Good evening everyone. We will call to order the city council meeting for tonight which is Monday, April 14th, 2025. Um we will start our meeting with a few uh formalities. Uh we'll begin with prayer tonight. Our prayer is being given by Chaplain Calvin Co Pepper and then we'll stand for the pledge of allegiance. Um, we could actually just stand now, please. We have actually Chaplain Dave Sumky in his place. Thank you. Thank you. Almighty God, we gather together before you to lift up our hearts in prayer for our community. We pray for unity that we may all be one in Christ, working together for a common good. We ask for peace and harmony that division may be healed and love prevail. We ask that you bless all those in our public office and all those gathered here tonight. We ask our blessing on our police officers, our firefighters, first responders, and their families. Keep them safe. We ask this in your name, Jesus. Amen. Amen. I pledge allegiance to the flag of the United States of America and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all. I do particularly love to hear the children recite the pledge of allegiance. I love that. All right. So, we will um we'll take we'll turn it over to our mayor Tom McNamera to give some proclamations this evening. Thank you, Chairwoman Torina. Uh this evening we have uh three pro proclamations. Uh we're fortunate our first proclamation is for child abuse and neglect awareness month. I know we have Judge Clifford as well as Erica Potter with us. You can come forward. It must also be judges night here at city council. We have Judge Yarro, Judge Martinez. It's everywhere. Whereas throughout the month of April, the Family Violence Coordinating Council and other prevention groups will be hosting several events to bring awareness to the issue of child abuse and neglect. Whereas in 2024, the Illinois Department of Children and Family Services received over 173,000 calls involving more than 96,250 children uh child victims associated with abuse and neglect investigations. And sadly, 230 child deaths were reported statewide in 2024 due to neglect and abuse. Whereas every child is entitled to be loved, cared for, nurtured, feel secure, and be free from verbal, sexual, emotional, and physical abuse and neglect. And whereas the city of Rockford has dedicated individuals and organizations who work daily to counter the problem of child abuse and neglect and to help parents obtain the assistance they need. And whereas our communities are stronger when all citizens become aware of child abuse and neglect prevention and become involved in supporting parents to raise their children in a safe and nurturing environment. And whereas effective child abuse prevention programs succeed because of partnerships among families, social service agencies, schools, religious and civic organizations, law enforcement agencies, and the business community. And now therefore, I Thomas P. McTmer as the mayor of the city of Rockford do hereby proclaim the month of April to be child abuse and neglect awareness month. Would you like to share a few words? Thanks for putting me on the spot, judge. Like you can stand there. Right. Thank you for allowing us the opportunity to come and be before you tonight um to bring forth the the very serious issue of child abuse that is happening throughout the state of Illinois and here in our very own city. working with Youth Services Network, we um continue to work along with alongside a bunch of different community partners with trying to combat the issues related to um community violence, domestic violence, um trauma issues related to our young people throughout the city. We work with individuals in the womb all the way up until 24. and we know that without partnerships and with great people alongside us, we wouldn't be able to do the work alone. So, we certainly appreciate um the efforts and the advocacy that we continue to engage with throughout the city of Rockford and we look forward to many more years of continued service. So, thank you. Thanks. I just want to always, as I always do, thank the city. you are one of our greatest partners in this battle, especially with the work at the Family Peace Center in the Carlin Children's Center that works with them. I would just also want to invite everybody, hands around the courthouse is this Thursday at noon at the criminal justice center at 650 West State Street. At that we'll be um recognizing and acknowledging the survivors of child abuse and neglect in our community, giving an award to someone who's been very helpful to children who are in care. hearing from a speaker from CASSA about why they do the work they do to try to help children. So, you're all invited to attend. Thank you. Thank you so much, Mayor. Thanks, Eric. [Applause] Our next proclamation this evening is somewhat of a dual proclamation. We have National Therapy Dog Month as well as the 17th Circuit Therapy Dog Day. I know uh Bruce Ericson's with us as well as a whole host of other amazing folks and their dogs. And you all better come up because I want to see every one of those dogs. Thank you sir. You don't want to dance? No, I do that. Good luck. Whereas the 17th circuit therapy dog volunteers have 27 therapy dog teams that provide support to children and adults in Wnebago County. And whereas each therapy dog team consists of a dog and a handler. The handlers walk with their dogs and allow people to pet pet them, talk to them, and even read to them. And whereas studies have shown a decrease in both blood pressure and stress levels during the therapy dog visits. And whereas as frequently as requested, the therapy dog teams visit the family peace center, the Cary Lynn Children's Center, Rockford Police District buildings, the Winnebago County Juvenile Detention Center, Wnebago County Courtrooms, the Wnebago County Sheriff's Department, Rock Valley College, and 25 different Rockford or public school uh schools in the city of Rockford. and whereas these volunteer teams assist in improving the emotional, physical, psychological, and educational well-being of children and adults in our community. Now, therefore, I, Thomas P. McTmer, as the mayor of the city of Rockford, do hereby proclaim the month of April 2025 to be National Therapy Dog Month and also proclaim April 17th, 2025 to be the 17th circuit therapy dog day. I will also say and there's a laundry list as you heard me state of different uh locations that you will find the dogs and handlers uh but also when any any time in our community that tragedy strikes. I just want to say thank you uh for