Um, the city has 10.84 in sales tax, 7.47 million in state capital appropriations. Um, we have 1.3 in present value from—um, it's currently being worked out through NorthStar Ford in terms of naming, that hasn't been finalized yet. That leaves a funding gap of about 4.6. But, um, the fundraising committee has, um, said that they've got verbal commitments of about 1.1—I'm going to do some rounding because I can only do one after the decimal, not four—um, 1.1 in, um, verbal commitments. Um, the arena board has committed to doing something, um, on an annual basis, um, in the ballpark of, um, $76,000, um, over 20 years; that would produce a million dollars, um, in, um, debt service. Um, the HAHA [Hermantown Amateur Hockey Association] said that they would do—remember the number 114—so that produces, at 4.5%, 1.4 million. So that leaves us a gap of about a million dollars yet that is unaccounted for. Now granted, all those commitments need to be made, um, and, you know, actually done, but that is kind of the current funding situation.

Uh, JP Holding Company was the applicant, and they are the current property owner of this. Uh, that application was for a 103-unit apartment building, and it's adjacent to the Pillars of Hermantown, which is, uh, located, uh, just east of the intersection of Ugstad Road and Maple Grove Road. Uh, the applicant was granted an extension in 2022, and they're asking for one further extension to that 365-day period. Uh, the applicant's been actively marketing this property, uh, with that preliminary PUD approval, and, uh, they've been having some recent interest, and they believe it's in their best interest that they are able to continue with that marketing with an extension of that preliminary PUD approval.

Um, this—and you still have to meet the requirements of owning the property, um, having your place of residence, and then there's an income test. This would then provide for, um, a special exception other than those three, um, and generally what that's going to do is just create the income test, um, and the income test is the assessment has to exceed 2% of the adjusted gross income.
