THROUGH WHAT THAT LOOKS LIKE DIFFERENTLY AND I THINK IT'S PERFECT THAT IT COMES AFTER THAT. YOU KNOW THAT LIVABILITY SURVEY THAT WE TALKED ABOUT AND I THINK ONE OF THE THINGS THAT YOU KNOW, IT'S DIFFICULT YOU KNOW, I I'VE LIVED HERE A LONG TIME IS TO SEE SOMETHING CHANGE AND MARRY. AND WHEN I THINK ABOUT, YOU KNOW WHAT MY YOU KNOW, FAMILY MOVED TO A NUMBER OF YEARS BACK, YOU KNOW, IF WE WERE TO SAY THAT WE'RE JUST GOING TO KEEP IT THE WAY THAT IT WAS THAT WAY WE WOULD STILL BE WAY DOWN THAT LIST. WE HAVE GOT TO LOOK AND YOU'VE KIND OF PRESSED ME ON THIS TOO AS WELL THAT WE'VE GOT TO CHANGE THINGS AND WE'VE GOT TO LOOK TO TRY TO AND SO I'M JUST HOPING THAT OUR OUR PUBLIC CAN BE COGNIZANT OF THAT. WE HAVE HAD PEOPLE THAT WERE REPRESENTATIVE FROM THAT DEMOGRAPHIC AS A PART OF THAT PROCESS AND THAT CHANGE IS GOING TO LOOK DIFFERENT. THERE'S DIFFERENT PRIORITIES WITH THIS AND MAYBE YOU KNOW IN TERMS OF HOW THAT SERVICE LOOKS ACROSS A DIFFERENT CITY. I KNOW MAYOR YOU'VE USED THE TERM BEFORE CENTERS OF COMMUNITY AND I STILL BELIEVE IN THAT CONCEPT THAT THAT THERE'S OPPORTUNITIES ARE REALLY ACROSS THE CITY THAT ARE SENIORS I DON'T MARRY IT DO YOU I MEAN DOES THIS MAKE SENSE WHAT I'M SAYING? I MEAN I MEAN I YOU KNOW, AS I AS I LOOK AT THIS, I WOULD AGREE WITH YOU, COUNCILMEMBER. I DO REMEMBER AS WE IN YEARS PAST WHEN WE STARTED THIS PROCESS, I THINK THE CONSENSUS WAS THE IMPORTANCE OF MAKING A MULTIGENERATIONAL CENTER THAT COULD SERVE THE ENTIRE COMMUNITY AND THAT'S IN NO WAY DISPARAGING OR DISMISSIVE OF OUR SENIOR COMMUNITY. BUT WE WITH THE RESOURCES THAT WE HAVE IT BEST SERVES THIS ENTIRE COMMUNITY OF 91,000 PEOPLE BY BUILDING A COMMUNITY CENTER A CENTER FOR ALL AGES AND DOING A VARIETY OF DIFFERENT THINGS. SO I WOULD AGREE WITH YOU AND I JUST A COUPLE OF OTHER THINGS HERE. I KNOW THAT THERE HAS BEEN, YOU KNOW, SOME CONCERN AROUND AND I'VE MENTIONED IT TOO AND OTHER OTHER SETTINGS AROUND THE THE STREET PARKING YOU KNOW, WITH WITH RESPECT TO WHAT THAT COMMUNITY CENTER LOOKS LIKE AND I'M DEFINITELY CONCERNED ABOUT THAT AND I KNOW WE'VE TALKED ABOUT IT BUT YOU KNOW THESE PLANS HAVEN'T REALLY CHANGED. THIS IS SORT OF WHAT MY UNDERSTANDING IS, YOU KNOW, WHEN WE'VE KIND OF BROUGHT THIS UP, THIS IS WHAT IT LOOK LIKE AND ONE OF THE CONSEQUENCES OF, YOU KNOW, SOME OF THE PRIORS, SOME OF THE THINGS I'M INTERESTED IN I'D LIKE TO SEE THE COMMUNITY CENTER BE ABLE TO GROW OVER TIME IS THAT WE WOULD MOVE THAT THAT ENTRANCE WAY THAT RIGHT NOW CURRENTLY IS ON PENN AND MOVE IT OVER TO THAT OTHER LOCATION ON NEWTON I BELIEVE IT IS. SO THAT DOES CREATE, YOU KNOW, SOME CONFLICT AND YOU KNOW AS WE DO THAT AND YOU KNOW IF A PUBLIC RECALL I YOU KNOW DIDN'T THINK THIS WAS THE BEST SITE BUT I THINK THIS WAS THE COMPROMISE THAT THE COMMUNITY, YOU KNOW, CAME TO. AND SO I THINK YOU KNOW, I'M HOPING THAT WE CAN FIND WAYS TO WORK WITH THOSE RESIDENTS THERE THERE TO TRY TO MAKE THE BEST OF EXPERIENCE POSSIBLE AND KNOW ONE OF THE THINGS THAT THEY'VE ASKED IS IF THERE IS A WAY TO LOOK AT, YOU KNOW, HAVING SOME ENTRANCE WAY BECAUSE THEY'RE NOT