SO THE SCHOOL HAS BEEN IN OPERATION SINCE AND IT HAS BEEN NO INCIDENCE SINCE THEY HAVE MOVED INTO THAT LOCATION. SO THEY ARE LOOKING TO MOVE TO 2001 KILLEBREW DRIVE WHICH IS LOCATED IN THE SAME CAMPUS. THEY SHARE A INTERNAL COURTYARD AND THE SCHOOL WANTS TO RELOCATE BECAUSE THEY'RE LOOKING FOR BETTER INTERNAL LOGISTICS. THEY WANT TO MAINTAIN THE SAME FUNCTIONALLY AS THE CURRENT SPACE BUT THEY WANT TO IMPROVE THEIR INTERNAL LOGISTICS WITHOUT CHANGING THE NATURE, THE INTENSITY AND THE SCOPE OF OPERATIONS. SO BLOOMINGTON FERRY ROAD IT'S ON THE WESTERN PART OF THE CITY HERE SO IT'S JUST EAST OF TRUNK HIGHWAY 169 AND IT ACTUALLY USED TO BE THE RIVER CROSSING OF THE MINNESOTA RIVER. THE MAP HERE IS AN OLD IMAGE THERE YOU CAN SEE THE YELLOW LINES. THAT'S THE NEW TRUNK HIGHWAY 169 AND THE IMAGE THAT DOESN'T ACTUALLY EXIST, THE LITTLE RIVER CROSSING DOWN HERE. THIS WAS THE RIVER CROSSING THAT WAS CONSTRUCTED IN BETWEEN 1978 AND 1980 AND ALSO IT WAS REMOVED IN 1996. BUT DURING THAT TIME THERE WASN'T THE CONNECTION OF TURN 169 SO THE CORNER SERVED MORE OF A REGIONAL PURPOSE. IT WAS ACTUALLY CARRY REGIONAL TRAFFIC ACROSS THE RIVER GENERALLY WHEN YOU HAVE A RIVER CROSSING TRAFFIC GETS FUNNELED THERE SO IT TAKES ON MORE TRAFFIC THAN MAYBE YOU WOULDN'T NECESSARILY EXPECT JUST DUE TO THERE BEING LIMITED RIVER CROSSINGS. SO OUR STUDY HERE IS A 2.7 MILE LONG CORRIDOR SO SOUTH OF OLD SHARK P SO JUST HERE SO IT'S JUST SOUTH OF DRED SCOTT FIELDS THERE UP TO THE NORTH UP TO ENDING AVENUE SO 2.7 MILES REALLY IT'S A LOT OF RESIDENTIAL NEIGHBORHOODS ALONG THE ROUTE. THERE'S A LITTLE BIT OF COMMERCIAL JUST NORTH OF OLD CHOCOLATE FOR THE MOST PART IT'S RESIDENTIAL AND ALSO RECREATIONAL AS WE'LL TALK ABOUT IN A LITTLE BIT HERE THERE'S PAD BIKE FACILITIES ALONG THE CORRIDOR SO THOSE GET USED QUITE A BIT AS WELL. THERE'S A LOT OF PARKS THERE. THERE'S THE DRED SCOTT PARK, THERE'S COUNTRYSIDE PARK SO THERE'S SEVERAL PARKS ALONG THE CORRIDOR AS WELL. SO IT'S REALLY A RECREATIONAL AS WELL AS A RESIDENTIAL AREA AND NEIGHBORHOOD. >> SO AS WE LOOK FORWARD HERE SO DAILY VOLUMES FOR TRAFFIC SO THAT'S 3500 IS 7500 DEPENDING ON WHERE YOU ARE IN THE CORRIDOR. SO THAT'S HOW MANY VEHICLES ARE TRAVELING THROUGH THE CORRIDOR ON A DAILY BASIS. AND WHEN WE LOOK OVER THE PAST 20 YEARS IT'S BEEN RELATIVELY STABLE. >> WE HAVE A SLIDE HERE IN A LITTLE BIT THAT SHOWS THAT. BUT SINCE THE EARLY 90S THROUGH TODAY IT'S BEEN PRETTY CONSISTENT. WE'RE NOT REALLY SEEING