councilwoman i'm sorry councilman decision here councilwoman here councilwoman o'brien councilwoman o'brien councilwoman pastor i apologize councilman pastor thank you councilwoman stark councilman waring here vice mayor garcia here mayor gallego thank you all for joining us today we next go to the portion of the meeting where we introduced our interpreter and today we have very exciting news the phoenix family is growing i want to extend a warm congratulations to our council interpreter mario barajas on his engagement to his fiancee wendy wendy shared with us that in the middle of a pandemic and lots of struggle i would love to share good news of our engagement and i could not agree more on behalf of myself and my fellow council members mario we wish you a long and happy marriage uh do any council members have anything to add mayor council uh councilwoman stark congratulations and the picture your fiance sent is beautiful you're a good-looking couple congrats councilwoman cordado thank you mayor yes um congratulations on the engagement i'm looking looking forward to seeing how happy the two of you will grow together um yeah and good luck and you're on your new journey thank you councilwoman and sorry followed by councilman de cecio followed by the vice mayor congratulations um the note that your fiance sent mario i think brought smiles to all of our faces it was absolutely adorable so we're all very very happy for you councilwood to cco foreign thank you all the council is so pleased to share this mayor councilwoman o'brien thank you mario congratulations i wish you and the future mrs ross a wonderful and memorable wedding and exciting journey through life together and my advice to you is to always remember who is mrs wright mario i just want to say it's important i just want to say uh i think it's great that uh she respected us like that that i can't remember this happening before i i just think that's a great thing so i wish all success and uh just really being included i really appreciate being included and even just a small way so thank you for that and all success mayor councilwoman pastor mario uh congratulations and also congratulations to wendy you took the jump and uh happy for you i'm also excited to know that you're residents of district four so let me know when the wedding is i'll show up uh just felicidades and uh wish you only the best in your future congratulations thank you so the entire council is celebrating with you and now i will turn to mario to provide some brief comments in spanish as well as any messages he would like to share with wendy or the public this is such a shocker to me this is typical wendy here so surprising here and i think everybody for from the city of phoenix and the city council members i was so shocked here especially cell decision in his spanish i was not aware that he knew spanish so that's quite a shocker and surprising but i do thank everybody and i'm very happy and very excited for my journey and my future life and i think everybody gracias a todos por las foreign now i will make my my usual introduction and once again thank you mayor my name is mario barajas as you might have all heard already so i will be serving as today's spanish interpreter for the city council formal meeting i will now take a moment to introduce myself to our spanish-speaking audience [Music] once again thank you mayor thank you felicidades uh we will next return to the city clerk for our 24 hour notification paragraph the titles of the following ordinance and resolution numbers on the agenda were available to the public at least 24 hours prior to this council meeting and therefore may be read by title or agenda item only ordinances number g 6892-6898-47939-47964 and resolutions 21957 thank you so much councilwoman gordado do you have a motion on the formal meeting minutes from may 20th 2020 yes motion to approve minutes um yes okay any comments all those in favor please say aye unanimously vice mayor do you have a motion on boards and commissions i don't believe we have boards and commissions today mayor uh we next move to liquor license applications do you have a motion on liquor licenses yes i do motion to approve items 2 through 21 except item 21. second second we have a motion and a second from councilwoman snark any comments all those in favor please say aye aye bye any opposed nay passes unanimously item 21 is an application in councilwoman stark's district so i will turn to councilwoman stark uh may or may i have a brief presentation on the liquor license from snap absolutely very great good afternoon mayor and council members i'm leah swanton with city clerk and with me today is officer david hurt with the phoenix police department and jay chapman with the city prosecutor office this request is for a new liquor license for series 12 liquor license for a restaurant this location was not previously licensed for liquor sales and does not have an interim permit the 60-day limit for processing this application was august 18 2021 however the application has been submitted written requests for additional time staff recommends disapproval of this application based on a police department recommendation for disapproval the police department disapproval is based on several items that were omitted by the applicant on the application in possible hidden ownership the applicant has not demonstrated the capability qualifications and reliability to hold and control a liquor license at this time officer dave hurt will provide a summary of the police department's report i am detective david hurt with the phoenix police department i am the abatement detective and the liquor liaison for the black mountain precinct my duties include reviewing investigating and making recommendations on the capability qualifications and reliability of those who apply for any liquor license premise use or special events within the precinct i'm here in reference to the