Good morning everyone and thank you to the everyone who showed up for the St. Patrick's Day celebration today. Uh wanted to um make sure that we had this moment today to recognize uh central outreach. If I was uh here to recognize all the great things that happen on the north side, I'd probably never make it off this podium. But for an exceptional group like uh Central Outreach, want to make sure that we recognize all the great efforts. And I see the great t-shirts here. This is 10 years of care, compassion, and community. So I've defin we've all seen this organization grow throughout the this this decade this past decade. So uh with that whereas Central Outreach Wellness Center was founded in 2015 with a mission to provide inclusive equitable health care that fosters wellness for the whole person and removes barriers to care for all individuals. And whereas over the past decade, Central Outreach has grown from its original Northshore location into a vital medical clinic serving communities across Win Western Pennsylvania and beyond. Whereas the patient- centered services include HIV and STI prevention and treatment, hepatitis C cure initiatives, gender affirming care, mental support, mental health support, primary care and harm reduction advocacy, central outreach has improved health outcomes and quality of life for the LGBTQIA plus communities and all those who seek care. And whereas the leadership and staff of Central Outreach Wellness Center have responded to the community needs throughout the the public health crisis, including testing initiatives during the CO 19 pandemic and vaccine outreach during the MPX outbreak. Whereas the advocacy, education, and outreach, Central Outreach Wellness Center continues to reduce stigma, expand access to essential services, and ensure that every person can receive care without judgment or discrimination. Now, therefore, it be resolved that the city council of Pittsburgh does hereby declare March 10th, 2026 to be Central Outreach Wellness Center Day in the city of Pittsburgh. >> May we have a motion to approve? >> So move second. >> Second. Thank you so much for this proclamation. This is really amazing to be recognized in this way. Um the work we have done over the pandemic and the EMPOX epidemic was also um a huge public health feat and we were proud to be able to show up for our city in this way. Um our team continues to do the work in rooms in outreach vans um all across the county in different ways. So we are very proud to be here and happy to celebrate Central Outreach Day. Thank you. Probably one of the most fun times of year. And you know, nobody does it like Pittsburgh. And most people think I'm Italian, which I am, but today I'm Irish. Cogill is actually scotch, so you know. So, I'm proud to be presenting the proclamation for you all today. I wish if you would all come up, please. And I'm joined by Councilwoman Kim Selenetro, who has really deep Irish ties. I found out it's both grandparents are from Ireland. Correct. >> Okay. So, >> well, you too, right? >> If you've never been down to our St. Patrick's Day parade, it's the second largest in the country. and do yourself a favor. It's uh really worth going to. It truly is uh a lot of fun for everybody. And it starts with the button party. I don't know if many of you were at that, but uh just filled with fun events. Our Irish heritage in Pittsburgh is deep and we love them and uh I'm proud to be part of them. Whereas the Pittsburgh St. Patrick's Day parade, proudly presented by the Irish Society for Education and Charity Incorporated, is scheduled for this Saturday, March 14th, 2026. This year's parade is led by Grand Marshall Patrick Baron, which we all know. Where you at, Patrick? Yep. Um, Patrick remains a lifelong member of the Knights of Equity Court 9, fourth degree. He is also a member of the Ancient Order of Hiberians, Division 23, the Gaelic Arts Society of Pittsburgh, and the Westside Irish American Club of Cleveland, and has dedicated 34 years to public service with the city of Pittsburgh. Whereas 2026, Miss Smiling Irish Eyes is Queen Molly McKenna. Molly, daughter of Greg Aaron McKenna of Mount Lebanon. She is a junior at St. Mary's College, double majoring in biology and chemistry, a presidential scholarship recipient who plans to attend medical school. Nice. Her dedication to her heritage includes competing at the highest level of Irish dancing at the All Irelands in 2023. and she's going to do a little number for us uh after after that. Yeah. Um whereas court maiden Kennedy Aaron Elizabeth Coun where you or I'm sorry Elizabeth um of Oakdale is a senior at Charters Valley High School and a member of the National Honor Society and Math Honor Society. She is a WPI all section athlete and plans to attend Westminster College to play soccer, major in biology and pursue a career in genetic counseling. Whereas court maiden Sydney and Hoover Sydney okay of South Fet is currently a sophomore at West Virginia University majoring in exercise physiology with plans to become a pediatric occupational therapist. She is a longtime Irish