the work that you've you do. I've had the opportunity to see a number of you at really difficult times and uh the piece that you provide so many different residents from our youngest residents to residents who's been with us for a long period of time is really remarkable and appreciated. So Bruce, would you like to share say a few words? Be more than happy to. What's amazing is from the date that we uh had what' you say 27 dogs. We're up to 28 dog or 28 handlers now with 30 dogs. Um it's the program has been fantastically growing. It's definitely in need in this entire city. I appreciate I have two of the judges actually on our board that are here tonight. Thank you for coming too. And to everybody in the room, if at any point you need a dog or dogs for whatever location, whatever problem might be out there, please feel free to call. Uh we have uh 911 Division Administrator Elizabeth Russell as well as a host of others with us this evening. I don't know if you can top all the dogs, but talking over here. Whereas National Public Safety Telecommunications Week, the week of April 13 through the 19th, 2025, is set aside to honor all the persons who serve in the field of public safety telecommunications. And whereas when an emergency occurs, the prompt response of police officers, firefighters, and paramedics is critical to the protection of life and the preservation of property. And whereas telecommunicators ensure the the safety of our first responders by providing quality and accurate information obtained from citizens and by monitoring their activities by radio. And whereas each dispatcher has exhibited compassion, understanding, and professionalism during the performance of their job in this past year. Now therefore, I Thomas P. act of mayor of the city of Rockford do hereby proclaim April 13th through April 19th of 2025 to be National Public Safety Telecommunications Week and just want to say uh thank you uh for really the incredible work you do. I just obviously uh was speaking with the 17th Circuit Judicial Dogs and they're there always at these really difficult times. You're there at every single call, every single time. I just want to say on behalf of the city, we couldn't be more grateful and thankful for the work that you do every day. Would you like to say a few words? Thanks. Uh so, if you'll indulge me for just a minute or so, um usually we talk about our telecommunicators. We talk about the great work that they do. Um so, we took a little different approach this year. This is a letter to the telecommunicators and so this has gone out um on all our social media sites and we do think this kind of sums everything up. So in honor of National Public Safety Telecommunicators Week, the Rockford Fire Department would like to extend our sincere appreciation and heartfelt thanks to each and every one of you who serve as the critical first link in emergency response. You are the calm voice in the chaos, the steady hand guiding citizens and first responders alike through some of the most difficult moments of their lives. Lost my spot. Every time a call for help is made, you are there listening, reassuring, gathering vital information, and dispatching the appropriate resources with professionalism and precision. Your work is definitely not easy, and it is often unseen. And yet it is absolutely essential. You juggle high pressure situations, shifting priorities, and intense emotional calls, all while maintaining composure, clarity, and compassion. It takes a special kind of person to do what you do, and we are beyond grateful for the dedication, the expertise, and the heart you bring to the job every day. Please know that your efforts do not go unnoticed. You are a vital part of our team and our mission to serve and protect the Rockford community. We recognize the countless lives you impact, the comfort you provide, and the critical role you play in every successful response. Okay, we also uh have public speakers this evening. A reminder to our public speakers that everyone is given three minutes. you are timed and once you do hit the three minute mark um you will hear a timer go off. We'll start with our first speaker and that is Rosie Blake. Good evening everyone, mayor, Congress, um, Congressman Lord, city councelor, women, and the men and the judges. My name is Rosie Blake. My son's name was Valente Javan Frisco. He was killed on his 34th birthday by the Metro Security officers. I've been in court for nine years, not finding somebody, but being in court for nine years. That should not be nine years getting off my job and not going. Today I was supposed to go to trial and they canceled it two weeks ago saying that it was a jury week and a judge because um it was a jury week which I'm going judge by bench trial that it was a speedy trial. What about the parents? What about a speedy trial for me? Me and my husband has been going to court for other people. We have people that the man has been convicted two years. Two years now. And he has not been sentenced. So that mother has to go to court every day. Well, whenever she has to go to see when his sentence is because she already went through that. And when we go through something, we don't know what's going on because we cannot find out because they think we're going to tell the public. So they won't tell us for so for nine years, I don't know how many times my son been shot. I don't know what he said his last words. And they want me to go on with my life. I cannot go on with my life. I am stuck. April the 14th, 2016. My baby would have been 34 that day. In two days, he will be turn those things around. He'll be 43. 43 years old. He had a sevenyear-old son that will be graduating next year without his father. He had a one-year-old that's in fifth grade. It shouldn't take the justice system this long to go through the court system. I thank you, mayor, because y'all working on the streets and y'all getting everything done. But we got to get in that justice business because we need to know what happened to our children. We don't sleep at night because we're wondering what happened. Nine years is too long to be going in a court system, not finding them. Like I said, not finding them. And the chief ain't here. But I thank her that she didn't give up on Tasha and those two kids. But her mother is laying in a hospital now, not even knowing that that man was caught. 