e e 7:00 we will call the Whitebear Township Town board meeting for March 18th 2024 Board of order first item on the agenda is the approval uh Tom we don't have any additions do we no changes does board members have anything no no all right hearing none I need a motion to approve move to approve the agenda as noted second all in favor say I I I all opposed all right item three is approval payment of the bills I signed off move to approve payment of the Bills second all in favor say I I I all opposed all right that motion carries uh item four the approval of the minutes from March 4th 2024 anybody have any corrections I saw none move to approve second motion made in second and all in favor say I I I all right item five as a consent agenda think we have about seven eight of them uh Mr chair I would move to remove item 5e Midwest film Works LLC so we can discuss it in the meeting all right do I have a second on the motion second all right I will well say I I I all opposed what were we approving to the removing F just removing it okay to discuss so now we do now you move to approve the regular consent sorry I would move to approve the consent agenda as amended I'll second that all favor say I I'll opposed all right item five is Midwest fireworks film Works film Works sorry and uh I noticed that we had an individual from the organization and thought maybe they want to speak to it briefly you come up to the podium there and just get your name and address for the record hi my name is steuart I'm representing West filmworks I live in West St Paul 393 east hasell Street um uh I think you have some materials there that I've sent over that kind of give an overview and and uh kind of cover a lot of the details of what we're hoping to do at Belair Beach um uh people have uh prevailed with common sense this week and we've because of the weather that's forecast uh this week um you know cold temperatures and then perhaps snow we've uh pushed the filming date back to Wednesday uh April 3D so it won't be this week that we would do this it would be couple weeks away on Wednesday April 3rd so um uh is that a Sunday no it's a it's a Wednesday Wednesday yeah Wednesday uh now there shouldn't be a conflict but a once in a while sore Boulevard has something going on with the uh with the beach but it's that's usually in the summer so I wouldn't think there should be any conflict there I park doesn't have anything going anyone have any other questions questions as far as the materials that I sent over you got 60 or you've you'll have about 70 people y will they all those cars fit in the parking lot in we're working with the Trinity Lutheran and we're going to be uh engaging some people in the basement there for the day some of our actors doing hair makeup wardrobe and then also using their parking lot for most of the actors that are involved and we will be using those parking lots but we won't you know for production vehicles but then the crew parking and the actors will be parking across the street at Trinity Lutheran what time do you anticipate getting started uh right now the the tentative schedule is to for some of us to arrive at 6:00 a.m. and start to get kind of things in place and then I think our crew call will be 7:00 a.m. and then we'll start work at about 7: a.m. and then we'll be finishing up uh the beach scene probably around 11:00 and then doing the running shot on uh on the Boulevard and we're we have a an officer from Ramsey County that's going to come and help us out with traffic safety there uh and then we'll be finishing that uh you know late morning midday and then heading over to the church to have lunch in the basement and then from there moving on to a different shot different scene you excuse me I have bad voice oh yeah no worries you I identify anywhere in the commercial or in press information that you were in Whitebear Township versus Whitebear Lake no we don't we don't IDE it'll be generic in the sense it's supposed to be you know uh a summer beach anywhere you know that kind of a thing well it the only reason I say that is because sometimes it makes people say well that's not we in sure no that's understandable sure okay is there any reason to have anybody from public works there any power resources or I don't think so I think we're kind of self-sufficient in that regard um uh when I talked with the folks at the Town you know at the that uh the town hall there um uh you know I know that the Pavilion there or the the um the little building that's there bath house yeah the bath house has locked up for the season so we you know we didn't talk we we didn't move any further on access for that for anything but um there's a chance depending on what the weather is that day if it's a real dark cloudy day we might bring some bigger lights just to make it look like it's summertime on the beach and so if that's the case we'll have a generator and be running our own power from a generator that we have parked up in the parking lot you expect any um just passerbys or audience there I don't I mean if there's if there are you know local uh local folks that are curious we can they can certainly you know take a look but we you know um we're not inviting an audience or anything like that it'll just be our crew people and our actors and uh you know if there are other people that want to do things at the park park patrons that want to use a different piece of the park you know they think that that'll work if it you know as long as they're stay out of our shot we'll have people that will lock our shot up to make sure that we don't have anyone you know in our shot well I don't know Chad do we have to post this that it's happening at the beach or not no okay because then it will draw attention probably yeah well and I will be I will actually be flying the the neighborhood mostly to let them know about the activity that we're going to do on the boulevard just because all of those homeowners will want to you know we want to know ahead of time when they're ready to pull out for work that morning