some technical stuff we are all ready to go okay perfect all right good morning everyone thank you for being here uh it's Wednesday September 28 2022 so we welcome you to our city council meeting um we have a busy agenda so we're going to Jump Right In and to start off we are going to start off with the pledge allegiance and I have um three future Mayors sitting right out front with me I'd love for you to lead us in the pledge but before we do that will you please stand up introduce yourself tell us what school you're from and then we'll have you lead us in the pledge come all the way up to the microphone ladies hi I'm Kylie and I go to depoli Middle School I am and yeah I go to depoli Middle School hi I'm penny and I go to Napoli Middle School [Applause] all right we did practice so why are you laughing all right go ahead and lead us in the pledge please everyone stand for the pledge I pledge allegiance to the flag of the United States of America and to the Republic for which it stands one nation under God indivisible with liberty and justice for all right great job thank you for being here future mayors all right Madam clerk I'm going to send it uh to write to you thank you Madame mayor we're going to move into item A2 which is roll call council member breckis absent this time doer here Delgado Weber Taylor Rhys here Chevy here Madame mayor you do have a quorum of the Reno city council okay thank you so much at this time I believe we're going to go into public comment but I would like to start off um with our special announcements thank you so we're going to open up with some proclamations this morning so Madame I believe you are giving out our first Proclamation and I would ask that Chief Soto also approached the podium foreign everybody I want everybody up here RPD come on up front [Music] thank you remember hi so first of all I want to say um this is incredibly incredibly special to me and obviously the Reno Police Department but what you need to know is um Al had such a profound effect on me and that is truly shaped a lot of the decisions that we've made in this city and it has made me realize how important and what incredible leader but also how much of a difficult job and how what they do every single day is just exemplary bravery um in every aspect so you you need to know that um and I I told you he he made me have a new love for Starbucks lemon cake um but when I went on that ride along um I just I couldn't believe how children flock to him business owners loved him everyone in the community and he really showed me what it was like um to be a true leader and if it wasn't for him I don't think I would understand how difficult that job is and what he gave back to our city and how he really shaped it and so you do need to know that um you know I love my police department and so much of that was what he paved for me okay and that that is really true so you need to know um that he has made a profound effect on on me and the city and chief Soto um I I do laugh because one of the stories without we we had showed up to a motel and he was yelling at me shivi get out of the car and I was so nervous I was like what what I don't have a vest on and um and I so it was just in one of those moments where things you can tell are really getting heated and everyone sort of around was laughing because he's like telling me to get out of the car the reason he was telling me to get on the car is he didn't want me to get shot mm-hmm and so quite honestly I mean so I can't even begin to tell you uh what a hero he is in my heart and all of the Reno Police Department truly thank you so much for being here I would love it if you would read the proclamation Chief Soto Mission mayor exciting information for the Del Vecchio family as well as our community but I'm going to start off with the proclamation whereas Master officer Del Vecchio served as law enforcement officer from 1987 to 2016. spending 13 years of his career in service to the City of Reno and whereas Master officer Del Vecchio passionately trained many officers through his time in service to the community becoming a known leader and mentor and whereas in August of 2005 Master officer Del Vecchio demonstrated exemplary commitment and perseverance having been shot point blank in the face at the intersection of Sierra and West 2nd Street Al recovered from his injuries and came back to work once again donning a uniform to answer calls to help those in Need for this he received a purple heart and whereas Master officer Del Vecchio was voted by his peers to be recognized as Master officer officer of the year and a dedicated patrolman and whereas the City of Reno acknowledges Master officer Del Vecchio's tremendous contribution to the safety of its residents Al approached all relationships challenges calls for service and hardships with compassion respect humility and the courage of a lion he was the consummate professional and his legacy will live on now therefore I Hillary L Chevy mayor of the City of Reno Nevada do hereby declare Thursday September 29 2022 as Master officer Al Del Vecchio day in and for the City of Reno recognizing the dedication of Master officer Al Del Vecchio to his service to the community and to the Legacy that he left behind at the Reno Police Department foreign [Applause] exciting um very personal uh information that I get to share and I have to thank Sean who I know is back here and many of his peers are mayor wanted to come up with an idea in terms of recognizing Al but not just with the proclamation his legacy and the reason I say this and what people need to understand is Al worked for Washington County Sheriff's office Sparks police department and the Reno Police Department he worked in this entire Valley and he was extremely proud of the work of working for all three agencies Al was one of those individuals that makes our profession a better profession everybody you see up front here he worked with trained