dancer with Shavelin Academy. Whereas this year's ancient Order of Hiberians, AOH man of the year is Bill O'Neal. Where you at, Mr. O'Neal? Yep. Say hello. Bill is a member of the Monscior Michael McGary AOH division 17 where he was past president. He currently serves as financial secretary for the AOH Alageney County Board and political education chairman for the AOH Pennsylvania State Board. The Lady's Ancient Order of Hiberians, LOH, Woman of the Year is Peggy Sheridan. Peggy. Okay. Is is Peggy Sheridan? Um, one second. Okay. Peg is an active member in the LAOH division 21 serving as officer of commission of missions and charity for 20 years. Now therefore, it be resolved that the council of the city of Pittsburgh does hereby recognize the Pittsburgh St. Patrick's Day parade committee and thank all the organizers and participants for making Pittsburgh nationally known as having one of the biggest St. Patrick's Day celebrations in the country. I'm the parade chairman of the St. Patrick's Day parade. I'd just like to say please come down to the parade. Starts sharply at 10:00 a.m. We do start our our day off with mass with the bishop at 8:00 a.m. at Old St. Patrick's Church in the Strip District on 17th Street. It's a grand day. These people are wonderful. So talented that it's an amazing group of young women, young men, and a little bit older young lady. >> Little bit older young lady, very very politically diplomatic >> that won this year. Uh Pat Burn is is my favorite Irishman. He's at every event. He knows a lot of Irish history. He knows all the good Irish bands and he always gives me good tips on. So thanks Pat. and congratulations. Welld deserved uh award. Uh we have a familyfriendly petting zoo on Stanwick to uh First Street, First Avenue from the boulevard. We have a petting zoo. We have Irish step dancers which these girls used to be. And we have a band coming in. We have face paintings. So bring the kids down. It's a great family event. Thanks for all who who attend. First of all, I'd like to thank uh Councilman, President Council Dan Lavell, here and especially Councilman Cogill for sponsoring this uh proclamation. Thank you very much. Okay. I uh last time I was in these chambers was uh probably 30 years ago, I got a proclamation from Senator Furlow, then Councilman Furlow. They the giant eagle in Garfield on Penn Avenue was closing in and the the World War II monument, Veterans Monument was on their property and had to be moved. And my mother-in-law, Agie Bros, she uh got 43rd Street concrete to know donate the concrete and the lumber companies donate the and me and two other city workers went up. We formed it and put the concrete in for the new monument, you know, all volunteering and they that's the last time I got a proclamation. But uh no, >> I'm overdue. >> I'm I'm very honored and humbled to be the grand marshal of this year's parade. uh especially with these three lovely ladies, the Hiburnian of the year and the Hibernian woman of the year. And I just like to thank everybody and just let everybody know to come to the parade. It's going to be a great parade this year. There's two people like to give a shout out to. That's that's the history. But I still last night I sat down I wrote 15 cards St. Patrick's Day cards that will be going over to Denny Gaul just to say hi. Yes. I would like to remind everyone the rules of council state that comments are limited to matters of concern, official action, or deliberation which may be before city council. Our first register speaker is Deborah Wy. >> Good morning, council members. My name is Deborah Wy and I'm a resident of the Banksville neighborhood, the community where dismiss charities under a Bureau of Prisons contract proposes to convert the FOP building behind the days in on Banksville Avenue into a federal halfway house. Dismiss will ask both the city planning commission and this council to grant a conditional use zoning change to do so. I am asking this council to deny that application. Here is why. First, the crime environment. The Hotel Carter on Banksville Avenue sits in the highest crime sub area of zip code 15220, a zip code already rated in the bottom 37th percentile for safety nationally. That specific stretch experiences approximately 37 documented crimes per year. vehicle breakins, drug offense, assaults, disturbances at the adjacent hotel properties. These are not statistics from somewhere else. This is our neighborhood. Second, the Bureau of Prisons own standards condemn this site. The BOP requires that every halfway house provide, and I am quoting their own policy, a positive environment free from criminal and drug use activity. This Carter does not meet that standard. There is a beer distributor within walking distance. There are bars along the route. Banksville Road is a four-lane highway with no safe pedestrian crossing. And yet, residents of this facility would be required to walk it every single day. Third, who else is on this corridor? This is not an empty commercial strip. Banksville Elementary School is nearby. Craftton Children's Corner Daycare is