Thank Appreciate >> On first page, we have. 3 proclamations in the ward and I total we have 5 folks on public agenda. Page, 2 unfinished council business end of the number one but approved the use transporting a foe to fill council vacancies in the future. Under new business, number one would approve a C ID, special assessment and 2% CI tax for the renovation of Orpheum Theater. Page. 3 number 2 with the facade Improvement. Special assessment for one. 26 North Francis. Number 3 would approve a letter of intent for the issuance of 30 million dollars and higher fees, sales tax exemption. And was 5 property tax abatement for the construction of 150,000 Square foot Office and manufacturing facility. >> Number 4 would approve the naming of the city's website as the official newspaper. Number would approve the allocation $11,690 to 17 artist for artist access grants. Number 6 would allocate $250,000 for the 2020 for Water Conservation Rebate Program. And that would include $75,000 for water, saving devices and $50,000 for. Water was repairs for lowand moderate-income residents. >> On Page 4 number 7. This item would approve $200,000 for for completing the final design for bridge replacement project on 15th Street. Number would approve. of bids for the sale of over as about 25.6 million dollars in temporary notes. Number 9 would approve the donation of a 23 unit apartment complex on South market to the land Bank. And this would allow for the rehabilitation of units for affordable housing. Number 10 is asking the council to receive and file the annual report from the Land Bank. Number 11 would approve annual annual funding agreement with such a county for the housing first program. The committee process has completed. The legislature is on the this weekend will be on the floor working on conference committee next week. And then first adjournment slated for April. their sleeves can session on April. 29 we're expecting a short session. House did pass a tax lien with 2 income tax rates. The Senate income tax lately. It's one tax rate. So they're in is significant compromise would be needed between House and Senate. If the tax plan doesn't ban. And so we will be watching that for next week as well. The governor did state that the tax plan, the House did pass is too costly. So there are several hurdles that must be ever to get a tax lien hast. That is the number 100 is for House and Senate leadership and going into an election year. >> Looking at top priorities. The Senate bill did and said that there was many strings attached to that The bill did not get work by the full Senate. The state funding does not look likely this session that we will continue to work with legislative leadership and others that are concerned about this issue. On property tax rent. There were hearings on the 2 property tax, the 2 constitutional amendments to either kept property tax rates for residential property or to have a 10 year really average. >> Neither of those bills did come out committee. The House, the Senate concurrent resolution that did pass last year can't still be acted upon by House both those can be acted upon. But the tax cut bill >> is farther along in the process, though there are many that are concerned with well. >> Looking at start on sales tax and we're likely to that funds be permanent. In a conference committee reports in the House and Senate Commerce Conference committee and we'll keep you updated on that top. the wpd issues, the veil on bill is moving. It is passed portion of it is in Senate Bill 4.73. It does not include a municipal court language some are concerned about. But it does team some of the reforms that Wpd is looking at that deal is in the House and Senate Conference committee. The one item that did pass we're a little surprised about is the preemption from local governments to ban plastic bags and plastic products. The bill did pass the Senate this week. I-24 to 16 since the bill's not amended in the Senate will go to the governor consideration. She didn't veto this bill a few years ago. I mean, it did not pass with the 2 approved over right? There was some confusion, was Senator Clay's from Solana who push that legislation? >> There was a committee amendment on that bill and to not allow that. And and we can talk further about that. If you want to give me a call the amendment went on was a committee amendment and that was drafted by several different people. >> And I hear that there was a Wichita senator, senator from the Wichita area that was pushed on the behalf of Senator Blase has made sure we all it wasn't him. I know many people in my district are concerned when they hear about the plans are posed in district 6 that they've never heard of before. Just wanted to let you all know that I found out about these proposals at the same time as everyone else. And I was nervous about it, too. Since I found out I've been having conversations with some of my colleagues about the background of Riverside Tennis Center and some were not aware of its extensive history. There's been a council policy, but we respect each others districts and I hope that continues. I want to take a moment to let the residents of district 6, no.
