AND WE'LL HEAR A FEW LADIES ACCEPTING THE PROCLAMATION. WHEREAS, APRIL 2021 MARKS THE OFFICIAL ANNIVERSARY OF NATIONAL SEXUAL ASSAULT VIOLENCE MONTH. AND WHEREAS IT'S A PREVENTIBLE PUBLIC HEALTH PROBLEM IN NEW MEXICO. AND WHEREAS, FBI DATA REFLECTS NEW MEXICO SEVENTH FOR MOST RAPES AND SEXUAL ASSAULT CASES. AND ONE IN THREE WOMEN AND ONE IN FOUR MEN HAVE EXPERIENCED SEXUAL VIOLENCE INVOLVING PHYSICAL CONTACT DURING THEIR LIFETIME. AND WHEREAS, NATIONALLY ONE IN EIGHT FEMALE RAPE VICTIMS REPORT THEIR SEXUAL ASSAULT OCCURRED BEFORE THE AGE OF TEN YEARS, AND ONE IN FOUR IN MALE OCCURRED BEFORE THE AGE OF 10 YEARS. AND CHILDREN AND ADOLESCENTS ARE AT AN INCREASED RISK OF SEXUAL VIOLENCE VICTIMIZATION. AND WHEREAS, RECENT ESTIMATES PUT THE COST OF RAPE AT $122,000 PER VICTIM INCLUDING MEDICAL COSTS, LOSS PRODUCTIVITY, CRIMINAL JUSTICE ACTIVITIES AND OTHER COSTS. WHEREAS, IN 2019 THERE WERE 1,467 SEX CRIMES REPORTED TO THE ALBUQUERQUE POLICE DEPARTMENT. AND THESE STATISTICS DO NOT REPRESENT THE TRUE PREVALENCE FOR MULTIPLE REASONS. INCLUDING NOT ALL VICTIMS REPORT THE CRIME TO LAW ENFORCEMENT. AND WHEREAS FOR 48 YEARS THE RAPE CRISIS CENTER OF NEW MEXICO HAS PROVIDED 24 HOUR CRISIS SERVICES TO SEXUAL ASSAULT SURVIVORS. AND NOW, THEREFORE, BE IT PROCLAIMED THAT THE COUNCIL, THE GOVERNING BODY OF THE CITY OF ALBUQUERQUE PROCLAIM THE MONTH OF APRIL SEXUAL ASSAULT AWARENESS MONTH. THANK YOU. IN FACT I HAVE A PICTURE OVER MY SHOULDER OF AMANDA WHO HAS BEEN GOING ACROSS THE NATION BRINGING AWARENESS TO SEXUAL ASSAULTS AND GIVING BILLS OF RIGHTS FOR SEXUAL ASSAULT SURVIVORS. THANK YOU FOR DOING WHAT YOU'RE DOING AND BRINGING MORE AWARENESS TO APRIL AND REALLY THE STATISTICS THAT COUNCILOR JONES SHARED IS REALLY DEVASTATING TO HEAR. WE KNOW AND SEE THAT IN OUR COMMUNITY. THIS WAS FOUNDED ON THE CAMPUS OF HOWARD UNIVERSITY ON JANUARY 13 1913. WE'RE KNOWN AS DELTAS. IF YOU CALL US DELTAS WE DON'T GET MAD AT THAT. WE HAVE A PRESIDENT AND CEO, AND OUR ORGANIZATION IS BROKEN INTO SEVEN DIDN'T REGIONS. AND EACH CAN HAVE DOZENS OVER HUNDREDS OF CHAPTERS. THE ALBUQUERQUE IN THE SOUTHWEST CHAPTER. IT WAS CHARTERED IN ALBUQUERQUE ON MARCH 18, 1968. WE CELEBRATED OUR 54th BIRTH DAY. A LITTLE BIT MORE ABOUT DELTA, WE HAVE OVER 300,000 MEMBERS. COLLEGIATE ARE STUDENTS THAT ARE IN COLLEGE AND ALUMNI MEMBERS ARE SEASONED WHO ARE NOT IN COLLEGE. WE HAVE CHAPTERS IN JAPAN, KOREA, CANADA, AND SO ON AND SO FORTH. WE'RE NOT JUST NATIONAL