Uh assisting the council tonight are Jack Blair, our city attorney, Lori Doring, our secretary to the council, and Chris Bauman, council staff. So, we have years of service this evening. Um the uh Tulsa city uh the city of Tulsa has an incredible team of over 3,500 public servants dedicated to making all aspects of city government run smoothly. Each month the city council is pleased to recognize some of these exceptional public servants who have committed decades of their lives and their career with the city. Uh so all of the proclamations read the same. Um, but of course the years of service are a little bit different. So, uh, proclamation reads, "Whereas these employees have dedicated years of service to the city of Tulsa, its officials, and its citizens, and therefore we, Mayor Monroe Nichols and the Tulsa City Council, do hereby express our sincerest appreciation for these employees years of hard work, dedication, and continued service to the city of Tulsa and the citizens." and in witness thereof we hereby set our hands on this 21st day of January 2026. In October of 2024, the city of Tulsa implemented a free educational program called the Neighborhood Academy designed to equip residents with tools, resources, and knowledge to be strong community leaders and make positive changes in their neighborhoods. So, um, all of these certificates read the same, just the name changes, of course. Um, so they all read, "The Honorable Monroe Nichols and the Tulsa City Council hereby present the following neighborhood academy leadership certificate. In recognition of successful completing the coursework prescribed for graduation uh from this program in witness thereof, we um hereby award this distinction on the 21st day of January, 2026. So this evening we are proud to recognize the most recent graduating class of the neighborhood academy. Seems this change order adjusts the city of Tulsa's contract with Jones Plan LLC for the Woodward Woodward Park improvements project by adding nearly $55,000 and 43 additional calendar days. The increase covers a new pay item for installing surge rock to stabilize the soil so proper compaction can support a retaining wall. The project requires a well practically speaking the project requires a firmer foundation beneath the service. Beneath the surface spiritually this points to a greater reality. Jesus Christ, the son of God, stands as our solid rock, the sure foundation. Item 4G. This resolution formally adopts Tulsa's 2023 low impact development reference guide and its companion inspection and maintenance manual prepared by the Oklahoma Water Survey at the University of Oklahoma. These documents will guide how the city designs, inspects, and maintains water sensitive projects. Official copies will be kept in the city clerk's office and made available to the public. Just as this plan cares for water and land, the Holy Bible, God's living word, washes, refreshes, and cleanses our lives like pure water flowing from his truth. For L. Perhaps Kurt Carr will return to this festival and bring us some good Jesus Christ honoring, gospel honoring music again. Agenda item M, the Sweetheart Run scheduled for February 14th, 2026, beginning at 418 East 2nd Street in Council District 4. This community event celebrates connection and kindness among neighbors, among neighbors. In a deeper way, it reflects the heart of God who is love. As scripture, as scripture declares, "For God so loved the world that he gave his one and only son that whoever believes in him shall not perish but have eternal life. Five authorities, boards, and commission. 5A monthly um status report from the sales tax overview committee on current activities and efforts. Mr. Web, thank you for joining us this evening. You are hiding. Yes, I was. I was hiding and maybe preparing a little bit. So, thank you, Chairperson Gilbert. >> Thank you for being here. >> Thank you. Um, my name is Ashley Webb. I am the chair of the STOC. Uh, the council is in receipt of our monthly chair report. Um, I will not belabor the details of that today. Um, I will highlight because I don't generally do this and in honor of chairperson Gilbert, I thought I would just highlight some of our police achievements in the last year. Uh, with our sales tax revenues for the fiscal year of 2025, we ordered 61 new Ford interceptors. 59 of those have been received and are in service for fiscal year 2026. And bless you, uh, we have ordered 91 new police interceptors. 43 of those are in receipt and are being outfitted currently. Eight have been received and are in service. So we are waiting an additional 40 for this fiscal year. Um also want to highlight uh the Bizaar grocery store which is being um opened in conjunction with the Tulsa Metropolitan Ministry. Uh $500,000 in vision funds have been extended to that project. This council has also provided an additional $250,000 in ARPA funding. I think we're looking at possibly a soft opening of that in the next month and hopefully um a definitive hard opening maybe around March. So, we're excited to see that project come to fruition and serve a much needed community that doesn't have as many resources in the area. Um, two other things I just uh a couple more things I wanted to highlight. We at the STOC have requested that the $1 million which was allocated for the Mingo Valley Division be pulled out and set aside as back as a separate line item if it's not going if it's not or unless it will be included in the new public safety center. So, um not that there was any confusion that that money would be reallocated, but for our purposes, it's much clearer to keep it separate again unless or until it's added back into the project. Um, two other uh two parks projects I just want to highlight. We have the Dreamkeepers Park, which is um in conjunction with federal funds, an over $7 million project. We're all anxiously awaiting uh