A TON OF TRAFFIC GROWTH WHICH IS EXPECTED. I MEAN IT'S FULLY DEVELOPED AROUND THE CORRIDOR THERE'S A RIVER TO THE SOUTH SO NOTHING REALLY NEW CAN BE COMING IN THERE. SO THE VOLUMES HAVE BEEN REALLY STABLE AND CONSISTENT AND THEY'RE WELL UNDER CAPACITY FOR WHAT'S OUT THERE TODAY WHICH IS THE FOUR LANE DIVIDED ROADWAY OVER THE PAST FEW YEARS HERE THERE'S BEEN SEVERAL PAVEMENT REHAB PROJECTS. IN 2021 THERE WAS PAVEMENT REHAB DONE SOUTH OF OLD SHARKEY ROAD AND THEN IN 2023 SO JUST TWO YEARS AGO THE STRETCH BETWEEN OLD SHAKOPEE ROAD AND 106 SO THE FIRST MAJOR CROSSING OF THE ROAD WAS REHABBED AND AT THAT POINT THE REMAINING STRETCH NORTH OF 106 IT WAS DETERMINED TO HOLD OFF ON THAT AND REALLY FIGURE OUT WHAT WHAT IS THE WATER WANT TO BE, WHAT ARE THE NEEDS I MEAN RIGHT NOW IT'S A FOUR LANE DIVIDED ROADWAY BUT BASED ON THE TRAFFIC VOLUMES THAT ARE OUT THERE, THERE'S A LOT OF ADDITIONAL CAPACITY AND IT COULD PROBABLY FUNCTION WITH SOMETHING LESS. THE FIRST IS A COMPREHENSIVE PLAN AMENDMENT TO RE RE GUIDE 8630 XERXES AVENUE SOUTH ST MARK'S CHURCH SITE FROM QUASI PUBLIC TO LOW DENSITY RESIDENTIAL FOR A 13 LOTS SUBDIVISION IN THE R-1 ZONING DISTRICT. THE SECOND ITEM ALSO PUBLIC HEARING AS THE ITEM FOR THE COMMUNITY HEALTH AND WELLNESS CENTER. SO THAT APPLICATION INCLUDES A COMPREHENSIVE PLAN AMENDMENT, A REZONING PRELIMINARY AND FINAL DEVELOPMENT PLANS AS WELL AS A PRELIMINARY AND FINAL PLAT. AND THEN THE THIRD ITEM SCHEDULED ALSO A PUBLIC HEARING AS A CITY CODE AMENDMENT RELATED TO THE CITY'S POLICIES ON AIRPORT PARKING. SO BRINGING ORDINANCE BEFORE YOU AT THE JULY 24TH MEETING FOR THE AUGUST 7TH MEETING THE MEETING AFTER JULY 24TH WE HAVE A PUBLIC HEARING PLANNED FOR LINCOLN AND BLOOMINGTON VARIANCES TO REDUCE PARKING LOT AND FREESTANDING SIGNS SETBACKS THERE ALONG FOR 94. THE SECOND ITEM IS A PUBLIC HEARING RELATED TO THE ONGOING EFFORT TO UPDATE THE SOUTH LOOP DISTRICT PLAN. SO THAT WILL INVOLVE A COMPREHENSIVE PLAN AMENDMENT AND THEN THE THIRD AND FOURTH ITEM ARE ORGANIZATIONAL OR PROCEDURAL ITEMS FOR THE PLANNING COMMISSION. FIRST, AN ANNUAL REVIEW OF YOUR RULES OF PROCEDURE THAT'S DONE EVERY AUGUST OF THE YEAR. SO AS YOU LOOK AT THE RULES OF PROCEDURE THERE'S ANY CLARIFICATIONS OR ADDITIONAL INFORMATION YOU WANT TO ADD? CERTAINLY STAFF CAN BE A RESOURCE AS YOU'RE THINKING ABOUT THOSE THINGS AND THEN FINALLY THE ELECTION OF PLANNING COMMISSION OFFICERS. SO CURRENTLY THE CHAIR POSITION IS TECHNICALLY VACANT .
