Eva, the floor is yours. Good afternoon, Vice Mayor and city council members. I wanted to call this because I feel it's so so important for the work of the to committee to continue. I'm hoping that the budget will include support for planners to uh uh continue to work with residents in the community on developing the work that was done by the committee, the things that were identified by the people in order to uh move forward with the to plan. Um, in addition, I would like to have consideration for support for many of the groups who have uh been longtime supporters of the work. Um, I think it's critical that we do not um uh suffer by having this break in our work um by not having the support from the planning department. So, um I'm hopeful that you will include support for the to committee's work by uh uh having the uh dedicated staff to work on the to plan with the neighborhoods and the residents and the businesses. Thank you for your time and I appreciate all you do. Wonderful. Thank you. Thank you for your leadership. Uh we'll um close the public hearing. I'll turn to councilwoman and sorry for a question or comment. Um thank you mayor. Um just recognizing the comment that was made. I'm wondering if um staff could possibly speak to the 10 new positions, specifically the 2.4 million in economic development and planning that we are um planning to that we are allocating in this budget and how um plans such as the South Central transit orient transit oriented development implementation that residents are concerned about will be addressed through some of those new positions. Thank you. Thank you, Mayor. Uh, Councilwoman Ansari. Uh, yes, within the the budget, there are six uh positions for the planning development department uh relative to planners and our long range functions within the city. Those uh are our TOD positions to add additional resources to the two that we already have working in that area. In addition, the same group of planners will work on some of our other efforts like the uh photo the uh EV systems and the plan that the council is working on adopting bring those text amendments forward to address those issues uh as well as some of the other planning efforts that we've had uh requests to to bring forward on. And so collectively those six planners uh will be working in those various aspects of the department to help implement those plans. Okay. So, are you confident that for the upcoming year at least we will have enough capacity to to work on the implementation of the South Central TOD plan? Mayor uh Councilwoman Ansari, I'm confident that we have enough positions. Now, we do have to go fill those positions and find uh find staff for those. And so, for example, uh a similar classification of positions that just closed. Uh we have five vacant positions and we had 20 applicants uh for those five vacant positions. And so, uh, we will continue to do everything we can. And, uh, human resources department has been great to try and be creative with us to get those positions, but as you all know, it is a is a tough labor market right now. We've got the resources. We've just got to find the appropriate people to then get them in place so that we can then work with the community on those items. Okay, fair enough. Thank you. I know you know how important um it is for district 7 at least and I know I'm sure district 8 and the whole city for the implementation of these plans. So, thank you so much for your commitment to that and hopefully we can get these positions hired quickly. Thanks. Thank you, Council Member Garcia. Thank you, Mayor Alan. In your in your experience, is there other ways beyond planners that plans like this um we can make sure are implemented with the intentions that they had? Mayor, Councilman Garcia, I think one of the other uh elements that have been really successful in terms of helping us implement P plans have been in working with the community and them uh being driven by the community and really a partner with us. uh you know when you talk about the 27th Avenue uh efforts for example that were done the planning and development department worked a lot with the 27th Avenue neighbors to help come up with their their plan in the past uh that they've been working on implementing until the recent uh city council plan came in that was a broader scope. But it really is working with those community members uh to be the leads and staff supporting them in their efforts to implement the plan uh is the other very successful way because at the end of the day it's a partnership between the community uh you know city staff the elected officials who help bring all that together and trying to attract private development that's appropriate for the area in the case of South Central. So, another way of supporting the plan would be some sort of community advisory uh committee or are we saying actual like canvasing that kind of stuff? Uh what would it look like? Mayor, council, it would look uh largely like it it does uh today with the the South Central TOD steering committee uh continuing to meet and have others involved in that particular uh area. as you know there are are numerous stakeholders uh and continuing to play an active part in applications and things that are happening within that area. So, for example, uh within the the East Lake TOD area that's been ongoing for a number of years, the planning development department provides uh information about uh resoning cases and development activity within that area to that community group so that they're aware of what applications are happening then so that they can be a part of that. And we will continue to do that for South Central. And that's really that avenue where the community members can get involved in those various projects as they come forward. It would essentially look like an extra step in the in the planning process, but it would be a community kind of advisory implementation team. Would we need more funding for that or is that something that current staff would be able to hold? uh Mayor uh