welcome again to the Mesa city council meeting for June the 5th of 2023. just so you know we have two meetings on our on our schedule for today the first regular council meeting and then immediately following this meeting we will have a special council meeting for the adoption of the budget so after we adjourn the first meeting uh please stick around for the second meeting I'll note that all of our council is present with the exception of Mr Summers who is out of town and is excused from tonight's meeting we will begin with an invocation offered by Pastor Jose Luis Luis Amaya from the Iglesia de Cristo elim Bethel Church followed by the Pledge of Allegiance so please stand for the prayer and remain standing for the Pledge of Allegiance thank you again it's an honor to be here let's pray father we thank you today for this special meeting and we ask Angel for your grace and everything come from you we thank you for this day and also asking you for strength and wisdom in all the plans and decisions been made for this authorities of the city from our major Jones and the rest of all the stuff around him we ask you in the name of the Lord Jesus Christ amen amen thank you Pastor please please join me in the pledge I pledge allegiance of the United States of America and to the Republic for which it stands indivisible with liberty and justice for all first item on our agenda today is Awards and recognitions we have one item under this agenda item we all know that when disaster strikes the American Red Cross responds whether it's a hurricane a tornado a flood or a pandemic the American Red Cross is there providing care shelter and Hope they've partnered with the city of Mesa on blood drives and Colin Williams from the American Red Cross is here to recognize two city of Mesa facilities for their outstanding success welcome Mr Williams good evening Council um thank you for having me I'm honored thrilled and proud to be here this evening and represent the American Red Cross and our partnership with the city of Mesa the American Red Cross is a widely recognized and regarded brand worldwide helping people in a variety of disasters what you may not know is hear locally in 2022 my humanitarian partners uh based right here locally and many of which are volunteers responded to 76 local disasters 93 percent of those were Home Fires most people don't know that we try to respond to every single home fire to help people in need in the course of that service and that work we helped 163 families and distributed 93 600 in immediate disaster Aid to those people that allows them to recover immediately from a fire could be in the form of a hotel food clothing things like that oftentimes before their insurance kicks in the reason I'm here tonight is to highlight the great work that's happening in uh councilwoman go for its district and recognize the Red Mountain multi-generational Center and the Red Mountain Library for their exemplary work and hosting blood drives the Red Mountain multi-generational Center in my contact there is Tina Royer Recreation coordinator since 2020 has hosted 31 blood drives and total at those blood drives the American Red Cross has collected 938 units of life-saving blood [Music] at Red Mountain Library under the direction of Melissa McAllister who we've worked with since 2016. they've hosted 42 blood drives together as partners we've collected 1 673 units of life-saving blood now I know I've given you some numbers but I'd just ask you for a moment to think about what each of those pints or units of Bloods represents obviously helps people obviously helps their families their friends and their communities so in addition to just helping that recipient pretty remarkable numbers generated right there at Red Mountain multi-generational Center in the Red Mountain Library and I just want to thank the citizens of Mesa many of which that donate there all the time almost every 56 days also they uh City Administration for having the blood drives there and the great support we get from your staff in those facilities so with that I'd like to make a couple presentations these are certificates as Premier partners to both of those ladies if they could step forward um last year 2022 Red Mountain Library collected 387 units of blood that's up 329 units of blood from the previous year great number and uh my friend Tina Royer here who again does an outstanding job the Red Mountain multi-generational Center and in 2022 374 units of blood up 114 units from the previous year so we're thrilled proud and honored to work with the city of Mesa and these uh absolute professionals and the work they do and can't thank you enough thank you thank you so much yeah so Mr Williams thank you for being here if you don't mind we'll come down and join you for a photo and again we have appreciate Royer from the Red Mountain Center and Melissa McAllister from our Red Mountain Library congratulations ladies we'll come down and take a photo with you when you receive your certificates fantastic this one's for you I have a couple of pins there you go you got it proud of you foreign thank you I think that's a great reminder for all of us of the importance of giving blood so it sounds like every 53 days Mr Williams every 53 days we can do that uh next item on our consent is our the adoption of our consent agenda we'll invite uh Lily King to come forward to please read the consent agenda Lily I think you got the word that 8C has been continued okay thank you yes thank you mayor mayor council members these are the items on the consent agenda all items listed within asterisk will be considered as a group by the city council and will be enacted on with one motion there will be no separate discussion unless a council member citizen requests in which the item will be removed from the consent agenda and considered on as a separate item item two approval meeting of minutes of previous as written item 3A act on liquor license application for each of Izakaya 1911 West Broadway Road item 3B act on liquor license application for Circle K 10744 East Elliot Road item 4A approving use of Cooperative contract to purchase for pumper trucks and one ladder truck for the Mesa fire Medical Department this purchase is funded by the 2018 and 2022 Public Safety bonds item 4B approving dollar limit increase for the term contract with two years of renewal options for bronze water service valves fittings and hydrants for materials and Supply Warehouse for the Water Resources Department