ORGANIZATION, WE'RE A GLOBAL ORGANIZATION. SO, I WANT TO SHOW YOU A FEW MEMBERS. YOU MAY BE SAYING, IS THAT? IT IS. BECAUSE THE MEMBERS OF DELTA SPAN POLITICS, EDUCATION, ATHLETICS AND EVERYTHING IN BETWEEN. THESE ARE SOME OF THE MORE WELL-KNOWN MEMBERS. I WOULD BE REMISS IF I DIDN'T POINT OUR LOCAL MEMBERS. ALBUQUERQUE'S HOUSING AUTHORITY BUILDING IS NAMED AFTER HER. SHE'S ONE OF THE LATE MEMBERS. SONYA SMITH IS WORKING WITH THE NEW MEXICO DEPARTMENT OF VETERAN SERVICES. AND THERESA CARSON IS THE EXECUTIVE DIRECTOR OF THE GREATER ALBUQUERQUE AFRICAN-AMERICAN CHAMBER OF COMMERCE. WHILE SOME OF THE PEOPLE YOU SEE ON THE SLIDE ARE WELL-KNOWN AND FAMOUS, THERE'S MORE WELL-KNOWN FAMOUS WOMEN IN ALBUQUERQUE. WHAT DO WE DO? WHO ARE WE? DELTA'S PROGRAM INVOLVES FIVE DIFFERENT POINTS. ECONOMIC DEVELOPMENT, EDUCATIONAL DEVELOPMENT, INTERNATIONAL DEVELOPMENT, PHYSICAL AND POLITICAL INVOLVEMENT, AND WE'RE HAVING PROGRAMS IN EACH OF THE AREAS. SOME OF THE PROGRAMS WE HAVE, FINANCIAL FORTITUDE. WE KNOW THAT ECONOMIC PLAYS IMPORTANT PARTS IN OUR COMMUNITY AND COUNTRY AND WORLD. IT'S UP TO US TO HELP OUR COMMUNITIES TO UNDERSTAND HOW TO MANAGE AND MAINTAIN AND INVEST AND START THEIR OWN BUSINESSES. FOR EDUCATION AND DEVELOPMENT, WE HAVE A COUPLE OF YOUTH PROGRAMS FOR YOUNG LADIES. THE DELTA ACADEMY AND OUR DELTA PROGRAM. WE ALSO HAVE SCHOLARSHIPS WHICH I'LL TALK ABOUT IN A MINUTE. FOR INTERNATIONAL INVOLVEMENT WE HAVE CHAPTERS ACROSS THE GLOBE. WE HAVE THE HELP OF THE SICK MEMORIAL IN KENYA. WE HAVE A SCHOOL IN HAITI, WE HAVE AN ORPHANAGE IN SWAZILAND AND FOR AFRICAN-AMERICAN WOMEN, AIDS IS AN ISSUE. AFRICAN WOMEN ARE BECOMING INFECTED AT HIGH RATES. THAT IS A PART OF THE SITUATION THAT WE'RE TAKING A PART OF. PHYSICAL AND MENTAL HEALTH IS IMPORTANT. ONE OF THE NATIONAL INITIATIVE IS HEALTHY LIFESTYLE MIND, BODY AND SPIRIT PROGRAM. POLITICAL INVOLVEMENT IS HOW WE STARTED, IT'S WHY WE'RE HERE. WITH THE UNITED NATIONS, AND THE CAPITOL, AND SOCIAL ACTION WE'VE BEEN TO THE ROUND HOUSE MORE THAN A FEW TIMES BECAUSE WE'RE INVOLVED IN THE COMMUNITY. WHY ARE WE HERE? WE HAVE FIVE POINTS THAT THE COMMUNITY CAN HELP US WITH. ALBUQUERQUE HAS A FEW CHALLENGES. OUR PROGRAM IS DESIGNED TO -- FROM A CRADLE TO NOT QUITE GRAVE, WE WANT TO MAKE SURE WE'RE IMPACTING OUR COMMUNITY FROM OUR YOUTH AND INTO OUR FAMILY AND THOSE SEASONED AMONG US. FROM OUR ECONOMIC DEVELOPMENT MARK, WOMEN AND CHILDREN EXPERIENCING HOMELESSNESS ARE PROGRAMS WE'RE GEARING UP FOR