of manufacturing construction and an Unstoppable entrepreneurial [Music] spirit and at one point Mary Bell was growing so fast that John F long was selling 125 new homes per week the building boom was on [Music] Phoenix grew in the 1950s both in population and size one of the first factors was the military personnel that were training at our air bases during World War II there was a big influx of population due to the military coming onto our air bases at the onset of the war our Senator Carl Hayden convinced the war department that all the open vacant land around the city of Phoenix would be excellent location for air tring facilities and that brought scientists and engineers and other technology professionals to the valley by 1963 the electronics and Manufacturing Industries brought in $435 million a year and agriculture for the first time ever was surpassed as a major source of Revenue these new residents of Phoenix faced the same challenges of living In the Heat of the desert as the locals did prior to air conditioning people survived the desert heat eat by sleeping outside soaking bed sheets in water and generally praying for a breeze another Factor was the Advent of affordable air conditioning people got used to air conditioning in movie theaters and hotels and Retail businesses and it was becoming affordable to get in their homes making it more attractive to live in this hot dry climate well with all the people moving to Phoenix in the 1950s they all needed places to live and so the building boom was on some of our most significant developers were Del Web he developed Sun City which was the first self-contained retirement community in the state a couple of other major Builders of the era John Hall hallcraft homes Ralph Stags Stags Built Homes but probably the most notable builder of the era was John F long the developer of Mary veale our state's first planned Community it was named after his wife Mary on land that was given to them by her farming family the tofs tourism increased dramatically in Phoenix midcentury airline travel was increasing Union Station had daily train travel the Greyhound bus depot downtown was busy and of course Americans were traveling by car we got our first freeway in Phoenix in 1950 the Black Canyon Freeway or the i7 opened but in those days the road to Phoenix as it was called was vanen Street throughout the 60s van Beren was referred to as Motel alley over 100 motels hotels motor courts and motor inss lined both sides of the street in 1958 3 million tourists visited the State of Arizona and by the end of the 1950s Arizona saw $125 million a year in revenue from tourism by the midcentury air travel had increased so much that Sky Harbor opened Terminal 1 in 1952 to accommodate All The Travelers it was built for $835,000 and it was considered state-of-the-art for an airport terminal in its Day by the end of the 1950s Terminal 1 could no longer accom accom odate all of the passengers traveling through Sky Harbor and so in 1962 Terminal 2 opened the same year the airport's annual traffic topped 1 million passengers for the first time Terminal 2 was iconic in that it was known for its rooftop viewing platform but it was also known for the beautiful phoenix bird mural that graced the walls in the waiting area of Terminal 2 painted by artist Paul C as Sky Harbor continues to be one of the busiest airports in the world and the City of Phoenix one of the most visited the 1950s can be seen as the era of the rise of modern [Music] Phoenix it's a sort of new economy that begins to emerge after World War II in the context of the Cold War it's that information economy that is so vital to what we're doing now [Music] story of manufacturing in Phoenix is really hidden by our state seal you know we talk about the five C's four of them are copper cattle Citrus and cotton all of which are extractive Industries they're not about making new things and they reflect Phoenix's history before world World War II after World War II that really began to change in some fundamental ways during the Cold War city leaders really promoted manufacturing Aerospace and Technology emerged as key drivers in the economy in the 1950s and 60s and that sees this incredible growth here in Phoenix in the technology sector and so for the very first time Phoenix is doing is doing this kind of work that's at the leading Ed edge of the economy by the 1970s it's an important but Modest part of the economy and now uh we are the eighth leading uh industrial manufacturing center and so when you look out over the city now Beyond me you see a bunch of things features in the landscape that tell the story of the creation of that infrastructure that is largely or at least partly tied to Manufacturing you see waves and waves of housing off in the distance you see a downtown of office Towers there in Midtown and you see over my left shoulder perhaps Arizona State University all three of those represent aspects of the both the diversification of the economy but the need to build an infrastructure to drive manufacturing ASU because you need an educated Workforce housing because people need somewhere to live and those office Towers become the home for uh corporate headquarters but also office workers and service workers that begin to come in larger numbers in 1956 the national highway Defense Act determined that interstate highways needed to be built between cities as part of the broader cold war effort so in the 50s we begin to get the early freeways and those allow the city to expand outward in a relatively inexpensive way creating this kind of vast Suburban megalopolis that supports the center city that supports uh this diversifying economy we hear maybe the cranes in the background we see them for sure we hear emergency vehicles because of the morning commute it is part of what we know to be a vibrant city right and we don't mostly notice that in our daily lives but those sounds tell us a a city is growing as the freeways helped expand development further from Phoenix proper the light rail was developed as a way of bringing people back the light rail began operations in 2008 and as of today continues to expand and grow so in the last few years we've