**Jeff Weisensel:** Opposed. We have an agenda. We'll start out this evening with presentations, proclamations and acknowledgements. The first up is the firefighter swearing-in ceremony. Call up Chief Springer, please. As usual, the fire department comes in full force.
[2:19] **Kip Springer:** All right. Uh, mayor and council members, uh, thank you for giving us a few moments this evening um to allow us to recognize the dedication and hard work of our firefighters. Um, one of the more significant milestones in a firefighter's journey is the successful completion of their probationary period. It's a key step in becoming a fully sworn firefighter. So, the group coming up tonight has met every requirement of that position. Um, in fact, they have already been doing the job of a firefighter um in every capacity. The only thing left is just this formal recognition. So, this evening is more than just an administrative formality though. Um it is an important moment for our department to pause and acknowledge the commitments that these individuals have made and to provide them with the honor that they have earned um participating in the official swearing-in and badge pinning ceremony. Due to the size of the group tonight, we're actually going to split this into two parts. Um so as I call up our firefighters, I'm going to mention the names of the people that will be doing the badge pinning, but we'll have them stay in their seats at least for this first part. Um, so if I could have the following firefighters please step forward. Firefighter Jessica Bulan. Uh, Jessica's father, Mike, will be pinning on her badge this evening. Firefighter Noah Bullers. Noah's wife Lori uh will be pinning on his badge this evening. Firefighter Brent Harms.
[3:34] **Kip Springer:** Brent's wife Brienne uh will be pinning on his badge. Firefighter Justin Herman. Justin's wife, Crystal, will be pinning on his badge. Firefighter Kimberly Lawrence. So, as I stand up here, I just want to remind you um that what you see up here is more than just a group of 11 Rosemount firefighters. Um among them, you have paramedics, physical therapists, business developers, project managers, medical examiners, career firefighters, and other communities, police cadets, public works employees, and distribution supervisors. They are also volunteer firefighters who live in our community. These individuals juggle the daily demands of their families, their faith, their finances. Hopefully, they mix a little fun in there as well. Um, and still they have the time, the energy, and the commitment for fire. Their level of dedication to our community um is not just admirable, it's exceptional. They have earned not only our respect but the distinguished title of being firefighters. I proudly and wholeheartedly support the formal swearing-in of these 11 individuals. They embody the very best of our service, her sacrifice, and the community spirit that we have here in Rosemount. So, at this time, I'd like to invite the city clerk up to perform our oath of office.

[6:58] **Kip Springer:** All right, mayor and council. Uh, I will now ask our badge pinners uh to please come forward and stand next to your firefighter. And while they do that, I want to take a quick moment to also share why we hold this badge pinning ceremony as well in our department. Uh, the pinning of the badge again is more than just a formality. Uh this is a meaningful tradition within the fire service. It represents a rite of passage. The moment when a firefighter completes all of their requirements, all of their training, and earns the honor of wearing the badge. The badge, which is a symbol of the community's trust. The pinning of the badge is often done by a family member or mentor, which you see up here tonight. um to and we do that to recognize that our profession doesn't just impact the firefighter, it affects their loved ones, too. This is a way to celebrate their support and the commitment it takes from the entire family. This ceremony reinforces the values that firefighters and their families live by. And it reminds us of the responsibility and the sacrifice that comes with wearing that badge. So, to the firefighters up here tonight and to your loved ones up here tonight, thank you for your support of our department and of our community. Um, and I now invite you uh to do your badge pinning for your firefighters.