pending 12 series 12 liquor license application by ms celeste ray torre and dee's jerk cut located at 15220 north cave creek road it is my recommendation that we deny this request for facts that were omitted from the original application state application as well as city application to include personal names driver's license status as well as job information additionally in the course of my investigation i believe this to be a hidden ownership for the fact that on no less than two in-person occasions and three uh phone calls to the business ms ray torre could not be contacted but in fact a subject believed to be operating the business was there and contacted that same individual who believe is believed to be the person operating the business through further investigation was found to be ineligible and employable and ineligible to apply for a liquor license because of that before those reasons i'm requesting that this denial thank you thank you councilwoman stark i could not hear you if you were speaking sorry i believe the applicant is not uh with us right now that's what i was asking is the applicant here oh so if not i'll be prepared to make a motion and i am going to recommend disapproval based on the police department's recommendation they have noted and that several items were omitted from the applicant's application and there was possible hidden ownership the applicant has not demonstrated capacity qualifications reliability tone and control a liquor license therefore i vote i recommend denial second second we have a motion and a second uh we'll turn to councilman wearing for questions or comments yeah so uh thank you mayor i appreciate that um real quick this i have voted against this program but my understanding is the way i interpreted it is the way this particular program works is this company goes and please correct me if i'm wrong this company goes out and collects the scooters that are left around by the program that i was against and then returns it to the company who then pays them a fee so it's not unlike our shopping cart program is that a fair and a summary um mayor councilman waring members of council the sweep the contract that we're talking about the payment ordinance for uh they work for the city uh they do out and retrieve the scooters um and then through our program that was set up we have a fine for um the scooter companies to be that they must pay uh when the sweep uh relocates those scooters so yes it is um intended as as we pay sweep that we also are able to find the scooter scooter companies for relocating those okay um i was sort of conflicted because it sounds like with previous votes we created clutter on our roadways but if we don't have this contract then the scooters are just going to lay out there and not going to get returned is that fair uh mayor councilman wearing members of the council uh the the item actually that's here today is to actually um allow us to pay uh sweep for uh services they provided back in the spring during uh the pandemic when scooter operations resumed currently with the two scooter companies that we're uh working with under permit uh they are actually voluntarily relocating their scooter so we are not using the services of sweep currently um for the current extension of the scooter program okay then i think i misunderstood what i was told uh or probably my fault but i misinterpreted uh when i asked this question last week so this is not a revenue neutral program this is something we're paying for as opposed to the shopping carts don't they they go out and they make their money by collecting the cars you may not be familiar with that program so if that's not fair question i apologize mayor councilman wearing members of council uh this the the intent of the scooter program all along when we were working through council approval was for the program to be cost neutral we've been making adjustments as we got the one year extension last spring to continue to bring it into line with being cost neutral to the city um and uh us working with the scooter companies to have them relocate their scooters that are misplaced themselves has been one of those things we've been working on to be able to become more cost neutral with the program okay but it's not now sounds like all right uh i don't mean the program as a whole i mean this component of it the picking up the scooters which just doesn't seem like that should be a city taxpayer responsibility and 99.9 of all the taxpayers aren't using this program so but they might trip over a scooter and break the neck i suppose um okay thank you kenny i appreciate the clarity thank you mayor councilwoman o'brien thank you um so during this is a payment for services they provided during the spring were we collecting fines during the spring uh mayor councilwoman o'brien yes we were collecting fines and we have been tracking those all the way through and we continue to have a fining system as well if we have to work through relocating the scooters if they're not relocated within a certain time period so the fines we collected during this time period for this payment were they more than what we're paying sweep uh mayor councilwoman o'brien um i don't have that information in front of me right now but i know we are collecting fines and we did adjust the fine from up to eight from eighty dollars to a hundred dollars with the change to the program made in the spring so i i can provide that information uh on on exactly what we've collected in fines to date uh versus what we paid to sweep as well i know we did provide an update to subcommittee to the transportation subcommittee in the spring okay thank you members of the council this is this is mario i just want to make it clear that the intent of the fines the fines were put in place for the very purpose of being able to cover the costs of the retrieval service and so being a pilot program uh it was difficult to us to line up