seen the emergence of a light rail here in Phoenix but the light rail will help bring people back to that Civic Center and that kind of uh movement of people in and out of a downtown in and around it is really important to businesses big and small Phoenix is this incredibly diverse community Community economically diverse uh ethnically and demographically diverse but it has this extraordinary energy that you don't see in many American places to me a place like Phoenix with its diverse voices debating the future is the future of American cities I would say that Phoenix tells us about what America will be and can be the city of Phoenix's Origins began with an ancient civilization St flourishing around an advanced water delivery system literally laying the groundwork for an Agricultural Outpost in the 1800s at one time overshadowed by Prescot and Tucson Phoenix now holds the title of the capital of Arizona and one of the major cities in the United States [Music] what we're looking at today is one of the very first canals that was dug by the angle Pioneers who came into town if you can imagine a group of the first Anglo Pioneers with shovels and picks and mules digging this canal in 1868 it was called the extension to the original Canal the swilling's ditch which connected with the Salt River now the Maricopa Canal headed Northeast for about 3 1/2 miles and carried water to the fields to grow crops we only had about 50 people living in the area at that time and it was actually the second Canal ever dug in Phoenix why this is so significant is that in the 1940s it was covered over for the most part but is still visible today that's what I'm encouraging us all to do today is celebrate this remnant of one of the first canals in Phoenix [Music] today we're standing in front of what is the oldest commercial building in the entire city of Phoenix the original building was built in 1885 there was an extension that was built in 1904 the entire building was list Ed on the national register of historic places in 1985 this building housed various businesses over those years it was a shoe store a meat market jewelry store a dentist office a men's clothing store the Upper Floor the second floor was originally the plaza boarding house and later the white Hotel thanks to Mayor gyo and the entire historic preservation team in the city of Phoenix we are all as Phoenicians able to enjoy this building and pass along the stories about it to our children the news item I'll turn to councilman glendel AA for a motion on 22 thank you mayor before I make a motion I'd like to make a statement my full appreciation to District voters for their strong and generous support earning 53% of the vote takes me from being the council's choice to now being the People's Choice moving from appointed to elected is a status change however it's not a change in my policy and issues that I work for for district 7 families the campaign started during the hottest time of the year with long days of walking knocking and talking through it all I stay true to my rural Arizona values of neighbor helping neighbor courtesy costs nothing and Community is everything no matter the size of the community these values are transferable and adaptable to Public Service I was upfront with my positions to democratic Republican and independent voters recognizing this office represents all of them and their concerns after all my campaign slogan was for all of us in the remaining months of my term the focus will be to act on people's work on Public Safety heat mitigation homelessness and Parks and Recreation after the Victory lap comes the race to the finish line and that calls for a new Campaign theme honoring the people of district 7 and with that mayor I move to accept the canvas of the votes second we have a motion on a second councilwoman gado thank you mayor I as well want to thank all of the voters in District 5 for electing me for the third time to be there to be their Council woman we've done a lot of great stuff in the last five years and we will continue to do the good work um the election in November um showed um that me and my team have done an amazing job when it comes to answering phone calls fixing a lot of the issues throughout the district and also want to thank my team Emmanuel Miguel Melina Deborah my campaign team Andrew and everyone else that made this happen I am very happy with with the results I'm looking forward to continuing to work with the mayor and everyone else here on the council um we are going to be facing some very challenging times um given the results of this election but I'm ready to roll up my sleeves continue to do great work and continue to put our community first and continue to prioritize the needs and the challenges and the issues um throughout our whole city um but definitely in District 5 thank you mayor thank you and congratulations vice mayor thank you Mary I'm very honored to serve District 3 it's a very engaged Gene District as you can tell by the voter turnout of 82% uh I feel very privileged to represent the constituents of District 3 and I hope to continue do that to do that in my third term thanks mayor councilwoman Pastor I'm just very humbled of the fact that I get to serve with these uh amazing people sitting at the dis and it was proven by an election uh the citizens uh approved proved them sitting at this di so I want to congratulate my uh colleagues in the run that they did because we all know how tough those races can be and how challenging but uh congratulations and looking forward to working with you uh we'll go to councilman O'Brien who won a very suspensful unopposed election it was a real nailbiter all the way to the very end I do want to say that I am incredibly um honored and privileged to get to serve my community for a second term um I tell folks that second to be this is only second to being a mom I would have been a mom and raising small children forever but that's not how uh the world works but getting to serve my community is pretty amazing so thank you for that and I am honored likewise to serve with all of these incredible people at the de so congratulations to my council members who uh battled and fought and and won