good afternoon no mike again guys for us we'll take a pause and see if we can get that corrected for you actually you're back vienna can you hear me now yes okay let's try one more time welcome to the february 23rd 2021 city of mesa planning and zoning public hearing we'll begin by taking a roll call by our board members chair sarkisian is absent vice chairman is here board member boyle i'm here board member alan here board member crockett here board member airs here board member peterson is absent as part of today's agenda we do have a consent agenda it will be read into the record and acted in one motion they will not be discussed individually and board member crockett will be reading that for us momentarily do we have any blue cards or comment cards this evening do we have any members of the public online on the phone vice chair we do have a couple of comment cards that we received that wanted to be read into the record and i believe those cases are on the consent agenda i will be reading those into the record momentarily and then we'll go ahead and read the consent agenda okay if there's no public comment we'll move on to two comments that received were received electronically regarding z0121-001126 scott bittner at 101160 supernova drive as opposed to the case want to be read into the record how much of district six are we going to turn into a warehouse zone first you sell out to facebook then amazon with the promise of creating jobs do you know how many people it actually takes to run a data center i don't know exact numbers but i can tell you it's not a lot and most can be done remotely from anywhere in the world now you want to fill the rest of the area with warehouses unskilled warehouse jobs are not what my wife and i envision when we build our new family home in the so-called tech corridor the city take a drive out here and tell me we need more industrial the next comment same case karen bourne 3135 south del rancho opposed wanted this to be read into the record i live in the santa rita ranch neighborhood which is on the north side of this property please vote against this rezoning we don't need another industrial development especially between a neighborhood and a church i'm an original owner of 22 years my home backs up to signal butte and the vacant land in question i have put up with signal being extended to elliott road and beyond seen srp srp build a power plant and erect power poles behind our homes widening of signal butte and feel my house shake when semis barrel down the road we don't need more trucks noise and pollution those 23rd 2022 planning and zoning board meeting item two is approval of minutes from previous meetings item three a is case zon21-01167 in district five within the 10 600 block of east southern avenue south side located west of signal butte road on the south side of southern avenue this is a site plan review this request will allow for a restaurant with a drive-through the recommendation of staff is approval with conditions uh case number zeon 21-01126 in district six is within the 3200 to 3400 blocks of south signal butte road west side located north of elliott road on the west side of signal butte road this is a rezone from agricultural to light industrial with a planned area development overlay and site plan review this request will allow for an industrial development the staff recommendation is approval with conditions including the revised conditions of approval that were discussed in the study session a few minutes ago agenda item 4b is case 0 in 21-01238 in district 4 within the 1000 block of south staply drive west side and within the 1100 block of east emerald avenue south side this is located north of southern avenue on the west side of stapley drive it is a site plan review this request will allow for an office development the recommendation of staff is approval with conditions agenda item 5a is kcon 21-01023 in district 6 within the 3 700 to 3 900 blocks of south haws road west side and within the 7800 block of east elliott road south side located east of saseman road and north of warner road this is a preliminary plat for haws crossing two the staff recommendation is approval with conditions including the revised conditions that were discussed in the study session agenda item 5a is case zon22-00089 in district 6 within the 7 200 to 7 400 blocks of south elliott i'm sorry south ellsworth road west east side located north of german road on the east side of ellsworth road this is a preliminary plat for the klusman legacy pecos master development the staff recommendation is approval with conditions and that completes the consent agenda vice chair um board member crockett for that last item can you just read into the record or correction that that's item 5b okay the i'm sorry this is i agenda item 5b thank you board member crockett that was today's consent agenda do i have a motion to approve i'll move that we approve the two items not on consent today we will go ahead and hear a presentation cassidy come on down thank you vice chair members of the board um the two cases before you today are kcon 21-0 one two one two um that is for the rezone and then kcon 22-000 for the minor general plant amendment so the request is to re-zone the subject site from general industrial to a.g i'm sorry from general industrial and agricultural to rs7 with a planned area development overlay and then a minor general plan amendment from neighborhood village and employment to neighborhood this request will allow for development of a single residence subdivision the site is located north of thomas road and north of the 202 freeway on the east side of el vista drive here you can see an existing photo of the site it is being currently used for a horse boarding and stable facility so the current general plan designation on the property is neighborhood village and employment the intent behind the neighborhood village character area is to provide a gathering place for residents and then employment is for high quality employment type land uses rs single residents is not an identified land use in either the neighborhood village or employment character area so subsequently the applicant is requesting to modify the general plan designation to neighborhood the intent behind the neighborhood character area designation is to provide for safe places for people to live and enjoy their surrounding community you can see an existing map of the zoning the west side of the site is currently zoned general industrial and then the east side of the site is agricultural the proposed zoning will be single residents with a planned area development overlay and single residence is a permitted use in that zoning district here you can see a conceptual site plan for the the future single residents per the zoning ordinance a single resident subdivisions do not require a site plan review so they'll be coming back with a preliminary pla at a future date for the final configuration of this neighborhood as a part of the subject request the applicant is providing design guidelines these are the same design guidelines that the site south of thomas road on the east and west sides of val vista has so it it will be a part of the pioneer crossing design guidelines those design guidelines include criteria on the landscape character the residential architecture open space standards signage and wall designs the applicant did conduct a citizen participation process which included neighbors within one thousand feet hoas and registered neighborhoods within a mile they had one neighborhood meeting held in october of 2021 the applicant has received additional responses regarding the subject request and staff has received one response with a resident concerned about the increase in single residence and the impact on the water usage within the valley in summary we find that the proposed general plan amendment is consistent with the intent of the 2040 mesa general plan and the rezone um is con is consistent with that future uh neighborhood character area designation as well as the criteria for a planned area development outlined in chapter 2 of the chapter 22 of the zoning ordinance and staff is recommending adoption of the minor general plan amendment and approval with conditions of the rezone thank you cassidy board members any questions questions for the applicant okay i will entertain a motion can i can i go ahead and jump in here um can you guys hear me okay yes general plan amendment correct correct okay i would like to make a motion that we approve um the my minor general plan amendment uh zon 22-001 district one within the 3 700 to 3 800 blocks of north vale vista drive located on the north north of the 202 red mountain freeway and on the east side of val vista drive a minor general plan amendment for for from neighborhood village and employment to neighborhood this staff recommendation is adoption and then at the same time can i do two do i need to know separately or can i do them together do that one separately showing you the promotion and