the the fine amount exactly with the amount that we were going to need to pay to the contractor so adjustments were being made to that but the the intent was for that to be cost neutral and the program charges the scooter companies for the purpose of retrieving those scooters that are left in the in the non-designated area so especially want to make that clear that that that cost is being put on to the companies so it's not placed on the city thank you mario mario is our deputy city manager roll call i'm sorry yes decision no guardado yes o'brien no pastor stark yes no garcia yes passes six three we next move to item 26 which is a proposed 19th avenue and yearling road annexation public hearing we will not have the official vote today but we will hold the hearing i will open the public hearing we do have many members of the public here to comment we'll begin with charles eckert followed by carol shiliday uh mayor members of the council i'm actually representing the applicant um i i i'm attending only because i was told that they there were some people that were opposed to our annexation uh my only comment would be that um apparently the i haven't heard any opposition but apparently the opposition has something to do with um use and we have applied for uh through our application uh annexation so that we can construct a single-family residential development on this site and um you know that and obviously use is not an annexation question it's a zoning question we we would uh be preparing our zoning application as soon as the annexation is complete and submitting it through the city of phoenix so if there are any questions after the other members of the public have spoken i just want you to know that i'm available to answer questions for you thank you so much carol will be next followed by john hi there i was just here because i heard there was opposition um i just see this as a request for city connection in an area that is a uh one square mile county island and it's surrounded by commercial and industrial use so my concern is for uh the groundwater contamination that may be there and i would prefer city services to the area you carol don is next followed by julie burns you can hear me thank you council members um yeah i'm in favor of this again i just like the previous two speakers in looking at it as just an opportunity to connect to city services which would only benefit the entire area and again if there were any questions afterwards i'd be happy to address it thank you julie is next followed by stephen hello my name is julie burns i um have a couple one acre properties down yearlings so i'm two lots down from the specific land on the north side and then i'm also two lots down on the south side so i have two different um areas so i have a little bit invested in this area um to comment on the two people before me there is really no need for annexation to the city of phoenix force um what this major real estate developer would like to do because you can have well water one well which will feed up to four houses something that we would entertain if he stays with the maricopa county we um for lesser zoning to act as a buffer for 19th avenue also there has been recent testing on our water through legend testing on union hills and i think 27th avenue our water is clean um it has cleaned up there's no arsenic nitrates any of that um if some of the well is a little bit not drilled too far at 200 feet they may have some of that in their water and it's just a simple water purification system that can go on as a ro system or you can do it um for the whole house so those two issues are really no reason for annexation into the city of phoenix um a lot of the developers have worked with us in the past usaa has worked with us and they were really good about trying to keep commercial on happy valley and not on 19th avenue that is why you see all the houses the single family residents on 19th avenue was because we were proactive and they were so nice and worked with us about our concerns they also did that bridal path around the whole perimeter that i see tons of people using bikers runners horses that was actually because that developer chose to [Music] thank you that your time has concluded we appreciate your testimony we will go next to stephen murphy followed by james watley can you hi can you guys hear me okay hello yes um we can't hear you thank you okay great thank you well my name is stephen murphy i'm an anesthesiologist moved to the area about a little over two years ago we've been in the uh at one six four seven west brides road um and yes we do enjoy this this is a little bit of a of a of a island community and uh as as we've stated before as julia stated before that you know working with the development in the area and keeping any kind of commercial development from 19th is something that we wanted to do i don't see any reason that this does need to be annexed to the city of phoenix for the reasons that juliet stated i won't re go over them but it also allows um even though there's an intent to um make a developed city single-family homes as soon as it go you know the initial transition into annexing by phoenix is then it allows for another set of commercial development in that area which is something that nobody in the community wants um we we moved there two years ago and uh bought into that community knowing that that was uh residentially zoned and so that is just something that um particularly we we don't want to see changed and we um don't feel that there's any need if they want to build single family homes there to uh to annex or to get that uh integrated into the city of phoenix um and um so i oppose the uh i pose the motion to change the zoning of that area thank you thank you james is followed by dusty do we have dusty or melissa crawford on do we have any hear me oh uh dusty is on but there's no idea okay can you hear me now yes okay hi i'm jesse