[11:42] **Nick Egger:** Yeah, don't don't all rush out. You know, we got a couple of additional things to celebrate here. Um but I am your honor going to go off script a little bit. I certainly I didn't uh tee this up in advance, but I want to introduce our new deputy public works director to all of you. Charlie, he's making his way in fighting the crowd a little bit. Opposing kindly gave up a seat for the family of the firefighters but so Charlie you want to join me up here that was a long walk in. I want you to meet Charlie Fredericks who just joined us officially yesterday was his first day so we have him diving right in he's already been consuming a lot of information and sitting in on some meetings. Um, taking it all in here. Uh, Charlie comes to us from the city of Northfield most recently where he was streets and parks manager there. Prior to Northfield, he spent about eight years with the city of Eagan in a whole variety of different technical areas, um project management, CIP planning, uh has a wealth of knowledge already and early on in his career and um he's very highly respected in the American Public Works Association circle that I've had uh some time involved in and um we're just super excited to have him join us here and be a great infusion of extra firepower on our public works team. Welcome.
[13:20] **Jeff Weisensel:** Welcome. Congratulations. Say any comments or not?
**Charlie Fredericks:** The mic's yours, mayor, members of council. I'm just really uh glad to be here and excited to um join the team and work for the on behalf of the city of Rosemount.
**Jeff Weisensel:** Awesome. Well, we certainly have a lot of opportunity here with the growth that we're experiencing. So, welcome to the team.
**Charlie Fredericks:** Thank you.
[13:43] **Nick Egger:** Thanks Charlie. All right. into the official item, if you will. Uh, I'm here to introduce National Public Works Week 2025. This is the 65th year that this has been uh in since its initiation by the American Public Works Association. This year, APWA chose the theme "People, Purpose, Presence." And uh I think that really cuts to the heart of how everyday life is made possible. For instance, our crews make the streets clean. They clear snow off of them. Uh get people to where they're going. Uh ensure that you all have clean water uh at the start of your day. Uh they're grooming our parks so they're enjoyable outdoor spaces. They're making sure new developments are built the right way. Um protecting ponds, lakes, and streams. Water quality uh protection and taking care of buildings such as City Hall to make sure we can facilitate meetings like this. So, it's really just a glimpse of how our team of 30 people helps make everyday life happen here. And with that, we would love to have you read and adopt the proclamation declaring May 18th through 24th National Public Works Week 2025.
[15:05] **Jeff Weisensel:** Go ahead. Uh so whereas the year 2025 marks the 65th annual National Public Works Week sponsored by the American Public Works Association. Whereas public works professionals focus on infrastructure, facilities, emergency management, and services that are a vital importance to sustainable and resilient communities and the public health, high quality of life, and well-being of the people of Rosemount. And whereas public works infrastructure, facilities, and services provided in our community of more than 28,000 residents and hundreds of businesses are an integral part of everyday life. And whereas these infrastructures, facilities, and services could not be provided without dedicated public works professionals who are federally mandated first responders and the laborers, engineers, technicians, specialists, and managers at all levels of government and in the private sector who are responsible for building, improving, maintaining, and protecting our city's transportation systems, water supply, parks, drainage facilities, public buildings and other structures and facilities essential for our residents. And whereas the 30 staff members of our public works department are the people who serve as the backbone of our organization, united by a common purpose to protect the health, safety, well-being, and quality of life in our community and whose presence is felt daily through their visible commitment and quiet dedication to the people of Rosemount. And now therefore, be it resolved that we, the city council of the city of Rosemount, do hereby proclaim the week of May 18 through the 24th, 2025 as National Public Works Week. We urge all citizens to join together with us to thank and pay tribute to our team of public works professionals and to recognize the substantial contributions they make to advancing our quality of life. **Jeff Weisensel:** I do like the people, purpose, and presence. Very nice. And that completes item 3B. We'll move on to item C, the update from Beyond the Yellow Ribbon.
[17:55] **Jeff Weisensel:** Logan, were you going to say?
**Logan Martin:** I can just throw it right to Steve and team, but uh mayor, members of council, we value deeply our partnership with Beyond the Yellow Ribbon and their big event they're going to talk about is Patriots in the Park coming up and excited about that. But, uh, promoting that just served as a good opportunity to get the annual update from these guys. And so, uh, I think you'll be uh shocked as we always are about how much they do for veterans and families in our community. So, Steve, I'll turn it over to you guys.
