anything so once I turned 16 I got involved with the program since then I've been working here at the barber shop and learning new things he comes in he helps out with a lot of just you know the basics from sweeping hair to standing behind somebody's chair asking questions and I think him seeing my actions and the way I move and how everything functions I think he picks up on a lot of that as well but the thing that I learned so far is the more customers you can gain in the barber industry by it's not just by cutting hair and like cutting good that's not what barbing is all about it's also having a connection with your clients and understanding them and they were just teaching us how to manage our money save it and just use it properly in the proper way from business owner to business owner if we can help and the more people get involved the better the chances are that these young men growing up and young women growing up you know they can change their life I want to be a barber 2023 meeting of the Orlando city council we're going to begin today's proceedings with the invocation The Pledge LED today by commissioner Tony Ortiz you Lord we thank you for your mercy Grace and blessings Today We Gather at this Council once again to make decisions that'll thank your people in the city of Orlando we should always come to you for guidance for in your guidance there is wisdom and righteousness these are challenging times and more than ever we need you to lead us we ask you to keep your protection over us we also ask that you give us wisdom to do what's right for your people before your eyes nor the needs of your people are many and you have led us here to help with those needs help us provide what a servant Spirit at all times we thank you and ask you for all theirs in the precious name of Jesus Christ Our Lord amen amen I pledge allegiance United States thank you commissioner Ortiz okay I'm going to call the meeting to order and ask the clerk if she would mayor Dyer here there you have a quorum and commissioner Burns is excused out on some personal business okay first order of business is the minutes from the agenda review and City Council meetings of February 6 2023 motion by commissioner Ortiz second by commissioner Stewart all in favor indicates so by saying aye aye as opposed and so the motion carries Okay this may be one of my favorite recognition presentations of all time we're fortunate to have so many of our residents that have served our country in the military and we try to make sure that Orlando is one of the most veteran friendly communities anywhere in America and today we have an opportunity to recognize and honor one of those veterans who's reached a milestone that we should all be interested in achieving and achieving it as in good health as he has done it and that's living to be a hundred years old and that's the tenant Colonel Richard Ortega I'm going to ask Dave arnott to come to the podium and he's our um liaison to the veterans advisory commission committee and give us an overview of this special recognition thank you mayor Dyer commissioners today we have an opportunity to celebrate one of our community's residents one who's answered the call after D-Day and served our country from World War II all the way to the Vietnam War he has received more military honors than we have time to mention but if you look at his chest you can see how many he has they look wonderful after retiring from the Armed Forces he turned attention to serving our community here in Orlando Richard Ortega has been a member of the mayor Dyer's veterans advisory Council for years and earlier this month he celebrated his 100th birthday mayor can you please read the approclamation that will help the city of Orlando honor Richard and then you and the Commissioners can join Richard for a photo Richard Ortega 100 100th birthday Proclamation whereas a member of the greatest Generation Richard A Ortega was dedicated is dedicated to serving his country and his community each day he strives to improve the lives of others and also bring us together to celebrate and strengthen our nation and whereas Richard was born in Cuba in February of 1923 and moved to the United States when he was 15. he later enlisted in the Army and was in the armed forces for nearly 30 years serving during World War II the Korean war in the Vietnam Vietnam War and whereas he served in the army with the 29th Infantry Division including on D-Day at Omaha Beach Richard received numerous awards for his military service including eight purple hearts France presented him with its highest award for the Legion of Honor and whereas he continued to serve in the Air Force for many years and whereas after retiring Richard moved to Orlando and focused his service on our community as an educator and administrator he launched Junior ROTC units at high schools and served the Civil Air Patrol and whereas Richard has volunteered his time with many organizations including meals on wheels and the Winter Park Christian Church and is a long time member of our veterans advisory Council and whereas the city of Orlando is proud to join in the celebration of Richard's Milestone 100th birthday our city will always be grateful for his heroic service to our nation and his commitment to our community now therefore we buddy Dyer mayor of the city of Orlando and the entire Orlando city council hereby duproclaim February 20th 2023 is Richard A Ortega 100 birthday birthday celebration day in the city of Orlando thank you thank you very great well yeah thank you yeah hide the green patch you see everybody okay congratulations [Applause] I'll do that one more time I got you I know I got it don't you remember hungry that was fun Sammy will be interested to know there's another service dog in the house thank you thank you Richard thank you boss thank you sir [Applause] [Applause] okay let's do the mayor's update how about that uh let's see March is women's History Month where we recognize the contributions and achievements of women in our community and around the country and I'm proud that we are working together to create an environment that advances the opportunities for women here in Orlando and I'm proud to serve alongside commissioner Sheehan and commissioner Hill and so many women city employees who are making and shaping the history of our city in honor of women's history month and the Centennial anniversary of women receiving the right to vote throughout the United States the city of Orlando is partnering with the national collaborative for women's history sites to install two new suffrage markers on March the 7th and the 19th at the historic angebelt building in the First Unitarian Church