THE FALL. UNFORTUNATELY, CHILD HUNGER IN ALBUQUERQUE AND IN NEW MEXICO IS A PROBLEM. IF WE SEE A PROBLEM WE FEEL IT'S OUR JOB TO FIX IT. EDUCATION AND DEVELOPMENT, WE HAVE OUR YOUTH INITIATIVE WITH THE DELTA ACADEMY AND DELTA JAMES. WE'RE IN A NEW NORMAL WITH COVID. WE'RE REWORKING OUR CURRICULA TO IMPACT OUR YOUNG LADIES IN THE PROGRAM. WE HAVE TAX-DEDUCTIBLE SCHOLARSHIPS DONATIONS. AS WELL AS PHYSICAL AND MENTAL HEALTH, WE WANT TO BE WITH PHYSICAL AND MENTAL HEALTH TREATMENT PROGRAMS. WE STARTED WITH YOUNG GIRLS. WE ALSO KNOW IN OUR COMMUNITIES SUBSTANCE ABUSE ARE ISSUES. WE HAVE COMMUNITY CARES WHO WORK ON INITIATIVES TO HELP WITH THESE PROGRAM EFFORTS. INTERNATIONAL POLITICAL INVOLVEMENT. WE RECENTLY STARTED A PROGRAM WHERE WE CREATED WELCOME HOME PACKETS TO WOMEN WHO WERE INCARCERATED BECAUSE THEY ARE RELEASED AND HAVE VERY LITTLE. WE COLLECTED TOILETRIES, SHAMPOO, SOAP, LOTION, THINGS WE TAKE FOR GRANTED. FOR SOMEONE THAT HAS BEEN AWAY FOR A LONG TIME THEY NEED THESE THINGS. WE HAVE OTHER OPPORTUNITIES AS WELL. WE HAVE ALL KINDS OF EVENTS AND FUNDRAISERS. WE ALSO HAVE PARTNERED WITH POPEJOY TO BRING THE ARTS TO WOMEN AND CHILDREN IN NEW MEXICO. OF COURSE, THERE'S SO MANY SMART INTELLIGENT, CAPABLE PEOPLE ON THIS CALL, IF YOU WOULD LIKE TO PARTICIPATE IN ONE OF THE PROGRAMS AS A SPONSOR WE ALWAYS WELCOME THAT. THESE AWARDS RANGE FROM $250 TO $1,000. IN THE PAST FIVE YEARS WE'VE HAD AWARDES FROM ALBUQUERQUE HIGH SCHOOL, CONNECTION ACADEMY AND CLEVELAND HIGH SCHOOL. THIS YEAR'S RECIPIENTS, WE'RE GIVEN $4,000 TO FIVE WOMEN. ALSO, WE STUDENTS FROM UNM AND ALBUQUERQUE HIGH SCHOOL WHO WILL BE ATTENDING HOWARD UNIVERSITY. CLEVELAND HIGH SCHOOL AND HEALTH LEADERSHIP HIGH SCHOOL. WE WANTED TO COME TO YOU TODAY TO LET YOU KNOW THAT WE'RE HERE. WE KNOW THE WORK THAT YOU ALL DO IS NOT AN EASY JOB. THE INTRODUCTION OF INFRASTRUCTURE LEGISLATION BY THE HOUSE OF TRANSPORTATION AND INFRASTRUCTURE COMMITTEE. THE ADMINISTRATION HAS INTRODUCED A RATHER LARGE INFRASTRUCTURE PROPOSAL. LET ME GO TO THE NEXT SLIDE AND MENTION THAT THE CITY OF ALBUQUERQUE IS ALREADY SENT THE U.S. CONFERENCE OF MAYORS, AND WE PASSED TO THE GOVERNMENT FINANCE OFFICERS ASSOCIATION SOME OF THE QUESTIONS THAT THE CITY OF ALBUQUERQUE HAS REGARDING THE IMPLEMENTATION GUIDANCE FOR THE LAST COVID RELIEF BILL THAT PASSED. WHICH WAS THE AMERICAN RESCUE PLAN. THE TREASURY DEPARTMENT IS SUPPOSED TO HAVE THE IMPLEMENTATION GUIDANCE OUT BY MAY 11th. THAT'S 60 DAYS