thank you and welcome again to the Mesa city council meeting for July the 3rd we'd like to wish everyone a happy Fourth of July we will be hosting a large city of Mesa celebration of Freedom event in our downtown tomorrow hope you'll come and join us with that for for that event uh I'll note for the record that all of our Council are present with the exception of Ms Goforth who is unable to attend tonight as an excused and is excused vice mayor Heredia and councilman spillsbury are attending by a zoom all other members of the council are present here in the council chambers we will begin our meeting tonight with an invocation offered by Bishop William Hudson with Shield of Faith Christian Center followed by the Pledge of Allegiance so please stand for the prayer and remain standing for the pledge hey man thank you for this opportunity mayor just to bring us in before the presence of the Lord Lord in the name of Jesus we thank you for this opportunity tonight just to come before your presence we're so grateful Lord God for the leadership that you have placed over this great City for all the council members and for mayor John gals we pray Lord God for insight and wisdom tonight even as they make decisions financial decisions contractual decisions oh Lord God give them the proper heart to look out for this city in the way that is pleasing in your sight we give you praise and event on July 15th at East marks the mark pool 10 100 East Ray Road item 4A approving contract for Warner Road Lift Station construction manager at risk guaranteed maximum price item 4B approving contract for Central Mesa reuse pipeline construction manager at risk guaranteed maximum price number two item 4C approving contract to upgrade the city's existing Capital Improvement program project management solution for the engineering department item 4D approving contract for Midfield Crossover at taxiway East and realignment of taxiways D7 and d8 at Falcon Field Airport item 4E approving dollar limit increase the Cooperative use term contract for Motorola and Kenwood radio equipment parts Network and services for the Mesa Police Department item 4f approving use of a Cooperative contract for the purchase of 13 CNG powered automated side load refuse trucks for the Solid Waste Department item 4G approving four-year term contract for the purchase of electric and water meters and related equipment for the energy resources and Water Resources departments item 4A is approving three-year term contract with two years of renewal options for Caterpillar generator diagnostic maintenance and repair services for the water resources and energy resources departments item 4i approving use of Cooperative contract for a seven month term with four years of renewal options for lubricants oils and grease for the water resources and Fleet Services departments item 4J approving three-year term contract with two years renewal options for fiberglass tank maintenance ribbon repair services for the Water Resources Department item 4K approving three-year term contract with two years renewal options for faux trees for pole treatments for the Department of innovation and Technology item 4L approving dollar limit increase to the term contract with two years of renewal options for public Wi-Fi equipment and products for the Department of innovation and Technology this purchase is funded in part by American Rescue plan act Grant funds item 5A approving resolution to enter into a funding agreement with Valley Metro Rail Incorporated with the current Light Rail operations in the city of Mesa the city will receive funding from light rail fares advertising Revenue a preventive maintenance Grant and the Arizona Lottery item 5B approving resolution to enter into an intergovernmental agreement with the regional Public Transportation Authority for fixed route bus Paratransit and ride Choice Services most of the funding will be from proposition 400. item 5c approving resolution to enter into an intergovernmental agreement with a flood control district of Maricopa County for Stapley Drive and Broadway Road drainage improvements this project will be funded by the fiscal year 2324 Street Bond program item 5D approving resolution to enter into an intergovernmental agreement with Maricopa County that permits the sharing of radio communication sites and Facilities item 5e approving resolution to enter into an intergovernmental agreement with Mesa Public Schools for the AARP Foundation experience Corps item 5f approving resolution to enter into an intergovernmental agreement with ADOT concerning maintenance responsibilities within adot's right-of-way for the railroad connections at Ellsworth Road arterial Improvement project which is part of mesa's arterial life cycle program item 5G approving resolution to enter into an intergovernmental agreement with the city of Chandler to establish a partnership to accept and administer Federal funding allocated by Maricopa County Human Services the fully fund the 2023 East Valley heat relief programs in Mesa and Chandler item 5A is approving resolution to enter into a funding agreement with the Arizona Department of Housing to receive federal funding to provide temporary transitional housing and support services in Mesa during the 23-24 fiscal year item 5i approving resolution to enter into an intergovernmental agreement with Maricopa County to accept coronavirus state and local fiscal recovery funds to be applied towards the purchase price of a hotel at 6733 East Main Street that will be used to provide temporary emergency housing and support services for people who are experiencing homelessness item 6A introduction of ordinance for annexation case 23-215 de-annexing public right-of-way in Maricopa County consisting a property located within the 3800 to 3 900 blocks of South Tower Road subject to approval by the Maricopa County Board of Supervisors item 6B introduction of ordinance for zoning case 22-1003 for property generally located west of Greenfield Road and North of McDowell Road rezone will planned area development overlay and site plan review to allow for an industrial development item 6C introduction of ordinance for zoning case 22-1168 for property generally located east of Country Club Drive and south of Main Street this is for a rezone within the form-based code regulating plan item 7A approving ordinance for zoning case 22-1340 for property generally located north of Rio Salado Parkway and west of Dobson Road a rezone with a bonus intensity Zone overlay and site plan review tool offer multiple residents development item 7B approving ordinance for zoning case 22-1344 for proper relocated north of Main Street and West of Dobson Road rezone with a bonus intensity Zone Council use permit and site plan review to allow for multiple residence development item 7c approving ordinance for zoning case 22-1216 for property located north of Baseline Road on the west side of Country Club Drive major site plan modification and amending the conditions of approval on zoning case 99-70 to allow for a restaurant with a drive-through facility item 7D approving ordinance for zoning case 22-1178 for property located south of Southern Avenue on the east side of Ellsworth Road site plan modification and amending conditions of approval of zoning case 5-33 to allow for a minor automobile vehicle repair facility item 8A approving subdivision plant Brown Road Pavilions for property located east of Recker road on the south side of Brown