of Orlando the markers will commemorate the work of Reverend Mary Safford a local suffragist who led Orlando women to form and support a Statewide suffrage league and because of her perseverance Orlando though granted women the right to vote in April of 1919 a year before the 19th amendment was passed granting Nationwide voting rights to women so we were ahead of the curve by a little bit another event I want to mention we will officially open our new downtown connector trail that runs along Anderson Street from Summerlin to Lake Underhill and across three different commission districts two four and five the new Trail features a wide sidewalk accommodates all types of multimodal travel from walking to biking to scooters and strollers and it's another step in our completing our 8.5 mile downtown Loop that will connect the Orlando urban trail Gertrude's Walk Lake Underhill path the bumby path and Katie Whale Way trail and I have one thing on the agenda and I don't smell any hot dogs so I guess humanity is going to come and try to Garner favor but we will be we take great pride in our diverse culinary scene and on today's agenda we have a pilot to allow the safe operation of mobile food carts in our downtown Entertainment District they provide a great option for people to show off their various skills and it's not just hot dogs I think there's 12 different types of Tarts oh there's some right there nobody brought any food for us to test or anything I guess but one of the nice things that's also going into this is somehow some of our other businesses were charging them to operate their carts on publicly owned right-of-way which they didn't have the right to do so this is a much better deal for whoever was paying rent to use public space okay that's one thing I wanted to note and we'll move on to the consent agenda and that's a number of items that are voted on through a single boat of council we give each of our commissioners an opportunity to comment on the consent agenda and update you on very important happenings from their District we rotate the order that we do that first up today is commissioner Ortiz commissioner thank you mayor I'll be very quick today so everybody else can take advantage of it in the second week of February I visited Washington DC what a great place to visit right alongside over 50 fellow Municipal officials from across the state for the Florida League of cities fast fly in the purpose of our trip was to meet with Flores Congressional Delegation to advocate for key Federal issues that affect municipalities when our time in the nation's capital we advocated for reauthorizing the national flood insurance program and simplifying the federal infrastructure grants process there's a lot of municipalities that don't have the resources that the larger municipalities have so a lot of the grants that they have from the federal government it's really hard for these people to fill fill them in and take advantage of those so we're trying to get them to make them a little simpler for smaller municipalities to be able to enjoy those grants too so we also focus our advocacy efforts on discussing key priorities issues including cyber security funding Community Development blog grants which they've been pretty good about that tax assumption for municipal bonds and Federal Emergency Management agency FEMA loan interest relief tax exemption is for them to maintain were the people who buy this bonds of course don't have to pay taxes on this municipal bonds and for FEMA a lot of the municipalities once against motor municipalities had had to get loans after the hurricane so what not and FEMA have not provided the funding yet so these loans keep earning interest so now we're trying to get a FEMA to pay for those interests also so that's that it was a pretty enjoyable trip it was busy and a little crazy because we had the State of the Union Address but uh we achieved our goal and our delegation I think we we accomplished quite a bit on Tuesday February 14th my team and I spend the afternoon with a few District Two Business Leaders and the Public Works team at the Iron Bridge what an amazing place if you guys have not visited this place I would um I would say I mean I would short you guys to go ahead and make an appointment and go over there and take a look at what the city of Orlando's doing I want to thank Antonio Thompson treatment plan operator Chief Anthony shorter treatment plant manager for helping us to facilitate a tour of one of the city's essential parts of the city's Water Reclamation system this will happen here thank you thank you commissioner commissioner Stewart thank you mayor let me share a couple of things I appreciate and I'll try to be quick um had a chance to go out the Orlando Wetlands Festival where's Corey Corey you guys did a great job um it was really neat to see um the people out there how many did we figure out were there 5000 5 000. the largest number we'd had for the longest time was like three thousand and um and this time we actually moved it over to the wetlands Festival you guys did a great job adapting that and then we got a chance to show off the new umu Boardwalk mayor which I thought was really really great so uh thank you Corey and thank you for all your staff and it was wonderful to be out there and enjoy that with you all thank you um the green up around Lake Ivanhoe and we set a record of collecting 193 pounds of of uh garbage around Lake Ivanhoe down the like the area I had a green up over at Lake Avenue at Ivano Plaza Park as well I appreciate the guys from ProSource being there that was important um and then last week I had an opportunity to work with it with the super kids uh working supporting our SRO over at Lake Silver Elementary uh coming up uh I mentioned this because it has a direct impact on a lot of questions I get during the summer we are still looking for lifeguards uh and you can train life cards I think is that fern Creek I think in College Park I think we we will train you we will teach you um uh and we need lifeguards because when the summer comes and we don't have lifeguards we can't open our facilities so please help us become part of that and enjoy and be there um on the um uh agenda today mayor um uh emergency procurement for a bunch of stuff we did because of hurricane Ian um again Corey thank you for your Public Works people in District 3 and District 4. um uh that was important stuff y'all responded well and I appreciate that um and on the assistance Advisory Board I share this every time I get a chance to uh our our city runs by volunteer boards uh and we need your help to accomplish that task I want to just recognize two District three