worked alongside protected taught us and one of the things that I hear heard and hear time and time again about Al is his character and how he treated everybody with great empathy and respect and when I say that I don't just mean the men and women in uniform I mean business owners I mean the people that sometimes he had to take to jail I cannot tell you how many stories I have personally heard where Al rather than taking someone to jail would say Let's Make a Deal you do this this and this and and we'll be square that's important those traits are important um and those characteristics are important because that is what our country needs um in our profession and because of him because of Al and what he has done um we don't see many of the same issues that you see everywhere else or we've seen everywhere else it's because of people like Al so because of Sean Jones who was a lifelong partner with him and and his law enforcement career their law enforcement careers Sean came up with an idea of having an award a region-wide award for all agencies the officer Al Del Vecchio award service award that all three agencies and all members of all three agencies are going to be competing for and I must say that uh Sheriff Balaam and Chris Crawford were also part of these negotiations that's the type of person that your husband and your son was to recognize it's one of those words that you're probably never going to see in your career but if you do it's extremely special and that's because Al was such a special person to all of us we miss him greatly dearly but I think what's important for all of us to recognize is how much he lives throughout our agency and our community so I want to thank you for sharing your son with us I want to thank you for sharing your husband with us he was an incredible man an incredible human being I want to thank all the men and women of this agency who helped work and put this together this is all of them this is all of the troops this isn't Chief our executive staff we just facilitated they're the ones that make it happen so I want to thank you for what you've done um and uh I just want to thank you for sharing such a wonderful human being with with our agency so thank you foreign so thank you [Applause] I gotta give him thank you everybody for being here certainly deserving all right we're going to move into our next proclamation to be read by vice mayor Devin Reese well thank you that's a hard act to follow we've got some incredibly dedicated men and women in the Reno Police Department and what an honor to be here for this morning thank you madam mayor for your kindness and for your grace I have the privilege of having and asking Admiral Gillingham to join me this is going to be a hard one because as you all know my husband is a U.S marine so but I get to have the opportunity here to introduce the council to and read a proclamation for Navy week so we've got some outstanding folks here and so I'm going to read it and then we'll make some comments there says whereas the City of Reno is honored to have the presence of the United States Navy in our community and whereas the state of Nevada is home to More Than 3 700 active duty enlisted Sailors and naval officers 500 Navy reservists and 6 900 active duty and Reserve retirees and the United States Navy is instrumental in ensuring the Safety and Security of 11.1 billion in annual exports from the state of Nevada and whereas the sense of Reno take great pride in supporting our namesake vessels the USS Nevada and the USS Comstock and whereas two ships have borne the names USS Reno three ships have borne the name USS Nevada and whereas Navy week host special events and programs for the state to increase the community's knowledge and understanding of their Navy and its Global Mission now therefore I Devin Reese on behalf of Mayor Hilary shivi of the City of Reno Nevada do hereby declare September 26th through October 2nd 2022 as navy week in and for the City of Reno encouraging residents to recognize the importance of the Navy's role in our daily lives Admiral Gillingham thank you so much for being here thank you [Applause] thank you everybody [Applause] well thank you thank you madam mayor and City Council Members I know that I share the chief of Naval operations appreciation for this great support the week is off to a great start we we had a fast and furious day yesterday about what stands out is the amazing support and advocacy of not only the Navy but of our military here in in Reno so we thank you for that and assure you that our America's Navy is out forward defending our freedoms and preserving the this great nation thank you very much bless our Navy and God bless you thank you thank you [Applause] all right Madame mayor if I can have director Jamie Schroeder come to the podium all right Miss judder updates to her at first I just have to say go Navy yeah conversations are fun in my household between a navy and army so that game every year is always something that we like to place a little bet on so um thank you for having me here director of Jamie Schroeder Parks and Recreation and I just want to take this opportunity to give everyone a update on Paradise Park in general set the record straight there's a lot of misinformation and um I think that misinformation is causing a lot of unnecessary emotion um so you know history of this park it's our second largest park um second to Idlewild Park it's an amazing Park that certainly has seen its challenges over the last couple of decades and as I had mentioned at the last council meeting we have been fortunate to finally be able to put some funding towards that Park we have some amazing things that are happening um next spring in April I definitely want everybody to to mark their calendars we're going to have a ribbon cutting there'll be a new playgrounds a new restroom we're putting in some entry Gates and we're working on a master plan so the misinformation component