**Steve (BYR Representative):** Yep. Thank you, Logan.
[18:22] **Steve (BYR Representative):** Thank you, mayor. Thank you, city council. So, we'll provide a bit of an update, annual update in terms of Rosemount Beyond the Yellow Ribbon. We continue to serve a single purpose, and that is we support active duty and veteran military members in our community. Uh we are a 501c3 so we're our own entity but we have the benefit of being a partner with the city of Rosemount as well. So it's really the best of both worlds. Uh with us tonight is Jake Rylander. Uh and the shy person in the back of the room would be Mr. Don [Last Name Unknown] and our apologies from Andrew Thomas and from uh Tom Newman who were not able to make it tonight. In terms of what we've done in the last year, just in terms of what we've done this year, uh we have provided financial benefit uh for a veteran whose home burned down uh in January. Uh we provided a free family bowling event uh for active duty veteran military families. Uh just this week, we paid for a nursing license uh reinstallment uh for a veteran having a hardship. Uh we provide scholarships to DCTC for veterans who are students at DCTC, food cards, gas cards, utilities. Uh we get several requests a week. So again, our our function is to support uh both active duty as well as veteran. Uh to summarize it, if we now look at last year, uh we provided just under $45,000 worth of assistance. Uh in terms of people, we did a lot of individual support. We also have each November a Veterans Day banquet where we honor about 120 veterans at a banquet. Um 24 events last year. To put it into perspective, we are a very busy organization, but we have a lot of people that uh help us succeed. In the month of May and the month of June, we have seven events. We have seven different people leading those. So very active. We have so many different people leading, you know, the various activities. And when you total it up, it was just under 1,500 volunteer hours. So again, we are a volunteer organization and that's the basis of what we do. Now, in terms of of how we are able to do that, uh we do fundraisers. Uh we have one coming up this week. Uh we do pizza and pasta in the spring. We do it in the fall at Fireside. But our main uh source of revenue is Salute Our Troops Golf Tournament. This will be our sixth year.
[20:51] **Steve (BYR Representative):** We've been very fortunate with that. Um, and in fact, there are some familiar faces that we're looking at that may have golfed in the tournament. Uh, your scores are safe with us. The support is amazing. Uh, the 1st of April of each year, we post at 9:00 a.m. It's open for registration. Within two hours, 144 slots, 144 golfers are filled. So, it's a hot ticket and we were very fortunate to have that help. um that's given us the independence uh to be able to provide the services that we do. Now, a main part of what we do in addition to providing the services, if we walked down the street and said, "Do you know who Rosemount Beyond the Yellow Ribbon is?" maybe what two 3% of the people would go, "Yeah, I know who they are." So, as a way of addressing this, Tuesday, June 10th, uh, big thanks to Dan Schultz uh, for helping us, uh, we have organized Patriots in the Park. Uh, Tuesday evening, 5:00 p.m. until 9:00 p.m. uh, Rosemount Central Park. Uh, we will have a live band, JT and the Gunslingers on stage. Bring your lawn chair. Uh we will have food trucks, beer garden, bingo, family activities, National Guard vehicles. So it's an opportunity for the entire community. We encourage the entire community to come have a summer celebration and get to know who Beyond the Yellow Ribbon is. The second part of the formula again towards our mission is the first 900 veterans, active duty and veterans who come to the event, they'll get a $10 food and drink voucher. So just a way of saying thank you to those folks as well. So, uh, you'll see banners around town. You'll see a lot of uh activity on Facebook. Uh, we just encourage the entire community to come, uh, enjoy themselves, learn a little bit, and say thank you to a veteran.
