welcome [Music] again appreciate the background music uh this is uh the May City council meeting for April the 15th uh we appreciate your patience I know we're starting a few minutes late from uh we we've carried over some business from our meeting downstairs so thank you for your patience uh council member Summers is unable to attend and is excused all all other council members are present we will begin the meeting with an invocation offered by Pastor Jose Louis l Amaya with glacia de chisto elim bethl Church followed by the Pledge of Allegiance so please stand for the invocation and remain standing for the Pledge of Allegiance [Music] Pastor good evening everyone nice to meeting everybody thank you again for the invitation and let's pray father we come to you in the name of Jesus Christ we a thankful heart for every one of the con members for our Mayor John GS we ask in you Lord for your guidance in every single moment we know they have so much responsibility on their backs but we know that you g them strength you g them Grace and you wisdom is in their lives we pray for them and also for their families to be protected all the time we ask you in the name of Jesus Christ amen amen thank you please join me in the pledge I pledge allegiance to the flag of the United States of America and to the Republic for which it stands one nation under God indivisible with liberty and justice for all thank you Pastor Pastor uh leads a great Spanish speaking congregation in Mesa and very active in our community we appreciate all that you and your congregation do Pastor thank you thank you uh we have but before we proceed with our agenda we do have some an award that we'd like and that we'd like to acknowledge last year uh we launched the trees are cool initiative our challenge was to plant 1 million trees in Mesa by the year 2050 here today is Donna D Francesco our conservation coordinator from the Environmental Management and sustainability Department Donna tell us about Arbor Day and and how we're doing on our million tree challenge I'd love to thank you very much uh greetings mayor joh council members it's April 15th which is officially national tax day uh but I'm here to talk about something much more fun which is the mayor's Arbor Day Proclamation right uh to our visitors and audience watching uh I'm going to suggest that they visit our website which is mesaaz.gov Arbor Day uh you'll find the incredibly poignant uh and wise words that mayor childes penned in the proclamation on that site you can also find more details about tree planting and Tree Care uh and uh by the way National Arbor Day is always the last Friday in April so it's officially on April 26th this year which is a week from this Friday I'm happy to let you know that the tree City USA application for our 20123 activities has been approved and we're proud that we are now Tre City USA for the 14th year hard to believe uh we will be attending a celebration tomorrow at the state Capal with other Arizona tree cities uh to accept our award the tree City USA program is sponsored by the Arbor Day Foundation and helps provide cities with Direction technical assistance and public attention about trees and urban Forest Health in our communities one of the requirements to be a tree City USA uh is to have an Arbor Day observance and to have a mayor the mayor sign an Arbor Day Proclamation that's one reason we're here tonight I typically bring along community members who partner with the city on tree planting projects last year we had Boe and butterfly and Arizona sustainability Alliance and and Skyline High School students who helped us with a big tree planting project at Skyline Park this was possible thanks to coordination from council member go council member go forth's office so thank you very much for that that project was inspired by the call to action at the mayor's 2023 state of the city the trees are cool initiative uh where that was it was first unveiled trees are cool has a goal of planting a million trees uh In the City by 2015 50 we got a lot of plan thing to do everybody and it is part of mesa's larger climate action plan that outlines the city's commitment to protect and conserve our environment and natural resources we as we know trees play a very crucial role in our ability to meet those goals by helping to clean our air and shade and cool our communities and neighborhoods um and the act of planting trees was highly supported by Mesa residents when we engage them in the uh what community actions they would like to see by the city the trees are cool initiative has propelled not only Mesa trees planting efforts but it has also focused us better for our tree and shade goals the need for us to focus on hotter areas and vulnerable neighborhoods and in encouraging the adoption of more green infrastructure we uh know that great infrastructure refers to human engineered and traditional storm water management approaches such as gutters storm drains and retention basins but green infrastructure mimics nature it captures rain and helps grow plants and trees while cleaning the storm water and recharging groundwater green infrastructure and trees will help with livability and the economic Vitality of our community mayor Giles and council members this year we are thanking all of you for the amazing participation and support uh for the initiative we we do want to recognize all of our community members as well but I just want to give a few examples last year in November 14th mayor Giles along with council members Summers and spillsbury attended our Superstition Springs Transit Center landscape restoration event where we helped plant over a 100 trees at the site that was a partnership with meta with Mesa High School and the Arizona sustainability Alliance and Superstition Springs mall on February 3rd council member spillsbury you joined us for our first neighborhood shade tree workshop and tree giveaway at Red Mountain Library you shared your family stories of working in the tree care business and thanked residents who are participating in the program council member Duff you joined us for the very first Mesa Electric shade tree workshop and free tree distribution event on March 16th you always share your passion so well about the the the importance of sustainability and and the the real benefits of trees vice mayor Heredia and council member Duff you joined us at the March 29th