Thank you for the opportunity to speak before you this morning. >> My name is Mary Jean and I have been and activists in the city county state and beyond for over 40 years advocating for the rights of people. I stand before you to express my stance support what the establishment. Of a commission to study reparations for black people's in Wichita. Recognizing that the historical injustices faced by the black community such as by the black community, such a commission would play a crucial role in addressing systemic disparities and fostering a more equitable future for all residents. I kinda area due to consider the importance of this initiative. Acknowledging the lasting impact of historical injustices on the black community. A thorough examination of the need for reparations will contribute to a more inclusive and just society promoting unity and understanding among either diverse community population. What is reparations people want people last. It's a measure to redress Validations of human rights by providing a range of material and symbolic benefits, 2 victims or their families as well as affective communities. Preparations must be adequate effective prof and should be proportional to the gravity of the violations and the harm suffered. I kindly urge you to consider the importance of this initiative. The importance. lasting impact of historical and justices on the black community. And thorough examination of the need for reparations will contribute to a more inclusive as the State S aside to promote unity and and among our diverse community. It is important that I would join cities they have created commissions but the intent to make amends for Participation in the psych chewing of discrimination in areas against black people, the cities which have created commissions are Edison Illinois's Kansas City, Missouri, Asheville, North Carolina, St. Louis, Missouri, Amherst Massachusetts Providence, Rhode Island and Boston, Massachusetts. Report was released in color justice that racial ethnic and ethnic disparities in state prisons revealed that black hands residents are 6 times more likely to be in prison than white residents. Black students are suspended and expelled at a disproportionate rate compared to their white peers. According to the latest government education, dad, information updated March 23rd 2023 by the USA FACTS black students are disproportionately disciplined at higher rates than white students. Black students are still face with the school to prison pipeline and and harsh tactics, including physical restraint and Adam Attic. Punishment that result in suspension and out of class time housing discrimination, REDLINE red line was out loud aloud in 1960, a but with your job, black white home ownership gap persists. Are left to speak Arabic. Or anything else. I come to ask you to join over 70 other U.S. cities. To adopt a resolution calling for an immediate and permanent cease-fire in the. Part of Palestine called Gaza. As well as East Jerusalem and the occupied West Bank. I also ask you to include in that resolution, a call for the Israeli occupying force. >> To refrain from a ground assault on the southern city of Rafah. A female translator. I needed desperately. listen to this action. And she told me the story. Her Palestinian family in Gaza. Where they were told to evacuate by Israel. Which they were doing. They got up. All are stuff they could on a donkey cart. A cart pulled by a donkey. They didn't have a car. They got all that stuff in there. Everybody got outside that should the kids, 5 of them? little ID. The mom. Forgot something. She went back inside the house. The dad. Went back inside to get. At that point. An Israeli tank shell hit the House. Killing both of the parents. And demolishing the House. tank did not stop there. ADF did not stop there. The tank continue to. Run over back and forth across the corpses of the mom and the dad. Back and forth. Further in the House. But what's most important for the desecrating the Palestinian lives that were there and leaving the 5 children as orphans. Now Aishah, it's taking care of siblings. And they live in a bombed out. You cannot director of arts and cultural services with the city manager's office to talk about that. I prefer Fest lieu for 2024. A little bit of background, festivals in cars produced a multi-day community festival focused on the river since 1972 and had city support ever since the event attracts Hochul attendees at regional tourists event completes a community of an application process just like any other event that happens within the city limits. 2024. you updates just from that differs a little bit from previous years. Is that the use of century to is outline further to add courting with ASM our property manager at Century, too. The terms of the agreement are also updated to annual with the option to renew. And then we have a new annual report form that we initiated last year to formalize and enhance reporting measures for the festival. The report itself includes a lot of different which is comparative to what we do across arts and cultural services. There's a detailed report in city section that's added to the agreement of EU itself. And that includes the description of programming included at the festival description of the economic impact of the festival in our community. A description kind of overlay of the community partners are involved in the festival and a description of how the event reaches diverse groups. There's also a tendency metrics, the overall attendance and outreach to identify underserved racial, geographic and economic populations. also offer have wide for it Friday of in kind support for the festival, including parks and recreation, different things like picnic tables trash cans and your occasion shut offs and support for the area depending on the differently out of the festival. We also provide the usage of the festival area itself century to Kennedy Plaza a price water park. And then we also support street closure and traffic engineering as well as a public safety support as well. The for financial we recommend $40,000 in cash ship for the event and a special program. Excuse me, special program sponsorship of $40,000 has decided presented requested by the festival for Quick. I'm kind of background the last couple years. Last year supported the Fiesta Del Rio Pride Project and then the year before that was a downtown, get down for a special program and then which a agrees to pay wpd officers at the minimum rate of $40 per hour for additional security for the festival. 