The public can view the planning and zoning board meetings on the city's YouTube page. All lobbyists must register with the planning and zoning board prior to item being heard. The zoning classification is C2 liberal retail commercial district which is consistent with the future land use designation. The property was developed in 2004 as a commercial condominium office office office complex consisting of six one-story standalone buildings identified as buildings A through F. According to city records, this application pertains to one unit within building E identified as 3412 West 84th Street, unit 100. The subject unit contains approximately 1,140 square feet of floor area based on the submitted plans and Miami day county property appraisal records. This application requests approval to operate a vocational real estate of school express real estate school incin unit pursuant to section 98-1812i of the city of Helia code of ordinance. This type of use requires a conditional use permit approval prior to commencing operations. The applicant has indicated that the school will operate Monday through Friday from 9:00 a.m. to 5:00 p.m. with a maximum capacity of 20 students per session. Since its redevelopment, uh the property has received several several conditional use permit and a special permits approval, including a pharmaceutical research center and two vocational school. Currently, only the research center and one vocational school remained in operations at the site. The property has been wellmaintained and and the existing parking supply has not been adversely impacted by the previously approved uses as the development was designed with an excess of parking spaces. The proposed vocational real estate school is similar in intensity and operations to the previously approved uses on the property. Due to the small size of the unit, the limited number of a student and the set hours of operation, the use is not expected to create additional impacts. All activities will take place within the unit and no outdoor operations are proposed. A staff recommends approval subject to the following conditions to mitigate any potential parking impacts. One, that the applicant shall record a declaration of restricted covenant limiting the use of the property to a vocational real estate school uh within unit 100 only with a maximum capacity of 20 students per se per se per session and no expansion of use without previous prior um review and approval by the city. and two that the hours of operation shall be limited to Monday through Friday from 9:00 a.m. to 5:00 p.m. Any expansions of hours shall require review and approval by the city. And number three, that the applicant shall obtain all required building permits and change of use requirements within a maximum of 6 months.