FROM WHEN THE BILL PASSED. WE EXPECT THAT THEY'RE GOING TO TAKE THE FULL TWO MONTHS TO GET THAT DIRECTION OUT TO LOCAL GOVERNMENT AND STATE GOVERNMENTS. WE'RE ALSO IN THE PROCESS OF THE FY22 APPROPRIATIONS WHICH THAT BILL WILL BE TAKEN UP ON BOTH THE HOUSE AND SENATE SIDE DURING THE MONTH OF APRIL, MAY AND INTO THE SUMMER. THEY'RE HOPING TO GET THAT BILL FINISHED IN WHAT THEY CALL REGULAR ORDER. THAT MEANS THE HOUSE AND SENATE CAN AGREE TO -- WELL THERE FINISHED THE MARKUPS OF 12 APPROPRIATIONS BILLS ON BOTH SIDES OF THE HILL AND GET A BILL PASSED ON OCTOBER 1. THAT'S NOT SOMETHING THAT HAS BEEN ACCOMPLISHED BY CONGRESS FOR A NUMBER OF YEARS. ANOTHER THING THAT'S SUPPOSED TO HAPPEN THIS WEEK IS PRESIDENT BIDEN'S BUDGET FOR FY22 IS SUPPOSED TO BE UNVEILED. IT'S A SMALL VERSION OF THE NORMAL BUDGET. IT'S EXPECTED TO ADDRESS THE DISCRETIONARY PROGRAMS. ONE OF THE REASONS THAT WILL BE IMPORTANT IN TERMS OF THE FY22 APPROPRIATIONS PROCESS IS BECAUSE THE NUMBERS THAT HE COMES FORWARD WITH IN HIS BUDGET PROPOSAL FOR THE DISCRETIONARY PROGRAMS WILL BE A GUIDELINE FOR THE HOUSE AND SENATE APPROPRIATIONS SUBCOMMITTEES TO LOOK AT AS THEY BEGIN TO DEVELOP THEIR BILLS WHICH THEY HOPE TO PASS BY THE END OF SEPTEMBER. THE OTHER MAJOR THING THAT'S GOING ON ARE THE INFRASTRUCTURE PROPOSALS AND THE RELATIONSHIPS BETWEEN THEM. THE PRESIDENT'S AMERICAN JOBS PLAN IS THE ONE THAT IS MOST SIGNIFICANT IN TERMS OF SCOPE AND COST. THE HOUSE TRANSPORTATION INFRASTRUCTURE ACTUALLY PASSED AN INVEST ACT LAST YEAR. IT WAS REINTRODUCED THIS YEAR. THAT BILL IS REALLY AIMED AT HIGHWAY AND TRANSIT SURFACE TRANSPORTATION PROGRAMS. THERE IS NO COMPANION BILL TO IT IN THE SENATE, AT THIS POINT. LAST YEAR, THE ENVIRONMENT AND PUBLIC WORKS COMMITTEE, IN 2019, PASSED THE HIGHWAY PROGRAM REAUTHORIZATION. THAT WAS NOT REINTRODUCED LAST YEAR, AND THERE'S BEEN NO REINTRODUCTION OF THAT LEGISLATION THIS YEAR. IN THE SENATE, THE SURFACE TRANSPORTATION HIGHWAY AND TRANSIT PROGRAMS ARE HANDLED BY TWO DIFFERENT COMMITTEES. THE BANKING COMMITTEE HANDLES THE TRANSIT PROGRAMS AND THEY HAVE NOT INTRODUCED LEGISLATION AT THIS POINT. IF I CAN HAVE THE NEXT PAGE. I WANT TO LOOK BACK IN TERMS OF TALKING ABOUT THE THREE OR FOUR AREAS I JUST MENTIONED IN TERMS OF MONEY. I WANT TO TAKE A LOOK IN THE REARVIEW MIRROR IN WHAT ALBUQUERQUE HAS RECEIVED OVER THE PAST YEAR SINCE MARCH OF 2020. IN THE CARES ACT, THERE WAS APPROXIMATELY, THESE NUMBERS ARE NOT EXACT BECAUSE SOME FUNDING