that there might be some extra activity on the Block and so um I think I I there was a flyer that I sent that's kind of an example flyer that lets the local neighbors there know kind of what our what we're up to have you been to that site in the last week or so yes there was no graffiti or anything that took place over the winter that we not aware of not that I saw I didn't notice anything I I I noticed the the trash containers hadn't been emptied or they were they were filled but um other than that the beach was in kind of typical shape that you might expect after a winter uh a mild winter anyway um the ice didn't tear the beach up too bad or anything like that so there is a regional bike path along Southshore Boulevard so you may get some folks riding by walking by that are curious just in case you have somebody to kind of give them a quick explanation and they can keep going then um I know you said that you've got a sheriff that will be or a deputy that will be directing traffic or anything so you've been in touch with Ramsay County about because that is their Road at this point yeah yeah that's I I contacted them a couple weeks ago and and you know and then uh I've been in touch with with the deputy that's going to be with us that day and I've also checked with them today to just make sure he's available then on that Wednesday too so um cool being that it's a way he didn't see any need to have another officer so I think it's just going to be him but he'll be you know there to just let people know what's happening and ask them to either go around the block or if of course if it's people that have to get to their homes that are on the Block that we're doing the shot on then you know we let them come in and park and get in and out as they need to all right anything else nope all right thanks sir sure all right if there are no other questions or comments I need a motion to approve item five I will move to approve item 5e Midwest filmworks in accordance with the township special events policy approve Midwest filmworks to film a TV commercial for the Minnesota Lottery on April third third at Belair Beach 2499 Southshore Boulevard all right do I have a second um would it be okay just to say that week in case that day is a torrential rain day I would you rather have it a little window versus one day yeah this time here maybe that'd be better just I can certainly keep you post on SC is that okay so I will amend that well so I made the motion I guess if you want to amend it well I'd like to amend that motion to uh allow window during that week of April 3D yep all right motion made second all in favor say I I I'll oppos all right thanks sir all right item six is old business we have none seven is a public hearing we have none so under new business our first one is ordinance number 12 considering amending section 24 uh this is concerning the Water band Chad you want to go over this yes basically the language that appears in we Chang 2 uh 24- 1.6 would be on page 67 of your material and also 24- 2.4 on page 68 and it basically what we um we just simply took the language from the settlement agreement and added it and again under the terms of settlement agreement uh there's no watering of know irrigation of of Lawns or watering or washing cars between when the when the water level drops will 9235 it doesn't and you can't start watering again until the level comes up to 924 and however if you for for Gardens and trees and vegetable you if if you're odd-numbered you can water between 6:00 a.m. and 10: a.m. and 600 p.m. and 10: p.m. on Tuesdays and Fridays and if your even number you can water your trees your flower gardens your vegetables between 6:00 a.m. and 10: a.m. and 600 p.m. and 10 p.m. on Monday and Thursday and also by the way the we are going to amend the language in 24- 1.5 to include the fact that if you have a new lawn you can apply for per per to irrigate the lawn to water the lawn and also to remind people that this only applies to water used that comes from the town water system if you have your own well or another source of water this does not apply so that language does not appear in 24- 1.6 does appear in 242.4 so we're simply adding going to make sure that the two of them are consistent with each other that's basically it right St any questions uh no I really don't I do of course um so Chad I know we specifically call out the lake level level that needs to be breached when this goes into effect looking down the road let's just say for discussion that there's continuing conversations and the judges order that went out a couple years ago changes to a different level would this would that then require a change to this ordinance yes it would go ahead I'm sorry well would it would it still be best to have the specific level in here or should we just say something along the lines a more generic statement of whatever the the current ruling is no I think we have we should stay with the with the numbers for the following reason a it's it's in the presid court order and we don't know if and when that will ever change and also the DNR has adopted the same numbers as well so we might you know those are the numbers that the DNR was ordered by the court to follow so I think we should leave leave the numbers I see what you're try you know your point make what you make your comment makes sense and that shouldn't we uh put some flexibility into the ordinance to allow for changes in the future that would be a good idea if we could find wording that would actually work and that's the problem this these numbers are quite are really set in stone for the moment so I think we're we should we should stick with the numbers the other question I have is you just commented that if somebody had private Wells it's not a they would not be bound by this and I believe earlier I heard conversations around what if somebody owns part of a wetland that's why what we what the language use language we we're using says use of water sources other than Town water system so it could be a well it could