their elections and and to those of you who are in your midterm appreciate it thank you congratulation as well I'm honored to be returning as Phoenix mayor a third term for a phoenix mayor is unusual time when the film office is celebrating its 50th Anniversary they have marked a impressive Economic Development impact and and helped us showcase uh our beautiful scenery from Productions from a recent Ben afflick movie to commercials to Transformers uh 21.8 total 21.8 million total spend more than 1,300 projects and just very exciting impact for our community which we hope will only grow with the state's recent investment in film will the clerk read the title item 37 is for ordinance G 7324 an ordinance authorizing the city manager to amend ordinance G 3871 to adjust the Phoenix film that I I feel like um the city was very proactive in writing an Adu ordinance a year ago and unfortunately that Adu ordinance uh did not hold up uh because uh of the current language that was written that was passed at the legislator legisl which removed some of the language that we had written so um we're at this point where we have to accept this language and we have to pass this uh due to state law um but I'm just letting you know I'm I will vote Yes because I want to stay within the state law but um I'm not really happy with it so thank you well said thank you uh my comments pertain to both items 60 and 61 61 is related to our code around or ordinance around short-term vacation rentals uh this Council really is passionate about encouraging more housing we have done an incredible relay of policies from our Phoenix housing plan our Tod Toc rules uh investments in transfit 2050 to link key areas of the city we have been crafting rules that do things like allow multif family homes in more neighborhoods encourage density near Transit improve the permitting process Phoenix has really been a leader in these areas and we've gotten National recognition for the number of new housing units we have welcomed in our city we've entitled over 60,000 units in the past 5 years we are welcoming people to the city and and we are building this item is in response to the state legislature as councilwoman Pastor said we're implementing their policies which will make housing a little bit harder for example we in pushing for accessory dwelling units wanted them to house residents in our community the legislature preempted us from saying that these should be used for housing and so that is a a disappointment to those of us who are very focused on affordable housing want to recognize the vice mayor for her fight to ensure the adus were for housing and not vacation rentals I think she got it right uh but for much the same logic as councilwoman Pastor said I will be supporting this item mayor councilwoman O'Brien thank you I would just like to say that um Phoenix has been leader and looking at how we can get to to be more effective in bringing a new housing just last week we had a slide 50 slide presentation on how effective and Innovative Phoenix has been in adapting our ordinances building codes and permitting process to allow for more residential development throughout Phoenix and to make it quicker to get from shovels in the ground to keys in the door however no matter what Phoenix leads on the state continues to punish shs and I don't understand why we're doing what we need to do but communities like Fountain Hills do not and have not committed to the same ratio of housing when compared to Phoenix um and receive exemption from these state laws I've said it before and I will say it again no amount of changing zoning laws will create more product if we do not address the market issues preventing some of these types of housings from coming in Phoenix is a great example our commercial zoning has already allowed residential zoning and adaptive reuse but it hasn't come it's not because of the zoning laws it's because of the market and existing Market regulations perhaps the state legislature should focus more on deregulation deregulating the market and on punishing the cities who have been who instead of punishing the cities who've been doing the right thing thank you councilwoman HJ Washington thank you mayor um many of my comments have already been raised by my colleagues but I too wanted to reiterate that um I am going to vote in favor of these Amendments of item um 60 and 61 because they are required by in order for us to comply with state law however I think they do us a disservice one of the things that City of Phoenix does really well is that we engage our community and these amendments were crafted with I'm sorry our version of the of adus and what we viewed as a Prohibition on short-term rentals were crafted with Insight from our community members that was vetted over a substantial time period we have procedures that that worked for the residents of Phoenix and I encourage the legislature again rather than moving forward with these preemptive Notions how about we do this in a more collaborative manner the short-term rental as mentioned um without that prohibition we are not really addressing the housing issues and needs here in our community and also with the addition without considering the property limitations on our ability to service the additional adus I again just call on my colleagues at the legislature to to try to work with us and not against us we have the same goals in mind and there is there are more effective and efficient ways to do this however because we do not want to be in in violation of state law I am going to be supporting the items 60 and 61 thank you mayor thank you roll call Mayor may I explain my vote please do this the City of Phoenix was Forward Thinking and establishing policy related to accessory dwelling units this effort approved in 2023 occurred before I was on the city council following the actions of the state the cities had to review and update the policy to be in compliance with the state legislation however such legislation is stripping residents of their voice by eliminating the public process Phoenix established to ensure safeguards to responsible development I do not agree this change is in the best interest of residents and