celebration of Cesar Chavez event and along with andrees Chavez and other volunteers you help plant a native mosquite also known as the Tree of Life last Saturday council members Duff Freeman and Duff and vice mayor Heria jumped in with Mesa Academy stem students and other volunteers at our tree planting at Pioneer Park at celebrate mesa's living Green Village and then I know upcoming for Arbor Day that many of you will be bringing The Lorax to life at at Mesa public Public Schools third grade classes so yes as you can see this year we rooted in you've been waiting for this I know we branched out and we went out on a limb I'm getting there we rooted in by getting funding support from sources like the inflation reduction act with the US Forest Service Grant and from Partners like Salt River Project our tribal neighbor Salt River PE America Indian Community and corporations like met price waterhous Coopers and others Who provided essential support much of the funding has allowed us to plant more trees in our parks along our streets Transit centers and around the city buildings and helped us fund the programs for our electric customers and other uh homeowners we branched out by working with excellent nonprofit Partners such as nature conservancy who looks for those nature-based solutions to clean our air and cool our communities trees matter who is assisting us with our new neighborhood in electric shade tree programs and the Arizona sustainability Alliance who has been just such a great partner in volunteer tree events and also uh working with students in the schools and speaking of schools Mesa Public Schools and others like Mesa Community College are helping with Workforce Development and helping to nurture that next generation and the tree stewards of the future finally we went out on a limb and opened mesa's first urban Forester position to help guide our future efforts uh I'm excited to announce that this Position will be on board a week from today which happens to be Earth Day just a really fun coincidence and we will be excited to introduce you very soon to that person so again thank you for seeing the need for the tree Initiative for always being willing to roll up your sleeves grab a shovel and help us plant trees and as the proverb says the best time to plant a tree was 20 years ago but the second best time is now thank you very much thank thank you you're always very enthusiastic about this event and I want you to know we really appreciate that but it's particularly uh I hope uh people realize the timeliness and the importance of this uh this program that we've that we've launched uh downstairs in the meeting that caus us to show up a little bit late to this I saw there was a great statistic that said between the city and the community since this was launched we we planted about 10,000 trees that's right that's that's great that we know of I'm sorry that we know of that we recorded right part of this program so but that and and we didn't come up with a million trees as an arbitrary number the The Nature Conservancy says we need to have a tree canopy coverage in our city of about 15 or 16% that's far below what a lot of the other parts of the United States have but that's what we need and in order to achieve that goal we need to plant a million trees so I think we all need to take this very seriously please partner with the city please go online to the city we want to be uh we want to help you with at your birthday parties and Keras and any other excuse you can find uh let's include a tree in in those festivities and so Donna thank you so much for uh all the enthusiasm you bring to this okay hold that It Go who had their eyes closed I knowk thank you very very much uh next item on our agenda is the consent agenda but before Mr Christopher reads that consent agenda I just want to recognize that on that one of the important items on the consent agenda is the appointment of Judge umbe as our next presiding Magistrate Judge umbe is currently on our Mesa City Court and is a leader in our specialty courts that includes Community Court veterans court and the and the court judge umby presides over our Domestic Violence Court these courts are leaders in the state and we look forward to judge um's leadership in these courts and the future uh specialty in any future specialty courts judge umby we we're very privileged to have such a wonderful Court I know you're you've been a heavy lifter in achieving that and I know you'll continue to be committed to the the superior court system that we all want to see in the city of Mesa we don't get to hear from the presiding m R very often so i' I'd invite you maybe to come forward and share any thoughts that you have with us on the court system in Mesa and again we congratulate you on on uh your being a great judge and and bringing your talents to Mesa absolutely and first of all thank you mayor thank you council members for putting your faith in me I will not fail you I promise you that uh there are a few people that I do want to thank and that has to start with my wife and my two kids Peter and Abby um I did bribe them with ice cream if they were good for this whole event so I'm going to keep it short and sweet for everyone's sake uh I do want to assure each and every one of you that we do have the best municipal court in this state Beyond a doubt um when another municipality wants to learn how to do a specialty Court they come to Mesa uh that's where we we we started these programs we have the best programs when Phoenix wanted to start their Community Court they came here uh our veteran court is run by judge romley it's the best veterans court uh that I know of in existence today uh our Domestic Violence Court has been wonderful thanks to our staff um that are here today I think I ordered them not to be here because they work enough they're here today uh I do want you to know that we are the best because of the people that work there and that's because of the judges uh the administration and our staff we have the best people I'm excited for the future I want to make it even better and I will make it my mission to do so so thank you again for your trust thank you thank you and we appreciate your your fellow magistrates that are here with us today current and former judge Allen good to have you here with us we know you've got the support of of the the staff and your fellow magistrates and