of this is there was an amazing idea to take a look at how we offer services we are always looking at making sure we're doing the best with the limited amount of funding that we have whether it's programs instruction projects anything like that in fact B City USA is a perfect example of a partnership we do Partnerships all the time we have an amazing partnership with keep tracking Meadows beautiful we have a fantastic partnership with truckumentos Parks Foundation you all hold Sky Tavern near and dear to your heart we have a partnership with them so we had a non-profit approach us and asked if there was a way that we could assist with space they were looking to expand their programs and um so we kicked around some ideas of well what could we do it's definitely a policy decision so there is a process that must happen right so we do a lot of betting of ideas first before we bring it to um I guess conversation at the the more public level we had done that due diligence Paradise Park Activity Center is our smallest Center it averages about 18 participants a day um keep in mind that's an average so it will spike it goes up and down depending on the programs that are offered but it is programmed 18 hours a week so when this nonprofit came to us and said is there an opportunity for space we said well can we move the programs at Paradise Park Activity Center yes we could we knew there were going to be challenges with that so once we got to the point of okay we want to make sure that this goes before the Recon Park commission before we bring it to council because it is a recreation facility um history on that facility is that it was built in 1986 it was built using Community Development block grant funding which meant that it's for all ages not necessarily one demographic um but over the years yes primarily that facility is programmed for the 50 and over 60 and over population so as part of that public process we heard a lot of feedback that feedback did not fall on deaf ears we took a step back and said we need to research this a little bit more still an amazing idea is there a way that we can share part of the conversation um on the feedback was maybe we can share the facility keep our programs we share it and to Casa Latina uses the facility after hours before their programming whatnot but I think at the end of the day we realize we need to go back to the drawing board continue to problem solve um but in the meantime because this facility is underutilized it really only makes about five thousand dollars a year in Revenue I try not to use Revenue as the only number because of the fact that it is our smallest facility it will never compete with Evelyn Mount or Neil Road Rec Center due to the size and the magnitude of those two facilities um so we are going to embark on a master plan I was already in the works prior to this discussion about Paradise Park activity center and that master plan is going to take a look at the park in its entirety so as I mentioned earlier it's our largest park the improvements that we're doing would not change regardless of the outcome of this master plan the playground is in the highest elevation so that won't change that's always going to be the best spot for the playground the restroom is going to shift over which if you want to nerd out on utilities it will eliminate the need for a lift station so I think my utility friends will be happy about that um and um so this master plan process will take up to 10 months but I just need to set the the record straight in the sense that Paradise Park Activity Center is currently open the programs are existing we're going to be putting out a survey for what kinds of programs would you like to see there setting the expectation that it's not going to be free we're not going to be able to serve all seniors 100 at that facility we can't provide transportation necessarily so there's a lot of different dynamics that we need to take into consideration um but I think this body should just know staff is listening it's not falling on deaf ears Paradise Park is open and operating as it has been okay thank you I really appreciate that update I do want to also um remind folks one of the things that has to happen is it has to come to this body for approval and sometimes we will have items on the agenda that um you know they're open for discussion and we think that that's important because we want to hear your your voices and what matters to you and that's whenever the council gets engaged and this is listens to the feedback that sort of happens so I'm glad that we are getting participation in this I think it's really really critical but it also just because something happens on an agenda doesn't mean that it's moving forward that's the time for the community to step forward and engage with the council that's sort of what that Spurs but that doesn't mean that that is the sediments of the council so I want everyone to know that because sometimes I see that when things come on the agenda um we see like you know in the media or oh this is what's happening Council and that's not it at all it's for everyone to come and to have their voices heard and to shape their community and that's why when you do see something on the agenda we want everyone to get engaged and come and we want to hear your feedback um you know there's a lot of times that you really don't know um you know you might be able to feel some way and and then someone can come forward with information you had no idea that they had and it um you know takes the conversation in another way so that's why it's really important to hear those voices but I want to remind everyone it's got to go through the council first seniors are so incredibly important I do want to expand on their services over there which is going to be fantastic because I do want a relationship with RHA because I think we can engage more seniors to really sort of make it the senior Hub because the most