be a wet land yes I just want to make sure that that's clear oh yes I'm glad you're bringing that point up because that's important to indicate this only applies if you're using water that comes from the town water system yeah do we have to refer anywhere in here the actual case number or no somebody really wants to go deep into this thing not really no I wouldn't we could if you wanted to but we don't have to could that be just a footnote at the end someone I'm just saying 10 years down the road they're going to go why what is all this why why'd you do this yeah so then we could refer to docket number blah blah blah when it was ever when it was finalized yeah but keep in mind that actually the this is it's not directly well this my what I was about to say not doesn't make a whole lot of sense but unfortunately it's the way the law Works um the language you see is actually comes from the DNR but it was language that the court directed the DNR to use so from that standpoint it does come from this case but really it's the DNR that's the source of the language but if you want it we can add a footnote well like I said who knows down the road somebody's going to look at this change in the ordinance and why did we do this yeah keep in mind though that the order out of this language comes from is 120 some pages they may not want to read that that's a deterrent but no there's we could add it if you wanted to all right so guess we're going to just going to combine these two ordinance amendments um one more question well actually we're not going to combine them we're going to make them I mean just them both yeah identical yeah yeah um Tom since you're filling in for Pat I want to just clarify and maybe we can discuss this more Friday the plan to communicate that there's a big change in when people can water because for the past I don't know couple decades it's been aen aen even addresses on even days odd addresses on odd days and now we're changing that entirely and the weekends when people are going to be home theoretically they can't water at all and I I I really think that needs to be communicated in some way I know he made a brief mention in this week's last week's Whitebear Press News and Views and I'm sure it's going to be on the website but maybe flyer in the utility bill excuse me yeah we'll put a a insert in the utility bill we'll put like you say on our website on Facebook on our um um can't think of the other one um next door next door uh we'll have notices that the office uh posted or handouts available there um we'll try to get the word out anyway we can I'm sure Pat will put it in News and Views multiple times over the summer and so forth and we'll probably put it in the uh insert in the utility bills maybe more than once I'm sure the front front desk will need to be coached just a little bit because I'm guessing there'll be a number of phone calls just maybe one or two there's there's really three parts that the public really needs to understand one is the change in the hours they can water and two that we we are serious there's a conser we're we have a conser I call it conservation officer that we're going to have employed and three the fine the fine is going to get excessive yep yep compared to what they're used to that's another change I should have mentioned as well is that it's at 24- 2.2 we indicate that on on your first first ticket uh first warning your first violation you get a warning second one is $500 and this a lot of this might be a move point because if that Lake doesn't come up we're not going to be watering at all anyway the only special watering would be the trees and the flower beds and flower gardens other than that there's not going to be any irrigation well that I think that's what the point of this fine is maybe not supposed to be but people may do it anyway at our annual meeting that was held in a couple weeks ago someone said so so so my neighbor wants to water in the middle of the night and I think Chad you said well if if we find out about it and we observe it we as in the township there's a f it could be an administrative F in right exactly yeah we will have to also discuss weekends when typically we don't we don't have Public Works driving out and about well actually the term was uh water conservation uh coordinator that's where we're GNA have yes well Chad you had mentioned before the meeting here that the city of Whitebear lake has come up with an agreement well no um the last Friday I received a um email from the from the uh attorney general who represents the DNR in this matter and they he sent out what is what they're going to what they call their standardized regulations basically standardized standardized I should say standardized settlement terms and this is one of them so um unfortunately I didn't bring them along and then if you want to talk we can talk about that on Friday but no there there are St there the DNR has created standardized settlement terms which appli to everyone every municipality was governed by the five mile radius even if they haven't settled in the in the court even if they haven't settled I guess I personally would uh would like to table this and take this discussion to the exec meeting to to go over this again with you and also I'd like a take on it from our engineering firm because obviously they're going to be involved with with this watering band and and then maybe we'll get a progress report on I know we're advertising now for this water conservation coordinator and I'd like an update on that too so we could kind of I mean it's this a big discussion and I don't think we can handle it all just especially with Patrick here so I know does that work for the board yes I I I agree with moving to table both these uh items I mean I I don't have I don't think I have any modification of what you've drafted up here Chad it's just I would like to hear what's going on now with this this other finding and it's like I said it's a little bit to digest here at this at this meeting so understand we would need to