Two, livestock, goats, sheep, horses, and cattle, additionally with camels and llama. And three, chickens, ducks, and quail. And C, modifying fencing and enclosure standards to A, eliminate the five-foot rear setback for fencing. Two, reduce the entire interior side setback from five feet to four feet for fencing. Three, eliminate the requirement that livestock should not be visible from public wide-away and four eliminate the required 20-foot rear and interior rear tier side setbacks for barns stables and similar structures located within the rural neighborhood overlay at 15 513 North Pueblo Boulevard staff supports this request as the applicant has operated the mobile animal exhibitor business from the site for several decades and has historically maintained variety of animals on site in support of that use While staff would have concerns regarding the animals on site, excuse me, while staff would have concerns regarding the number and types of animals if they were not associated with the mobile animal exhibitor business, the proposed animals are directly tied to the established operation. Given the applicant's long-standing history at this location, the established on-site animal keeping setup, and the site's location within the rural neighbourhood where recent code changes allow requests to increase animal counts, staff supports this request. I started a mobile petting zoo and pony rides business in Henderson in 1997. I brought my first camel to Henderson in 2013. I want to make a couple of important points. First of all, the opposition to keeping camels in Henderson is not complaint driven. I've never received a single complaint, not from any neighbors, not from any persons while out in public with camels. The opposition to keeping camels here stems entirely from within animal control. Second is that the animal control officer that had a problem with camels on my property has overstepped her boundaries by interpreting the code. As a public servant, her job is to enforce the code, not to interpret it. And lastly, for 12 years, precedence has been set with regular inspections by animal control on my property approximately every six months. We pass these inspections with zero issues or citations. The Henderson Code states that it is illegal to keep exotic animals and lists quite a few species, but there is no mention of camels at all. There are two definitions of exotic animal. The first is a species that is wild-born and not traditionally domesticated. These species will maintain their wild characteristics even while under human care. This definition includes animals such as tigers, gorillas, and giraffes. Or the second definition of exotic is a species that is non-native to the place where it is being kept. Under this definition, for North America, it would also include horses, cattle, and goats, as these species are non-native to the Americas. The definition of domesticated animal is a species that has been selectively bred and genetically adapted over generations to live alongside humans. relying on them for food and shelter while providing companionship, labor, or resources. They have been bred for thousands of years to increase desirable traits such as tameness, trainability, and productivity. there is a very definitive list of 14 mammal species which are universally considered domesticated. That list includes dogs, cats, goats, cattle, pigs, sheep, horses, dromedary camel, Bactrian camel, llamas, alpacas, reindeer, water buffalo, and yaks. There are exactly 0% wild dromedary camels in the world. If a dromedary camel is living outside of human care, it's considered feral. Same as a feral house cat or a feral horse. Just because camels are not common here in the United States does not make them special or different. They're a domesticated livestock with a long history of proven safe and utilitarian purposes similar to horses. If you can keep a horse or a cow here, you should be able to keep a camel. A glitch in the United States government bureaucracy by the USDA has classified camels improperly by grouping them alongside wild and exotic animals. However, their cousins in the same family of camelids, including llamas and alpacas, have been properly put into the group with farm animals. The North American Camel Ranchers Association is currently petitioning the USDA to reclassify camels properly. By doing this, the USDA would support our farms and educational programs without imposing unfair burdens. It is important to note that under Nevada state regulations, the Nevada Administrative Code 503.140, camels are legally distinguished from restricted wildlife, meaning they do not require any state-level permits which are mandated for exotic or wild animals. At the county level, Clark County specifically lists camels as livestock, again, with no special permitting required. I'm hereby requesting that the City of Henderson grant this conditional use permit to allow my camels to remain in the City of Henderson. And thank you. I personally utilize Petting Zoo to use animals multiple times every eight weeks all year long. We utilize goats, rabbits, chickens. We haven't specifically used the camels themselves, but