IS MIXED IN WITH OTHER FUNDING THAT MAY COME TO THE CITY THROUGH OTHER SOURCES. WHAT YOU HAVE APPROXIMATELY IS $200 MILLION. $150 MILLION OF THAT WAS FROM THE CORONAVIRUS RELIEF FUND. THE BILL THAT WAS PASSED IN DECEMBER AND SIGNED BY PRESIDENT TRUMP IN JANUARY PROVIDED $31 MILLION. THERE WAS NO STATE AND LOCAL GOVERNMENT ASSISTANCE THAT WAS IN THAT PROGRAM. AND THE FINAL ONE IS AMERICAN RESCUE PLAN WHICH WAS PASSED IN MARCH AND THAT WAS $113 MILLION IN DIRECT ASSISTANCE TO THE CITY THROUGH THE CORONAVIRUS FUND AND ADDITIONAL FUNDING FOR RENTAL ASSISTANCE, HOME PROGRAMS, AND AVIATION. AVIATION HAS NOT -- IT'S NOT FACTORED INTO THIS ONE. NICKY ALAN SENT ME INFORMATION EARLIER TODAY ABOUT WHAT THE AIRPORT RECEIVED THROUGH THE CONSOLIDATED APPROPRIATIONS ACT. THAT WAS ABOUT $7.6 MILLION. AND IN THE CARES ACT IT WAS $19.7 MILLION. WE HAVE BEEN, AS I SAID EARLIER, SPEAKING WITH THE NATIONAL LEAGUE OF CITIES, CONFERENCE OF MAYORS, NATIONAL ASSOCIATION OF COUNTIES AND GOVERNMENT FINANCE OFFICERS ABOUT THE DETAILS. NOBODY HAS THOSE YET. IN THE HOUSE, THE TERMS THEY'RE USING FOR PROJECT EARMARKS IS COMMUNITY PROJECT FUND. MEMBERS ARE LIMITED TO TEN REQUESTS. THAT DOES NOT MEAN THEY WILL GET TEN EARMARKS. THERE ARE VERY LIMITED NUMBER OF ELIGIBLE FEDERAL PROGRAMS THAT CAN BE EARMARKED. IN FACT IT'S ABOUT 1% OF DISCRETIONARY BUDGET. WE WERE ABLE TO REALLY GET IT FOCUSED ON THE BILL OF RIGHTS WHICH GIVES THE CITY MORE CLARITY. WE WERE ABLE TO DISCUSS THE FISCAL IMPACT ALONG WITH MUNICIPAL INPUT. I THINK THAT REALLY WENT A LONG WAY ON GETTING THE CAP ON THE DAMAGES WHICH LIKEWISE GIVES THE CITY CERTAINTY. THAT BILL WILL BE SIGNED TOWARD THE END OF THE CYCLE. GSD SPOKE IN FAVOR OF THE BILL. THAT'S COMING. HOUSE BILL 20 BECAME RELEVANT TO THE CITY WHEN THE SENATE PUT A PUBLIC OPTION THAT WAS REMOVED. THAT BILL WAS THE PAID SICK LEAVE BILL. SOMETHING THAT OCCURRED IN THAT THAT WAS VERY IMPORTANT TO BUSINESSES WITHIN THE CITY WAS ALLOWING EXEMPTIONS FOR BUSINESSES THAT PROVIDE A ROBUST PPO PLAN. THAT WAS IMPORTANT TO BUSINESSES. THAT WAS AN ACCOMPLISHMENT TO PROTECT SOME OF THE BUSINESSES. THOSE ARE THE FOLKS THAT PROVIDE GENEROUS PPO THAT MIGHT BE BIGGER THAN THIS LAW WOULD ALLOW. HOUSE BILL 285 WAS A BILL THAT SENATOR SOTO SPONSORED TOWARD THE END. IT WAS SENATOR ORTIZ Y PINO THAT CARRIED THE BILL TO ITS FINISH. A VERY IMPORTANT BILL THAT DAMON MARTINEZ WORKED ON, CHANGING THE WAY MENTAL HEALTH HOLDS CAN BE DONE FOR FOLKS OR