2024 city sponsorship benefits include but are not limited to city logo. Presented print to digital media recognition and public announcements at the event and in advance of the event, sponsorship recognition events and special tickets to those events. A framed and signed River Fest posters. A commemorative sponsorship plaque as well. And it's a staff recommend approval of U of understanding and authorizing necessary signatures. But then we have to do reflect back to that. So I like to see that to for I have 2 questions of my first question will be when we received the annual report 120 days after after a with that held up, the shared held that information, especially there's some great things about the economic impact. And, you know, we you mentioned a little bit about the demographics, but how will report be sure that we can celebrate yet that? That's a great question. Last year's I believe our first year with the formal reporting structure. >> So we've recently received that for for last year. We internally track it and for the Division of Arts and Cultural Services in particular, we're putting in attendance in economic metrics against all the things that the city supports. So we don't necessarily pull out a specific event >> facilities that present, but something that we can definitely share with council pun requests, UK, maybe directors order. You have something. Can you tell me a little is that just for century to or what does that mean? That's a great questions. So at this annual report reflects kind of what we offer for all of our cultural institutions, Art Museum, all of our different facilities and partners. So if there's maintenance issues that need to be reported, this is kind of our formal way to do that. So if there's an irrigation issue. >> We've had some issues with the fountains in Kennedy Plaza. This is kind of our formal spot to put that or if there are issues that century to as part of the facility rental and that would be there after trying to It's a little unique for festivals in particular. It's a little bit more relevant to our operating agreements with the institutions. So what I hear you saying is that festivals will provide us with the information for the metrics you request and then you'll supplemented with. >> The maintenance issues and other things. And then that will be the final report because I was festivals would be able to report what make did issues we had. So that makes a lot more sense. Thank you. I will. If I may offer for the festival in particular, we've had some a conversation about generators and some power. Upgrades to the plaza to make sure that we're following all the various safety standards. So that's kind of our formal spot to be able to put that, which we're working with festivals and doing some improved electric to Kennedy Plaza area so they won't have to bring in generators every year. So we were really looking for what reaches underserved are historically marginalized populations to make sure that we're growing the demographics of attendees so that such a couple ideas and we say this one looks like it's going to be the best use of those Okay. I was supposed to be sitting Sorry. Good morning. Good morning. Good morning, mayor and Thank you so much for having me this morning. My name is Michelle Williams. I currently serve in the housing Department the program coordinator for our Winds kept Division, which stands for which is center County Community Action Partnership. So that's why we call which capped. I know director of our director Sally staying. So before you this morning, you will we are going to talk a little bit about our community's service block grant application. And just to give you a little bit of background, we are seeing sbg we currently are receiving those findings. So what are poverty communities. You also see that we actually received those funds, the kind of a pass through through their cage RC, which is the Kansas Housing Resource Corporation of Acronyms this morning, right? And side of the state of Kansas. There are 8 community action programs and we are just one of those. We are the second largest to receive those funding allocations throughout the state of Kansas. A little bit about that timeline this morning. 2023, we receive in December 2023 to be exact. We receive notice of a possible funding for us to be able to receive from Morsi sbg funny. Just also a little bit of background. We have received funding from K HRC for CSB G for a little bit over 30 years. February 8th of this year, we actually met with our review committee and they complete the funding recommendations helped us develop the budget that they believe well, be able allow us to provide largest amount of services in our community. And then as matter of fact, today, I am here presenting this information to you. regards to the grant application 15 days from today, we will submit the application HRC and then that funding will begin on the first of April. And it will be 4 year. The review as most of you all know, because we receive appointments us about 12 of those individuals. 8 of those are appointed by he was the counsel for the more like it from the Community Resource sentenced. We currently have 2 vacancies. And I also I mean, it's also time for them to be for everyone except for district one. I will reach out to you individually with those names and provide any additional support you made me so we can continue to receive those members. The committee did meet on February, the 8th and they also were able to review the expenditures in the outcomes to be able to provide us exactly the feedback of what they see. Just a heads up this Mary being is currently serving as our chair and as an amazing job voicing the concerns for the community to ensure we're making the largest impact. A little bit about about our program accomplishments. And I look at them accomplishments us because our entire program in our entire department has come collectively to do a lot of great things. 