schulmeyer i've lived in this neighborhood for almost 20 years now we are just south one street from yearlings so we're off of parsons and we've had a lot of growth and um julie is one of the neighbors that's right behind me and she kind of put it to the point where we've had the connection with usaa they've been very great gracious with us and helping us keep this a home resident area we also have one of the top water well diggers that live right next door me and that's melissa crawford's husband we have one of the best water tables in the state of arizona and it's the softest water so water is not an issue they can do it well i own two properties over here so i'm in the same boat as julie very nice neighborhood very family orientated there is no reason for it to be annexed to city of phoenix also what we have dealt with is we've had people come in and say that they're going to make this a family housing development then they get it rezoned and then often they put a commercial building there and i really don't want to see any more commercial buildings and when we've already fought this hard to keep them off of 19th avenue i would like to still continue that way and still have it be a family neighborhood thank you so much for your testimony we are going to try james watley again james you are unmuted uh james wally's not on the line i do not see melissa uh do not see melissa crawford so um i will close the public hearing uh this is only a public hearing today we will not take action at today's council meeting thank you to all who testified we will next move to 27 which is a proposed 35th avenue and carter road annexation public hearing go ahead and open that public hearing we do not have any members of the public to comment on item 27 so i will close that public hearing and again we will not take any action today however we are taking action on item 28 a proposed 27th avenue and baseline road annexation in council district um i believe it is in council district 8. i'm sorry i thought it was in district 7. um so i will turn to the vice mayor for a motion and we do have a member of the public here to testify motion to approve item 28 second motion and a second uh do we have mark rodriguez yes i do mayor yes i do mayor i'm here how you doing everybody it's all good to hear from you even though i know this 27th avenue and baseline i go to the my doctor now all that stuff and you're doing like plants and all that stuff on 27th avenue baseline and all that stuff in in here in my district and all that stuff and even though i'm just saying because i'm just saying how are you doing everybody and all that stuff and then also a shout out to yasmin asari carlos garcia fetty wangato laura pastor jim wary dal de cecio not a fan of him and of course anne o'brien as well which i can't wait to meet them on two weeks from today is because i'm excited for you guys especially all of you guys to see me and at the city hall one of these then two weeks is because i'm excited for you ma'am mayor kate gallego and everybody at the city council including you deborah stark and anne o'brien i can't wait to see you because i'm excited and then also i can't wait to see you and that's all from me tomo harigato gozaima sayonara america amend the business terms for redevelopment of the del rio former land landfill vice mayor do we have a motion motion to approve item 36 second option in a second we do have one member of the public to address the council sam stone i do not have audio do others do not either i can't hear we have no audio for sam stone all right uh council member comments on the del rio formal landfill former landfill redevelopment and i um with the council members representing this area i'm very looking forward to this project um just got a briefing on some of the transportation investments and that we will help make today including how it will connect in with our rio reimagined project which i think will be one that i hope will be a legacy for many of us and i know it's one that many of my colleagues have been actively engaged on as well vice mayor thank you mary took the words out of my mouth really excited about this project about the jobs um and all that it's going to bring to the area from food to development and some support to local businesses so really excited and i will be voting yes on this roll call i'm sorry yes decision yes yes o'brien yes pastor stark yes yes garcia yes gallego passes 9-0 we next move to item 7 37 to amend the iga to continue building the community wireless network do we have a motion uh motion to approve item 37 second we have a motion in a second any comments councilwoman i'm sorry thank you i'm very excited about this project and we'll be proudly voting yes to approve the 10 million dollars in our funding to expand our community wireless network in partnership with phoenix union and maricopa community colleges the need is urgent in my district and i also want to thank councilwoman pastor for her leadership on this effort we know the digital divide will continue to be an ongoing issue even after the pandemic whether it's our local businesses on south central to our farms and mountainside homes in levine to seniors and parents in west phoenix many many communities stand to benefit from this even though in-person learning is again underway we need to make sure that everyone has access thank you thank you councilwoman vice mayor thank you mayor thank you when i entered those comments um this project started with the hamburg cartwright elementary school districts um it's a big deal i want to thank our economic development folks because i know this was a little short timeline to get this done but really excited to support this um we did you know we did a lot of efforts during the arpa fund but i think using the funds of the corporate relief funds i think these are some of the best investments we can make um especially with the permanency of this