staff. Good morning, Mike. Good morning, everyone,  and good morning, Witchaw. Thank you for   joining us for the agenda review. Can we  please stand for the pledge of allegiance?   I pledge algiance to the flag of the United  States of America and to the republic for which   it stands. One nation under God, indivisible, with  liberty and justice for all. City Manager Dennis.   Thank you, Mayor. Good morning, everybody. Looking  at the agenda for next Tuesday, February 3rd, we   do have a celebration, the public libraryy's 150th  anniversary. So, we'll start out with that. And   we do have some uh public speaker opportunities,  but otherwise we really only have [laughter] one   of the consent agenda items that you see on there,  some zoning issues. Um so we do have some planning   things on there. Um but the one business agenda  item that we have is related to water meters.   So continuing on of our program to do some water  meter upgrades. We're working with the large water   meters and you can see where we are on that agenda  item. So that's the main item for replacement of   large water items under the new council business.  And then um yeah, that's a third. And then um we   do have um a few I thought um we do have something  there under the uh consent item if you look about   our just to highlight the state narcotic seizure  fund bucket. Um doing something about that and   then some news and abatement. um some of the lot  cleanups as well that might be of interest to you   to see the list of some of the abatement um costs  we're looking to put on the assessment roles and   then you do have some other planning um items on  there as well. Um we do have some sale of houses   as well. If you look under the housing agenda on  the last page under consent for housing, we have   three housing items on there um for your review  and then the lease update as part of the airport.   Um, so if you have any questions over the weekend  or need any additional information, please feel   free to reach out. Any questions from the February  3rd agenda we can address. All right. And then   um a quick look at the February 10th agenda. Um  we do have again there is public speakers. Some   of them are already identified on there for your  February 10th meeting. Um but again this the big   one will be um there is a public hearing on there  under the new council business about the Mammoth   Clubhouse. Um but this will be a time devoted  to the resolutions on February 10th. We do want   to highlight it is a night meeting at 6 PM on  Tuesday, February 10th. We have that noted on the   agenda and our information posted for the public.  Um but we will have the um drafted resolutions   based upon the edits that you shared at last  meeting also available next week so we can get   those out. Um hopefully a little bit even earlier  than Thursday. Um so that way the community and   you can digest them and we can talk about those  some more next Friday if we need to as well.   But we've noted your edits and changes for guard  rails related to the sales tax and the different   initiatives, the five initiatives under there,  and we'll have that back out for you. Thank you,   city manager. So, again, February 10th is a 6:00  pm meeting, not 9:00 a.m. meeting. Any comments   from council members? I see none. I do have  one. Uh Monday night, February 2nd, our district   advisory board meeting at the Westlink Library at  6 PM, we'll have the presentation again from Water   Partners. Ron Coker will be there. So if anybody's  missed it at city council, uh they can come to   our dab and uh Ron will again present it and  you'll have an opportunity to ask him questions. Swadis, take it away. Hi, good morning everyone. Um, okay, just real  quick update. I hope everyone can hear me. Okay,   quick update from Topeka. So, first thing would  be the Witchah forward sales tax that bill. We   were supposed to have a hearing on Wednesday  in the House Energy and Utility or I'm sorry,   in the House Tax Committee and of course that was  um derailed a little bit by the legislation that's   being created on the House floor. So, we did speak  with Chairman Smith, the chair of the House Tax   Committee, and he is eager to have that hearing,  and we're working on finding a date potentially   next week uh for for that hearing. In addition, as  we've talked about before, there were a few issues   with that broader issue and the streamline sales  tax compact. Chairman Smith is a member of that   compact and He has brought uh our bill and the  cons or the bill and the concerns forward to the   streamline sales act compact kind of commission  and they have actually shown some interest in   in possibly looking at the provisions in their  compact. So certainly no promises but it was just   interesting to hear that they in fact uh were were  interested to learn more. So that is probably the   largest hurdle to the passage of the Witchah the  sales tax issue um that allows us to exempt out   food sales tax is that streamline sales compact.  So if there's progress made there with them that   um might further facilitate a path forward for the  legislation. So that's probably the most notable.   Uh congratulations to Council Member Johnson who  did a really great job testifying on Thursday   morning before the Senate uh transportation  committee. So that is up on YouTube and he starts   at the 19 minute 53 19 minute 53 second mark so  everyone can jump on and listen to his remarks.   It appears that that bill does have the support  of the committee and um there may be an amendment   or two made, but I I do see a path forward for  that to a piece of legislation. There is a lot   that is also happening this week. I sent Mr. Jonas  and an email this morning outlining the multitude   of pieces of legislation that will have an impact  that will have a hearing this this week. and uh   we're working on our position including on a very  large piece of legislation related to housing that   uh does incent new housing to be constructed but  also could impact city local zoning ordinances   impact as it were removed. So communities  across the state are still trying to distill   their position. The hearing was just noticed this  morning. We have until 1:30 today to submit our   testimony for the hearing. So that's probably  the most um urgent but we can talk through a   series of other bills that are um pending or uh  scheduled for hearing. I'm happy to stand and   bring questions. I don't I don't want to spend  too much of your time going through a lot of my   life and all the different pieces of legislation.  But I think we did have a great week together for   a great Wednesday together. [cough] Even though  everyone was still stuck on the floor, we did have   a good a good interaction with those. They were  coming in and out possible. So, what questions   can I answer? Um, on the trans bathroom bill, does  that mean the city of Witchah and our government's   um, buildings were going to be required to put  up notices on the front of bathroom doors? So,   the Senate Bill 244 we've sent on to the legal  department for their further review. That bill   did pass the Senate with a veto approved majority  and the House with veto approved majority. It's   very likely that Governor Kelly will visa that  bill, but based on the numbers of passage,   it appears that that visa would be overwritten.  That said, uh just yesterday the um all cities   were asked and I believe it's something we're  we're working on to provide a fiscal note for the   impact of Senate Bill 244. So that is something  that the city is [clears throat] working on   distilling the impact of that bill. appreciate  the info. That'd be fine if we just ignore it. For those interested, that provision that  would have an impact on local government,   that particular provision did not have a hearing  in either chamber uh and was brought to the   Senate floor as an amendment and then you know was  voted on in the House after long debate, but that   um was not something that the local government  had some just just a question Kim, I don't know   if you can answer this. What are the implications  if we were to just ignore it Dennis? I'm going to   defer to the legal department on that. We'll  have to get with you on that. Okay. Thank you.
