the Pledge of Allegiance led by Nicholas fedon of Boy Scouts troop 569 please stand as you are able Lord we thank you for your wisdom we thank you for blessing our gathering today we thank you for OKC we thank you for our mayor our city council members who were elected by the people to do the communities work we thank you for all the youth who are here today we pray for our council members that you enable them to know you better to know your will you plan for the people of Oklahoma City so we may have a better State and a better nation and so our state and our Nation will prosper as well Lord grant them heart of wisdom so they may produce creative ideas Inspired Solutions and sound decisions to issues old and new Lord grant them sound counsel and good judgment to help them make good decisions Lord bestow upon them greater knowledge understanding and power so they may live skillfully and give back what is good and excellent to our community in Your Divine merciful name we pray amen please join me in the Pledge of Allegiance I pledge allegiance to the flag of the United States of America and to the Republic for which it stands one nation under God indivisible with liberty and justice for all all right thank you Imam and thank you Nicholas all right I call this meeting of the city council to order uh I have no ceremonial presentations today we have items under Office of the mayor item three uh and we have items a through D which are appointments to the building code commission the convention and visitors commission the Oklahoma City urban renewal Authority and the water utilities trust we could take with one motion why don't we do a through d I don't even have a thing up yet here okay we got a motion in a second uh okay cast your votes and councilman Cooper wishes to vote on passes unanimously all right now this is one of our favorite days here at City Hall uh the appointment and Confirmation and opportunity to get to know our new youth Council and uh I think traditionally we we kind of go around the horse isue and everybody introduces the counselors uh from their Ward um so we'll go one through eight and then I'll introduce the at llarge members at the end and I think the custom is for them to come forward if everybody's comfortable with that so um oh we'll do it right now so they will be here all right well let's begin with word one go ahead the floor is yours councilman Carter yes mayor thank you oh okay those stand behind us I'd like to introduce Sebastian Escobar and Jolie gimenez Sebastian comes from us from Yukon High School he is a junior at Yukon and is an active member of the student council he's constantly planning events to help the community and his school welfare fund fundraising and working with School administration he played Yukon Miller baseball as a freshman but has decided to free up his time now for other things he participates and volunteers with the St Charles bomeo Catholic youth group he Volunteers in the community participating in cleanup events to help keep local environment clean and beautiful challenges Sebastian recognizes is that young people in Oklahoma City face are mental health issues and not being able to find affordable places to live Sebastian's student council uh adviser commented that Sebastian has shown hard work and dedication by showing up to every event with a smile on his face and he has a servant heart so Bastian would love to go into college for Pediatric Emergency Physician training and he lives and works on a horse farm where they do training and breeding currently so I'd like to to introduce Sebastian Escobar Jolie gimenez is a junior at Cassidy school and a member of the policy debate team competing in the ossaa local and National circuits she is a National Junior Honor Society historian and has photographed Ng HS events and Outreach programs LED annual uh induction ceremonies and plann monthly meetings for members she is a member of our youth and government and is a part of the legislative branch attending the districts and state conferences during the summer she volunteers at the war Acres Library setting up arts and crafts activities for kids Julie is a District Tournament winner for women's doubles tennis and place third in state she received the Girl Scout Bronze and silver award silver Awards which is comparable to an eagle scout uh challenge Jolie issue uh sees are issues of lack of employment opportunities for Oklahoma's Youth and more paid programs for internships for high school and college students and one of her teachers remarked that Jolie is a natural leader and not only does she lead by example but actively encourages her teammates and pushes them towards a common goal as she enters into college her passion is to uh get into law school and become a lawyer you know I read these each year and I am convinced that I did nothing with my life very good these kids have exhibited so much and we are so thankful to have them there and I would like to give you both some City pins thank you so much for being here all right very good now let's meet the W two council members councilman Cooper hi mayor all right so I have a couple uh word two folk to introduce you to uh tou adami I get it right yes and Roxy Hill yes okay as a former Middle School teacher and college professor the most frightening day of the year is the day of pronouncing folks names uh especially uh someone from Oklahoma uh so uh toou let's start with you uh they are a senior at John Marshall High School and a member of family career and Community leaders of America the National Honor Society and student council uh when it comes to out of school activities those include OU scrubs it's my community initiative and the superintendent Leadership Council tou has received the president's volunteer service award yeah you did uh principal honor uh award and the first place title in the job interview for Star events for FCC La May me ask what does that stand for oh say that in this it stands for the family careers and Community leaders of America thank you for that um and as a future leader to's challenges are tobacco use and gang affiliation in OKC's young population one of her teachers commented quote Tulu is a great student and often seeks opportunities and grabs all that are presented she is a great person that sees students needs and tries to fulfill them thank you and welcome Roxy okay Roxy is a junior at Heritage Hall and participates in debate competing in the academic bowl and a member of the diversity Club their out of school activities include the Palomar team board okay um Roxy also volunteers at the Metro Library helping young children learn how to read through their rocket readers program challenges in the community for Roxy are the lack of access to therapy and treatment for mental health and child abuse good for you one of Roxy's teachers State she has proven herself to be a strong leader among her classmates thanks to her drive and to achieve her or drive excuse me to achieve her goals she push pushes herself to be the best student possible in her studies and is quick to offer up her talents to her peers and any teacher who might need it so thank you both for joining us and congratulations and uh are the parents here and the families where are you at stand up and give you a quick little Applause and thank you for that too all right now we'll meet the w three council members councilman thank you mayor thing on okay good morning I'd like to introduce Miss Nicole Figaro and Mr Josiah Edmund Miss Figaro is a junior at chryst Ray Oklahoma City Catholic High School and is listed on the president's honor role she's been the hom room president the class president and a student ambassador for her school she volunteers at the Dorothy Day Center food pantry assisting with filling bags with food and other necessary items for the homeless she also volunteers by helping keep score wrestling tournaments Nicole plays the flute and won first place in the tri-state competition as well as earning the athletic award in volleyball Nicole's issues include the problems associated