item 4C approving contract to purchase a new television Studio set for Mesa Channel 11 as requested by the mate by the public information and Communications Department item 4D approving the use of Cooperative contract for the purchase of one rear load re refuse truck for the transportation department item 5A approving the resolution distinguishing drainage and public utility easements located at 6539 East McKellips Road to combat to accommodate development of a new daycare center item 5B approving a resolution adopting a pension fund policy and accepting the employer's share of assets and liabilities under the public safety personnel retirement system as required by state law item 5c approving a resolution designating the fire the chief fiscal officer with the authority to submit the city's 2023-2024 fiscal year expenditure limitation limitation report to the Arizona auditor general on behalf of the city council as required by state law item 5D approving a resolution to enter into agreements with SRP for renewable energy and for biomass power production based on Forest thing item 5e approving of resolution to enter into a new intergovernmental agreement with Maricopa County Department of Emergency Management to continue Regional operation management and disaster Services as required by state law item 6A introduction of ordinance modifying and updating terms for the electrical residential economy eligibility criteria item 6B introduction of organs amending table 1 in Title 5 chapter 17 of the mesa city code entitled development's impact fees by removing the waste water impact fee from the table item C 6C introduction of ordinance for Annex annexation case 23-318 to Annex a portion of the county right-of-way on Val Vista Drive from Thomas Road South to the northern edge of the South Canal item 7A introduction of ordinance for annexation annexation case 22-922 annexing property located south of Elliott road on the west side of Sossaman Road production of ordinance for zoning case 22-921 for property located south located west of Sossaman Road on the south side of Elliot Road rezone with a planned area development overlay and site plan review to allow for development of industrial Business Park item 8A approving ordinance amending title 6 chapter 10 section 4 of the mesa city code to include prohibition prohibitions and restrictions related to marijuana in parks item 8B approving ordinance for zoning case 22-1097 for property located east of Val Vista Drive on the north side of Main Street reason with a planned area development overlay and site plan review to allow for multiple residence developments item 8C for zoning case 22-1176 has is for continuance to the July 10 2023 council meeting item 80 approving ordinance for zoning case 22-1175 are properly located west of Lindsay Road on the south side of Broadway major site plan modification to allow for a minor automobile Automotive vehicle repair facility item 9A approving subdivision plot pre-plat Lot 2 of Chrisman business business park for property located east of Christman Road alignments on the south side of Southern Avenue mayor council members these are the items on the consent agenda thank you Miss King Ms Mosley have there been any requests to speak on an item that's on the consent agenda no request for these agenda items all right thank you I see Mr Mr Freeman has made a motion to approve seconded by council member spilsbury please vote thank you thank you that passes unanimously with Mr Summers being absent next item on our agenda for this meeting our items 10A and 10 B we will hear them together this is to conduct a public hearing and to take action on a resolution for the proposed five-year Capital Improvement program I declare the public hearing on this matter open Summers being absent next is our on next item is item 11 items from citizens present we normally do three speakers I think we have four although I'm not sure all of them want to speak so we'll we'll go ahead and and hear from four if they want to speak first is going to be Howard and I apologize for the mispronunciation of your name Howard uh geimsol welcome Howard you have three three minutes greetings I'm Howard gimso and I'm here to say that I am opposed to Vision zero in all its incarnations it forces people onto Road diets it delays emergency vehicles makes pedestrians and drivers and Cycles less safe for example in Los Angeles California 20-year high in fatalities after adoption Portland Oregon more traffic deaths in 21 than in 1990. Denver Colorado traffic fatalities increased 33 percent more than a previous five-year average in New York City no 2021 New York had the highest level of fatalities since 2014. zero is driven by radical illogy in case there is skepticism about Vision Zero's true anti-car agenda all one needs to do is visit their website and Associated links cars are seen through only one lens the negative costs being blamed for what they call Traffic violence and the true call is for quota Mobility Justice according to resources on Vision Zero's website oppressive systems such as ableism toxic masculinity and white supremacy undermine the free expression of marginalized communities and perpetrate narrow approaches to streets and safety that fuel inequities and inclusion and must be abolished in other words roads are racist we aren't engineering efficient Safe Transportation Systems for all we are fighting racism by getting cars off the road thank you thank you Howard next we'll hear from Pearl Farms please I'm sorry I need to help you understand kind of the ground rules here this is not a pep rally I don't mean that in a in a bad way but we don't we don't applaud we don't have booze we just we respect people's uh we don't want to have any intimidation or showing of expression so please don't applaud Mr Farnsworth um mayor City Council I checked with Mrs Mosley prior to the meeting she informed me that none of you had turned into her the statement my word is my bond I've raised 13 children and there were times when one or a couple of them would forget to do their homework but never has there been all 13 of them that have failed to do their homework and turn it in so I took the liberty to bring each of you another copy tonight I along with many of my friends are puzzled as to why there are such a resistance to outright declaring that your name should be in no way associated with the claimed accusations of February 23rd I have managed to gain one second hand response from one person