on Banksville Road. And at 2644 Banksville Road, the same street as this proposed facility. The back side of it is Family Links, a counseling center serving children and adolesccents with serious emotional disturbance in adults in recovery from mental illness and substance abuse. >> Think about that for a moment. We would be placing a federal correctional re-entry facility steps away from children receiving mental health treatment. We would be asking families in crisis to share that corridor with individuals under federal supervision for serious crimes. That is not a compatible use. That is not a safe community. Pittsburgh zoning code gives this council the authority and the responsibility to deny a conditional use application when it is contrary to the health, safety, and welfare of the community. This one is I am asking you to deny it. Banksville residents are asking you to deny it. Thank you for your time. >> Thank you. Our next speaker is Dr. Ronald L. Miller. So our last register speaker is Ikahana Hal Malina. Greetings and good day. My title is Chief Hikahana How Makina. I am the Grand Inca of the Araqua Confederacy of Aboriginal American people. And today I'd like to honor and pay homage to the legendary international sculptor Thaddius Gilmore Mosley born in 1926. He may have been small in stature, but if you ask me, he stood 10 feet tall in greatness. A self-taught sculptor whose work was unmistakably would fill the room with conversation. He asked one to go beyond the lessons taught by others. Frequently I would see him at the Alagany sandwich shop where he would often eat breakfast. He secretly paid for me and my companions breakfast one day. I was completely in shock to learn of his age. I refuse to believe that this elder who looks all of maybe 65 at best was in fact 95 at the time that we met. Following that encounter a few years ago, I Googled him and read everything that I could read about him. how he had been carving for over 70 years, salvaging discarded wood and repurposing it for grains. Sculpt his sculptures were displayed in New York, Atlanta, Chicago, LA, Baltimore, Harvard, Milwaukee, even in Norway to name a few places where these installations stood mighty and strong. Some may feel that 99 was a long enough time for anyone to have lived a full life. But I believe that if it not were for the exposure to cancerous chemicals hidden in the air, hidden in our water, hidden in the soil and in fact is also hidden in our food. unbeknownst to us. We unknowingly eat cancerous laced food on a daily basis. It is my belief that premature death in children, teenagers, young adults, middle-aged folks like myself and our precious elders like Thaddius could be avoided if we take the maverick approach to dealing with how our food comes into place with chemicals. We don't need preservatives. I remember a time where no one I knew ever died from cancer. It was something that just happened to some people some of the times, but never anyone that I knew. I now know dozens of people who have died due to cancer and it's getting increasingly worse. I urge city council to also take the same approach that you did to plastic. The chemicals must go. Panther Hollow. It is time to write the wrong of the construction of the illegal skate park in Panther Hollow. A small self-appointed group seized public property and converted it to their own selfish private use. The graffiti filled illegal skate park never ever should have been built in the first place in a residential historic neighborhood. It must be shut down and created in another venue such as Shenley Park or any other venue that will not bring harm to any longtime residents and homeowners. In place of the illegal skate park will be two botchi courts, a state-of-the-art playground for children, and a standalone Italian American Museum of Pittsburgh to honor the rich heritage, tradition, and culture. That vision is in keeping with the mayor's vision of what a recreation area should be. Our community of Panther Hollow is entering into a new era of partnership with the University of Pittsburgh and our community is both grateful and enthusiastic about this new beginning. The university generously agreed to fulfill our request to enhance our already existing Italian sense of place with the planting of additional trees and plaques. Trees will be planted to honor one, military veterans of World War II, the Korean War, and the Vietnam War. Two, Dola's families who comprise the largest numbers of the early immigrants from the 1880s. Three, Eugene D. Pasquali, who was instrumental in protecting the neighborhood from outside development in the early 1960s. and four, Henry Wiggy Dioro, who retrieved Babe Bruce last home run ball and then donated the ball to the National Baseball Hall of Fame in Coopertown, New York. The University of Pittsburgh is to be highly commended for their generous act of kindness. The potential of what the partnership with the university can achieve has created a resonance of joy. Let me illustrate. When I told a 96-year-old woman that her husband who passed away last year