program and the fact that it's it's infrastructure that's going to be here for a long time and for future generations so i'm excited to vote yes on this thank you vice mayor councilwoman o'brien thank you mayor i am also excited to support these additional efforts in closing the digital divide among our students and residents all over phoenix these items will help to increase our wi-fi accessibility for students through partnerships with phoenix union high school district as well as their feeder schools as we know when the pandemic hit students were asked to continue their education digitally from home and many students didn't have access to the internet and some didn't even have a computer for use of the school for school work the city's already adopted and expanded existing programs like college depot allowing students and residents to check out computers and hot spots from their local public libraries these items are just natural next steps to closing that digital divide amongst our students and residents and upgrading our city government to 21st technologies i'm in full support of this item as well as the next item number 38. thank you thank you councilman o'brien connectivity is so important whether you're filling out your fafsa or doing your homework and i'm glad the city of phoenix can be a partner i do want to recognize councilwoman pasteur for her passion and leadership on digital connectivity issues noting that she will not be participating in this particular boat but very very important to the councilwoman we do have a few members of the public to address the council on this item we'll begin with shaina cinnamon followed by jason paul hey can you hear me yes we can well i guess this doesn't really matter now but um you know i'm i'm just concerned about the health effects of uh putting wireless radiation in more places in the city and um radiating people 24 7 without the ability for them to opt out of that technology um the 5g towers are already all over the city and just seeing more of them come up um it just doesn't really feel right when there's other alternatives like fiber optics and other things we can do besides radiate people 24 7. that's all jason will be our final comment on this item good afternoon everyone i thank you mayor city council for the opportunity to speak before you today and take about four minutes of your time can everyone hear me okay uh and you do have two minutes of time to address that's great well i'm here to discuss obviously what we're talking about is the communications wireless frequencies my name is jason paul i've spent 20 years as a business leader in healthcare wellness and health insurance i'm the father of two young sons and the husband to my wonderful wife on august 27 2020 was diagnosed with a malignant brain tumor which of course has forever and profoundly impacted our life undefended consequences only hindsight obviously time can show us the good or bad things we all know that once asbestos was good but paint worked well and obviously pesticides kills unwanted weeds and bugs but knowing what we know today we know those items are not safe our family lives healthy lifestyles have no health conditions or history of cancers so the question of what potentially created this monster in my wife's brain through obviously my healthcare channels and lots of personal research i found shocking stories in the data which continues to accumulate as we speak it was stated by the who and of course not the band but the world health organization in 2012 that stated radiation from cell phones and towers is possibly carcinogens carcinogenic to humans and may cause gliomas a type of brain cancer towers are more dangerous because they admit greater intensity radiation 24 7 and a statement this obviously triggered me to look at things like for example where my wife worked and i realized at the last 10 years she's been sitting beside a cell phone tower we had no idea the danger this exposure presented and thus was not given a choice to decide whether to take that risk or to choose a different environment i understand the intentions of the broadband to our communities and support this just like we're using this technology today but there's always more than one ways to do things sometimes it's taking more time more effort but ultimately it's the right thing to do in closing please consider the good way to provide a benefit to the neighborhoods of phoenix as citizens yourself i know you would never knowingly put your own families in harm's way so please think about all the citizens of phoenix as your extended family your intelligent people and all you have to do is look at the data and hear the stories to know that the threat of high frequency wireless is real the only question i have is is the game worth the potential harm when the same end result can be accomplished in a safe and better way with fiber optics obviously thank you for your time and your consideration thank you for your testimony any additional council member comments before we vote roll call i'm sorry um yes decisio yes yes o'brien yes stark yes waring yes garcia yes diego yes classes 8-0 item 38 is the submission of a grant application enter into agreements to continue building the community wireless network this is an item related to item 37 and our connectivity work do we have a motion motion to approve item 38. we have a motion and a second council member comments councilwoman guardado thank you mayor um yes i just wanted to say that this is a great example of the city collaboration with the community colleges school districts in the business community to find solutions to issues impacting our youth that has been hit especially hard during this pandemic i am excited to see this scale up to service more of our young our young residents it's been a harsh year we need to make sure that we continue to provide the best services that that we can for our youth and as