with mental health and addiction her principal had this to say Nicole is in the top five of students in her class she has a joyful presence on campus and she will check in with others to see how their day is going she is motivated and driven student and Rose to a position of leadership among her peers through her respectful demeanor and engaging relationship with peers Mr Edmund is a junior at Mustang and the chapter editor for the Key Club he manages the school's food pantry providing essential resources to those in need and Mentor class representatives to cultivate effective leadership he is the leader of the software development team for the technology Student Association and was the sophomore representative for the National Honor Society outside of his school activities jiah is involved in speed cubing and participates in Lego investing by analyzing data and forecasting market trends within the Lego Market jiah's issues are improving the educational system and apathy about current events in young people thank you jiah jiah's Key Club adviser added Josiah has outstanding leadership potential he is creative and responsible he is able to solve problems that others find difficult and he is always the first to volunteer for a task so we'd like to welcome Miss furo and Mr em and to youth Council thank [Applause] you all right word for thank you mayor we are going to start oops wrong side with Miss Emily Bennett Emily is a junior at Mount St Mary's and a member of the National Honor Society she's a Mount St Mary's Ambassador charged with upholding the Integrity of the school and promoting its history to other families in the community and a member of the Key Club one of the challenges in the community for Emily is the lack of support for mental health her academic adviser commented Emily is a kind young lady with a good heart and head on her shoulders she is mature respons responsible empathetic individual with a positive attitude she's a good listener and takes others perspectives into consideration she is articulate and communicates well with others Emily is a good role model getting things done not settling not settling for mediocracy next I'm going to introduce the other way Lily Bryant Lily is a junior at Carl Albert High School is a member of the Oklahoma High School honor society and the student of the year in honors biology and Spanish say she is a member of the FBC chaka's youth leadership team and a member of the in the- middle of a miracle teen board and a nonprofit that helps support child cancer patients with fun activities Lily is a student rotarian from Midwest City and a member and officer for the fellowship of Christian a athletes she's also a worship leader and a member of the student council she's is a varsity player of Carl Carl Albert's girls tennis team placing third in state competition she was the Ossa Regional champion last year challenges in the community for lilan Lily are the increased exposure to Illegal substances and underage drinking Lily's leadership adviser commented Lily's dedication to helping others and advocating for underprivileged students sets her apart from most students her age her greatest strength is her ability to make everyone feel included and important so congratulations to you both and thank you all for being here and thank you to their parents for doing a fantastic job thank [Applause] you word five I'm going to agree with councilman Carter that he's done nothing with his life and also agree with councilman Stone about the effort and the energy that the parents and the families have put in raising these fine kids I mean they don't get there by themselves and so I have the pleasure of knowing personally one of my um new charges and and I love his family to death they're great great people and getting to meet the other family you can tell that the support is there so I'd like to introduce R prmod and Beck Maguire uh R is a junior at Westmore high school and is a member of the National Honors Junior National Honors society and the National Honor Society in ducke she's been the class secretary and treasurer for both her freshman and sophomore years and is a member of the superintendent Academy R is a Committee Member of more love which is a great great thing nonprofit organization that helps fund projects for the city of Moore she is active in Oklahoma Premier Volleyball and has played in the competitive club for Four Seasons R is also involved in Guna samage of Oklahoma a if I butcher that I'm sorry a nonprofit dedicated to Bringing notice to asian-americans in the community her issues include cyber bullying through social media and mental health one of R's teachers commented R keeps our class officers and me organized through all our activities she is always willing to get involved and doesn't lead from the podium she is the very definition of a servant leader she is smart determined organized and a compassion person and she will serve any organization with which she works well she's an absolute treasure and Beck is a junior at Westmore and is a member of the junior National Honor Society and the National Honor Society student council class president he's involved in more love helping to raise money for organizations such as not your average Joe regional food bank and sry leaf outside outside of his school activities he volunteers as a greeter for his church a assists with his sister's Gymnastics Club and plays tennis he was selected to be in the more monthly magazine for student Spotlight Beck's issues is the lack of available activities for students to do in the community one of his teachers stated Beck's in infectious energy and positivity makes him the best of the best this does not mean that everything he has encountered that everything he's encountered the school year has been easy he keeps his feet moving and his positive energy flowing through every situation and it has earned him the respect of both teachers and students as the years has progressed so welcome please Beck and R Bo six I have the pleasure of um welcoming sus Gonzalez and Ismael Leos um toward six youth Council sus Gonzalez is a senior at aztech and a member of the Headmasters honor role secretary for student council and a student ambassador at metroe she volunteered at the Oklahoma State Fair helping at agropolis by taking care of animals and monitoring visitors challenges zth sees in the community are the increased number of homeless Youth and Child Abuse her teacher says zth has proven that she is a student leader at Aztec and is not a stranger to public speaking or interacting with people from the community with a smile on her face and a very professional mannerism Ismael Leos is a senior at Christo Ray and a member of the president's honor role he is a student ambassador a vice president of student council where he aims to uphold school spirit and plan events including the prom Ismail also volunteers at his church ismail's issues are the school dropout rate and apathy in students about learning a school administrator commented Ismail has shown characteristics of service excuse me adapt ad adaptability responsibility empathy and strong collaboration as an 11th grade student Ismail has collaborated in different school events and activities representing the four pillars of our school purpose service knowledge and Faith Ismail is always eager to learn connect and serve the community welcome to award 6 youth Council for seven thank you I have the pleasure of introducing to you the newest young people to represent uh seventh heaven Ward s on our youth Council Miss Lily Henry and Peter onima II Lily Henry is a Junior at Cassidy student council president and class historian outside of school events Lily volunteers at the mobile market packing produce bags and hot meals and distributed them to neighborhoods around the metro and she is also on the YMC 18 board her issue is improving walkability in area neighborhoods her Club advisor had this to say about her many students feel required to do some kind of community service for their college resume Lily is unique in