the traffic study regarding what I call the Main Street spur, what other people refer to as the Boulder Park Drive. Um, I've I've tried to catch the traffic study in uh in operation and I've yet to do so and then I've asked for documentation and we're still awaiting that. We it's been represented that perhaps it had been done previously but while uh the construction at 18th in Boston was underway so it was being redone supposedly that report's going to be provided to the council um this month. So, we hope that will we hope that will will happen and we're anxious to see those results. For those of us um that operate in that area and come from the west side in particular, it's hard to fathom that we would not keep Main Street open. And then I would also highlight that we we did a substantial street rehabilitation with public funds on Main Street and that is a beautiful street that is ripe for continued growth and I would hate to see that access cut off, but that is a personal aside. Um, second parks project, the Fred Johnson Park. That's an over eight million dollar project. Advertising is supposed to occur this month. Uh, it was represented that we thought the construction might begin next month. I think realistically maybe March. Um, previously the the date for completion of that project was the end of this year. The date we're receiving now is March of 27 with assurances that it'll be open in time for the park season in 2027. So, we really hope to see that happen and are excited for all of the improvements at Fred Johnson. >> That's all I have. >> Right. Any questions for Mr. Web? >> Yeah. Thank you. G. Ordinance amending the fiscal year 2025 2026 budget to make supplemental appropriations of $635,000152.38 uh 30 uh $330,9810 from grant revenues to be received from the Indian Nations Council of Government and a grant match of 53,84028 to be received from the shortterm capital fund. 131,214 uh to be received from the TMUA water operating fund within the um ODOT transportation grants sub fund and transfer unencumbered and unexpended appropriation balances of 153,84028 between departments and account groups within the shortterm term capital fund 131,214 uh between departments and account groups within [clears throat] the TM TMUA watering operating fund. Hey, this is very interesting to me because uh in studying government, I see that a lot has been being left out for the younger group to understand just how government is working and supposed to be working for the people by the people and that's not happening with this project in uh Questfield. Uh there's a lot going on in North Tulsa. I mean a whole lot. And it's talking about building houses. >> We talking about Crutchfield and then we talking about 36th Street North and the building that's going on there does not include black people. And that's a problem for me because in the middle of all that you have an entitlement area. Now, Crutchfield, you're talking about putting uh Habitat for Humanity housing in that area. There's nothing wrong with it, but there's two types of Habitat for Humanity housing. One is nicer than the other. I mean, it's very nice. You can't hardly tell it's a Habitat for Humanity. And I had a friend that worked where they were putting it together and he was talking about the material used in these two different houses. One is good material, one is not so good. That's a problem. And when you have people like this, it's empty. Listening audience counselors, we need to bring people to the council. People needs to know what the council doing, what they're about, and why they're there. That's not being done. It's not being taught in school. It's not being taught in school. That's a problem. If people knew who set all the laws, amendments, and whatever, they would have their little bus down here every time you meet like me. Don't follow my example. Find out what's going on in your neighborhood. Get your butt up and voice your opinion. I don't I don't have any problem with this. I really don't. But the thing is they made it a sector plan. Federal government only want use one sector plan and that was for a certain area. And at that time when it's 2018, they were going to use the money from the government plan and put it in this area. I'm not sure if they did or not. I can't keep up with the money and I'm pretty good with keeping up with money. So people, especially North Tulsa, because there's a lot going on there. There's a lot of bickering going on between people that are supposed to be leaders in that area. We need to get that together. >> Okay. I pass. All right. So if you just go to city of Tulsa gov there's um updates on social media um but I would definitely have all of us take a look because I think constituents will be looking out um for information from us. Of course the city's ready and the shelters the winter shelters are preparing. I also just saw that the Tulsa Performing Arts Center has gone ahead and and announced they're not having any performances on Saturday. Signature Symphony is also calling for this weekend. So, I would just encourage you all to look at our [snorts] partners across the city for their announcements and be ready to communicate that out to your constituents. >> Very good. Anybody? Um, if you have any donations that you can forward, they need uh the shelters need heavy coats, heavy blankets, socks, underwear, um, feminine hygiene products, and volunteers. And then after after the winter weather of the weekend, if we are still here, um Tuesday, uh if you're on the west side and you live near 71st and Union, we're having a town hall, we are going to invite the developer of um of a proposed uh housing project at 71st and Union. Um I was out with some community members today just spreading the word. And so I think we're going to have a a good group, but please come. Uh there will be a presentation, questions and answers.
