AND >> WE ARE RECONVENED. THE PLANO HOTEL UPDATE. DR. SMITH. GOOD EVENING. IT'S MY PRIVILEGE TO BE HERE TO GIVE YOU THIS BRIEF UPDATE. MY NAME IS RON SMITH, PARKS AND RECREATION DIRECTOR. WE ARE TALKING ABOUT THE PLANO EVENT CENTER SITE, 2000 EAST SPRING CREEK PARKWAY, AT THE CORNER OF JUPITER ROAD ACROSS THE STREET FROM THE RECREATION CENTER. THE SITE IS 41 ACRES OF CITY-OWNED PROPERTY. THE EXISTING EVENTS CENTER ENCUMBERS FOUR ACRES. THE PROPOSED HOTEL SITE IS APPROXIMAELY FIVE ACRES. THE CENTER WAS OPENED IN 19960. IT HAS APPROXIMATELY 86,000 SQUARE FEET OF RENTABLE SPACE AND HOSTS 300 EVENTS PER YEAR. THE VENUE MISSES OUT ON POTENTIAL BUSINESS OPPORTUNITIES BECAUSE OF THE LACK OF A HOTEL. THE CITY HAS SOUGHT A HOTEL SINCE THE FACILITY OPENED IN 1990. IN 2018, THE CITY LISTED THE PROPERTY. THE LISTING RESULTED IN ONE PROPOSAL FROM TIRGO, LLC. ON JUNE 25TH OF THAT SAME YEAR, THE CITY COUNCIL APPROVED A LEASE AGREEMENT WITH TIRGO FOR THE CONSTRUCTION OF THE HOTEL. IN JULY OF THAT YEAR, THE CITY COUNCIL ADOPTED THE ENVISION OAK POINT PLAN, RESULTING IN THE NEED TO REWORK THE HOTEL SITE PLAN TO CONFORM WITH ENVISION OAK POINT. ON MARCH 17TH OF 2020, CITY COUNCIL APPROVED THE UPDATED LEASE AGREEMENT, WHICH NOW INCLUDES A PARKING GARAGE IN ADDITION TO THE HOTEL. THIS SLIDE SHOWS WHERE THE HOTEL AND PARKING GARAGE WILL BE LOCATED IN RELATION TO THE EVENT CENTER. AND THIS SLIDE HERE SHOWS HOW ROAD ALIGNMENT IS BEING RECONFIGURED IN THE 41 ACRES TO CONFORM WITH THE ENVISION OAK POINT PLAN. AS PART OF THE LAND LEASE AGREEMENT, THE CITY IS UNDERTAKING THE NECESSARY INFRASTRUCTURE PROJECT, INCLUDING STREETS AND UTILITIES, TO PREPARE THE SITE FOR THE HOTEL AND THE PARKING GARAGE. CONSTRUCTION AND OPERATION OF THE HOTEL AND THE GARAGE IS THE RESPONSIBILITY OF THE DEVELOPER, WITH NO COST TO THE CITY. THIS SLI SHOWS THE ROADS TO BE CONSTRUCTED BY THE CITY IN SUPPORT OF THE FUTURE DEVELOPMENT OF THE FULL 41-ACRE SITE, INCLUDING THE HOTEL AND THE PARKING GARAGE. THESE ROADS CONFORM WITH THE ENVISION OAK POINT PLAN. THE CITY'S INFRASTRUCTURE PROJECT INCLUDES ACCESS ROADS AND UTILITIES, INCLUDING A NEW SEWER LINE THAT WILL CONNECT TO AN EXISTING LINE ON THE OTHER SIDE OF THE STREET. THE LEASE AGREEMENT WITH TIRGO STIPULATES SOME KEY ELEMENTS FOR THE FUTURE HOTEL, SUCH AS THE HOTEL WILL BE A NAME BRAND AND MEET INDUSTRY REQUIREMENTS TO MERIT A FOUR-STAR CLASSIFICATION. THE HOTEL WILL OFFER AT LEAST 175 ROOMS AND A FULL-SERVICE RESTAURANT OFFERING A FINE DINING EXPERIENCE. THE PARKING GARAGE WILL HAVE SPACE FOR AT LEAST 800 VEHICLES. THE HOTEL'S FLAG OR BRAND WILL BE UNFURLED BY THE DEVELOPER AT THE APPROPRIA TIME, HOPEFULLY THIS SPRING. THE LATEST DEVELOPMENTS ON THE PROJECT -- JUST LAST MONTH ON OCTOBER 19TH THE ENGINEERING DEPARTMENT OPENED BIDS FOR THE INFRASTRUCTURE WORK. IT IS ANTICIPATED THAT THE ENGINEERING DEPARTMENT WILL HAVE AN AGENDA ITEM BEFORE COUNCIL ON NOVEMBER 27TH TO AWARD THE PROJECT TO A RESPONSIBLE, RESPONSIVE BIDDER. THIS WILL BE CITY COUNCIL'S NEXT OPPORTUNITY TO TAKE ACTION ON THIS PROJECT. THE ROADS MUST BE E BEFORE THE HOTEL CAN BEGIN CONSTRUCTION. AND THE INFRASTRUCTURE WORK HAS A -- EXCUSE ME, A 200 WORK DAYS REQUIREMENT. ASSUME THAT THE PROJECT KICKS OFF AROUND