CLEAR YOU KNOW ON ON 93 IT WILL SHOCK AP THAT THAT KIND OF SPACE THERE OR STILL KEEPING IT ON ON PENN AVENUE IF THERE BE SOME TYPE OF RESPONSE TO THEM YOU KNOW WITH RESPECT TO THAT AND WHAT I JUST SO THIS BODY KNOWS AFTER THAT AFTER OUR OUR OUR MEETING I SUGGESTED TO THE GROUP, YOU KNOW THAT IF THEY WANT TO YOU KNOW, CONTINUE TO TO MEET TOGETHER AND COMMUNICATE MAYBE YOU MIGHT WANT TO PUT TOGETHER A PETITION OR YOU MIGHT WANT TO HAVE CONVERSATION WITH YOUR NEIGHBORS TO SEE WHAT'S BEST AND BRING A REASONABLE PROPOSAL BACK. BUT YOU KNOW, LET THIS BODY KNOW WHAT IT IS THAT YOU'D LIKE TO SEE CHANGED OR WHAT YOU'D LIKE TO SEE THAT'S DIFFERENT WITH RESPECT TO YOU KNOW, WHAT THAT LOOKS LIKE. YOU KNOW, I KNOW THAT WE CAN ALL LOOK AT THIS AND SAY WE DON'T WANT IT BUT WHAT IS IT THAT WOULD BE A SOLUTION TO THE PROBLEM? SO THOSE ARE THE SUGGESTIONS THAT I'VE MADE AFTERWARDS AND I DID GIVE COMMENTARY TO THIS EFFECT WITH THAT GROUP THAT WAS AFTER THIS TODAY AND ALSO LAST WEEK IN TERMS OF YOU KNOW, SOME OF MY PERSPECTIVE WITH RESPECT TO THAT, I THINK THAT'S THAT'S SITTING THERE THANK YOU. I HAVE A LITTLE BIT OF A CONFLICT THAT I SERVE ON THE V BOARD AND THEY RUN SORT OF CONCURRENTLY AND I USUALLY LEAVE THAT EARLY IN ORDER TO GET TO THE LISTENING SESSION BUT I STAYED WITH THAT GIVEN THE BUDGET CONCERNS THAT THEY HAVE DUE TO PARTICULARLY FEDERAL FUNDING AND WE TALKED ABOUT THAT AT THE CITY LEVEL BUT V IS BEING TOLD THAT THE FOOD THAT THEY RECEIVE FROM THEIR FEDERAL FUNDING SOURCE AND IT'S SOME LONG ACRONYM THAT I DON'T REMEMBER MAYBE COMES FROM RICARDO REMEMBERS YEAH SO SO BETTER MEMORY THAN ME AND YOU KNOW THEY'VE BEEN TOLD THAT IT WILL BE CUT BY 30% AND IF YOU'RE NOT AWARE THAT IS THE LEAST EXPENSIVE SOURCE OF FOOD THAT THEY HAVE THERE SO THAT 30% IS A FRACTION OF WHAT IT WOULD COST FOR YOU OR I TO DONATE TO THEM TO GET THE SAME AMOUNT OF FOOD FOR THAT. AND UNFORTUNATELY I BELIEVE IN MARCH THEY ACTUALLY RECEIVED NEARLY 50% LESS FOOD AND THAT MEANS NOT FOOD THAT ISN'T THERE FOR PEOPLE IN OUR COMMUNITY IN RICHFIELD AND EDINA AND OUR PARTNER CITIES AS WELL THAT THEY SERVE THAT IS THERE AND SO I JUST WANT TO PUT THAT ON PEOPLE'S RADAR THAT THAT THESE IMPACTS ARE REAL FOR OUR COMMUNITY. I KNOW THE CITY HAS BEEN A BIG SUPPORTER OF VEEP AND SOME WE HAVE SOME FUNDING THAT COMES THROUGH FEDERAL RESOURCES GENERALLY THAT GOES TO THEM BUT THEY THEY MAY BE IN A POSITION THIS YEAR THAT THEY HAVE ENORMOUSLY TOUGH DECISIONS TO MAKE AND SO THAT'S WHY I WANTED TO STAY ON AND LISTEN TO WHERE THEY'RE AT AND THEN BRING THAT INFORMATION FOR THE COMMUNITY. SO AND I DON'T NORMALLY DO SHAMELESS PLUGS FOR IT BUT IF YOU ARE IN A POSITION TO HELP THEY NEED YOUR HELP. THE DEMAND IS HIGH, THE RESOURCES ARE LOW. IT'S JUST BASIC SWITCHING TO A MORE POSITIVE THING I DON'T THINK WE HAVE THE OPPORTUNITY NEXT WEEK SO I'D JUST LIKE TO WISH ALL THE MOTHERS IN THE COMMUNITY HAPPY MOTHER'S DAY SO I HOPE EVERYONE IS ABLE TO ENJOY NEXT WEEKEND AND GET TOGETHER WITH FAMILY AND CELEBRATE AND ESPECIALLY PROBABLY THE MOST IMPORTANT PERSON IN YOUR LIFE YOUR MOTHER.
