I’d like to call the March 16, 2021 meeting of the City Council of the City of Cannon Falls to order. We have roll call please? **[3:15] City Clerk Sara Peer:** Bringold? **Council Member Bill Bringold:** Here. **City Clerk Sara Peer:** Duncan? **Council Member Duncan:** Here. **City Clerk Sara Peer:** Gesme? **Council Member Eric Gesme:** Here. **City Clerk Sara Peer:** Kronenberger? **Council Member Laura Kronenberger:** Here. **City Clerk Sara Peer:** Lundell? **Council Member Mary Jill Lundell:** Here. **City Clerk Sara Peer:** Montgomery? **Mayor Matt Montgomery:** Here. **City Clerk Sara Peer:** Althoff? **Council Member Steve Althoff:** Here. **[3:32] Mayor Matt Montgomery:** Would you rise for the Pledge of Allegiance? I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. **[3:53] Mayor Matt Montgomery:** Okay, approval of the agenda. Do I have a motion? **Council Member Duncan:** Approve the agenda. **Council Member Bill Bringold:** So moved. Second. **Mayor Matt Montgomery:** Motion by Duncan, a second by Bringold to approve the agenda. Any discussion? All in favor? **Council:** Aye. **Mayor Matt Montgomery:** Opposed? Carrying. Okay, we've got a couple public hearings tonight. The first one, Resolution 20-540. Bear with me. Approving to the modification to the development program from Municipal Development District Number Two and establishing a Tax Increment Financing District Number 2-9 within the Municipal Development District Number Two, improving the Tax Increment Financing plan, therefore authorizing an interfund loan and authorizing execution of the development agreement. Neil, you want to introduce Rebecca? **[5:10] City Administrator Jon Radermacher:** Yeah, we have Rebecca Kurtz from Ehlers here tonight. She'll give you a brief introduction to the TIF that we're proposing and answer any questions that you may have. **[5:19] Rebecca Kurtz (Ehlers):** Is it on? Might be on the—is it down the bottom there? Oh, thank you. I'll try that again. Good evening, Rebecca Kurtz with Ehlers. And as introduced, what is before you this evening is to consider a modification to a development program or project area, and then the big item is the establishment of Tax Increment Financing 2-9... [Lengthy explanation of TIF specifics and the Volumetrics/Cannon Bells project]. With that, I will pause and I'm happy to answer any questions. I gave a very high level but very quick overview, so happy to answer any questions you may have. **[16:28] Mayor Matt Montgomery:** Any questions for Rebecca? Hearing none, thank you. I think we'll open the public hearing on Resolution 20-540. Is there anybody in the public would like to talk about this resolution? Please come forward. Second call. Third and final call. Hearing none, we're going to close the public hearing on Resolution 20-540 and I'd like to hear a motion to approve the TIF agreement 2-9. **Council Member Duncan:** So moved. **Mayor Matt Montgomery:** Second? **Council Member Matt Montgomery:** Second. [Note: The Mayor seconds the motion]. **Mayor Matt Montgomery:** Motion by Duncan, second by Montgomery to approve TIF agreement 2-9. Is there any other discussion? All in favor? **Council:** Aye. **Mayor Matt Montgomery:** Opposed? Carried. Okay, second public hearing. Resolution 2542, amending Resolution 2529 relating to the water and sewer access charges. Neil? **[17:58] City Administrator Jon Radermacher:** Okay, back on February 4th, the Public Works Commission met and reviewed the fees for water and sewer access charges... [Explains reduction of SAC and WAC fees to a flat $5,600 each]. **[19:31] Mayor Matt Montgomery:** Is there any comments by the Council? Hearing none, let's open the public hearing on Resolution 2542 for amending the water and sewer access charges. Anybody from the public would like to address that resolution? Second call. Third and final call. Resolution 2542 hearing none, we'll close the public hearing on Resolution 2542 and I'd entertain a motion to adopt Resolution 2542 amending Resolution 2529 relating to the water and sewer access charges. **Council Member Eric Gesme:** I'll make that a motion. **Council Member Mary Jill Lundell:** I'll second. **Mayor Matt Montgomery:** Motion by Gesme, second by Lundell to approve Resolution 2542. Is there any discussion? All in favor? **Council:** Aye. **Mayor Matt Montgomery:** Opposed? Carried. Okay, moving on we've got some