whose name is on that list that went something like this question does your name belong on that list of 40 generated on February the 23rd response those claims are so ridiculous that I will not give even a second's worth of my time to respond to such outlandish claims hmm people know who I am I must give you some credit you're all sticking together in this as a result I began a survey of friends family work Associates strangers in which I asked them if your name was being associated with claims of illegal activity and you knew that you were innocent of any such Behavior what would you do remain silent or declare your innocence the survey was unanimous that they would declare their innocence are you not of the same species of your as your fellow citizens maybe being elected to public office or working the government changes Who You Are if you don't believe that politicians and government employees are exempt to doing wrong things and you haven't been paying attention to our nation's capital and to our state capital some if not all of you will look to further your careers in public service rest assured you'll have to answer that question when you finally answer that question you'll have to answer a second question what took you so long I wonder if when we get a new attorney general if there'll be any different responses to the question thank you thank you Mr Farnsworth and as you know we cannot respond to items from citizens prison next is Ralph Barnhart Ralph do you wish to speak okay thank you three minutes I'm here to speak about a reoccurring problem at a Quail Run Dog Park we've had approximately eight vehicle break-ins over the last year and a half and uh I consider it my Park and you know it's not just mine but we have a lot of people that are friends and love going to that Park and I'm not sure you're aware of this but it's so popular that we have our own Facebook page it's called friends of Quail Run Dog Park we have 600 and some members so that's a significant amount of people and that's what's really saddening is that these break cans could seem to be happening more frequent and I'm here to suggest that maybe we could put up a couple signs at each of the entrances that says this park is is under video surveillance and uh I also did a little digging into five types of security cameras the number one ironically is called Defender Phoenix M2 it's a Wi-Fi security Wireless two night vision cameras provide high quality surveillance with a two-way audio and there's no internet or connecting required so not only that is is because I I hate I hate to see people's face when they come out of the dog park and they even break into the vehicle right next to the uh what do you call the uh handicapped parking if so the very first stall right there they come out and they see they pop the window and you know if you have any valuable say reach in you know they steal everything so that's that's very uh uh deflating and uh so I'm here to let you guys know that I'm willing to pay for the camera it's 189 you get two cameras and I'll pay for the camera if you guys put it up so that's that's that's kind of what my Spiel is our city manager is going to give you a response service we'll we'll meet with you right after this we'll have some trouble visit with you and get your information but yeah thank you for sharing this with you we'll uh see what we can do to get some work better okay out there thank you I'm not sure about the other perks what's happened to them but I know at Quail Run we've got a tight-knit group of people and we're tired of it okay we'll have some co-workers we've got a lot of information to share with you thank you thank you thank you next we'll hear from Gary cherms Gary mayor honorable Council this is fine Gary germs I'm here on behalf of the American Legion sons of the American Legion the writers and the auxiliary and other veterans over at the VFW three times this is our third time that we've presented the city of POW flag fly right next to the American flag I figured you the first two times that we donated it uh we you didn't have a flagpole this time I bought a flagpole so I'm asking the council to consider flying A POW flag over there I under I know that you have a great deal of in love for our veterans by some of the projects you've started also at the same time uh recently I was asked to participate in a flag raising for the city of mesa's police department we flew a flag on Memorial Day in recognition of all the pows and Mias I was also asked by a former councilman Kevin Thompson to get in touch with the fire the police chief because he wanted some Flags for his uh substations and at the same time I was asked to present some flags for the Mesa fire department she wants to put one at each one of the stations so like I told you two years ago I would be back I'm back by the way I never did thank you formally for that dedication ceremony that the city put on for Mason's uh one of their our own and that was unbelievable but we do I would like to present the flags I don't think the police cheer for the fire chiefs here tonight but uh I would like to present them to excuse me to the city on their behalf thank you very much Mr terms we yeah Mr Brady yeah thank you we'll take those just so you know the flagpole in front of Nissan Plaza is going to be under that area's going to be under construction so we'll probably be able to do it at the police and fire headquarters and we'll have to wait until we've complete our work around City Hall today so we're going to put another one up in the front yeah we have we'll be putting back in but we're redoing that whole area okay can we put it in the right order this time okay we'll work with you on that but we'll be glad to take those flags and get them to the other locations very good I want to thank the city by the way for all the work they do for the city uh for the city and for our veterans uh I know that we started a program two years ago with the police department to help the homeless vets I don't know if that is still going I don't see anything of it but uh we need to do more of that yeah thank you Mr chairman we we appreciate the uh the donation of the flags I the last time we were together we were putting up the flag in front of the city hall right and so as Mr Brady indicated that there's going to be some remodeling done on that part of uh of the building so uh you're gonna have to bear with us for a little bit while that's not a problem but this one is for