eventually officially approve this at board meeting though so that would be then April 1st yeah so if we bring it back on April 1st I think we're going to have a better understanding of what's going on in the other communities thought that works for the board yes do I have a a motion to reflect that I I'll make a motion to table um the changes I got to get right back to where it was I know I'm I'm scrambling to find my mouse all righty uh table ordinance number 12 uh considering amending section 24 of ordinance 12 um tell us further discussion at EXA meeting and bring it back to the next board meeting second all fa say I I I why didn't that work all right and then why you there it is Page 71 71 yeah I know but every time I roll it it jumps all right then the next one Steve uh the next um we're going to table table this one too yeah well we should at least probably go over that for the public so they know what we're doing oh I'm sorry yeah I thought we were kind of running the together all right that's ordinance number 16 ordinance number yes 16 correct and you're right Mr chair we are basically running them together the language is because we try to keep the language consistent between the two ordinances the big change in in uh ordinance 16 which is our nuisance ordinance is adding a violation of the irrigation ban as a public nuisance that's uh 14 or it's 4- 1.7 on page 7 6 of your um of your material and in addition sections 6 and N basically were just again adopting the penalty but also we're also adding the fact that if anyone wants to appeal the violation you know notice the violation they have the right to do so and that we're going to have basically right now it's planned to have one major hearing a year on all that because the bills are going if there's a penal if there's a viol if there's a penalty charge or actually administrative fee is what we're calling administrative fee there's an administrative fee that's being added it's going to be added to the quarterly water bill so it's not payable right then and there it's it's part of the water bill so we'll just be doing that uh doing that once a year and actually section 6-3 is the water conservation cordinator and appeal so basically again there'll be one if you want to appeal it you have the right to and there'll be one appeal hearing for all the violations at one time second Wednesday of November of the Year correct that first time might be a long day yep again Mr chair i' I'd move to table uh ordinance number 16 changes until we've reviewed it at the uh executive meeting item 10 is open time I see we have a gentleman here is there something you would like to speak to sir are you just here to visit your turn or maybe your puppy got something to say we need your name and address for the record please my name is Will social Nike I live on Cottage Avenue um this is more like a complaint not a or maybe a change to an ordinance I was told a couple of years ago that I had a I have a 23t camper and I'm smaller and clean decent parked in the back of my driveway all the time near the garage on the side of the driveway now was was told I can't park it there okay finally last year I received this and I talked to Mike number of times he says well if you don't move your thing you're going to get a fine okay I'm spending over $200 a year the three and it could cost me more depending on where I go and bring my camper I can't change the lot the way it is without ripping up my fence ripping up the ground at a cost of over possibly over $10,000 12,000 and I'm not going to do that where other people on my street keep try um well they're for work it's difference not a I don't know if uh they classify a um a trailer a tow trailer whatever camper different than a a painter's vehicle a maintenance vehicle um I I drove around town and I see in the worst case the Waterfront okay I'm being told to move my camper each year subject to a fine yet everybody and whoever owns and I'm sorry if anyone here owns any property on the lake okay no insult to you you have a right to do things but my idea some of this stuff is getting out of hand people have docks with four or five boats I could see one or two and they're going further and further out and in the winter that's what we have if you like that pass it around I don't know if you're taking a drive down the lake I drive that road every day one thing you should know is that Mike says it's their property I keep my camper on my property it's not against the street or anywhere near it probably about 15 20 ft away from the street but I'm sorry you I finished I didn't mean go ahead I didn't interrupt you yet I'm told to move it which I've done now for two years okay and I keep asking uh Mike and the secretaries the Township offices for a copy of the so-called 1965 ordinance now 65 goes back a long ways we did not have all the items we have now where people probably had a small dock here and Mike told me at one point oh they have to be piled up about 6 feet high not more than that if you go down to Lake these things are over 10t high it's ridiculous okay we've got two different issues here because the the dock storage is a completely different item than motor home storage why it it's just an it's it's under a different ordinance so your motor home falls under a different ordinance so at 1965 thing from storing docks on the shoreline has got nothing to do with the ordinance that says when you can and cannot park your motor home in your driveway yeah people keep their boats and even in their front yard some of them have the docks lined up against dirt and I noticed one at least one now there were a few other ones before I had some boats in their front yard one has it behind a bush I I have to drive by and I looked over and I see it through the the bush along type of rowboat or something boats are actually covered by the same same ordinance that recreational vehicles are covered by different than a motor home well it's not a motor home it's a trailer what I have but the same ordinance applies to to