that she helped maintain a neighborhood center while in near where she lives my sense is that she did not do this for how it would benefit her larger ambition but rather for the intrisic value of what the center provided as well as the communal aspects it cultivated this is rare in students who have the kinds of pressure on them that Lily has and said another way she seems to do things because they are good in out of themselves this is Advanced citizenship also we have Mr Peter oima II and he's a senior at Harding Charter Prep and a member of the National Honor role he plays saxophone in the band and he received a superior on his sack solo and he's a member of the black student union he volunteers for regional Food Bank packaging and sorting food for distribution in the community and his issues are education and climate control his teacher said Peter is a great leader because he works diligently towards every activity or subject that he pursues he communicates well and his peers and teachers and he is always organized he is also very kind Pleasant and a respectful person and H to the family of Lily and Henry if you are here will you please stand I want to thank the family because we know it takes a village so thank you for the work that you're pouring into your young people that will now represent Ward seven congratulations where call it there they go all right word eight thank you mayor um first I'd like to introduce luxi barah Sam um she is a junior at Deer Creek a member of the National Technical Honor Society she is co- captain of the youth and government mock trial team chair of Deer Creek Med club and a representative of Francis tle bsma Academy Hostess Hostess student council um she is a classical Indian dancer and singer um and she has the opportunity to perform at many events throughout the state her challenge in the community is mental health one of her teachers commented she is the epitome of an exceptional student embodying outstanding characteristics and unwavering strength and I like this last sentence she leads by example with Grace and humility now you have some family here today your is it your mom and your sister would they please wave I'd like to I'd like to thank uh them for being here and I'd like to thank you uh for being a part of our youth Council welcome aboard thank you so much next I'd like to introduce miles Murray and miles is a homeschool schooled senior and taking concurrent classes at Oklahoma City Community College he is involved in OKC storm golf a teaching assistant at mops a team lead at HTO The Village Works concession stands at the ball fields at pcaa and Cades at the Oklahoma City golfing Country Club miles issues are education and housing cost a friend of has shared this miles has natural leadership skills that far exceeds others his age he has a natural intelligence catching on to unfamiliar things quickly he has a pleasant mild personality and people just simply like him he is boldly confident self-reliant and strongly self-motivated and I really like this sentence too he can be trusted to keep his word and to follow through miles you have your family here today too would they raise their hands miles welcome aboard glad to have you thank you let's give a big hand H all right it's my honor to introduce to you the at large members of the youth Council um over my right shoulder is Vishnu Raju he is a junior at Oklahoma School of Science and Math and prior to that Vishnu attended Cassidy School while at Cassidy primarily devoted his in school activities to two clubs the Premed Club as an officer and inklings a psychology and ethics Club where he served as co-leader he was also a member of the track team and participated in longdistance events he has received a perfect score of a 36 on the act as well as received numerous awards for Science Olympiad in Regional and Statewide tournaments winning two state championships his issues are transportation and urbanization and underdeveloped areas of OKC and a family friend remarked that vishnu's leadership style is characterized by inclusivity and integrity Vishnu uh inspires others around him to strive for excellence and he genuinely desires to see others succeed over my left shoulder is Natalie Santana She's a senior at Westmore and an inductee in the National Honor Society and the National Technical Honor Society she's a committee chair for Westmore love an organization that helps local community students in the school district she's a senator for the student council and a senator for the soad Hispano Lao Club helping with the float for fiestas deas Americas outside of school she volunteers at her church as the Director of scholarship programs for build girls role connecting colleges to female students interested in architecture and engineering careers Natalie is the secretary uh for Latino's unidos role assisting local schools and Hispanic events give high school students opportunities and resources for college one of the challenges she she believes is important in her community is the increasing population of homelessness among youth one of her sponsors had this to say about Natalie that she is confident kind strong energetic thoughtful and consistently leads by example holding herself to the very highest of standards and where are the families for our at large counselor just raise your hands yeah very good we've got Natalie yes hello all right and let's let's hear it there you go this is yours this is yours let's here at for Vishnu and Natalie as well all right well we do need to confirm you've heard everything there is to know about them so hopefully you will cast an informed vote now it is time to confirm our 2024 2025 youth Council we have they commit a lot of time to this program Kim Garrett Funk if you stand and uh Spencer Brown will be our chairs this year so we really appreciate the time and effort we also have a new program administrator ylx McKenzie are you there kill and so I'm pleased at work with all of these this year and with all these great students thank you well thank you Debbie and obviously we couldn't do this without McKenzie and you Debbie Martin and Kim and Spencer and what we were reading was prepared by one or all of you and and the entire process to this point was managed by your team so thank you all so much in fact whether you know it or not you need to thank them so let's all thank the four of them for for their work all right so we're doing other things now you're welcome to stay I don't know this morning all right well next up final item on Office of the mayor is item F this is a resolution approving travel expenses for me to attend the US Conference of mayor's fall leadership meeting in Cape Cod Massachusetts in September could take a motion on that have a motion in a second cast your votes passes 7 to one and with the uh necessary six required votes next up is uh item four items from Council there are none today uh item five or city manager reports nothing listed on the agenda Mr city manager that's all that we have today is a claims of payroll and it could be found at okc.gov okay item six Journal of council proceedings we have items A and B we can take with one motion have a motion in a second cast your votes passes unanimously item seven request for uncontested continuances uh what do you have Mr city manager we have several today beginning on page 15 item 11 G uh this is PUD 2019 and we're going to defer this to the 27th of August then on page 19 11 S1 unsecured structures all of these are stricted from the agenda item C 740 North Indiana Avenue the owner is secured item F 4209 Northwest 17th Street the owner is secured and item H 32 3920 Northwest heroes half marathon scholarship committee for fallen heroes half marathon on September 2st using the South Oklahoma River Trail and we do have Chris nater here to speak morning mayor Holton council members uh I'm Chris nater I'm the director of race operations for the 2024 fallen heroes Half Marathon this is our 12th annual 5K 10K and 21k um it'll be held Saturday September 21st at 8:00 in the morning in the past