would be included in the military plaque, she was overcome with joy. That is the path of dignity, creating joyful moments with harm to none. It is time for the city administration to write the wrong and shut down the illegal skate park and for all of us to continue to move forward on the path of dignity. Thank you. >> Thank you very much. Next speaker, please. Good morning. My name is Unique Brown. I first started to come here to speak because I thought I was going to speak to a room full of adults that were elected to represent the people of the city. But most of the times when I sit in these meetings, I feel like I walked into a middle school classroom where the teacher walked out. Phones are out. Sad conversations. Heads down. Barely paying attention. Back turn towards us. Y'all walk in and out whenever y'all want to. I mean, I love my phone, too. I understand. But if my job was to attend meetings and just give my attention, and I spent most of my time scrolling, I'm sure my boss would scroll me right up out of my job. And that's the part that hurts because for many of us, these three minutes represent weeks, months, even years of struggle that we've been going through in this city. Some of us are nervous, some of us are hurting, some of us are fighting for our families. All we ask for is three minutes of attention, three minutes of eye contact, three minutes of respect, but instead it's like we're talking to house plants. You looked at us in our eye for months while you were campaigning for our votes. You should be able to still do the same thing during public comment. If we can pause our whole day to come speak to you, the least you can do is pause your phone for three minutes to pay attention. Trust me, whatever on your phone is still going to be there. It's not more important than the people that put you in those chairs. And human nature is y'all really don't care unless it's happening to y'all. So, I want y'all to picture this. Y'all go to a shelter, domestic violence shelter, whatever shelter it is. A agency that's supposed to come and help you with housing comes and signs you into that program. Then no later than a week, you call to get clarification. They're like, "Oh, guess what? We took you off that list. We had to resend that offer and put you back and now you're back on a waiting list for us. Maybe if we get staff in and how can that work? Nobody's answering that. How can I fill out paperwork to any type of program, organization, anything going on, and they say that my offer was rescended after I filled out paperwork? THAT THAT MEANS I ALREADY HAD A VOUCHER. THAT MEANS EVERYTHING WAS ALREADY SECURED. HOW CAN THEY SAY THAT THEY JUST ENDED A OFFER? And she said, "It's not only mine, so it's other people." So, I'm asking for everybody that they so-called did it to. Who can answer that here? Who can answer that anywhere? How can anybody do that? I think I was shocked and I just started talking when she asked me cuz I was really concerned about what's happening to me the same way that people will be when she comes out there and talks to them. But I'm telling you, I apologize because you know I give them hal about talking while we're talking also. It's been bothering me and it's been bothering me for for months because when I think about Dr. I mean think about Mr. Krauss, you remember our our president used to be president of council. I remember when he took and he insisted upon having a refrigerator back in his office and I believe it was like $150. Now I want to know did he take it with him or did he leave it cuz it wasn't supposed to be his and he knows it and I want you to know what kind of guy he is if he took that refrigerator. It should be back in that office for whoever came next and you didn't know it. And don't try to cover up for him. If he took the refrigerator, tell him you want it back. You, president, you should be able to do that. We should find out. I may be laughing now cuz it's funny to me that he took it. When he took it, he shouldn't have took the refrigerator. The wicked man I believe God is speaking of in this scripture is my father who has done a lot to keep me out here on the street homeless out of jealousy, envy. him and my real mother, whoever she may be. You guys are trying to use what I don't know against me. God is all knowing. Try to use it against him. He know who I am, who my real mother and father is. And the longer you try to hide my true identity, the more people will die in Jesus name. The estates that now belong to me, keep trying to hide them from me too cuz who's living in them have to go in Jesus name. Proverbs 23:16 says, "My inmost being will rejoice when your lips speak what is right, and what is right is justice. For all children who abducted, who are abducted and sold to the highest bidder, and everything, all their resources that are attached to them are stolen by our government in Jesus name, forcing them to be homeless. This is what this city council and our government corrupt OFFICIALS DO TO CHILDREN. MY IDENTITY WAS STOLEN WHEN I WAS a child. I'm not supposed to still be here.