storage of both that does apply to motor homes okay so I mean from that standpoint point the boats should be treated the same as motor homes in terms of docks one thing you have to keep in mind is that docks in the lake aren't governed by the regulations of the township you know we're talking about Whitebear Lake right bald eagle Bal eag or bald eag bald eagle okay but I thought we talk about what yeah white keep in mind White Bear Lake is has its own set of regulations we have nothing to do with but bald eagle that's different you which lake I mean I I moved out here 15 years ago it was beautiful you didn't see very much of this stuff out in the lake we walked we drove by summer or winter you know especially in the winter with the lights on and everything it's beautiful that's why I moved out here you know I I worked M sorta for the federal government and the military um I wasn't in the service though I worked helicopters MH and I came down here a few times and my daughter oldest daughter moved out here and I drove around the lake and I says wow bald eagle and uh you know the it's beautiful out here you know and then little by little we see this buildup of docks no progress stuff to stop but did Mike give you the actual ordinance for the motor home restriction nothing to do with docs did it's not a motor home I could see a motor all right it's a pole it's a travel trailer a pole behind I'm sorry what is it a travel trailer like a pull behind you travel trailer 23 foot well it still falls in the same classification but right up hand I can't site the ordinance but there's a a certain amount of square footage you can have 300 is it 300 and then it in in the off peak it has to be alongside your garage or your property line it can't be on Drive do without spending at least 105,000 I I understand that but that's why a lot of people have storage units for the winter to get to put them someplace while they're not using them now I don't know how long I can keep up paying $2 $300 a year so I'd like to have the ordinance changed well how do we go about doing that because I see other trailers parked in driveways I I say it all over town and I'll I'll tell you the one of the things with the township we are complaint driven we don't run around looking for violators but if someone complains we will go out and address the issue so a lot of times when we're dealing with one somebody else might fall under that same one eventually we're going to get to them Mikes doing a pretty good job he's down to about eight or 10 people with motor homes and driveways now and it used to be a lot 50 so we're dwindling that number down so people are realizing you got to follow the ordinance it I'm sorry but if you got if you have that kind of a a recreational vehicle you you got to abide by the ordinance But to answer your question about but changing what am I paying my taxes for then I have a property that's 225 by 2001 or something and why can't that's a pretty good size lot so I mean if you could possibly get it into the back then you wouldn't have an issue I have no way of getting around the back like I say without ripping up the fence and building another driveway I can't where a driveway is I have large pine trees that cost me to put in because I had bigger ones before and I'd have to rip all of those down rip the fence down but yet I have an overhang over the house that is going to restrict my putting a any type of vehicle on the side there I the other side I have plenty of room would this go to Public Safety yeah well to change that ordinance Planning Commission Planning Commission is a zoning issue just go ahead I'm sorry no go ahead I'll go ahead I was going to say the Planning Commission did review this in the last couple years and one of the things that was changed the the complaint was well the extended season is well beyond what the ordinance said and the ordinance made people move their uh camper trailers in September and they looked at it and said you know right people have these campers and now we made it to November so we had one ordinance April 1st to November 1st I think is the numbers but to to your point um there are people in your same situation but it's limited number compared to people don't like them in their driveways they don't like to see them in the driveways in their in our community I mean we've had public tell us that and so that's why that ordinance I live on the Dead End Street I got people parking trailers but again we can't treat you different than the rest of the township keep in mind this ordinance was a result of public hearings that occurred uh what three prob four or five years ago I think or even longer and so it's was it was not something that the board just or the Planning Commission came up with on their own this was based on input from the citizens of the township this is what they wanted and on the doc issue just real quickly they also looked at that that situation looked at a White Bear lake lake minaka many other communities that have lakes and it's the same issue elsewhere I mean it's the lake property is a different animal all right this is different the council can't do anything about all that garbage on the lake I can walk down there which lake now bald eagle bald eagle okay garbage you talking about docks not oh over here there is a dock it's hard to find any place where you can uh sit or you know I talked to uh uh the town offices oh yeah there's a number of areas where you can sit all I see is people building more and more stuff on the outside when the docks are down they're putting out their chairs and roping off areas they got their cars on the grass there I don't know where to go I know where the playground is in there and then the the dock Downtown West Street that's so it's difficult to find a good spot to sit down or you know let's let's break it down bald eagle for example the property owners that AB but bald eagle now there's no there's no houses on the lake side of bald eagle Boulevard but their Lots extend to include that land so with the