two years we've averaged about 400 participants our event is on the south side of the okoma river and we'll start and finish at the Meridian Landing just off of 15th Street the course follows the trail along the South Side all the way to 35 and back uh we conduct early registration on Friday at the home two Suites race setup will begin at 6 a.m. the morning of the race along the course each mile is marked with a banner paying tribute to the 20 okoman National Guardsman that have fallen uh and paid the ultimate sacrifice since 911 well this event is meant to honor the Fallen Soldiers another outcome of it is we raise scholarship funds for dependence of those Fallen Soldiers and Airman um to date we've awarded 74,000 in scholarships to spouses and children of these of the fallen soldiers in addition to the scholarships we do um we've provided 2600 in school supplies to the children of the fallen heroes uh registration is still open it closes on August 15th and you can register at the Oklahoma Fallen heroes.org thank you okay um words uh councilwoman us uh first let me say uh thank you uh and extend my gratitude for those who have served and um for you all to honor their legacy with this this this Mission and scholarships and I know um hopefully we'll have more than 400 this year and I will move for full approval thank you okay we got a motion in a second cast your votes passes unanimously thank you uh Item B is a revocable permit with the riversport foundation for tric riversport challenge uh on September 6th through the 8th in the boat house district and we do have uh Elena Croy and Trisha Downey good morning I'm still a little choked up from that last gentleman what a wonderful organization okay um my name is terisha Downey I'm the national events manager for riversport we're we're reeling at Riverport over the Olympics that are are over um one of our Olympic trials winners came home with the bronze medal so super excited about that but we are also super excited about everything coming forward one of the events that is coming is torque which is Tri OKC Riverport challenge it is a a triathlon event it started three years ago with about 40 50 people last year we had a little bit over a hundred um this year we're we're shooting for 200 we're almost there so we're super excited about the whole event happening September 6 in the evening 7th and 8th I'm going to introduce you to the president and race director of Ela Croy um to talk a little about the event good morning I'm Alina Croy the president race director of tric as Trisha said this is is an event that we're really excited about um Tri Club of Oklahoma City was founded in 2003 and we haven't been able to race in Oklahoma City for a while just because it's pretty expensive um but we started partnering with Riverport three years ago um and it's been an amazing partnership the venue is so great obviously you know where Sport's amazing um but this Year we're really expanding it um to a three-day event that's not just Triathlon on Friday night we're doing a criterium which is basically NASCAR for bikes um so we're really excited about that and then Saturday morning it's Triathlon um where they'll swim in the river sport facility not the river we have to say that a lot no one's swimming in the river it's in the lower pool the White Water facility um which is amazing clear water it's basically a pool um and then we'll have several events of triathlon um and a aqua bike and a relay so if anyone is interested we'd love to see you guys out there triathlons for everybody and then Saturday morning we're doing a 5k 10K and partnership with the land Runners um so registration is still open we're sitting already at about 140 people and the Criterium hasn't even opened yet that should open uh today registration so we're really excited to be racing back in Oklahoma City the uh the event the revenue or not the revenue sorry the venue is spectator friendly so we love seeing people come out we saw people just curious about what was going on coming down to watch um so we're so excited about this event and we thank you for your um support any questions thank you thank you councilwoman nice well I think um most people are like how do you prepare for something like this but because this sounds like it is a a lot but it sounds fulfilling at the same time um so I will um happily move from for approval and and hope to see I want to come see this for myself so I'll probably be down there got a motion in a second cast your votes passes unanimously all right uh item C is a revocable RightWay use permit with red coyote running and fitness to hold the Red Coyote runtoberfest 5K on October 6th on Park between Walker and Hudson and we have John Oland here good morning Mr Mayor members of council red county is excited to present the 10th uh running of run subber Fest 5K and the sixth year we've had it over in Midtown uh in cooperation with fasler Hall uh it kind of kicks off our fall uh running and events uh racing season uh also our partner beneficiary uh for this 5K run is Girls on the Run who is entering their 15th season uh helping young ladies uh in Oklahoma City uh Red Coyote um is a Sunday afternoon on October 6 we invite everyone to come out and join us um have some fun with this all right uh word six Council memb stepped away but I bet we can muster a motion for you uh I was asked to handle her business while she is away um and she asked me to move for approval yeah got a motion in a second cast order which means we'll start with Al and am councilman Cooper yes uh just wanted to for the public kind of hear a little bit of a update on these two items please hi good morning Debbie Miller with public works department um item a is a um Amendment to the engineering construction or engineering contracts for these arpa projects that are sidewalks um North Villa from 16th to 30th 30th from North Villa to pen and 19th from North Villa to North Flynn um we expect uh the construction to begin later this year and should be completed next summer I think that's great um cool and then the second item here this item a am is another amendment to a construction or to the uh Engineering Services this is for the Walker Avenue streetcape it's a better Street safer City sales tax project um we are uh planning to begin Construction in Fall of 2024 and we should be completed next summer um this is also the project that does have a couple of rank Gardens that we are installing along the street great and thank you for that also thank you director Miller uh for joining uh me last night with the uh uh Meridian Hills Manor neighborhood association meeting and talking with them about their their needs um and also just thank you for your update here and I'll just say that's it item a n councilwoman nice yes I'm sure that's probably public works as well uh just a question I I understand that we have the the public in streets that are common within County do we already have a a list of those streets or how are we working because I I know I've I have a couple streets that I'm trying to get done and I'm hoping that this is for that um this is just a mutual cooperation agreement that we um approve every year with all of the counties it just allows us to work in the county and them to work in Oklahoma City we are working on those specific projects that you're interested in and we will come back with a separate agreement to identify those in the cost okay thank you so much okay item AP councilwoman P thank you mayor just wanted to draw attention to this project B I've got it you're good um it's a 2017 Geo Bond project of the road widening from Cemetery Road from Reno to Northwest 10th Street which has been in a desperate need the traffic is increased out there and so we're very excited about it and I just wanted to draw attention to the fact that we are taking the next step in the process for this project and we look forward to the road widening and hopefully some additional Road Safety out there so our residents can exit their neighborhood safely um through this project so I'm very excited