FAMILIES THAT ARE IN NEED OF HAVING A LOVED ONE SENT FOR AN EVALUATION. IT'S A VERY DIFFICULT THING BECAUSE UNDER THE OLD LAW AND SOP, THOSE FOLKS IN NEED OF MENTAL HEALTH WOULD HAVE TO BE HANDCUFFED AND PLACED IN THE BACK OF A POLICE VEHICLE SADLY MY WIFE AND I HAD PERSONAL EXPERIENCE IN THIS REGARD. I CAN TELL YOU THIS BILL WILL DO A LOT OF THINGS. IT WILL HELP CITIZENS. THOSE THAT HAVE TO MAKE DIFFICULT CHOICES TO ASSIST THEIR CHILD, SPOUSE, SIBLING, OR LOVED ONE. IT WILL TAKE THE STIGMA OF LAW ENFORCEMENT CRIMINALIZING A MENTAL HEALTH CIRCUMSTANCE. TO BE SURE, LAW ENFORCEMENT WILL BE INVOLVED IN THOSE CIRCUMSTANCES IN WHICH SOMEONE DOES NEED TO BE RESTRAINED FOR THEIR SAFETY OR THE SAFETY OF OR THES. IN OTHER CIRCUMSTANCES, EMTs WHO WILL BE TRAINED PURSUANT TO FUNDS FROM BUDGET WILL BE ABLE TO DO THE TRANSPORT OF THE INDIVIDUAL TO THE MENTAL FACILITY FOR THAT HOLD IN COORDINATION WITH LAW ENFORCEMENT. WHAT IT MEAN FOR LAW ENFORCEMENT IS LAW ENFORCEMENT EXTRACTS ITSELF FROM THAT MENTAL HEALTH ROLE. LAW ENFORCEMENT CAN GET BACK TO WHAT LAW ENFORCEMENT NEEDS TO DO, WHICH ENFORCE THE LAWS AND KEEP THE STREETS OF ALBUQUERQUE SAFE AND NOT BE WAITING AT DIFFERENT HOSPITALS TO PROCESS FOLKS. THAT WAS THE LAST BILL PASSED BY THE LEGISLATURE ABOUT WITH A MINUTE TO GO. I THINK IT'S GOING TO -- I HAVE A FRIEND THAT THE WORD IMPACTFUL IS NOT A WORD. I'M GOING TO USE IT. IT WILL BE IMPACTFUL TO POLICE OFFICERS AND MENTAL HEALTH WORKERS AND SOMETHING WE CAN ALL BE PROUD OF. SB8 IS THE AIR QUALITY BILL. A VERY LARGE BILL THAT HAD A LOT OF DIFFERENT TWISTS AND TURNS. SENATOR CANDELARIA WORKED WITH SOME OF THE INTERESTED TO MAKE SURE THE CHANGES IN THE ORDINANCES WOULD HAVE TO HAVE A HIGHER STANDARD THAN THE ORIGINAL BILL HAD SO THAT THE STAKEHOLDERS CAN HAVE THEIR SAY. WHAT THIS WILL ALLOW IS THE CITY OF ALBUQUERQUE TO PASS ORDINANCES AND LAWS THAT ARE MORE STRICT THAN THE EPA GUIDELINES BUT ARE TAYLORED TO THE NEEDS OF THE COMMUNITY. I WAS RAISED ON THE WEST SIDE OF ALBUQUERQUE AND I WOULD DRIVE TO THE BLUFF AND SEE THE BROWN HAZE OF MY YOUTH. THAT'S A TRANSIENT THING, BUT IT CAN HAPPEN IN COMMUNITIES LIKE THE SAN JOSE COMMUNITY AND OTHERS. IT'S GOING TO ALLOW FOLKS ON THE AIR QUALITY BOARD TO ADDRESS THOSE. RYAN MAST WAS THE DIRECTOR OF THE ENVIRONMENTAL HEALTH DEPARTMENT WAS JUST A CHAMPION AT EVERY MOMENT. HE WAS AN EXPERT WITNESS FOR MAJORITY LEADER WORTH. SENATE BILL 84 WAS THE LATEST VERSION OF THE COMMUNITY SOLAR ACT. IT'S