133 individuals were assisted with employment training. 14 received emergency assistance, supportive services. down a lot because as you all know, our COVID no longer we see those cares dollars anymore so that that crease a lot project access. We've entered into another agreement with them moving forward. 634 and assure eligible eligible individuals provided with project Texas with prescriptions and medical supplies. 68 individual family development clients became employed and then we have our summer activity. Can which is 178 children. We're able to receive scholarships to be able to go to summer camp. And that's a great assets because it allows parents to still remain employed in work over the summer as being keep those kids off the street prop. Positive atmospheres. So before you were recommended funding for the CSB Review Review Committee recommends that's received 638,5638. 55 $1000 in a sense funding for Fy City staff and those staff are currently there. They've been there a little bit collectively over 5 years and we will be able to continue to assist 275 individuals continue our contract that we have with project excess for $200,000. And they're looking to be able to provide 700 uninsured citizens employment training a little bit over $141,000 to support employment services and activity. Approximately 60 participants that is allowing us to pay for them to go to allied health CDL truck driving school, any kind of certification that they need to be able to provide and find larger job and then continue the partnership that we have been able to have a parks and rec with $50,000 to perform activity camps for over 175 eligible youth for the ages of 6 to 13. lot department as review and approve the funding agreement as to form. Once again, bringing this before you to approve the 2024 CSB Black Grant application for the amount of 1 million $53,103.53 and authorize any necessary signatures. There are currently use it was the route to get you from the city of Wichita to the airport directly Burch is why there's a lot of the burden of boulevard bill versus the horizontal or vertical >> path that you see in most of our city roads and so is played a historical significant to aviation and this community again, the Wichita Airport was the 4th busiest airport in the nation in the late 30's and early 40's operating flights. Every 90 seconds in our out of our facility there on George Washington Boulevard. And so again, to this day, we still play a rich role. And what we do here, thanks to the work of City, our Radar, partnership as well as our senator and House members there as we will work solidify the fact and continue the branding. The Wichita is still capital of the world. So I appreciate the work getting to where we're at today. And again, this is not something that is changing the name. So prepandemic we've increased our attendance by nearly 70% during that time as well as opened up 5 new exhibits that include the women of aviation. We have our new theater Hall of Fame are welcome to Wichita exhibit are black aviators. Exhibit. continuing expansion there this year as well. Will head our military exhibit and our plans for an education center. We've recently partnered with Airbus to create to bring about a stamp education program that are utilizing now the museum called We will build it better. And this is, again, an opportunity for kids to get that first touch and aviation aerospace work and see how it how can be exciting. We will build better program. We build a better program is based out of Alabama and what they've seen and results in classrooms is simply amazing. They're they have a 7% or 7 point increase in test scores and mathematics and one Ohio school district just based upon the difference of using the curriculum versus traditional standard teaching of mathematics. They've increased attendance and so our ability now to focus on stem education that has a role in the community in which we live because, again, we are in need of aviation aerospace workers. And just the ability to bring that about. And then it goes beyond that as well. And there are other fields in we need workers go with it all. And this program goes just to inspire kids for instance, they're one of the things they learn to do is hammer is using hammers and they take that program and they spread it out because it's not just aviation are or mechanics that use hammers, right? Doctors use hammers piano tuners use hammers go cross a line of all the different fields that used that? So our goal is to play a point in that we do have our screens we're raising mentioned there. That's coming up here. That's our biggest fundraiser for the year to try to help continue our work. There were servings title one schools offering this kind of admissions and readmissions for our child start programs as well as Decca families have just kind of mission for foster care. Is that something very close to my heart and so we're continue to make sure that not just accessibility to the museum, but can. We're taking that accessibility. We're taking that impact into the community as we did last week's with our speaker speaking at North High. High Future Ready Center W Tech. Dash 72. >> Amendment to protect of overlay 11 generally located on the north side of West Maple Street within one quarter mile west of south 100 35th Street West. >> Good morning, Scotland from the planning department here to present this item. So in this case, the applicant is requesting to modify protective overlay in order to allow additional land uses on the site. As you're all aware, protective overlays, another level zoning goes over the base. Sony, this item is being heard today because the district advisory board in the Planning Commission recommendations are different. And also because their protests have been submitted against application. In terms of the request, the applicant is requesting multiple additional land uses which identified in the staff report include the following. So single-family residential duplex multi-family residential, personal care services restaurant, general retail and again, other uses that are identified in the staff