Councilman Garcia, that is something that with the additional staff, that's our our intent to do uh at the the direction uh you know of yourself uh and Councilman Ansari and and the mayor uh where there was a discussion about really focusing on South Central and making sure that uh we are doing everything we can to support that community. And so that's why we have the additional uh resources coming in and if we can get them hired and up to speed, we'll be able to to do those things that I I just talked about and some of the other things within the plan. Okay. Thank you. I just wanted kind of some some clarity about all it's going to encompass with with these additional funds. Thank you. Thank you. Any additional comments? It's a budget that invests in economic development, affordable housing, fighting homelessness, and a variety of other issues of importance to the city of Phoenix. Item 61 is a request to reszone a site from to from planned unit development to R110 single family to allow for single family residential development. Staff does recommend approval subject to stipulations. The Australia Village Planning Committee recommended approval 6 to zero. The planning commission uh heard the request on May 5th and recommended approval pera village planning committee by a vote of 8 to zero. The applicant appealed the planning commission decision to consider some additional stipulations recommended as part of a revised site plan. Staff does recommend approval per the May 27th, 2022 memo from the planning development department deputy director. And with that, I'm happy to answer any questions. Thank you. We'll begin with uh mayor, vice mayor sen sits um in search of my son Daniel, geologist Daniel Kane Robinson. Uh he went missing out there in the city of Buckeye, Arizona. Um he's a resident of Tempi, Arizona, but I'm now currently a resident of Phoenix. I'm just here to uh bring awareness to my son's case. Uh let you guys know that I've been out here uh since June 26th searching for him. Uh I've been need I've also been aided by uh people of the city of Phoenix. I have my city distribution here in the city of Phoenix and also my efforts uh my own investigation that I'm doing from to find my son as some of that is based here um in Phoenix, Arizona and also in um Buckeye, Arizona. Um again, I'm just here to make awareness to my son's case. Uh try to get some awareness and some help from anybody um any um any way that I can from you guys. Um I could like I said I'm conducting my own um investigations to um uh providing um uh trying to start my own um um u nonprofit organization here to u based out of here to help other families. So I do all the assistance I can um anybody that can help me can look at please helpfinddaniel.com is where um you can get those information where you can help uh my efforts to find my son here in Arizona. I'm continuing to fight for my son, but I need those those the help from anybody any way that I can. Like I said, I'm doing my own investigation, also doing my own forensics work. Um things that was done. My son vehicle was found almost 30 days after he went missing out there in Arizona and there was no f work done on the scene. Um those are things I had to provide for myself and um if if I can get any city any assistance from the city of any kind of way um I would ask you guys to please please help me if you can. Um, again, uh, that's basically all I have to say about that. Uh, but like I said, I'm going to continue to, uh, be here to fight for my son. Um, also, um, if anybody want to go to the the Facebook page, I have a Facebook, um, things on, uh, social media where anybody can reach out to me. So, I'm definitely definitely need all the help I can. Um, I'm trying to think of any other issues that I may be able to uh, address here. But again, my name is David Robinson. I'm the father of geologist Daniel Kes Robinson. Been here since June 26th. Um I became a resident here Arizona since that time because of that and um continue to be here to fight for my son. I do have a sitter distribution out on um um East McDow Road behind the Walgreens uh where I pass out the flyers. Um I have my like you say things like this the billboards from the east side of Phoenix to out there west of u west out towards Buckeye. So just trying to make some awareness of the case. Good afternoon, Mayor and City Council. I'm Diane Barker. I'm in District 7. Councilwoman in district 7 if uh staff would get back to me in regards to I live in a building that the city had a big photo money from the federal government, the state and local. You don't hear too much. You don't hear anything about it. I think it would be a good idea if you would actually take a survey. There's 60 units there. It's all environmental. It's got solar. It's got rain collectors. Uh it, you know, is near light rail. It has bicycle racks. It was built. There were problems in the building that many of them have been rectified. But in an effort for sustainability, I'd like to have you see what we did do right and what we did do wrong because uh I see the directives and the plans are for sustainability. Now, on this street I live on, the city was over this week because a 1915 iron pipe broke and there was a big flood. I understand that at one time there was a canal that actually came through here and it it's been less than a hundred years since this was farmland. It was very different. So, it's a unique property. I'm very much for affordable housing. I think Gorman does a good job. I'd like to see more of what we have with the problems gone and staff to get back so we don't have this back and forth, you know, dialogue. Put that if you would please in your monologue. And uh thank you. Go downtown. I saw Top Gun Maverick for $8. I mean, you know, we're growing. We have wonderful restaurants, a lot of bars and pricey foods, but you know there's some affordable things down here and you could catch transit whether it's bus, it's light rail, come down and watch a movie and you know make an affordable even family event.
