Good evening. Welcome to the city council meeting. It's about 5:00 on November the 12th, 2025. You can view this meeting on our Facebook page, our YouTube channel, Cox Channel 24, or at tgvonline.org. Assisting the council tonight are Jack Blair, city attorney. Lori Doring, secretary to the council, and Beth Tinker, council staff. If you wish to speak on an agenda item, make sure you're you follow the Alexanders of it. [laughter] >> So, uh if you don't fill one of those out, you can't speak on the agenda item and you have to fill it out before the item is read. Uh, as I get to do every month, uh, is remind everybody who's here and the three people who are watching TV, um, that we have 3,500 public servants that are dedicated to making all aspects of city government run smoothly. Um, so we get to recognize some really special employees every month. I think this month we only have one to recognize though we probably have some others who just couldn't be with us tonight. So this proclamation who we're giving which we're giving to Loretta Mills finance for 30 years of service. Loretta please come up. [applause] So you were 15 when you got here. >> 13 >> somewhere around >> somewhere around there. Okay. So, I'm going to read this. I'm going to read what the certificate says, but um all of these say the same thing. But whereas these employees have dedicated years of service to the city of Tulsa, its officials, and its citizens, and therefore we mayor Monroe Nichols and the Tulsa City Council do hereby express our sincerest appreciation for the for these employees years of hard work, dedication, and continued service to the city of Tulsa and its citizens. and then we signed it as of today, but we really signed it a little bit before this. But, uh, we really can't thank you enough for everything that you've done for our city and just your dedication to our citizens as well. So, thank you. Debbie Plumbley, uh Brandy Krenshaw, Jesse McNeel, and Troy Sappington. So, thank you to those individuals as well. If you are speaking on an agenda item, you're limited to five minutes total per meeting. Public input is a time for members of the public to provide insight on the agenda item. Due to the meeting format, public input is not a time for question and answers. All comment should be relevant to the agenda item and directed to the council. We use a fancy scoring timing system up here. Green light means you have basically four and a half minutes. Yellow means you have 30 seconds left. Red means you're overtime and you have to wrap up. Almighty God, we invoke your guidance. 4F change order number one to contract number 137758 between the city of Tulsa and Tristar Construction LLC for project number 2159 FR0315 necessary for the addition of reinforcement steel for the east and west parking lots at Turkey Mountain. I'm grateful for the ongoing improvements at Turkey Mountain, often called Prayer Mountain, by many who lift up prayers for our city from its trails and overlooks. Tulsans and visitors alike are blessed to have such a beautiful place to walk, breathe, and stay refreshed from high on the mountain, as high as sort of as high as you can get on that size of a mountain. Anyway, Oral Roberts University is can be viewed and across the street is Victory Church. I heard Victory Church is giving away boxes of food and you don't have to be a member to receive. Plus, I heard also that on November 23rd they are giving away free turkeys, giving away turkeys. So, um that's a blessing. So 6F dealing with the hotel tax code and 6G, the 7/10 of a penny sales tax. So it's your recommendation that these go back to committee. >> Yes, sir. >> Any questions, objections, concerns to that recommendation? >> That's um >> is it is it tableing? >> Uh it's mo it's moving it back to committee. these two items would go back to committee. Because this isn't a tax that's imposed on our citizens directly. This is more of a visitor tax. >> Oh, I know what it is. It's >> I know I'm just stating that publicly. I think the challenge for me specifically is because um yeah, I'm not sure the engagement is the same as item G, right? Um and I think we've kind of discussed this previously, maybe not as a specific agenda item until recently. Um but other than the timing, right, um I don't know. This this feels like something that's a little easier for me to to pass than item G. >> Could I offer a clarification or just ask one related to what you're mentioning? I think this is a process question because I agree where I understand with the hotel tax, it's a kind of different conversation um or lodging tax, >> but so if this says right now has the effective date as July 1, it could still go on a later election date and even have that start date. Is that >> is that more than >> Okay. So, it's not like we're saying it wouldn't I had >> that's what I was okay >> yeah just even today nobody came and discussed with us any element of this during our committee meeting >> yeah okay so without objection these two items will go back to committee at a meeting uh yet to be determined in January so items 6F through G 6F and G will go back to committee and will not go forward for second reading Uh seven ordinances second reading a ordinance amending the fiscal year 26 budget to make supplemental appropriations of $2.5 million recognized from unappropriate fund balance within the public ways operating fund and this is for completion of conversion to LED lighting on highways. 6B is a 26 budget amendment to make supplemental appropriations of a little under a million dollars and it's related to Health and Human Services Substance Abuse and Mental Health Services Administration uh and is a three-year grant. C is an ordinance amending the 26 budget for $2.5 million for Mohawk water treatment plant chemical tank replacement. D is an ordinance amending the fiscical year 26 budget for slightly less than $20,000 for homelessness prevention funds transfer. E is an ordinance amending the 26 budget to make supplemental appropriations of 1.069 million and change and it relates to the retail revitalization fund. F is an ordinance amending the fiscal year 26 budget for $900,000 for housing small business loans. G is an ordinance amending the 26 budget to transfer a little under $300,000 for arterial rehabilitation. And H is an ordinance amending title 13 Tulsa revised ordinances by adding a new chapter 5 titled incident response cost recovery. Do we have any speakers on any of these items? We have three speakers. The first is Mr. John Huffines on 7A and 7H. Thank you, counselors. Yes. Um 7A, an ordinance amending the fiscal year 2025 2026 budget to make supplemental appropriations of $2.5 million recognized from unappropriated fund balance within the public ways of operating public ways operating fund. Completion of the conversion to LED lighting on the highways like LED lighting to the highways is God's word, the Holy Bible to our pathways. 7H, an ordinance amending title 13, Tulsa revised ordinances by adding a new chapter 5 titled incident response cost recovery authorizing cost recovery from at fault parties for fire department responses establishing cost recovery rates. Simply I'm grateful for our excellent fire department and for our all our exceptional first responders. Thank you counselors. >> Thank you Mr. Huffines. >> Next speaker please. Uh, this perplexes me and I don't like to be perplexed because I have a full understanding of where this money where this money is to be used and who is to be used for. But the city and all this wisdom has left the citizens that received this money completely out of the plan and laughing at us. You're laughing at us because we are not man women enough to come and get our money. I'm here saying it's time for this crazy and illegal stuff to stop. It's time. And when you don't have anybody but you standing there, I have a good I'm not going anywhere. I'm here for the long fight until God come and take me away. I'mma fight here. This money needs to be turned over to North Tussle. Not all of a Tussle. North Tussle. And it's time for that to happen. Before you vote on this, the thing that people think when uh you have a body v voting on something is is has that body study where the money goes. I think the council has good enough intel to say that you know what you're doing, you know why you're doing it, and you know who you're doing this for. Time out. >> Thank you all.