neighborhoods and see this as a disservice to responsible development as public entities we should not be silencing the voice of the people who will be directly impacted for this reason I vote no Wavo yes Hajj Washington yes yes O'Brien yes Pastor yes Robinson yes wearing yes Stark if I can explain my vote I will be voting yes sadly I will be voting yes the legislature has already taken away important Revenue sources for the city and we have tried to do everything right for the cause of affordable housing unfortunately I'm voting yes because I don't want to be penalized more financially by the legislature I vote Yes GGO yes passes 81 item 61 is related to short-term rentals will the city clerk please read the title item 61 is ordinance G 7323 an ordinance amending the code of the city Phoenix Arizona chapter 10 article 16 short-term vacation rental VI um we open the public hearing we do not have anyone to comment I will close the public hearing vice mayor thank you I move to approve per the November 20th 2024 Memo from the planning and development director and adopt the related ordinance portion of our agenda which is citizen comments I'll ask our attorney our City attorney to introduce this portion thank you mayor during citizen comment members of the public May address the city council for up to 3 minutes on issues of Interest or concern to them the citizen comment session is limited to 30 minutes the Arizona open meeting law permits the city council to listen to the comments but prohibits council members from discussing or acting on the matters presented thank you we have two comments today we'll begin with Rosa followed by Christine Rosa Pastrana seora [Music] Rosa okay see okay sorry first of all I'm here for two reasons uh um first I would like to thank uh Council cindo for his efforts and uh cleaning up the community and uh he came in with the crew and uh We've noticed a difference in in less homelessness and I say that because we live on a corner of 55 uh 55th in Thomas and we can see a lot of the traffic uh um in the 57th half as [Music] well and I forgot to introduce myself my name is Rosa pastana and I've been working as a road for U my area and also uh under uh Council pastor and um I am here to speak more about the violence and crime that is in the community and the point is I'm I'm talking as specifically about the police and the police uh have been trying to make an effort to communicate with the community the last few years and in these 13 years have that I have been helping out in the community they have made a a really good effort to uh communicate with the community and to reduce the crime because crime uh can we can never put a end to it it's just trying to control it and now that I have the entire Council here in front of me I just wanted to point out that I sent several emails [Music] to the neighborhood service to the Department of neighborhood chats because I feel and I see feel that they are not working unitedly with us and I went too's offices last week and I explained to them in my limited English of the problem that was occurring so I like to um marville correct okay so I'd like to thank for the hard work that everyone is doing and I have been um very proud to say that I've been living uh in a marville area for 28 years and I'd like to commend the employees that you have there because it looks like they're um trying to work along with us in the same goals I'm sorry can can you just rrate what she said earlier cuz that's what yeah I think what she was saying was that she feels that we send the best employees to LaVine and that she feels that Mary well doesn't get its fair share okay in terms of employees let me just repeat so uh apologize for the interpretation she feels that the best employees are being sent to uh LaVine just as the council woman been mentioned and that uh their employees are not um are not U meeting the standards necessary um and then repeated that I've been a volunteer for 13 years and they and have not received any payment for it and also that these individuals that are not doing their jobs have um been notified when they get the of their responsibilities and they are receiving a check for the their uh their services and I feel that they need to be working U more unitedly with the police because the police can only take them out but not leave continue to to have them out so they need to continue to work with them so that way uh we can have better success and that's all thank you thank you councilwoman pestor I think she also said that the Departments need to coordinate with police in order for police police can only do so much but there needs to be coordination of the Departments to support police and moving people here and there there needs to be Support Services um which ends up being NSD thank you um I think this is one maybe we will we can't have a dialogue here but I think I suspect we will follow up on a few things and councilman anyone else name say Okay um thank you for that important testimony Christine will be our final speaker good afternoon mayor and council members my name is Christine Ador and I've been a City Phoenix employee since 1998 at that time I've also been a Kia member since 1998 been a big supporter of it so I'm just going to go ahead and um follow my notes and let you guys know what's going on um I'm here to address concerns regarding the city the Kya um I am requesting that the council have the city look deeper into possible fraud and ethical business practices within this employee Resource Group while Kia does do great work and I I'm one that will Welch for that there are some bad actors on the board that need to be investigated to ensure that our comeo funds and business being handled properly and ethically I did present to the me during the membership last night and addressed it we have five NSD members that have overspent within just eight events $10,000 they either shorted comea or they hired their family members to provide service and double charge comea I have collected information while reviewing records at K and I spoke to the board president as well as the intern president last night and they have recently um moved $55,000 out of the investment