[22:42] **Jake Rylander:** Uh, my name is Jake Rylander. I'm a disabled, retiring veteran of the United States Air Force. My claim to fame is that I can only count to nine now. Um, I, uh, originally grew up in Apple Valley and, uh, I was, uh, part of the Rosemount Explorer Post and my wife is from Eagan. My last duty station was in Massachusetts. And when I was told I was being forced in retirement, um it was choosing Rosemount was an easy choice for us to kind of make home in our community. And one of the first things that I think about with Rosemount is Leprechaun Days. And at Leprechaun Days is how I actually got wrapped into Beyond the Yellow Ribbon um because of the parade and their presence um down in Central Park. Um and since uh 2017, I've been a part of this organization. Um, the one thing I've noticed the most about our success is two fundamental things. Number one, our core group of volunteers get things done. Um, they are the example for all others to follow when it comes to serving without actually serving. And then number two is our relationship with all of you. Um, the Rosemount chapter of the Yellow Ribbon has quickly become a premier yellow ribbon chapter across the entire state of Minnesota. And I wholeheartedly believe that's because we have clear and open communication with the city. Um we support each other's missions and objectives. Um and that's really important. Uh with all the growth that is coming, the demand for both of our services on each end is going to be just overwhelming. And we look forward to continued partnerships and growth with you as we see, you know, demand increase for services and attention to our veterans. So thank you all.

The first item up this evening is a request by Keystone Development Partners for the vacation of certain areas of the drainage and utility easements of lots 7 and 8 in the Biscayne Business Park. And we have Mr. Kienberger.
[27:10] **Adam Kienberger:** Okay, great. Thank you, mayor, members of the council. Um, this will be the first of two public hearings for easement vacations before you this evening. The first one uh is proposed by Keystone Development Partners. Um, this is for a project occurring down in the Biscayne Business Park just south kind of on our southern border along 46 just west of Biscayne. um for general reference for others a little south of Omni Winery and um orchards here in Rosemount. So the request before you is to uh vacate portions of existing drainage and utility easements within lots seven and eight within the Biscayne business park. Um so this was being done because the planning commission approved a site plan uh at their last meeting to allow the applicant to construct uh five office warehouse buildings on three different parcels number six, seven and eight. Um since that time the council then approved vacation of those perimeter easements. This is all standard practice as we have developments that come forward on previously platted properties and then ultimately the configurations change and uh easements that were previously platted as a part of that project then need to be vacated. So you'll see as part of the staff memo here that since that time uh applicant has continued to refine their site design. Um some slight reconfiguration largely due to the storm water ponds on the um southern chunk of it. And it's requesting then that additional easements be vacated as a part of that reconfiguration. This is a little atypical because typically when you redesign a site you're coming back before the planning commission for a new site plan. But because the redesign is fairly minor, it still conforms with the approvals in place and the site plan and all of the provisions of the city zoning code. So with that, um, there is an action or a recommendation before you, and I'll just go to that next one here to show exactly where those are. Um there is a recommended motion to adopt a resolution approving the vacation of certain portions of drainage and utility easements on lots seven and eight block one in the Biscayne Business Park Plat. And this is a public hearing and I can stand for any questions.

[31:00] **Adam Kienberger:** Thank you mayor, members of the council. So very similar to the last presentation I just gave. Um, this one is more of a cleanup in nature back from when um, the Morrison was platted back in 2020. So, I'll just orient everybody here. So, um, the Morrison, the apartment building in downtown Rosemount, right off of Highway 3 on the west side, um, indicated with a star on the map here in downtown Rosemount. This is showing that back in 2020, um so for when the apartment building was platted, um city council did approve vacation of a certain number of easements as this was a redevelopment project that had a lot of legacy easements in place at that time. And because there were several different parcels, several different uses, including a shopping center, automobile repair, um a bar, um called Shenanigans most people may be familiar with. And when that building was originally constructed in the 50s as a municipal liquor store, um there were easements granted for purposes of parking and ingress and egress. So I mentioned that this is more of a a cleanup action that's before you because typically these things are discovered as part of title search when the property is either platted or it changes hands for whatever reason. Both uh staff and the applicant isn't sure why and how that happened as a part of their real estate transaction, but here we are today. So as a part of that um the city we don't have any public interest in those current easements that are uh recorded against the property and are recommending vacation of those easements. So the recommendation in front of you this evening is a motion to adopt a resolution approving the vacation of ingress and egress and parking easements at the Morrison. And again this is a public hearing and I can stand for any questions.