BEEN MOVING FOR MANY YEARS. I BELIEVE THAT MAY HAVE BEEN SIGNED THIS MORNING BY THE GOVERNOR. IT WILL MAKE SOLAR ACCESSIBLE TO MORE FOLKS, ESPECIALLY WITHIN THE CITY OF ALBUQUERQUE IF YOU WANT TO PARTICIPATE IN THAT PROGRAM. THAT IS SOMETHING THAT'S GOING TO BE AVAILABLE FOR OUR CITIZENS. THE SESSION ENDED FOR LOTS OF FOLKS ON MARCH 20th, FOR ME IT DID NOT BECAUSE WE HAD A LITTLE THING CALLED CANNABIS IN THE SPECIAL SESSION THAT I WORKED ON FOR ANOTHER CLIENT. THE SHORT FOR THE CITY IS IN APRIL OF NEXT YEAR, THE STATE PRD THROUGH A VERY STREAMLINE PROCESS WILL START COLLECTING EXCISE TAX AND THE CITY CAN GET ON TOP OF THE GRT 4%. ALL OF THE STUDIES THAT HAVE BEEN SHOWN FROM EXPERIENCES IN COLORADO AND OTHERWISE WILL PROVE THAT THIS WILL BE A RESOURCE THAT THE CITY WILL GET TO ENJOY. THERE WILL BE MONEY COMING IN, OF COURSE, YOU WILL GET TO DECIDE WHAT TO DO WITH IT. JUST LIKE ON THE STATE LEVEL, ALL THE MONEY IS GOING TO THE GENERAL FUND WHERE THERE'S A PUSH FOR SPECIFIC EARMARKS FOR DIFFERENT TYPES OF PROGRAMS. THAT DID NOT HAPPEN, INSTEAD THE GENERAL FUND WILL BE GOING TO ADDICTION THERAPY, OR PUBLIC EDUCATION, I THINK WE'LL USE THE EXPERIENCE OF OTHER STATES. MORE IMPORTANTLY, WHAT IT WILL DO FOR OUR WORKFORCE IS THE WHOLE CATEGORY OF FOLKS WHO ARE PREVENTED FOR APPLYING FOR DIFFERENT KINDS OF ASSISTANCE PROGRAMS OR JOBS BECAUSE OF CANNABIS CHARGES OR CONVICTIONS THEY MAY HAVE HAD WHEN THEY WERE QUITE YOUNG, THOSE WILL BE EXPUNGED FROM THEIR RECORDS. AND WE HAD DISCUSSIONS OVER THE YEARS WITH OUR DISCUSSIONS ABOUT ZONES AND IDO AND ZONING REFORM THAT WE DO NEED SUCH A PROGRAM. THERE'S CERTAINLY A NEED FOR THIS PROGRAM. THE QUESTION IS, IN THIS CASE, I'M PRETTY SURE THIS WOULD BE THE MOST WIDE-SPREAD USE IN ONE ACTION OF THIS RESIDENTIAL PARKING PERMIT PROGRAM. TWO PRETTY LONG STREETS IN THAT AREA NEAR THE NATURE CENTER AS WAS MENTIONED BY THE SPEAKERS. I HAVE A SEPARATE INTRODUCTION THAT WAS ON THE LETTER OF INTRODUCTION TONIGHT TO GO TO COMMITTEE, WHICH WAS THE ORDINANCE TRYING TO KICK-START THIS. THIS BILL WOULD BE THE PAUSE PART. THE RESOLUTION AND ORDINANCE WOULD BE A DISCUSSION ABOUT A MORE ROBUST SET OF CRITERIA. THERE'S DIFFERENT SITUATIONS. I LIVED DOWN THE STREET FROM THE -- MOTEL. IT'S A BIG HIT. SOME OF MY NEIGHBORS DON'T LIKE A LOT OF PEOPLE PARKING ON THE STREET. OUR NEIGHBORHOOD WILL HAVE TO DEAL WITH THIS OURSELVES. THERE'S GOT TO BE A BALANCE. ALSO WE HAVE AN OLDER APARTMENT BUILDING THAT PREEXISTED