I just wanted to let everybody know that we don't have any public hearings for the April 2nd planning commission meeting, but we've not yet determined whether we will be having a work session at that meeting. Next item on the agenda is uh public hearings and first one is comprehensive land use amendment zoning map and preliminary plat for um progressive LLC. I understand it that one is to be tabled. [1:46] Commissioner Travis: Madam Chair, um I move to table the comprehensive land use amendment, zoning map amendment, preliminary plat conditional use permit and vacation for Progressive LLC to the April 16th, 2026 planning commission meeting. All right, that one is tabled. The second item is a preliminary uh public hearing for the preliminary plat and conditional use permit for Lakeville 35 Logistics Center South Edition. And as I understand it, Mr. Strong Armstrong with Likewise Partners will introduce the project. That'd be great. Please come forward, state your name for the record, and [2:34] Tom Stro: Hi, good evening. Uh, Chair Zimmer, Tom Stro with Likewise Partners at 323 North Washington Avenue, Minneapolis here tonight. Uh, I'm sure we'd all much rather be outside in this weather, but uh, we're excited to be here. Appreciate Heather and staff's cooperation and partnership here the last couple months while we work through planning for the phase two of our Lakeville project. Um, I joined likewise this fall and uh jump right in and u we're excited to gear up for our second building which I which we'll all talk about here tonight. Phase one has been pretty successful so far. Um hopefully you guys are excited about where things are at there and so here to answer any questions. We have our civil team and our architectural team here with us as well. [3:11] Chair Zimmer: Excellent. Thank you so much. Bring up Miss Bod to give us the skinny. [3:29] Heather Bod: Good evening, chair, commission members. The request in front of you tonight is for property that is located south of County Road 70, which is also known as Junifer Way, and it is north of 215th Street. The property is zoned Office Park. Uh, as Tom mentioned, on the across the street here is phase one of the development where the pickle in the middle, I think, is how most people reference that building where that is located. So this is kind of phase two of that plat and development. To the west is the Dunham property. To the south that area might look familiar as you saw a preliminary plot at the last meeting for Olm Holdings and Prime 35. And as mentioned that property is zoned uh for office park. So the what's in front of you tonight is a preliminary plot for a one lot one outlot subdivision. The one lot would be subdivided or developed on and the outlot would be over a wetland and would be deed to the city. The applicants are also asking for a conditional use permit to allow a warehouse in the office park district. The property is 15.36 acres in size and the proposal is for 171,000 square foot industrial office warehouse building. There are two egress points on the south part of the lot along 215th Street. Uh 215th Street is currently an unpaved road, but it is in the CIP to be upgraded um soon. The parking on the property has 184 stalls that are required. The site plan shows 182, but there's also 40 spots that are under a proof of parking. So, with the final platinum development plans if they're not able to add those two additional styles to be in compliance with the minimum requirements, they would need a parking deferment that would be drafted by our city attorney and then recorded against the property. Um, so at this point, they're just a couple short, but with the final plans, we'll see what they come back with at that time. So, that is a stipulation that you may have noticed in the packet. On the site, there is a private storm water management system that is located between the parking lot and the wetland to the east. Uh there are no impacts shown to that wetland and it's all planned to be protected. Uh storm water maintenance agreement would be required with the final plat for the maintenance of the storm water system, stormwater treatment system. Tree preservation for the property allows up to 70% removal. Uh the on the tree preservation plan there was 2,104 inches of sign significant trees. The plans planned the plans show that there'd be removal of about 202 diameter inches which is well below that 70% threshold. Um the ones that are removed are along the westerly kind of property boundary and the ones main the ones that are being protected are within that wetland and outlot area as mentioned that would be undisturbed with that office park district. We do require that at least 30% of the lot remain as green space or open space and they are proposing 46.6% so they are exceeding that minimum requirement. Uh, also within the landscaping part of the ordinance in the office park district, there's a requirement that states that um with industrial properties, they need perimeter plantings along the right ofway and just around the perimeter of the site. So, as shown, this the landscaping is a little bit shy. So, it is just a stipulation of approval with the final PL plans to update and beef up the landscaping south of the building along 215th Street. And then to have a continuous perimeter going from County Road 70 down to 215th. It doesn't have to go all the way to the property boundaries, but it just has to kind of connect, you know, here in the middle. And that is also added as a stipulation of approval in the packet that you have. The building