And uh it'll be at 11:00 in Central Park. Um and it will be similar to what we did last year. We've got several speakers. Uh we've got people from the faith community. We got a couple residents that are military veterans that are going to be participating. We've got a one of the older uh members of the Rosemount Legion um that will be ringing the bell for us. Um and I think it'll be a good event. Uh we cross our fingers for good weather uh this year. Last year we had to move indoors last minute and have the event over at the Legion. So um also the mayor will be there. So just a reminder to him to show up, make sure he know I know you'll be there. Just have your speech ready. Uh we've already talked about that. **Logan Martin:** Mayor, seeing our communications manager in the audience reminded me that I should have mentioned we're going to we're starting the communications process on summer road construction. And so hopefully folks are starting to notice that and see that. There's a lot going on in town. Uh as as you all know, the biggest one being a full block, a full closure of Highway 3. And um we've just formed an internal team. We're going to be out door knocking businesses this Friday hopefully as well. Helping business owners communicate to uh their customers how best to get to some businesses that aren't super easy to get to this summer. Everything will be accessible. There will be some roundabout ways to get there. So, uh seeing Lee here reminded me to flag that just for any folks paying attention here. But, uh we're doing the full roll out on that. And then also, you'll probably talk about the public works open house, so I won't steal that.
**Jeff Weisensel:** Well, since it wasn't a specific city thing, I was going to throw it to our public works regarding the open house.
[36:44] **Nick Egger:** Good. Cuz I was just about to raise my hand. Oh, good. Yeah. Yeah. A little bit of an event happening. No. Um, MnDOT's hosting an open house meeting at Rosemount High School on uh tomorrow. Wednesday. Yeah, Wednesday. I'm sorry. Uh on the upcoming Highway 3 Rosemount High School entrance roundabout project. And that construction is slated to begin right after school's out in uh the second week of June. So I know we've done a lot to promote that uh through social media and elsewhere as has MnDOT. But uh just one more plug to make the general public aware of that event. And that'll be at 4:30 to 6:30. Rosemount High School. Just wanted to call that out.
[37:59] **Jeff Weisensel:** Let's see as I'm looking at what I do have to call out here. Uh do you want to go ahead and—so other than City Hall being closed on the 26th—we're still having the event here is just City Hall will be closed and then I'll throw it back to you if you want to talk about June 1st.
**Logan Martin:** Sure. Uh, we've got the—that's what I thought Nick was talking about, but he was smart on the Highway 3 thing—and then going out a week and a half. We've got the first chance, official chance for folks to get inside the new police and public works campus on June 1st. It's a Sunday afternoon. Um, meant to be a family event. That's why we selected a Sunday that it wasn't a work day or anything like that. Um, and so one to five official speech, uh, kind of ribbon cutting or maybe we're going to break a bottle of of Chardonnay or something against the wall of the building. Is that what you do to christen a building? I don't know. Uh, cut a ribbon. Cut a ribbon at 1:00. Uh, don't smash the little TV maybe. Paul's favorite TV. Uh, it's a perfectly sized TV. Um, you there's your Easter egg. You walk through the building from 1:00 to 5:00 and find the TV that council member [Esler] thinks is too small. Um, and you can you can send him emails at paul.esler@rosemount.com. There you go. There you go. We've got some really fun events. Uh we've got guided and self-guided tours. We're going to have a booklet that folks will be able to take their own tour, like a museum type thing with dedicated stops throughout the tour. Um just some light treats, cookies, snacks, and some some swag, takeaway items for for parents and kids. Um, but really excited to show off this project and show taxpayers what their what their tax dollars got them for really a facility that makes us all very proud and that we're convinced they should be proud of as well. So, a cool chance to get inside, see it in action. Um, we're making some cool videos to fly through it and show it and have that historically to be retained. And so, 1 to 5, uh, please come on out on Sunday, June 1st.