presentations tonight. We're going to mix this up a little bit. First thing we're going to do tonight, we're going to have the police officer badge pinning. So I'm going to come down there. I'm going to have Michael and Joe come forward. **[21:10] Police Chief Jeff McCormick:** Mr. Mayor, I'd just like to say a couple of words before we actually do this swearing-in. I'll give each of them a sheet of paper... [Speaks to the role of police as guardians]. With that Mr. Mayor, I turn it over to you. [Applause]. **[22:35] Officer Michael Trice:** I will faithfully and impartially discharge... **Mayor Matt Montgomery:** I, Michael Trice, do solemnly swear... **Officer Michael Trice:** I, Michael Trice, do solemnly swear that I will support the Constitution of the United States and the Constitution of the State of Minnesota. I will faithfully and impartially discharge and perform all the duties of a police officer of the Cannon Falls Police Department to the best of my abilities, so help me God. **Mayor Matt Montgomery:** Thank you and welcome to the force, Michael. **[24:09] Mayor Matt Montgomery:** Okay, our next up we're gonna have Steve Dabilo from the Historical Society. **[24:15] Steve Dabilo:** Hi, Steve Dabilo. You do realize, Mayor, that a couple of councilmen asked me to talk for about 45 minutes? [Laughter]. So, thanks to the generosity of a lot of individuals... we have another fifteen thousand dollars to put towards the repaying of the White House... [Updates on museum opening and COVID restrictions]. Thank you for your patience on this. **[26:15] Mayor Matt Montgomery:** Okay, thank you Steve. Okay, I'm gonna wait a minute, they are taking some pictures. Then we're gonna have the police report. We'll just have to hold here for a minute. [Pause]. Item C is the Police Department 2020 Annual Report. **[28:14] Police Chief Jeff McCormick:** So, if you would, that'll be—there we go. All right. So for 2020, we actually used our 2019 picture because we couldn't get together... [Presents 2020 statistics, budget details, COVID adjustments, and significant cases]. That's all I have. Any questions the Council may have for me? **[49:32] Mayor Matt Montgomery:** All right, any questions? I guess not. Thank you, Jeff. **[49:42] Mayor Matt Montgomery:** Okay, in the presentations we'll get right into the consent agenda. Consent agenda items may be adopted under one motion as presented or may be removed for discussion... [Reads items A through J]. Is there anything the council would like to pull down? Nothing. Then I'd take a motion to approve the consent agenda. **Council Member Bill Bringold:** So move. **Council Member Matt Montgomery:** Second. [Mayor Montgomery seconds]. **Mayor Matt Montgomery:** Motion by Bringold, second by Montgomery to approve the consent agenda. Any discussion? All in favor? **Council:** Aye. **Mayor Matt Montgomery:** Opposed? Carried. Council Business A: 2021 Mill and Overlay project. Dan, you want to take that? **[52:26] Dan Howard (Public Works):** Sure. So as it shows in your packet, the following streets were selected for the mill and overlay for 2021: Mill Street, Evergreen Drive, Parkway Lane, and Woodridge Drive. WHKS engineering estimates this project will cost $170,000 plus $10,000 in engineering fees for a total of $180,000. Our budget is $150,000... [Requests authorization to seek quotes]. **[53:27] Council Member Bill Bringold:** Is this one of those situations where obviously it's a little bit over budget, but if we were to adjust the work it probably wouldn't be worth it to say, take this street off there to try to get it back to 150? As long as they're here and they've got all the equipment? **Dan Howard (Public Works):** Really depends on the quotes that we receive. **City Administrator Jon Radermacher:** We can always take some blocks off if it does overrun by a lot. I would recommend along with Dan that we proceed simply because we may get good quotes. **[55:16] Mayor Matt Montgomery:** Anything else? Okay, then I'd entertain a motion to instruct WHKS engineering to seek quotes for the mill and overlay project. **Council Member Bill Bringold:** So moved. **Council Member Duncan:** Second. **Mayor Matt Montgomery:** Motion by Bringold and a second by Duncan for a motion to approval for WHKS for quotes. All in favor? **Council:** Aye. **Mayor Matt Montgomery:** Opposed? Carried. Let's go—reports