afternoon I'd like to welcome you to the October 23rd 2023 meeting of the Orlando city council um we're going to begin the proceedings with the invocation and pledge LED today by commissioner Tony Ortiz thank you mayor let's bow our heads Lord God we thank you for this day for your mercy and Grace we know that you're listening to us we ask you guide us and bless us with wisdom as we seek for quality of life peace and Tranquility for our people we ask you all this in the precious name of the Father the Son and the Holy Spirit amen [Music] amen I pr allegiance to the flag to the United States of America and to the Republic for which he stand One Nation God indivisible with liberty and justice for all I'm going to call the meeting with order Madam clerk would you call the role and make the termination of a quum please commissioner gray here commissioner Ortiz here commissioner Stewart here commissioner Shen here commissioner Hill here commissioner burs here mayor Dyer here mayor you have a quum with all members present thank you madam clerk um let's take up for consideration the minutes of the work Shop agend rview City Council meetings of October 9th 2023 motion by commissioner Hill second by commissioner she and all favor indicate so by saying I I I those opposed okay so the motion carries um do two quick items of business so this is a little uh different than we normally handle things but we had an agenda review meeting where people can comment on the consent agenda and one of the items on the consent agenda has a probably a couple hours worth of testimony and we've done the first hour so I want to convene this meeting and honor Priscilla and just mention the other people that are in the audience today and then we're going to recess and go back to the agenda review meeting so if you're here for some things that are later on in the council meeting it's probably not going to be for another hour or so so uh this coming uh two Saturdays from now on November 11th we will hold our Veterans Day Parade um and I want to invite the entire Community out for that it's always a tremendous event as we honor and remember our veterans um the parade is the initiative of our veterans advisory Council and today we are honoring someone who has helped to ensure that the group has been incredibly impactful we have a a very um active group that conducts four different events during the course of the year and uh our leader um has been with us for a number of years and I'm going to ask Dave Arnette arnet or not who is our layers on to that committee to introduce this recognition thank you mayor thank you Commissioners Orlando is home to thousands of military veterans those veterans and their families made incredible sacrifices to serve our country for this reason and many more it's important that we continue to identify honor and serve the of Orlando's veterans that's where the mayor's veterans advisory Council plays a critical role with representatives from dozens of veterans and Military organizations the group Works to make Orlando the most veteran friendly city in the country for The Last 5 Years Priscilla Cagan has volunteered her time and talent to lead the counil she has been a leading advocate for our community's veterans and represented the city of Orlando at countless events she's an amazing and true leader I can testify to that I've worked closely with her and she is great Priscilla has passed the gav to Michael Adams who mayor Dyer recently appointed as a new chair for the council Michael is following the footsteps of a wonderful leader but we're all looking forward to continuing to work with him mayor if you could please read a proclamation and recognize Priscilla then we'll get some photos with you and the Commissioners with Priscilla and then Michael and members of the veterans advisory Council res PRC kison served our nation during an 18-year career with the US Army Reserve including during operation and during Freedom she served as a military police officer LED soldiers and missions while helping the army face conflicts and challenges and whereas Priscilla returned home and became a program director for Heart of Florida United Way where she led and directed projects to serve veterans she currently works for loed Martin and whereas Priscilla's passion and advocacy for helping veterans Thrive has always been a parent in 2018 she became the chairperson for the city of Orlando's veterans advisory Council and whereas Priscilla made history as the first female leader for the group guiding it for almost five years she helped the council almost double its membership after the pandemic ensuring that the volunteer group continued to identify honor and serve the needs of Orlando's veterans and and whereas Priscilla managed the veterans advisory council's events and initiatives like the veterans St parade and pmia recognition ceremony and whereas pilla's leadership has positively and permanently impacted our City's veteran Community played a key role in our Collective efforts to shape Orlando into the most veteran friendly City in the nation and whereas the city of Orlando is forever grateful for Priscilla's selfless service to our country and her service to our community's veterans through your leadership on our veterans advisory Council now therefore we buddy Dy mayor of the city of Orlando and the entire city council do hubac Proclaim October 23rd 2023 as Priscilla Cent day in the city of [Applause] Orlando we get supp come on up here you's been married [Applause] do okay council chambers filled up and I think I know why because there are a number of funding agreements on the agenda today that always attracts a crowd and i' just like to highlight a few of these because I I don't know if everybody's going to stay the entirety of the time uh first is the healthc care center for the homeless hope team and Compassion Center which is service of first pre church located at the Christian service center second Community Partners who drive our economic growth and activity providing resources for minority owned businesses entrepreneurs startup including uh black business development Corp Central Florida Social Enterprise accelerator go sports Florida Central Sports UCF Research Foundation prospera National Center for simulation starter studio and of course our main streets and lastly we're investing $4.3 million in Grant rewards Awards to 58 additional not for profits that provide um areas of community service Arts and Cultural organizations so if you are representing one of those organizations were on our grant Review Committee would you please stand and be recognized okay I can assure you that we are going to pass those grants on consent agenda but that's going to occur in about an hour and a half probably so we definitely appreciate your support we appreciate you coming and showing your appreciation for those grants we appreciate the great work that you do in our community but if you don't want to stay for the next 90 minutes that's okay you certainly can stay we're having an interesting discussion on the uh purchase of the land where the PTZ Memorial would be located uh very important work and it's going to take a while to do so we understand if you didn't come for that particular item you came to show your appreciation so you are free to um make your way out if you so desire and we'll take about a one minute recess and then we're going to reconvene the other [Music] meeting