Zach Madison and Avery um I think it's down down now he done nowadi I'll get it right somewhere along the line but I apologize Avery uh both are involved in committees with us we have plenty of opportunities for people to come get involved in different parts of our city and you can do that by working through our clerk's office but we run our city based upon volunteers who care about our city and make it better and I am so grateful for that uh and that's all I have mayor thank you thank you commissioner commissioner she and thank you Mary I'm going to be brief too we had a very successful textile and electronic recycling event over the weekend kept a lot of uh stuff out of the landfill I'm really glad that we do that twice a year and I want to thank public works for facilitating that and also our sustainability people we had a really good crowd all morning um also I would also like to comment on item before the emergency procurement for the Sewer Lateral Paris as well as Shoreline repairs lots of Street repairs going on right now Corey that's a lot of work I know that you all are doing and want to thank the Public Works people as well because again people don't understand our infrastructure until it doesn't work and you know there's a lot of damage done during the hurricanes and I want to just tell Public Works really appreciate all the work that you continue to do and that's all I had mayor thank you thank you commissioner commissioner Hill wow I'm so glad everybody was briefing now I can actually give a real report go ahead uh well of course um I'll try to keep it pretty fast so uh mayor Dara I do want to say into our city economic uh Department along with David Barilla uh thank you for your leadership I remember here not a few months ago when our vendors came in that was being preyed upon and we had no knowledge of that and there was real no structure in how fearful they was of losing uh maybe their their homes and jobs and and all that they had invested and you promised them that you would have staff go back and take a look at it and now it's coming back to council and it's even more rewarding and and better for them so thank you for that mayor dyer for always keeping your word to the people all right uh on um 210 I I joined murderer in a host of community leaders uh here in the city of Orlando where I live for Orlando Florida Blue Orlando Health Advent health and community health centers came together in unison over on the west side of Orlando for the um they excuse me that's what I get for taking off my glass our hearts of West Lakes Wellness Center and what that did was create in that ecosystem where we're creating affordable housing educational Hub um The Missing Link was affordable and accessible Health Care Facility so congratulations to them and bringing that all together and we pride ourselves here at the city of Orlando is the spirit of collaboration and that's just a huge component of some major major conglomerate uh Healthcare independent operators coming together for the greater good on the west side of Orlando which is it's not just for those residents but it's for all of Orange County so hopefully people can come and receive something that uh is somewhat unobtainable for certain people that have low incomes and that is health care and we know that is the greatest resource is our health also I on that 13th of February I joined our city parks and recreation team and Brenda March over at the Jackson center where we received 150 000 donation uh to rebuild our playground into a multi-purpose playground for those from five years old into uh 18. so I'm looking forward to that with the um that meaningful donation and I um on Saturday joined the family of Lieutenant Deborah Clayton Jack Williams our family from OPD uh chief officer excuse me Chief Smith and also Chief Salazar in his team off ofd for a unity and stop the violence walk it was to bring um notice to those families that we have lost to violent crimes but also Bridging the Gap with law enforcement in the community it was a fun day had for all I just thank you chief for your leadership you land uh and you all did that from your own heart a lot of men and women came in on their off day to help be a part of that uh parade and I know you did don't ever get any time off and you came in on one of the few days that you have also that was that meant a lot to the family so thank you so very much for your continued leadership uh with uh engaging community and community building but also uh I would like to say when it comes to Crime here in the city of Orlando because of your leadership in the men and women at OPD we have seen crime decreased especially violent crime by 33 percent um and that's significant though we still have a lot to go because of Mayor dyrus leadership and this Council uh especially with youth crime we've seen it go down by the two million dollar investment with our new CVI uh program So Lisa early thank you for your leadership and that in the team that you've put together uh to lead in those efforts so we're seeing a crime go down and especially with our youth violence and the trajectory of murders we still need the community and that's what we came out to do is engage the community and let them know that we do care and we're doing something about it so uh with that that's all I have mayor thank you commissioner commissioner gray thank you mayor I want to make a quick plug again for our Spring Festival which is coming up a week from this Saturday March 4th 11 to 2 30 in the Vista Lakes Community Amherst Park um free everything hayrides petting zoo rides for the kids etc etc so please come out it's always a good time again 11 30 to excuse me 11 to 2 within the areas of the city limited described herein for the purpose of supporting the provision of Charity Health Care by the city's hospitals to Indigent members of the Central Florida Community and the viability of those hospitals as important contributors to the city's economy finding and determining that certain real property especially benefited by The increased support for charity care making certain other findings in relation thereto establishing the method of assessing and collecting the assessment against the real property specifying the maximum annual assessment amount and the maximum assessment lien to be levied against the specially benefited real property confirming this initial assessment resolution providing for certain other authorizations delegations of authority in relation there too providing preservability and providing an effective date yeah motion much Mr she and second by commissioner Hill on February 6 2023 the city council adopted an initial assessment