to see it moving forward thank you mayor okay item BH councilwoman nice I wanted this to be heard publicly about what what is what we are wanting to do with this joint resolution and then I'd like to vote separate uh Kenton sud with the alliance for economic development also representing the Oklahoma City industrial and cultural facilities trust uh this is a an extension to an item that we did back in um December that allocated G funding to begin trying to purchase property to put together a large employment site of over a th000 Acres uh this adds additional funding as we've been out trying to acquire properties we've got options on properties we've purchased some properties but just they've come back much more expensive than we tried to you know originally we tried to put uh 10 million in that that if you do the math was $110,000 an acre properties have been more kind of on a blended average around 23,000 an acre where we're trying to acquire this is this is really in line with what we've done in the past in terms of if you think back our 577 project uh we spent about 12.3 million on that acreage which was about 21,500 an acre so we also had additional funds come available and that some obligations we had that had tied up some go funds related to the first national had have expired so we had additional uh funds that were freed up that could go towards this purpose but we continue to be the same thing it's a city trust that would be acquiring them and then once we put this site together we would Market it to try to attract you know major employers thank you uh my my concern as I've already said previously um is the fact that one of the acquisition process in the amount and for this additional cost of $7 million for our general or obligation um limited tax bonds to be used for that purpose uh in my opinion takes away from us being able to really invest in some of our local businesses and or those that want to uh be participants within our city limits um to the capacity that they can so I will uh ask for a separate vote because I I do believe this takes away from that process okay so we might as well go ahead and do that so this is a u request for a separate vote on item BH so perhaps we can get a motion on that B have a motion in a second cast your votes passes six to one okay and finally we have item BR councilman that we have ongoing it's a historic neighborhood and they were concerned that when the when the sidewalks are installed they they put a curing agent on it that really makes the sidewalks just bleach white and they stand out too much with the historic neighborhood so we've added some some uh color into the concrete so that it tones that that color down and likewise the truncated domes the little inserts that go at the wheelchair ramps that warn you that there's a street coming instead of using the standard bright colored uh red ones that we use we're going to use cast iron and they they tend to rust and kind of um me melt into the environment so that's what this change order is about well and I'd like to express my gratitude to you and your team for the care you're putting in here and um also thank the residents of Crown Heights for reaching out to us and kind of saying hey I like the walkability component but we have these these we have these concerns and so I just I really want to front of the front building line so what that means is we can't put it where it would normally go in a facility like this in that front parking lot the irony is in order to accomplish this we're actually pushing it further away from the neighborhood so the Pud in in our mind is really a down Zone because it's allowing us to push those items further away from the neighborhood than we could otherwise do today then the modification is to allow um or prohibit the drive-through speakers to be within 150 ft of the residential uses again straight C3 which is what a zone now would not allow or excuse me would allow it anywhere on site so again we're adding a Prohibition that doesn't exist today in its zoning uh we did have neighborhood meetings it was heavily negotiated with commissioner services like Pharmacy um I do see in my opinion too many um vacant offices north of 36 um heading to Northwest Expressway so that tells me that we're not meeting the needs of the residents who live so Andrew Harris perhaps for item D the North Robinson address is that correct yes 2400 North Robinson go ahead we were about six weeks ago I came and asked for a deferral while we worked out some insurance issues those issues are still present um really very little is happened since then um we've tried our best to try and get some resolution for the insurance company I can't come here in good faith and tell you that really anything has changed so we would ask for another deferral um the photos that we that were taken with the uh city inspector showed that the majority of the issues and where the fire damage and where his concerns were were part of the metal structure not the brick building um so that's where all of our energies are being focused right now James I did get a call on this I didn't mean scare you sorry um I did get a call on this and um the person uh was really interested in in preserving the brick building it's a a building that was probably built about the same time the CH building was built but um also stated that the steel structure that was added to the brick is what I think's damaged and and may need to go away uh there may be some storage tanks issues they said on the property but the bottom line is the brick building uh was probably which was probably built I don't know in the 20s or something uh probably should try to be preserved because it fits in well with the neighborhood uh the rest of it is been damaged or destroyed from what I'm told and I I I did take a look at it Chad Davidson code enforcement superintendent I know his client has met with our staff out there uh at least once maybe twice and uh the building is secured I know that uh be a fact and and they've been great to work with and they've done everything they said they do so far I think their insurance company may be kind of dragging a little bit right without without getting into too much of it yeah we're we're not too happy with it and that's kind of where we're at we're talking about the old like it's the Martinez Tire Shop on the corner 23rd in Robinson and you have plans for this building I'm sorry you have plans for this building we did but a lot of it is based on what the funds we're going to be receiving from insurance so I I can't come and tell you what those are because I I'm not sure that they'll come to fruition at this point if we are just the property or the metal property is deemed condemned we will adjust what those are uh we do think that there could be some type of whether it be coffee shops or uh we've had had a I think I let you all know that there was a salon that was interested in leasing the space if we cleaned it up everything has just been on hold for a year and a half while we've been in this insurance dispute well what would you want to do here director Davidson I I I think we could probably work with him a little bit more I mean either way I mean if if we send it to the dilapidated docket or if we declare it dilapidated we're going to work with them uh or if it's deferred then we can we can work with them in that it's kind of I have a question sure does the Declaration of it being dilapitated do we know if that's going to adversely affect the dispute with the insurance company because I would hate to make that situation worse also sometimes it it makes it difficult to receive um um for lenders to to loan on on buildings that are declared dilapidated or or abandoned important The Lending issue is not a problem for us this is simply a dispute with our insurance company well okay let me say this um so this is of course where War I begins it's our southernmost border and when I was uh not even thinking of running for office back in '06 and I worked at Olive Garden uh on expressway across from pens Square Mall