Next resolution 2025-144 order improvements, approve plans, and establish a bid date for 2025 miscellaneous street construction projects contract 2025-45. Mark DuChene, the director. Before you tonight is a public hearing for our miscellaneous street reconstruction improvement projects. We've kind of truncated this project. We're going to do the public hearing and order the plans and approve the plans and set the bid date all in one. There are some special assessments tied to this project, but they're being done at the proposers' request. So they waived all their rights to the hearings. Our 2025 miscellaneous street reconstruction improvement contract is actually three street segments. The new construction of Amber Court which is tied to the Riverview Ridge Plat project, and then the reconstruction and realignment of two intersections: Grant Street and Park Avenue on the north side of Trunk Highway 60, and then the Y-intersection of Old Forest Street and Division Street by Crown Cork and Seal. The first segment to discuss here is that Y-intersection. As you can see, the proposal here is to realign Old Fourth Street as it intersects with Division Street to hook it in to become more of a right angle. Following the county redoing the Old Fourth Street and Lindale Avenue intersection here a number of years ago, traffic on Old Fourth Street drastically decreased. We did traffic counts a year or two after that project was completed and there's three to four times the amount of traffic doing the movement from Division Street to Old Fourth Street. Rather than having to pull up to that intersection off of Division Street and crank your head at that goofy Y-angle, we'll actually make Division Street the through movement, and then if you're coming westbound on Old Fourth Street, you'll actually pull up to a stop condition at a 90-degree angle. Also worked to reconfigure that intersection after discussions with Crown Cork and Seal's management. They don't have a lot of truck traffic that goes out that way, but we've designed that intersection so a truck can make that right turn. The second street segment is the construction of Amber Court. The Klebers have purchased this parcel for development of a single-family home. As you recall, through the planning processes, they did not have legal frontage. In order to get them legal frontage, we came to an agreement to construct Amber Court off of Crystal Lane. This provides frontage for not only the Riverview Ridge parcel, but also the adjacent parcel. We've worked with the adjacent property owners on a cost-share agreement for special assessments. The city agreed to pay for the portion of street utility works for Amber Court up to the plat boundary of the Stone Ridge plat, which should have been done at the time of that plat, but was not. The third project in here is the realignment of Grant Street on the north side of Trunk Highway 60. A number of years ago, the city purchased 422 Park Avenue for the purpose of this realignment. We are going to pull back the Grant Street intersection at Park Avenue from Trunk Highway 60. Provide some stacking distance here for cars to stop at that stop sign to make turns onto or across Highway 60, similar to what was done when the Aldi development happened on the south side of the road. Total estimated project cost of just under $520,000 for all three road segments. I will mention previously when we initiated this project, First Avenue between Third and Fourth Street was included. We're still waiting for the county project to come together on that Rice County block, so we pulled that street out. We are looking at a bid date of June 18th to award construction the following week. We anticipate construction to start July/August with final completion in November. It's at the crossroads between two major city streets. We do believe it meets the criteria for the conditional use permit. For the next two variances regarding size, staff's point of view is that it doesn't meet the practical difficulty standard. However, the Planning Commission recommended approving all requests. They did ask City Council to direct staff to look into an ordinance amendment that would allow larger accessory structures on larger lots within the city. The railroad is allowing us to shut the rail down for 7 days. Total estimated project cost is just over $1.5 million, with over 50% funded through federal transportation dollars. I asked a manager there what the two biggest concerns were, and he said "housing and transportation." Unbelievable. 5,000 miles away and it's the same.