exception of Those portions of the lake area that are extensions of existing streets and there are some but not many cuz but it the exception of those all that is private land and they have that right to put their docks on their land for the winter if you go down B West Bald e go Boulevard they have the right to be right up to the street well most well the dep lot says the toship or any 15 ft that's what Mike told me well the only restriction is side side Lots they have to be so far up the side LS when they stack but the people on the lake don't have to adhere to that 15 foot L well the set 10 foot side L when they put their docks up on their property they have to be 10 foot off the side yeah but there's also setbacks from the side from the front setback too to deal with I guess I'm not sure on that one well tell you we'll have to talk to Mike about that and get it clarify again that's a totally different issue of what you're looking at if you're talking about your your your trailer I I'm sorry that that is the ordinance and there's not a lot this board can do right so how do we change the ordinance you you would have to literally start all over and go back to the Planning Commission with the ordinance and try to persuade them to relook at it which they just to make out no no no no just just come to the Planning Commission explain what you know first of all you should find the ordinance that you're talking about and then come to the Planning Commission and suggest and tell them what you want to change in that ordinance want to see is that our planner will be there and he'll be able to explain to you why the ordinance was changed and how we how that affects you I again that's that's your best recourse right now the the existing ordinance was the result of public hearings that were held and that's what the public said they wanted so if you want to change that you have every right to you're a citizen of the township but it starts with the Planning Commission and then the Planning Commission makes recommendations to the town board and the town board ultimately makes the change though you have to understand when you're dealing with zoning the zoning ordinance which is what this is the hearing before the Planning Commission has to be a public meeting which everyone has the right to attend there has to be notice and the same thing with the town board if you're going to change that ordinance the town board the town has to provide public notice to everyone that this ordinance is going to be changed and everyone has the right to come and comment on it and as I said before the public the public said they like they wanted the ordinance the way it is right now which is no recreational vehicles stored in driveways that was not something that the board of the Planning Commission came up on their own it came up with it it was the result of listening to the public and listening to the citizen and saying what they wanted yeah people can well that's a different boats and everything consider again no no no boats are governed by the same ordinance that covers your your recreational vehicle okay okay you now docks are different storage of dock material that's different that's covered by a completely different ordinance but boats have a boats are subject to the same rules you're subject to okay so are snowmobiles so trailers with motorcycles so they all fall into those categories mhm yeah I don't mind people having boats yeah I'd like to probably like to get a pontoon myself but um well they they have to just the fact that you know and I'm not that concerned with the boats but this stuff when I'm forced to move my trailer at a cost but yet people can park right up to the street with this stuff well we do treat work Vehicles differently because most work Vehicles they're there because that's their job that's how they make their living recreational vehicles we considered we've again but keep in mind that's also something that the public has had input on the differentiation between work vehicles and Recreation of vehicles we've we listen to the public the board I should we I'm sorry the board does I'm just the attorney here but the board listens to the public the Planning Commission list to the public and if you want to pursue this you'll need to call the the township office and talk to Pat kristopherson and he can put you on the agenda for the Planning Commission and then you can go to that meeting which is is it no no no it's once a month on uh what the third four and fourth Thursday of the month fourth Thursday of the month is the Planning Commission is that next week I don't know if you get it on thatan get it on the agenda next week but but you can do that and and then you can go to that commission who basically helped draft this ordinance that you're in violation of and then you can explain to them why you think it should be changed that meeting date in April is April 25th Sor I have no voice for the Planning Commission right so if you if you want to go to that April 25th meeting you got a call and and have your have it put on the agenda and then you can go to that and you could start there but you have ever right to come in the come to the Planning Commission meeting and make your comments just again as the as the chair pointed out give them notes ahead of time so they know it so they can plan for you okay now that okay let the situation there be left alone did that also include how would I be able to get a variance from the ordinance there are no variances for that not for that no all right so you have a plan now yeah I try to contact uh Mike no answers I was going to bring the trailer in uh this not formalized yet so it's really not on the record yet we're still discussion so and keep in mind that reason I'm not Distributing it other than to the board is the fact that it's still a work in progress P the the DNR the attorney general who represents the DNR in this matter has requested comments from the municipalities about the terms of this okay so yeah it's not technically news just yet