report. One note that I would make about this is that they're still uses. That would be prohibited. And there have been some conversation about the sew and make sure it's clear that the request these are currently prohibited and would remain prohibited even if the request is approved as submitted. And those include nightclub in the city in entertainment establishment. In terms of of the property. The site is generally located, as you can see here to the north and west of the intersection of Maple and 100 and 35th Street. The subject site consists of one parcel is approximately 2.7 acres in size and zoned LC, limited commercial and is undeveloped. In terms of context properties to the North zone. Geo General office with a protective overlay, underdeveloped with multifamily residential dwellings. The property to the east Geo General office with a protective overlay and developed with a medical clinic. The properties to the West are zoned SF 5 and developed with single-family residences. The properties to the south across maple are part of the sea up and own LC limited commercial with one parcel being undeveloped and the other developed with a dental clinic. In terms of the staff report. Staff report provides information about the request land uses landscaping, compatibility setbacks, lighting and screening, also making notes because he's have come up during some of the public discussions about it, that the landscaping that is required by this protective overlay over that just this property, it's one and a half times what is required in the unified zoning code as a standard. In addition, I would point out that the screening is required to the properties to the west and that's required just by the standards of the zoning code. In terms of review. On January, 11th, the planning commission held a public hearing on this item. And recommended approval of the change 12 to 0 3 members of the public commented on the request regarding traffic concerns and West Maple and screening concerns. On January. 3rd, the District Advisory board reviewed the request and recommended denial of the change to the P o and that vote was 5 to one. This was based on existing traffic and safety conditions. 5 members of the public spoke against the Amendment Amendment to the P o citing concerns again about traffic and safety as well as noise from possible drive-thru restaurants. In terms of protest, 12 protests petitions were received for the request Amendment. 5 of the properties where within the protest calculation area, the protests petitions within that area equal. 22.3 4% of the total protest area which exceeds the 20% threshold. So that request if to be approved, require a super-majority or 6 of 7 vote. In terms of recommendations. It is recommended that the city council adopt the findings of the Planning Commission and approve the requested amendment of the protective overlay authorize the necessary signatures and struck the city clerk to publish ordinance after approval. Again, this would require 6 of 7 votes. Alternatives include the following. You can override the planning Commission, adopt alternative findings. And tonight the request which would require 5 of 7 votes because it is override or as always, you can return the case to the planning Commission for additional consideration would require a simple majority of 4 of 7 votes. A brief note about the process and that the city Council policies that public hearing for planning items occurs. The Planning Commission meeting according to the policy, the council does not typically receive public comments zoning items. And additional note that I would follow up with is that there's been quite a bit of conversation as you've heard about traffic and infrastructure. And I do want to point out as as it's come up in some of the public hearing set maple from 100 and 35th 250st scheduled for construction in 2026. And with design work believe was approved for 2020 for 2025. So so at that bit of information. So with that, I'll take you through some of the photos and graphics. So here's the aerial. We're really kind of just worried about what's going on in there and that's why we, you know, go with them to try to adapt something that we could all be happy with that. I mean, this isn't to say that whoever's buying this place, is it going to turn around and you know, put something there like, you know, goodwill or and believe me, I'm not goodwill against them at all. It's worth their every 3, 3, or 4 weeks. My daughter gets gift cards for him. It's just that we move out there. We pair H.O.A. Ys. We're in a housing district that is higher income housing. It's going affect our house that I for everybody out there. And the city has and nothing about Maple Street. You can go at 705, and I I really I hope everybody does this go at 705, down maple to get to the school. They have 4 schools on the left that they turn to get to. 4 of them. All our kids all years. But a lot of our kids go down that street sometime that street is backed clear to wear that like that small little trailer park where you reapply, people come to town rat. It is backed up that far. If there is a a problem with like a car breaks down, they have no access road even pull over and they go to the there's a wreck, we have to reroute traffic. other thing is is they had just build housing right next to this property line, which is in. That we're talking about a whole bunch of housing went up. There's housing going up everywhere around this area. I think Mayor Trust is just being a little too picky who they're going to bought, sell to. And there's a stipulation from what we understand is if they buy this property, they need to buy the property. Some property Audi's. I'm sorry. This is one company against the whole community that it's going affect. Something has got to and I mean, the city is expanding out there crazy. We just had apartment set 13th and 100 and the 53rd are 13 and 100 35th go up. Were there start a new area where the intersection is for the school to go up. And it's just getting worse. It is. It's it's not safe for kids. They need to do something about Maple. So it's basically the safety of her kids and one company against a whole community that does not want it.