I worked with people whose parents were shocked that they worked at Northwest expressways Olive Garden the idea of coming south of Memorial was in their mind dangerous and I will that that has stuck in my head ever since and I don't know if you ever do the thing you should never do which is look at comments on you know the local media on social media and when my ward sometimes when people talk about class in or 23rd Street you I want to focus on 23rd street because there was an article earlier this summer about the streetscape coming to that area and we heard earlier about Walker streetscape there were still people in those comments talking about how horrible 23rd Street and they did not mean us well and they they they the the the stereotypes of who lives along 23rd Street this is madness to me you have the Heritage Hills mansions on one side you have mea Park you have historic Jefferson but I would suggest so I just want you all to know that I take great insult when I hear people speak about my word in those disparaging ways because I know it's people I know how hard they work to uh honor the histories of these parts of town at the same time and that's why I asked you what your plans are there must be plans there must be plans there must be plans uh I can't tell you from the public sector what needs to go into this building but I when I hear you talk about a coffee shop for instance that doesn't quite make sense to me because I know literally a couple buildings down already exist toast and coffee which is a local coffee shop I know that Holy Rollers is right around the corner in poo I know that across the street is Corporate coffee shop Starbucks now maybe this is capitalism and we just compete and we just put the same business in that's fine but again to my comments about Classen earlier what are the needs of the people in that area the needs and where Once Upon a Time this building served a specific need for the people there I have lots of economic needs for people in Jefferson in poo in edmir in Central Park than neighborhoods who are right around here and when a building sits like this for a long time it adds to decades worth of narratives about who lives here their work ethic crime so I understand that there are all kinds of disputes about insurance and Brokers and stuff like that I don't come from that world I don't I don't I come from the world of teaching and students and their neighborhoods I would love to sit down this is the first time I've ever I think met you that's wild to me like it's wild to me that a council member in w 8 is getting a call about something in my that's no offense Mark no offense but that's wild to me that a council member from another Ward is getting calls about a prominently placed structure historically significant structure in my ward where am I in this where am I like I'm sorry like I am a second term council member right who loves this area from the bottom of my heart and have spoken about it we've never met I don't know who reached out to councilman Stone Cipher and I don't you talk to me I will connect you with the neighbors here to talk about what their desires are and we can feel them but this is a I feel very similarly about Walgreens at 23rd and Classen it took Jenny to win the pink building at 25th all she did was paint class and Boulevard across there to stop the graffiti like that's someone who cares about the property that she owns and she's got plans she's got plans so what are our plans what are our plans to serve the people here so I will to help you do well in whatever system involves insurance um if we need to um defer this if that's what creates stabilization here that's fine and I'm trying not to be mean I really am I hope that's not the tone I'm communicating but I am going to be tough on this because my people want to see this honoring the history like the way someone came in with chevers so would you like me to address any of what you said okay the intended use obviously changed when we had a fire we had started to put a significant amount of money into this property when we purchased it so the idea that we bought this sat on it and did nothing that's not the case um we can't do what we intended to do and because of a fire this thing happened in January of 2023 so we're 20 months later um all still over an insurance dispute this is a potion stamp of a piece of property so my desired use is Limited in what I can do with this um I I'm willing to work with you the only reason that I reached out to council member ston side for well two reasons a I have a past relationship with him B at my June city council meeting you had stepped away and Mr Stone Cipher is the one who I addressed so I just simply went back to him because he had a history with this that I'm not trying to go around you I have no plans I really had nothing to report my understanding that this thing is going to end up being D deemed dilapidated I'm just simply trying to save the brick building because there is a historical nature to it all right um look we can we we can defer this but I think the meeting that needs to happen needs to be if you're open to it maybe sitting with myself sitting with our planning staff who have all kinds of Street skate plans for this area and maybe it's worth you hearing some of those and kind of imagining with us what's possible um no offense but okay I stepped away I'm right back there okay so I'm I'm take I am taking this a little personally because it's stuff like this that is when I I just get so frustrated about the state of 23rd Street I get so frustrated when I know the housing needs when I know the economic needs um so you have a partner in me but we need to immediately get a meeting um to start talking about this uh what do you do with it again private sector have at it but this is this this current state won't do and I'm not just going to defer it at infinum with no real plan going so I I'm happy to meet with you I have nothing really to talk about I don't know what I can do until I get this insurance claim resolved everything else is extremely speculative and I don't want to make a promise to you that that's I would be more than happy to visit with you and we can have this conversation but I'm not trying to go behind your back all I'm trying to do is get an insurance claim resolved do you have any sense of timing on that insurance claim I have email after email um and I finally got a response this morning that the adjuster's father had passed away which was why I haven't gotten a response in eight days so what chat director Davidson what's a uh timeline you would propos for deferring this so it doesn't just you know come back and I have to keep requesting a deferral before we can actually have a real sit down look if if I may I'm just to help him out um six weeks ago when we were here we still hadn't had the property reinspected that now has been done we have a new estimate which we're disputing um so at least at this point it appears that it's just going to be an administrative uh discussion between our side and the insurance company and we're not having to wait on third parties to come and inspect the building so I am hopeful that we get a resolution sooner uh than what we had to deal with back in June because there were just more variables in June okay what's a timeline I I would like to have said that I could have gotten this done today unfortunately I'm not getting responses from my insurance company can we do does the city have any role in that like I mean not any role but can we is there anything we can do I don't think so um I don't know what a month I think four weeks be a good time to visit it again if that's you think that's enough time or I mean I know it's hard to tell but I absolutely and I'm happy to meet you all out there again um I appreciate the comments about it being secured we've tried to do everything we can okay so city clerk when is four weeks from now September 10th okay so uh neighbors Night Out day um let's uh regroup on this and then um when we regroup hopefully that's given you the meeting