well as my colleagues i want to thank councilwoman pastor for all of her leadership on this thank you any additional comments and again noting that councilwoman pastor will not be participating role call i'm sorry yes o'brien yes stark japanese and all that stuff i will teach you one day because when you're not busy i'll teach you because i know japanese anyway i'm here for the state fair about all the police and all that stuff there you know all the violence the fighting and all that stuff when i saw on youtube videos and all that it's because it's kind of dramatic and all that all the fights and people are kicking out have them to leave and all that because we need lot police and force to do to protect the people that are are the safer i go to the state fair in october it's because i love state fairs because i don't like the violence and all that stuff and of course a shout out again jasmine asari carlos garcia fatty wangado laura pastor debra stark and o'brien i can't wait to see you again in on september 29th i'll wake up to see you jim waring south of cco2 which i'm cool you saw not a fan of you but it is what it is but it's and also you mayor kate diego i respect to you and all that and mayor kick i go force program do we have a motion sorry we're speaking to mute motion to approve item 46. thank you we do have one member of the public to address the council on this item adriana the floor is yours hello everyone um nice to meet you all this is my first council meeting so i'm excited to be here i just wanted to ask you america gallego like how important um this is for you for this to pass and um i was looking on the website and i saw that a lot of people have been um arrested due to this task force so i just wanted to know how important this was for you thank you for the testimony i am looking forward to supporting this motion any comments from the members of the council roll call i'm sorry decision yes o'brien yes pastor dark yes wearing yes garcia yes gallego that says nine zero we next move to item 47 the phoenix skytrain operations and maintenance contract do we have a motion motion to approve item 47 second motion and a second uh we do have one member of the public to address the council sam stone thank you mayor thank you council this represents a doubling of the work requirement for the contractor but a quadrupling of the cost for the city and this is part of a pattern of practice that i've been concerned with for some years where we get an initial contract in place and then extend that contract without competition at much higher rates i believe this is a practice that the city needs to change i don't expect anyone to change their vote on this item today but it is something that the council would be well aware to consider in the future thank you mayor thank you we expect the skytrain to carry 79 000 passengers per day at a cost of 83 cents per passenger any additional comments from the public or from the council roll call i'm sorry yes the cco yes yes o'brien yes pastor stark yes passes eight 8-1 that concludes our agendas business for today's meeting i will turn to our city attorney to introduce the final portion of our meeting which is the citizen comments thank you mayor during citizen comment members of the public may address the city council for up to three minutes on issues of interest or concern to them the arizona open meeting law permits the city council to listen to the comments but prohibits council members from discussing or acting on the matters presented thank you will our staff please call the members of the public and uh good afternoon members of the phoenix city council my name is ari barong huber and i have worked for hms host for about six months now as a host at barrio cafe in terminal four and today along with my co-workers i am on strike at phoenix sky harbor airport to protest the severe understaffing that we face on a daily basis travel's returning to phoenix sky harbor airport i see first-hand more passengers at our airport and data from the city of phoenix supports that in june 2021 95 of june 2019 emplainments returned to our airport this is a remarkable recovery in passenger traffic given that this council already provided 15 months of relief to hms host and travel is recovering i believe that hms host does not need nor deserve any more relief in my position just as an example of the understaffing as a restaurant host i'm expected to keep the concession stand stocked sell those concessions take to-go orders seat guests you know answer questions amongst guests and then even bus tables run food and sometimes do the dishes to make up for the shortfalls we have um in the restaurant and frankly this is a job which pre-pandemic was done by at least two to three people at all times and i find myself alone from a minimum of four hours of my shift up to the full eighth um and and frankly it's it's not just taxing mentally but it it is uh it makes it difficult to even do what is required of this job um i respectfully ask that the city council not grant any more concessionaire relief unless there is a plan in place that benefits workers as my starbucks colleagues mentioned in a letter provided you posted in the position of neither paying full rent nor paying a full workforce while employments are back in force we cannot continue rewarding this corporation while they are allowing us to go under staff i ask you what more will it take for the council to support us who do you believe thank you for your time our next speaker is scott elliott matos followed by matthew enos fixed and sometimes they have open up two lines at starbucks and with only one working machine it's extremely it's extremely difficult if mentally wearing and physically and at this point it's like they really don't need any more relief that what they need to do is start like helping us like bring us more workers and increasing our pay because we're literally doing