THE FIRST OF THE YEAR, THE ROADS COULD BE SUFFICIENTLY COMPLETE TO ALLOW THE HOTEL'S CONSTRUCTION TO BEGIN SOMETIME ABOUT A YEAR FROM NOW. ASSUMING AN 18-MONTH CONSTRUCTION WINDOW FOR THE HOTEL, WE'RE LOOKING AT SOMEWHERE AROUND EARLY SPRING OF E THE HOTEL'S COMPLETION. THAT CONCLUDES MY BRIEF UPDATE. THE OTHER THING WE'D LIKE TO SHARE THAT WAS MENTIONED IN THE PROCLAMATION IS THAT WE PROVIDE HOMELESS KITS. AND SO WE DO CARE PACKAGES, BOTH HYGIENE AND FOOD PACKAGES. THE SERIES HAS RECEIVED NUMEROUS STATE AND NATIONAL AWARDS. AND SINCE THE YEAR 2000, SUICIDE MORTALITY RATES IN TEXAS HAVE INCREASED NEARLY 37%. LifePath SYSTEMS IS THE DESIGNATED BEHAVIORAL HEALTH AND INTELLECTUAL AND DEVELOPMENTAL DISABILITIES AUTHORITY FOR COLLIN COUNTY. RECOGNIZING THE IMPACT OF SUICIDEN SURVIVING FAMILY MEMBERS, SEVERAL YEARS AGO, LifePath ADDED COUNSELING AND FAMILY SUPPORT PROGRAMS. LifePath SELECTED FIVE INDIVIDUALS WHO HAD USED ITS ADULT COUNSELING SERVICES TO BE HIGHLIGHTED TO SHOW THAT ANYONE CAN BE A VICTIM OF SUICIDE. SUICIDE HAS A NEGATIVE IMPACT ON THOSE LEFT BEHIND. AND THERE IS HOPE AND HEALING FOR THOSE LEFT BEHIND TO ENCOURAGE INDIVIDUALS TO TAKE ADVANTAGE OF RESOURCES AVAILABLE TO SURVIVING FAMILY AND FRIENDS. IN THE INTEREST OF TIME, WE'RE NOT GOING TO PLAY ANY OF THE VIDEOS, BUT WE'RE DISPLAYING A LINK TO WHERE YOU CAN WATCH THE SERIES. THE PSAs WERE VERY EFFECTIVE, WITH A SIGNIFICANT NUMBER OF VIDEO VIEWS AND INCREASED CONTACTS FROM THE COMMUNITY RELATED TO THE PROGRAMS. THE CITY SUBMITTED THE SERIES FOR A NUMBER OF AWARD COMPETITIONS. AND THOSE AWARDS RECEIVED WERE AWARD OF DISTINCTION FROM THE NATIONAL ASSOCIATION OF TELECOMMUNICATION OFFICERS AND ADVISERS, FIRST PLACE PROGRAMMING AWARD FROM THE TEXAS ASSOCIATION OF TELECOMMUNICATION OFFICERS AND ADVISERS, THE SAVVY AWARD FROM THE CITY/COUNTY COMMUNICATIONS AND MARKETING ASSOCIATION, AND THE TAMI AWARD FROM THE TEXAS ASSOCIATION OF MUNICIPAL INFORMATION OFFICERS. TODAY, WE'RE PLEASED TO HAVE WITH US REPRESENTATIVES FROM LifePath SYSTEMS, THE PLANO POLICE DEPARTMENT'S VICTIM SERVICES UNIT AND THE CITY'S COMMUNICATIONS AND COMMUNITY OUTREACH DEPARTMENT. I WAS UWARE AND SADDENED TO HEAR THAT THIS UNDERUTILIZED PARK WAS OFF LIMITS TO EQUESTRIANS. THE MAP YOU HAVE IS OF THE FUTURE PLANS FOR LOS RIOS PARK POSTED ON THE PLANO PARKS WEBSITE, MINUS THE RED AND YELLOW MARKINGS. AS THE CITY'S PARKS CONTINUE TO EXPAND TO ENRICH THE LIVES OF ITS POPULATION, MY HOPE IS EQUESTRIANS ALSO CAN BE INCLUDED IN THE EXPANSION. WHEN WE LOOK AT THE APARTMENT COMPLEX, WHICH BY THE WAY I DID RESEARCH IN COLLEGE, AND I WOULD HAVE LOVED TO HAVE LIVED NEXT TO THE RESEARCH FACILITY, I COULD HAVE WALKED HOME AFTER THE GC WENT DOWN, BUT TO HAVE 776 APARTMENTS ACROSS THE STREET FROM LEGACY, THE SHOPS AT LEGACY, THAWILL BE A BIG BOOST FOR THEM, PARTICULARLY WHEN THEY HAVE SALARY RANGES FROM 120 TO 150,000 A YEAR. I CAN'T LOGICALLY GET TO THE POSITION THAT 775 UNITS OPEN TO THE GENERAL PUBLIC, WHICH I THINK WOULD BE SUBSTANTIALLY OCCUPYING THOSE UNITS, IS CRITICAL FOR THE DEVELOPMENT OF THE CAMPUS. IF THESE WERE PROPOSED TO BE CONDOS OR SOMETHING THAT COULD BE OWNED, I'D BE HAPPY WITH TWICE AS MANY UNITS BECAUSE I BELIEVE WE HAVE A DEARTH OF THAT IN PLANO.