and thank all of our youth council members that have have been elected and their families for the job that they've done and just the staff that we have who have have been able to to identify these young individuals and bring them to us we need all the help we can get and I'm grateful that they're here thank you thank you word to thank you mayor uh first I just wanted to acknowledge um the progress that we're seeing right now as it relates to phase one of maps four sidewalks um right now the intersection improvements have occurred at Northwest 30th and chartel um residents are just really excited about being able to cross all four corners of that intersection safely um and then northward on chartel uh from 30th along the Community Gardens where there's this beautiful butterfly art structure on the uh west side of chartel um and then a one of those little little libraries they're called uh right in front of the Community Gardens but you couldn't really access them previously and so now these sidewalks really allow for that accessibility and right now the construction is taking place of those sidewalks right in front of Harding Fine Arts and this has been something they've been asking for for a while for the students there um so I'm it is truly surreal I'm guessing some of the members who've been uh serving for a while you know what it's like to set in motion a policy or uh an investment in something and see it come to fruition that's very new to me and so seeing the results of maps 4 in the neighborhoods it's just it's surreal um I wanted to again thank director Miller for joining me in Meridian Hills uh neighborhood last night where walkability was something they were interested in in Code Enforcement um let me also just say um Oklahoma is you know kind of a lot of people in grief right now with the loss of Louisa mun um last night at Meridian Hills maner um and I didn't know if he'd be there or not but Brian Brown who is someone I've known for um since about 2008 um he and his wife Katie were there and um they introduced me to Louisa back in '08 and I was in grad school in Stillwater I was planning to leave Oklahoma I was thinking of San Francisco Chicago New York Seattle Portland um I just gotten back from studying abroad in Italy on scholarship and I just wanted a place that was walkable bikable reliable Transit and I just didn't see that for us this was in '08 so was before maps 3 but Brian Brown worked at Oklahoma today and so to did my four for my very best friends you heard me talk earlier this summer about the loss we experienced my best friend Lucas and he was of that group auson worked for the state tour uh film and music office but uh Kim Hickerson worked alongside Louisa uh Megan worked alongside Louisa um Kim's husband Atley had such respect for Louisa because Louisa was the sort of person who and I'm going to paraphrase all the things I saw on social media over the last couple days she was the sort of person the way Atley describes her who would walk into her room as if she had just walked out of a 1950s uh Hollywood film like classical Hollywood she was like a character like she like truly like a character the the the style she brought to what she wore um you know she just stood out but she was also someone who from ' 08 onward even after all of those folk left ok today around 2010 2011 Louisa was the sort of person who would speak with Kim and Atley or Megan um about next steps she believed in their potential and I know that sounds so corny but she was the sort of person who said what what what makes you want to get out of bed in the morning Kim what makes you want to get out of bed in the morning let's think about next steps who do you need to meet to get you to where you need to go um just really Amplified someone's belief in themselves but we from the public sector here probably know her not just from Oklahoma today but her advocacy from Kirk Patrick F uh Foundation her advocacy on behalf of the city's pet population and unhoused pet population arguably is legendary um she is largely responsible I would suggest to you all for why an animal shelter exists in maps 4 um she met with me very early on in that advocacy so did Brian by the way the names I just gave you Brian Kim Atley Austin Megan they were the ones who uh along with Louisa started introducing me to an Oklahoma I had never seen before and they basically convinced me to stay and maps 3 passed and now I got to help create Maps four so I I think a light in some ways has dimmed but the Legacy that Louisa leaves behind through the people who she has empowered uh I think will long outlive um the time the two brief times she had on this Earth so um I would encourage us to think about as Maps for's animal shelter becomes a reality uh to think about where her name should exist U on that building in that building um personally also I know normally we have placards for the Maps projects for the council members um who served um at the time of funding or implementation I don't know that my name even needs to be on that plaque I'd love to see my cat's name the first cat of War I Mary in there in my place cuz she was instrumental for me wanting an animal shelter but I think that Louisa's name for our consideration to see that somewhere on this building I think is really worth our time and consideration and if not on then the name of the building then we've got to think about where inside because she clearly played a pivotal role um and getting us here so just wanted to spend a little bit of time acknowledging uh Louisa's contributions to our city whether through Oklahoma today or U the animal shelter and to the lives that she touched and is definitely someone who um means a lot to my friends so thank you thank you word three thank you mayor uh just to remind residents um Oklahoma City received a Federal grant fund f let me try that again starting over City of Oklahoma City received Federal grant funding from the United States Department of Transportation to develop a vision zero plan for Oklahoma City and vision zero is a strategy to eliminate all traffic fatalities and severe injuries while increasing safe healthy and equable Mobility for all the approach recognizes that traffic deaths and injuries are responsible are preventable and prioritizes the safety and well-being of all Road users I remind you of this today because there are workshops coming up this month and we won't have an opportunity to talk about them again before they come so those workshops are the first one um are is in W 3 it's Wednesday August 14th so that's tomorrow from 4:00 to 6:00 p.m. at the Canadian Valley Technology Center on the cow and campus at 1701 South Czech Hall Road it'll be held in the seminar room on the southwest side of the building and I hope to see many many many of my friends out um to give their feedback uh one of the things that we do talk about quite a bit and I mentioned it earlier with Cemetery roads widening um are some of the traffic fatalities and injuries that happen on Cemetery Road and on Mustang Road it is all on the vision plan and we just need the community to be involved and provide impact input on the other places that they see that they feel unsafe while while traveling the roadways whether by car or by bicycle or whatever the case may be um Workshop number two is Wednesday August 1st from 5: to 7 at the Northwest library and workshop number three is Tuesday August 27th from 5: to 7: at the Northwest Church of Christ um all this information is available on the city's website under the press releases from our incredible Christy AER so that is all I have today mayor thank you thank you word four word five um yesterday we laid a South Oklahoma City Legend to rest um godspeed Paul odm Jr 96 years old up until a year ago was still flying um he's built more houses in Oklahoma City than probably multiple home builders put together so condolences to the family he was a great asset to the city so that's all word seven uh yes I know this week we have a lot of our school students starting so happy back to school for those