elevations would show that it is a one-story building. Uh the materials are proposed at 96% or greater with our grade A materials that exceeds our minimum requirements. Uh proposal shows uh smooth cast kind of pre-cast concrete panels with colors that are similar to the building across the street with the white and gray with blue accents. Staff is recommending approval of the preliminary plat and the conditional use permit with the eight stipulations within the staff report, the planning staff report, plus the requirements and stipulations within the engineering report that was included in your packet. And we have not heard from any of the surrounding property owners or any other residents about this request. So, I'll stand for questions. [8:22] Chair Zimmer: Thank you. Um, if you wouldn't mind coming up, uh, just sometimes with these large buildings, um, uh, we ask our sometimes, um, you know, are you going to have the doors numbered or labeled, um, you know, so that if there was an emergency, our first responders kind of know where to go? That's something that you plan on doing? [9:19] Tom Stro: just clarification like uh exterior like man doors or [9:23] Commissioner Kuza: Yeah, like you know there's any doors or loading docks, you know, kind of with some of these bigger buildings just um so the police can kind of get to the right place or fire. [9:34] Tom Stro: Yeah, we'll have we'll have address signage on the building uh and suite signage, you know, kind of above each suite. And in terms of what's required for life safety, you know, I'm not sure Neil with Edfar Architects could probably respond to kind of required for life safety. So, yeah. [10:07] Commissioner Travis: Um, so, M Mr. Stone, the purpose of this building is primarily storage and distribution. [10:09] Tom Stro: Yep. Yes. Yep. Office warehouse kind of same as the other one across the street. Yep. [10:14] Commissioner Travis: Thank you. I'll ask the next one if you want. Uh we heard the from staff that the egress um is dirt road needs upgrade timetable was not specific. What's your timetable for completion and then I can ask the question of staff [10:35] Tom Stro: completion of our project? [10:37] Commissioner Travis: Yes. [10:38] Tom Stro: Yep. No, good question. That that's one of the things we're tracking with Heather and staff kind of closely on is the timing of 15 upgrades as it relates to our project to make sure we're not getting in each other's way and and obviously we don't want to have a project that's done without a street. So, um as of right now, we're going to plan to break, you know, start construction this summer. Um and probably plan for a, you know, nine to 10 month construction period. So, if we start sometime here midsummer, uh probably end up Q1 of next year. [11:25] Commissioner Travis: That answers my question. Looks like we have an answer on the street from our uh quality city engineer over there. [11:34] City Engineer: Thank you. Uh as far as our most recent city council action we've taken for the 215th street project, we are currently in the ordering the feasibility report stage. So, as far as plan preparations going, we're working on our initial design layout and preparation of the feasibility report for the project. Um, as it was previously mentioned, this is in our five-year capital improvement plan and scheduled for construction to take place this year, but we need to go through our our feasibility process and our plan preparation process still. So, it's anticipated to be a late summer construction. Uh this 215th street project is to extend the trunk sanitary sewer line to the west side of I35. So there are some additional aspects to uh the city project as related to to the scope of what we're planning to be doing there. [12:24] Chair Zimmer: Excellent. Thank you so much. Good summer. [12:42] Commissioner Sweeny: Not really a question, but more, you know, I always got to do the public education component to this, all that. Um, one of the things that kind of caught my attention on this one was, uh, how the tree preservation plan is kind of interacting with the overall development of this. May have noticed there are bunch of trees in the wetland and that might raise some questions in your mind as to what is a wetland and what what does that look like? I'm a water resources professional by trade. Um I'm not a wetland delineator, so I'm not going to pretend that I'm an expert in this area. But part of what I will tell you is that wetlands come in all sorts of shapes and sizes. Um I personally have actually directed putting fill into a wetland without permit once because I didn't think it was a wetland and I was wrong. Um but in in any event um just wanted to draw attention to that that um you know while it looks like a wetland or while it's classified as a wetland it may not appear to be to the lay person that type of thing but there are wetlands that are I'll say flooded woodland wetlands which this one falls into that class. There are other wetlands the classic ones that have cattails around open water that type of thing but there are other ones that you may never know. Um, so we see a lot that are in farm fields, they're completely degraded, that type of thing. This this happens to just be the scenario where it has lots of large trees in it and as a result, they're able to meet the tree preservation requirements fairly easily. So just something that caught my attention and something that might might have triggered some thoughts in people's mind. How are all the trees in this wetland? Well, it's possible.