here. Kyle? **[56:14] Kyle Paulson (Chamber of Commerce):** Good evening Council and community. Our first announcement is that our 2021 Discover Guides will be at the Chamber office this week... [Updates on Easter Cruise, Chamber Golf Tournament on June 24, and "Open Air Fair"]. Please watch the Cannon Falls Chambers webpage, cannonfalls.org. That's all I have. **[1:01:36] Mayor Matt Montgomery:** Thanks Kyle. Let's go through some of these committees. EDA met on March 4th. Laura? **[1:02:18] Council Member Laura Kronenberger:** We've had a lot of activity in the last couple weeks... reviewing the developer agreement for Volumetrics... working on workforce housing... and we entered into an option agreement for a large warehouse facility between Sweet Harvest and Lawrence Meets. **[1:03:07] Mayor Matt Montgomery:** Thank you. Public Works, Mary Jill? **[1:03:12] Council Member Mary Jill Lundell:** Yeah, mostly what we talked about—we got an update on the mill and overlay project... and then we talked about the water issues we're having on the south side of town and how we're moving forward with that. Neil, would you like to relay some details? **[1:03:52] City Administrator Jon Radermacher:** So what's going on with that is the Public Works Commission wants to move forward... there's a stretch of old cast iron pipe that's in the ground. We have to make sure it's the pipe and not something else... we have a lot of things to pursue in the next month or so. **[1:05:26] Mayor Matt Montgomery:** Okay, thank you. Park Board? [Reporting as Matt Montgomery]: One big thing, one small thing. The small thing is we approved the purchase of a new diving board... but the big thing is John Birch Park. We've been working with the Cannon Falls Bears... looking at the limestone wall. We looked at if we're going to do this in phases or an entire project. **[1:06:58] Mayor Matt Montgomery:** Finance Committee, Bill? **[1:07:02] Council Member Bill Bringold:** Yeah, two of the items—Neil's review and the ambulance request for two more part-time individuals were the two main subjects. We also touched upon capital equipment planning. **[1:07:44] Mayor Matt Montgomery:** Planning Commission? [Reporting]: The main item was on the agenda tonight approving the sign variance for the trucking company... also touched on defining impervious surfaces and changing sign heights to be more uniform. **[1:08:30] Mayor Matt Montgomery:** Library Board? I don't see Nicole on—so is she there? **[1:08:37] Nicole (Library Board):** Hi! I decided to let you see my living room this time. So, big news is that starting this week the library doors are unlocked... people can come in for express services... [Details upcoming Zoom story times, book clubs, and outdoor fitness classes]. **[1:11:34] Mayor Matt Montgomery:** Okay, thank you Nicole. Laura you got anything else? Jeff? Neil? **[1:11:43] City Administrator Jon Radermacher:** A couple items. I did a webinar today with the League of Minnesota Cities regarding the stimulus bill. Cannon Falls is going to receive around $460,000... we've also received an application for a 24-lot subdivision. That's all I got, Mayor. **[1:13:53] Mayor Matt Montgomery:** Okay. Let's go around. Eric, you got anything tonight? **[1:13:58] Council Member Eric Gesme:** Yeah, I just got one thing. There's been some rumors about Waste Management missing recycling pick-ups on the north side. If people get missed, please document the date and get a hold of one of us. **[1:15:24] Mayor Matt Montgomery:** Steve? **[1:15:26] Council Member Steve Althoff:** Well you know, the one guy that called me and said that he had been missed so much that he's had to dump his recycling into his garbage... if it's an isolated incident that's one thing, but if they're missing whole blocks, we gotta deal with it. **[1:16:10] Mayor Matt Montgomery:** I don't have anything else. Public input—let's open. Citizens may speak to issues not on the agenda... [Pause]. Anybody here for public input? I really don't see anybody out there. Second and third call for public input. Hearing nothing, I'm going to close the public input and with that, I'd take a motion to adjourn. **Council Member Mary Jill Lundell:** Motion. **Council Member Duncan:** Second. **Mayor Matt Montgomery:** Motion by Lundell and the second by Duncan to adjourn. All in favor? **Council:** Aye. **Mayor Matt Montgomery:** Opposed? Carried.