amount of seniors actually live in that area and um and I think you know now more than ever especially you know I care about mental health this body cares about mental health and we know um it's a great way to keep um you know our seniors happy and healthy but also together um I think being together is also one of the most important especially after the rough last two years we had but I want to be able to expand on those programs program it all the time this is just me this is yeah I'm not speaking for the rest of the council but I would imagine um you know this is your priority as well so um I just want to say thank you Jamie for the update we truly appreciate it um but you know seniors are always first you know yeah seniors his body should be proud of the health and wellness staff we have um I think it's 50 programs that we offer amongst all of our facilities that are age friendly so we are doing what we can again with the resources we have and um one of the things that we heard during all this discussion was we've asked for programming and we've said well who have you talked to I don't know I just said it to someone and then so we're like let's formalize this so that there's an actual tract process and so that form should be coming out soon but I don't want to um you know this the emotions of the misinformation being out there to overshadow the work that the dedicated Parks and Rec professionals are doing for the community all right well thank you so much we really appreciate it go ahead um yes I may thank you madam Merit and of course Paradise Park is is in ward 3 and there's the Dynamics and the diversity um the East Reno has been a constant and I'm sure a lot of people especially in this room know that Paradise Park means so much to me personally as well as a group right down the street and to bring it back to its Jewel uh for many many years and with the support of the body and you madam mayor to as we know sometimes government moves slow uh and but now realizing and seeing the resources now come to to be is it's going to be phenomenal it's going to be amazing uh to see the playground go up for all the kids and the families out there it's right down the street from Bernice Matthews we have an elementary school right in the middle of the park we have the trail opportunities and a thank you to all the volunteers that go out there and clean up and I know it's been some deferred maintenance but that goes without saying that there's opportunities on the horizon again government moves slow but realizing that as early as last council meeting that we see a saw the opportunity for cdbg agent funds to to start over there but just wanted to speak to is um um the hardness of seeing this misinformation getting people excited uh uh inadvertently you know really really troubles me I also had the opportunity to speak to a senior just outside who was misinformed about was taking place there and that bothers me it truly bothers me because the council here and our staff our team deeply cares about everyone and the last thing we want to see is any Services Council or anything push aside it's always how can we do better how can we do better how can we expand service how can we add additional services that are being unmet and that's what this conversation was about is how do we partner with the arena Housing Authority how do we partner with other existing nonprofits how do we support one another because we can't do it all ourselves we know that the demographic Northeast Reno there's a lack of non-profit services the nonprofit that approach says provides domestic violence support provides other additional supports how can we not support them and their mission and vision to support others from from Cradle to to our seniors so it really troubles me that there's individuals long-term stakeholders in our community that knew of this and still pushed down this information uh it troubles me that we're in these times versus just holding hands and matter mayor you've done the best job and all of us on here to say uh we can do better but it truly troubles me and I hope that we can get past that and just kind of sit down at the table and say let's let's have a honest conversation and let's uh let's let's let's let's do what we are all wanting to do in terms of voicing up and standing at the podium and saying this is how it's going to be a phenomenal opportunity to support everyone thank you Jamie to you and your team rather married to everyone on the on the dice here um I want to walk away you know on this item anyways is I look forward to seeing Paradise be the diamond that it is for the community fall groups all ages um and I plan on taking my kids there of course as soon as that happens if not immediately when we break around on the playground hopefully you guys will accept me then at that time thank you thank you madam Robin and Nini and I just want to say a couple of things about the proposed changes regarding tiglia's Paradise Park sorry they made they took my water the master plan is going to be discussed about Paradise Park and I'm all for upgrades and improvements that is very much needed at the park however I'm opposed to changing the usage of the current activity center to any to anything other than it was originally built it was built in 1986 as a community center it was designed as a community center and was accommodated seniors and youths for many years and I hope it will not change another aspect of this is I am very glad that you realize that the activity center and before covid it was it was running a lot better we had a lot more things going on there now we're down to just a few items and stuff so please bring that back we would need we need that and we also need more seniors so maybe have a senior day over there for free for the seniors anything to get people coming back you realize in covid that they're they're isolated themselves and they still are isolated so please let's try to