the work of two or three it um i have been presents for all of the council meetings as far as listening in and um did know that in prior um agreements they had with me that one of the situations was that they used the relief to enable them to maintain drugs um i called and spoke with my former general manager about two weeks ago and was told that if i wanted to come back i would have to accept a demotion um which yeah to me appears to be in violation of the spirit of retired agreement so on that basis i would ask that the council refrain from any further rent relations with a generic host um until their issues with only been there for a month and i've experienced a little bit of an organization of like how i first came in um first into starbucks and i thought it was kind of just the way how things run but unfortunately that's not how it is at hms host i think it's unfair that everyone who's been working as much as i do work the amount of like two to three people which is likely unfair and i've heard um that some people have not been able to get breaks out because they just understaffed at their uh restaurant um i just hope that this problem can get fixed immediately and we have better organization showing absolutely no indication of honoring their agreement they're planning on adding even more work on us previously when i spoke with you i had mentioned that we're down to nine people unfortunately they did bring back some of our production workers because the original plan was for us to do the additional work of eight people while we're already doing the work of five to seven people every single day i have people who've been back since june of last year and they still have not been able to take any form of time off because of the obligation that the industry has put on us to be there and we're glad to provide for the people of phoenix and all of our travelers but we also enjoy being able to spend time with our families and to have our time off and be able to breathe well knowing what is waiting for us when we come back and the level of work that is going to have to be done just to catch up again because we are the production kitchen and when we're not there it just doesn't get done at this point you know i know they're asking for more round leap and i would love to see them get that so that we can all have you know continue our growth but at this point they're not even honoring the original agreement and i don't see them holding and honoring any of the previous or the next agreements that we come up with so at this point please do not give hms hosts last eight months i have seen travel pick up more and more every single week we have more people flying now than we did when i started in january and the staffing levels at starbucks never went up to meet it it never continued to go up um every day i go in and i have to do the work of two sometimes three people because we just don't have enough people to do the work um i i have seen many of my co-workers quit because the stress of this job has just become too much for them to bear um too many of my co-workers feel that our company has not listened to us in our pleas for help for more staffing um and for just better pay and treatment overall and so my co-workers and i came to a decision that we needed to send a message to our company and go on strike here at the airport and you know this the understaffing has caused not only you know just mental struggles in general you know there have been many shifts where i've gone into the back room and just started sobbing because of how stressed and overwhelmed i have felt doing this job i also have physical issues that i am constantly dealing with i have a herniated disc in my back which is only exacerbated by doing the work of two or three people here at the airport and on top of it i have thousands of dollars in medical debt on top of paying 400 a month for my health insurance um that i can't afford to pay because i i don't make enough money to pay it um all of these issues can be easily fixed by hms hope and they have absolutely refused to even meet us halfway so that's why i am on here today we are striking but i'm on this phone call today to ask you to beg you and to tell you that hms hopes does not need nor do they deserve any more rent relief bus workers have suffered we have been carrying this company on our back throughout this entire pandemic and they have not given us a single thank you for it and so that is why i am respectfully asking you city council to not give any more likelihood thank you our for starbucks in terminal three i'm on strike today and stand in solidarity with my brothers and sisters here at host excuse me i'm on strike today standing in solidarity with my brothers and sisters here at hms host to say that hms host does not deserve any more rent relief we have been subjected to extreme levels of understaffing having to pick up the work of three four sometimes even five employees my store is one of the host's lower priorities at sky harbor and as a result oftentimes i find myself opening an entire store either by myself or with one other co-worker which is completely below any humane staffing level below the staffing levels that starbucks corporate sets out and it's to the point if i need to use the restroom i'm leaving my co-workers and they are unable to pick up the slack if i want to go on break i'm leaving my co-workers if i want to leave my shift on time i'm leaving just one maybe two people to close an entire store and it results in me having to work 12 13 hour shifts to pick up the slack because host refuses to hire correctly to properly train we've had new hires come in and do the low staffing level rather than being trained and shadowing are thrown onto the hot bar and quit within just a few days it's too much for anyone to be thrown into i respectfully ask that the phoenix city council no longer waives hms host con mini minimum annual