who haven't started yet um and I also wanted to honor uh the Legacy of Louisa mun and um I I wanted listening to council person Cooper speak about her and one of the things that as he was talking I thought of was a connector and that's definitely what I would describe her as and I didn't had the I hadn't had the chance to know her that long but she did reach out to me in 2019 as we were preparing for um mats 4 and um at that time the animal shelter was considered in W seven before it transition to W four but she was so passionate uh about how how we care for how we care for those four-legged friends and and those that may not have any at all uh but we are considering them as animals and and pets so just to to have her um to to just know was was a treasure and also I I believe beyond that I call her the connector because after we established our friendship and just a working relationship with that she implemented um and help connect me to further uh ways that the Kirk Patrick Foundation could be of assistance to our community and that created that establishment of a relationship with being able to claim if you will the area of Northeast 50th in Lincoln for the Kirk Patrick foundation so I believe uh and know that she was behind all of those connections to get us uh where we are today with us being able to now say this is a area of our community that will be protected because of the Kirk Patrick uh Family Foundation so it was a shock to see the news about her passing and and she will forever be be missed and and remembered for the passion that she created uh within our community so my thoughts are are with her family and all of her work family at this time and I wanted to also mention as we look at in in things of of Celebration um not just people but but events and this week we will be celebrating the freedom Fiesta which honors the stins and sanitation worker strike uh so this Thursday there is the freedom story and art show that's going to be happening at Oklahoma contemporary at 6 uh the next day a concert choir at 6 pm. at Bishop Angie Smith Chapel at ocu um on the 17th the sit in March and reenactment that's going to happen at 9:00 a.m. at the Frontline Church and then that following Sunday there we will be the program that happens uh in the afternoon at uh the Fifth Street Baptist Church where Miss Looper was a devoted member and this is where we convene and and commemorate the stins as well as the sanitation worker strikes and those that are left from both of those movements so I hope you will come out and be a part because our our folks are getting older and unfortunately that circle is getting smaller of people that we continue to celebrate and this is a time for us to continue to understand why um they found it necessary to do what they did as far as the stins as far as the sanitation worker strike um and as far as representation for our city to ensure that their voices were not only seen but also heard um so I I hope everyone will continue to support the efforts and of what they are doing and our clar Looper civil rights Center and museum that will be established and the funding that needs to continue to look we need to continue to look at of how this will be a monument for our city because it is still lacking uh the funding that it needs to really be a successful uh Museum and supported Museum uh the East Fresh Market is also happening today if you haven't been please please make sure you you travel over there it's going to be at the um our community Wellness Center on a senior Wellness Center excuse me on Northeast 36 in Lincoln and I also wanted to while I'm here thinking about this uh we had a meeting last week at Milwood I want to thank Milwood uh for opening their doors for this public meeting as well as our city staff for being present and all of the folks that came out I know we had um at least 100 people that were a part of this meeting so that was a lot and I want to publicly say that this was just one of uh many meetings that we will continue to have until we get what we need out of the conversation whether it be a yes or no but those meetings will continue to happen until we get where we need to go you know and finally um I'll close with this uh one of the things that um our last meeting uh our mayor was not here so I want to say this publicly with him being in the room that you know it's it's fine to uh to Omit our our names from conversations but again that's the reason we continue to descent is because we are not a part of those said conversations and I I find it very disturbing that as an elected official just like the rest of the elected officials in the room um um it's as as if we don't exist and I find it very uh frustrating for the fact that um the voices of women continue to be silenced and and or not included uh and the fact that the reasons um that we continue to speak is because we want the transparency in order for us to be able to go out into our communities and at least give that information forward of what is happening so the patriarchial um things that are continuing to occur uh towards myself and um my my fellow council member that I sit next to who can speak for herself uh I think is is not think I know um should be better as far as how we are representing our city because again you know now we're putting our our business in in the public Street and that's okay if we want to continue to do that not a problem but uh I just want to again say I would hope that as uh the presiding officer Andor leader uh for this body that the the ways that that we have been treated Andor omitted from conversations that those things don't happen to the the women that you hold near and dear um in the future uh for how they uh hope to represent the people and communities that they serve as well so I I say again we speak up because we speak on behalf of the communities and the people that we represent um and if it were not so then there were things that we we can continue to talk through um but I I do find it very sad that that was uh the pettiness that we decided to to Embark upon thank you word eight 42 years ago today my wife Debbie and I were married um it was on a Friday Friday the 13th people often ask me what were you thinking getting married on Friday the 13th two simple reasons number one the church in the the hall the wedding hall was available nobody was booking a wedding on Friday the 13th uh the second thing is that um the number 13 has always been very lucky for me in many different ways and I just want to say that 13 is lucky for me it's proven to be for 42 years happy anniversary Debbie thank thank you happy anniversary okay so that concludes comments from Council and now we're item 13 city council meeting there was a letter in the hand out it's the letter that I said to way gy who sent police over for 4 hours play basketball with the kids now I'm going take y'all back to 1955 a little 14 year old kid [Music] em he were Dr beat burnt cerated [Music] mutilated our system felling he was innocent had committed no crime George Floyd stopped by the police just a pan handling a little $35 fine police killing body cams off Rihanna Taylor sleeping 3:30 in the morning that's when you're in your deepest sleep for the police come to her house within 10 seconds she was dead Miss Miss Morton boiling water to cook some beans for the dinner for kids 3:00 in the afternoon shot in the left side of a head that's why she was rening down she was actually looking at the floor 30 off we always have the right things in place all the body cams here in Oklahoma already been paid for throughout the United States all the police body camps already paid for the hundreds of thousands of dollars Oklahoma paid for the body camps no money spent they already paid for throughout the United States all the millions of dollars the body camps already paid for M Mr Kirk we're over time we already have the things in place already paid for they just don't know how to use them off on off on if once a once a police committed to Mr Kirk will have to end there thank you so much thanks for