14 years later, she don't even know. She's just laying there. It takes too long. We shouldn't have to do this too long. Thank you. Okay. Our next public speaker is Prophet Yousef. Good evening, ladies and gentlemen. In the book of Philippians the 4th chapter the 13th verse it says I can do all things through Christ who strengthen me. What I want to speak about tonight the unbelievable power of preschool. How to help students reach their highest potential and become meaningful members of society. It all starts with preschool. Reaching out to students at the tender age of three, four, and five. Studies from across the country show that enrolling young children in preschool programs results in a greater chance of success both in and out of the classroom. A 2013 national study showed children enrolled in preschool have fewer behavioral problems, have higher employment rates, fewer incidents of crime, and higher rates of graduates from both high school and college. Results indicate that for every dollar spent on free school, the community get back an impressive return of $12. Early childhood excellent believed by allowing toddlers learn basic skills such as communication, conflict resolution, follow instruction, and sharing. Students increase their odds of academic and social success. Even more impressive are findings that if they are learned early in life, they have them for the rest of their life. Studies also show if children don't learn those basic skill early on, it becomes increasingly harder to learn as they get older. By the time they are in job training after high school and college, it's often too late. When Nobel Prize winning economist James Hackman was studying effects of job training programs on unskilled young workers, he noticed this trend. He called these skills soft skills and emphasized they are critical in getting a job. Hackman also discovered you don't acquire them in high school, middle school, or even elementary school. You get them in preschool or chances are you don't get them at all. According to Hackman research, preschool is the most effective job training program available as economist Hackman often looks at issue from a costbenefit analys. The value of preschool is obvious. If you want 20 year olds to be able to get and hold jobs, the best time to train them is in preschool. A 1990 study showed that long-term impact of preschool. 90% of high school graduates rate for children age 3 to five enroll in preschool and early childhood education. Pro the evidence is clear. The most effective proactive approach is connect with our children as early as invested in preschool will not only results in high success rates doing our students academic but also impact the future of our community by preparing young adults for the work lowering unemployment rates, homeless rate, the poverty rate, the reduc reducing crime rate at the I also want to thank the ladies and gentlemans who work in the health and human service and head start program. They are helping their children and parents to be thank you for allowing me to speak. Thank you. Our next public speaker is John Tac Brantley. Good evening, Mayor Mcame all the persons and our citizens of Rockford, Illinois, but mainly I'm talking to our citizens. You know, Donald Trump fired every every FBI agent that investigate him. Anybody that talk against Donald Trump, he fire him. Donald Trump uh uh have turned lying into a new into a new norm. And I resent that. But here I'm facing off. April the 1st was a mob gay father that's a pastor killed him on that day. April the 1st was the same day that Dr. King gave his last speech. I've been to the mountaintop. I may not be there with you, but we as a people should get to the promised land. I don't fear any man. My eyes just seen the glory of the coming of the Lord. Came uh April the uh 11th. I had court uh uh one of the uh city workers that worked for the mayor told a uh one of their relative that's a lawyer to come there to represent me. And lo and behold, John Nelson was there. John Nelson represented me. The uh judge talked three minutes about what I've been doing in the community, how I did scared straight. Why would I go and threaten someone at 70 years old, which was a big lie? The next thing was u the police department. The police found me with a disorderly. What we what do we tell our kids? Uh whether you're rich or poor, black or white, when the police pull you over, what do you do? put your hands on the steering wheel. Do do not talk back to the police. Make sure you have your registration card and your ID. I asked the police the uh did he read my letter? He said no. The first thing in the police department is to do a thorough investigation. But what happened is when a black person uh uh uh call the police on a white person, the police don't do anything. But when a white person do something to a black person, the police bleed them quick, fast in the hurry. They come down on them. I asked police five and you want to talk to me? Talk to me about the war on drugs. Talk to me about driving while being black. Talk to me about why our youth despise the police. Talk to me about why we can't get along and why you when you supposed to be serving and protecting instead of you serving protecting, you threaten us. I got uh ever since November, I asked the city hall was I at the top of the list uh when uh for project 2025, I had five different incidents where the police with Caucasian police have totally disrespect me and and now everyone is telling me to be careful and wherever I go telling me to be careful. I don't have no fear of the police. It's the police that feared me. I'm looking forward when I have my meeting with the mayor to discuss about what can we find a remedy where that our community can work with the police, can work with the uh system and not be afraid of the police. As far as a docking station and um just additional power, it rates at a level that uh could basically the equipment could be dropped off a truck or out of a vehicle and survive. Okay. Um, uh, I wanted to to give him this article, but, uh, a few weeks ago in the Chicago Tribune on their oped page, the head editorial was, it was titled, "Rocks Rockford's version of the magile is thriving, but TIFF worked wonders for it." And so in the article it talked all about the history of the uh of our version of the mag mile and it quoted um alderman beach with the miracle mile indicated he had represented the miracle mile for the past four decades and believed that the tiff should get more respect and when the city launched the miracle mile tiff uh they were all looking for ways to help the businesses uh and had nothing been done for the area would have kept it deteriorating but the tiffs were one of the only ways we could fund the development.