THE ZOING CODE. THESE ARE THE DISCUSSIONS OR CONSIDERATIONS THAT SHOULD BE LEGITIMATELY DISCUSSED WHEN TALKING ABOUT PARKING PERMITS. I THINK AS WAS STATED IN SOME OF THE EMAILS IN PREVIOUS PUBLIC COMMENT, THERE'S A CONCERN THAT THIS WOULD SNOWBALL IN THIS ONE AREA WHERE THERE'S NO ON-STREET PARKING LEFT. IT'S LIKE, WELL IF YOU WANT TO GO TO THE BOSQUE YOU HAVE TO FIND ANOTHER PLACE TO GO OR WHAT ELSE YOU WILL DO IT BETWEEN 8-5 WHEN THE STATE PARKING LOT IS OPEN. WE HAVE HAD SOME DISCUSSIONS BACK AND FORTH WITH THE ADMINISTRATION. THE LEGAL DEPARTMENT HAD SOME QUESTIONS AND I DO HAVE AN AMENDMENT THAT WOULD -- A PRETTY SIGNIFICANT AMENDMENT, IT WOULD CREATE THE PAUSE OF ISSUANCE OF NEW PERMITS. IN TERMS OF THE EXISTING ACTION THAT WAS DONE ON TRELLIS DRIVE AND DECKER ROAD WERE TREATED DIFFERENTLY. IF I COULD, I'D LIKE TO READ FLOOR AMENDMENT NUMBER ONE AND WHAT THIS DOES IN THE TITLE, AMEND AS FOLLOWS. DIRECTING THAT THE CITY STAY ENFORCEMENT OF THE RESIDENTIAL PARKING PERMIT AREA ESTABLISHED ON TRELLIS DRIVE AND DECKER ROAD. IT STRIKES OUT THE RECENSION LANGUAGE. AND ON PAGE TWO, IT DESCRIBES THAT IN DETAIL, LINES 20-24 IT'S AMENDED TO READ THE CITY SHALL STAY ENFORCEM OF THE PUBLIC PARKING RESTRICTIONS ASSOCIATED WITH THE RESIDENTIAL PARKING PERMIT ON TRELLIS AND DECKER ROAD BETWEEN CAMPBELL ROAD AND CANDELARIA ROAD FOR THE SAME DURATION REFERENCED IN SECTION ONE. FOR THAT SAME SIX-MONTH OR LESS PERIOD, IT WOULD BE SIX MONTHS IF IT TOOK THAT LONG, IT WOULD BE LESS IF WE COME UP WITH A PARKING VISION AND WORK WITH COUNCIL STAFF AND COME UP WITH DIFFERENT CRITERIA THAT WERE DESCRIBED AND ROUGHED OUT IN THAT ORDINANCE. IF YOU WANT TO LOOK AT WHAT THOSE ARE, IT'S MINE AND CHRIS'S THINKING. AS WAS EXPLAINED, THIS WOULD CHANGE THE LANGUAGE FROM RESENDING THE ACTION TO A STAY ON ENFORCEMENT. OUR CONCERNS ARE THE SAME ONES I HAD EARLIER, THIS IS GOING TO SNOWBALL. THERE'S ANOTHER PETITION. PEOPLE WILL GO OTHER PLACES AND PARK AND THOSE STREETS WILL BE SHUT OFF AND WE'LL HAVE NO PUBLIC ACCESS TO THE BOSQUE. IT'S UNREASONABLE TO EXPECT PARKING LOTS ALL DOWN THE WEST END OF RIO GRANDE IN ORDER TO GET TO THE BOSQUE. I REALIZE THE IMPACT TO THE NEIGHBORHOOD BECAUSE OF COVID PEOPLE ARE THERE SEVEN DAYS A WEEK INSTEAD OF TWO DAYS A WEEK. THAT'S CREATING A PROBLEM. HOPEFULLY, THAT IS TEMPORARY. WE DO SUPPORT MORE ACCOUNTABILITY AND PUBLIC INPUT IN APPROVING ANY PERMIT PARKING. THIS IS THE ONE FIRST ONE IN THE NORTH VALLEY.