Nancy's animals are not only her livelihood, they are her reason for being, the joy that she brings to the world and the joy that she brings to herself. If Nancy were not granted this conditional use permit, she may be potentially needing to leave the area in order to keep her animals. That would be a great loss to Henderson and Las Vegas in general. It would be a hardship for my Veterinary Technology program and would potentially impact not only my current students, but the sustainability of my program as well. I think it's important to first look at the exotic label and recognize that camels are one of the world's oldest domesticated species, considered in every other part of the world as domesticated. They've been around civilized people for over 5,000 years. They also have had quite the role in the Western expansion in our US history, which now today we call the US camel experiment. For those that are not aware of the history, it's really fascinating. In fact, Nancy and I are part of a lot of historical groups where we love educating our country about this history. They are not wild animals. They are livestock specifically bred for their endurance, milk fiber, gentle nature, and other parts of the world. As a camel owner myself, I can testify to how well Nancy takes care of her camels. Not only are they extremely well cared for, they're healthy, but they're very much well desensitized and safe to be around. I've personally had my 11-year-old around her camels without a problem. I never fear for safety. They're just incredible ambassadors. First seeing her to rehome or relocate them would actually, in my opinion, be detrimental to these animals that are kept and cared for by someone that's more than educated in this species and someone that can provide the camels the ability to thrive in this country. We've given him a nickname Mo. We have so many selfies with him. He's such a beautiful and majestic animal. And who could ever get tired of seeing him? And camels can drink up to 30 gallons of water in 10 minutes. And camels have three eyelids, not just two. And the third one is like a built-in goggles. And this third eyelid is also see-through. So they can close their eyes in a standstorm and still see. And that's only some of the amazing facts about camels. So if Mo has to leave our community, we and so many others would surely miss him. I'm here today asking the City of Henderson to clearly classify camels as domesticated livestock rather than exotic animals. Camels have been domesticated for over 3,000 years and are used worldwide as working livestock. Just like horses, cattle, they are not listed as prohibited wildlife under Nevada Administrative Code 503.110. They have a documented history in the American Southwest through the U.S. Army Camel Corps in the 1950s, which successfully operated right here in the Mojave Desert. Henderson's rural residential zoning supports responsible livestock ownership, recognizing camels as livestock, aligns with state law, historical precedent, and the agricultural purpose of these zones. This classification also protects vulnerable community benefits. Perfect, thank you. I'm not finished. Oh, sorry, sorry, sorry. I'm almost there. But he's a benefit. The children is so important for them to be raised around animals and livestock. Local resident Nancy Martin-Ruas operates a responsible educational facility where camels and other animals help teach children and families about agriculture, animal stewardship, and history through hands-on programs and community events. Community members have spoken strongly in her support. One longtime acquaintance wrote, she has the definition of community stewardship and responsible animal care. Her work has helped young people develop respect for animals, nature, and responsible stewardship. Another added, these camels should be allowed to remain at a responsible educational facility. Hands-on education creates understanding, respect, and appreciation for agricultural and animal stewardship. Clear code language that recognizes camels as domestic livestock will allow these positive educational and cultural contributions to continue on maintaining responsible standards. Job that I get to go and share the babies with mental hospice memory care facilities with children of autism and also in the child haven up in teaching them what to do not to do how they're fed how they're raised with their bread and this. brings out not only complete camaraderie with these kids, and now that this person didn't like those, now they're just the best of friends, because it gives them something to talk about. I used to go say hello to Moses every single morning when I do my Tai Chi in my backyard, but... They're lovely. They're not too noisy. They don't smell nothing. You know, I'm a very close neighbor, and I support them staying there. I love them. Thank you. Thank you. I guess unless anyone else has anything new to add, we'll go ahead and close the public hearing. I think it doesn't look like we have anyone else. Commissioners, comments, thoughts? I'll make a comment first. Okay. I just, Nancy, congratulations. Just from the standpoint of being in