No description available.

>> Good morning, everyone. Thank you for joining us for the agenda review. A city manager, Bob Thank you, Mayor. On the first page, you have a couple process proclamations excuse me and 3. >> Folks on are on public agenda. On the first page. You only have one item of new business, but it's pretty significant. I'll be presenting recommendations for the 2025 annual operating budget and the 2025 through 2034 Capital Improvement Program, which is our program. And in addition to that, will be making a special presentation on strategic initiative on crime Prevention in Crime Reduction. And we have a number of departments that have been involved in preparing that report and we're going take some as as part of operating discussion and presentation to go over the details of that plan. So I have on Page 2. Can I ask the question on that? >> So this again is the first time the public will get to see the proposed budget. It's now online >> so >> what vote will we take besides? Because that's not the final vote for budget, right? That's a great questions. So there are a couple of key actions that you'll take And this is a this is the first introduction of the budget. You, although you've been in workshops since January, but on top of that is the first opportunity for the public to comment. So we treated as if it's the first public hearing on the budget. You know, we're just introducing its OU is not as much public comment. 2 actions that are important here is you will take a step. On the revenue neutral rate so that you'll file your intent to exceed the revenue neutral rate. Now you don't make a decision until August. 20th, but if don't do this, then you preclude yourself from excluding are from exceeding the revenue neutral rate. So if you don't take this step, you've that option and you've lost. More than 10 Million. How much is 12.4 million dissipated revenue for the 2025 budget. The second important item is that you will be locking in on the maximum expenditures in the operating budget. So going forward in the hearings. on August, 20th, the council can. Approve a budget that's less. That's what than what you're being presented tomorrow. Or if you can play around with expenditures among programs. But you will not have the ability to increase the operating budget after tomorrow and that state law after to see everything to me. You know, we're going to be tomorrow. I see a Dunkin Donuts 10 o'clock from. We have a green sheet. So that would be the 742 Million. Mark. Tell me that. What's the maximum? That will be established? >> Thank you, Mark. >> Is that the same thing with It to yes, okay. Yes. >> Both maximum amount and Smith as well as exceeding the revenue neutral rate which DOT has asked to exceed our and our and keep in place. The current mill Levy rate in district. So they'll generate additional revenue and they've already have a tentative budget and how that would be spent. think that's part of this month as part of this as well. Mark, any thing you would add? >> Today it Thank you. >> And can you remind community that again, this will be the first public hearing regarding the proposed budget? Correct? There will be other opportunities to chime in on the proposed budget up Intel the final set date which is August. 20th the throw Mayor, thank you. >> They'll be a night hearing on August 8th. And then they'll be hearing on August 13th. And then the final day of hearing and adoption of the budget August. 20th. And I encourage residents that want to have input on the budget to either participate on the 8th or the 13th. The council. We'll be in a difficult position someone appears on the 20th and ask you to make significant changes in the budget, that point, it's pretty late in the process. So again, for meaningful input, the 8th and the 13th and the 20 at this our night meeting. No, the Athens you're night They ate this. And think okay, Anything else on the budget. >> And 11 he stays the same. Is correct? That will be the year. >> 31 or 32. I can Yeah. 30nd year of the same. The levee. Or of adopting the same 11 is the year before. On Page 3, you not consent planning. I am from district one. >> This is zoning change and there were a number of protests petitions that are filed. That's all I'm on. Page 3 on Page 4. On the not consent housing agenda asking you to prove a commitment of 175 project based vouchers and up to 6 million dollars in public housing net sale. Proceeds to support 4% like heck application for 175 of affordable housing units. And those 175 units would be. >> In the map because at the end, I believe we're looking at multiple sites that right side. >> Says the 4% for the 9%, 4%. All right. That's all I have Page 4. On page 5, 3, C would approve design contracts various engineering firms for 4 street improvement projects and one bridge improvement project. On Page 6 number 4 would approve a budget adjustment to reflect the purchase golf retail inventory at Auburn Hills. Number 5 would approve an upgrade of the fire alarm arts community fire station alerting system and the creation of a fire Department operations center. Can you go back to the Gulf and budget adjustment? Can you explain that one? >> Yes. we're switching golf pros at the at Auburn Hills and under our agreement with the golf pros. They're responsible for providing the merchandise and so merchandise at the club houses. And we have as part of the agreement. Also, if a pro leaves, agreed to purchase any excess inventory that they have and then we'll turn around and sell that were there. We'll sell it or will be sold by the new pro. The Budget adjustment in front of you because of its size, its larger staff authority. Number 6, him is that it would issue 11 million dollars and higher bees for upgrades was called the old Winfield Building and Old Town. This is an apartment project now called High Tone laughs. And you for you. It approved Memorandum of Agreement. I believe previously. Number 7 would issue 19 million dollars. And I Arby's for the remodeling of the national building, which was converted from office, too residential on main. Number 8 would approve Arpa amendment. With Workforce Alliance for its Veterans Employment program. This extend the program deadline to September 30th and reduce the budget for the program from 704 approximate someone for $1000 to $545,000. >> Can I go back? Sorry, just to the community understands what did. major amount us. Announced. Explain are bees for the community? >> I wished Roy was here because he's he's got great explanation. This is center, Jen, item. So when come up unless we pulled. Right. So that's correct. for both of these projects, this debt is issued in the name of the borrower. The city has no for this stat. They are able to take advantage of a slightly better rate because their industry revenue bonds. But in most cases, it's so that the developer can access sales tax exemption on materials and depending on the project could also receive property tax exemption. So that the city's not granting 11 million dollars or 19 million dollars, they're simply allowing this vehicle to be used tomorrow for the owner to borrow. Mayor. That's all I have on agenda. And there's no staff report is not great today isn't Haitian. No, no staff presentation. We figured you get a lot from us on Tuesday. So >> comments now from council members. I just want to remind people we have the second iteration of the unity in the community March. starting at 6 o'clock in the cold and parking lot. I will take a march to the community and then we'll have a rally afterwards with free food, some games for the kids. Some prizes, raffles a lot of people out there, a lot of organizations who have some good resources for the community, especially the kids, but also parents as well. So if you're not doing anything, come on out, want to make sure that we have shade for the rally. So that should be a good time. But should also be a really meaningful the event. So anybody that can come out, I would appreciate it. Thank you. >> Thank you very much.