business for this long, and I always say the measure of a small business is how you have support of your community and your customers. So it sounds like you have a great thing. So I just want to say congratulations on that part. Just doing that. All right, Commissioner Gimasoskis. I would like to comment. I think this is incredible, and all of you have worked very hard to bring this forward. The city of Henderson has worked very hard with you. I know you guys know that. From cleaning up the pens to make sure that the animals are tended to, a lot of the rules and regulations that they've now put in place, And the cleaning up of the area, I think someone made the comment that there's no odor. Yeah, I mean, you guys, that's fairly unusual. I mean, even dogs have odor. So it's commendable. But the city of Henderson has worked extra hard to allow this, to put the rules in place, to keep everybody happy, especially the animals. And not just the animals, but all the people that are visiting the animals and the joy that they get from this. You've heard some of these kids talk, and it doesn't take a kid to enjoy this. I can't wait, you know, to see a couple of these. I think it's just awesome. So does anybody else have anything? Yeah, we have a few more comments, I think. So... My neighborhood has the wonderful opportunity of having the petting zoo up in our neighborhood, sometimes three or four times a year. Recently, with a spring break, Nancy was up there with her crew. And the kids, I can't tell you how much they really appreciate it. And the parents, even me, getting a chance to go down and pet the animals, it just is a wonderful thing. And I really appreciate that you have your petting zoo and your facility. So thank you for doing that in the community. I'll just piggyback on Commissioner Bockelman's comment. I've been a benefactor myself of Nancy's Petting Zoo, having nativity scenes for over a decade, I think at least. Time goes fast. Years turn into days. I also grew up with goats myself in the northwest part of town, and we had chickens, geese. I know I don't look it, but I had my own little menagerie growing up. And so I know the value of having animals in your life and the joy and benefits. And so, Nancy, I couldn't imagine not having your zoo in our life. No, thanks for all the neighbors coming out. We don't generally get this many neighbors for tentative maps or other things. We appreciate you guys coming out and speaking on this application. And I think we do need to thank staff for the hundreds and hundreds of hours on this because there is a fine... There's a very fine line between what's maybe overkill and what's appropriate with animal keeping, because I think all of us have seen the hoarding cases and the different. So although it seems burdensome, I think we do need to acknowledge that it's important to make sure that animals are taken care of because we have seen a lot of. bad incidents in the valley in Southern California and other places. So I think there's been a lot of good work. And if someone wants to make a motion, I'll... I'd like to make the motion. I had one thing to say. My very first meeting up here, I think you were here with this many people for support. I was totally impressed with the amount of people, not because they want to be here. I think it's because they not only love you and the animals, it's just what they do for the kids, what they do for everybody around them. You run a great facility. And we're really proud to have you in Henderson. I'm glad the city of Henderson and the staff work with you to help you get all these and the increase in number and the amount of animals that you do take care of is incredible. So to bookend the very first meeting where we approved C.U.P. on a stable and accessory animal keeping, I would like to make a motion to approve C.U.P., 202-601-8261. All right. Staff, any business you want to share with us? I'd like to just reiterate some of the statements we heard. Thank staff for all the time and the general public for meeting with us multiple times to discuss these changes that we made to the code earlier or late last year. that made this possible for a long time. Our code didn't allow for a request to increase the number of animals on a site and the changes that we've made have made this possible and they brought us kind of into the 21st century when it comes to animal keeping. So I think it's very important that staff played a big role but I also appreciate the folks in the community coming out and giving us their input to help us get where we're at right now. So that's our comment. Thank you. And I want to kind of reiterate again, staff, and then I know the city attorney knows way more about Bactrian versus dromedary camels and all the different nuances. And it's not, this is more interesting than certainly some other stuff we've done, but there is a lot of hard work to protect, make sure everybody's staying safe, healthy, welfare of the community. So I think that we need to appreciate the staff, especially the city attorneys, Rochelle, He's probably a little bit ready to go take a break now. Go back to walls and things. But thank you guys.