bring everybody back okay yeah thank you great job thank you Carla Hernandez followed by Lavon Reed followed by Donna clontz good morning Carl Hernandez it's my first time speaking now one of these and I look forward to doing more in the future I'm here to thank council member Oscar Delgado on behalf of first generation students at the University of Nevada Reno I'm here to thank as a colleague from the Latino Research Center from the again from the first generation Student Center from the Multicultural Center Oscar Delgado has touched the lives of thousands of students future current and alumni and he is a role model to all his colleagues we will continue to support him the way that he has Fierce he has fought for inclusivity and Equity across the community in Northern Nevada thank you to Oscar Delgado and and for the board for giving me the opportunity to speak um you have our support thank you [Applause] if we can hold the Applause please our next public commenter is Lavon Reed followed by Donna clontz followed by Terry Brooks and uh welcome to the new uh Council mayor Kathleen Taylor I welcome you I pray that you guys will help get this mayor up and running she needs to get reelected she has done so much for our community it would be a shame to think we're going to go backwards if anyone else gets it but I should need that mayor to get in she does a lot that we do that we don't see Behind These scenes and I kind of know because I helped her through three strikes bus strikes and I hear them bus drivers always complaining that she didn't do her job it's like the wrong the union was not really helping them out but the mayor people don't notice she went behind the scenes and got the stuff done so the bus drivers are now getting paid better they're getting uh the buses are running smoother so what we need to give her a lot of credit and that the mayor doesn't get all the credit she does for all the things she does in our community and shame on people who aren't aware of who she is because I always see you cutting ribbons I always see her out in the community and Oscar Delgado I have to admit you do a lot so we know we're going to miss you when you leave but I know you'll be out there still working and plugging for Reno I have no doubt of that and to the new council member I hope you back the mayor you can learn from this mayor she does a lot at the mayor's convention when they had it she did such a good job so many mayors loved her oh my goodness and they were saying how is she doing so well in this community and I said because the mayor loves the community she is a real citizen of the community so I am very proud of her I commend her in so many ways it's hard to see her last name but other than that she's pretty cool and she's kind of cute so anyway seriously but I was hoping for one thing she's got to do for me that might change his community is these panhandlers I got clobbered two weekends ago over by the bus station turn around they broke my teeth now I gotta have implants I gotta go figure out a go me fun because these panhellers are out of control they're bugging people on the highways in the middle of the streets where you walk in between cars regarded to do something about these panhandlers you cannot walk in and out of a store without somebody trying to beg you for money and if you don't then they'll cuss you or they'll cuss you out maybe through a bottle at me through some money in my face because I threw them quarters and they said it wasn't enough so they clobbered me for five dollars and I only had three dollars so let me tell you these panhellers we need to do something about them I don't want to see them walking in the middle traffic stand there holding their signs they need money get a job if not go sit on the corner and bake but do not sit there interfere with traffic do not bother people in and out of stores so mayor I need you to get reelected I am praying that you do and all these people on this Council I know you work with the mayor I'm very proud of you and uh the two that are leaving thank God because they've always been fighting and they shouldn't have been they should have been helping this mayor she's security we need her thank you oh Milan you're very kind and what happened to you is unacceptable we will have the police address this yeah but reach out thank you so much God bless you Donna clontz followed by Terry Brooks followed by Jerry mifson good morning Madam mayor council and city manager I'd like to ask everyone who's here on behalf of the Paradise Park issue to please stand up so you can see how many folks are here today hi thank you good morning um thanks folks can sit again I only have a couple of things to say I really appreciate how hard the city staff listened to the senior community when we had various city meetings to hear from folks about what Paradise Park means to them and how that the programs in there can and should be expanded back to what they were before covid and that expanded hours there at Paradise Park there are lots of conversations that need to still happen one of the things that's come out of this is that we've been thinking about perhaps partnering with the elementary school across the way to do some grandparent child interaction kinds of programs in the after school time in the building because a lot of us are excited about that kind of thing and also the whole issue of the the master planning for the Paradise Park area is so much needed it's not just that building it it's the whole park it's the neighborhood around it there are so many issues going on there that need the attention of a lot of parts of our city and other partners and the community and the businesses around it as well I'm hoping that we can put together a task force in a sense to do a um a community policing and Community intervention kind of work and it may take us a year or more to do it but I think we're all up for that as well because a lot of attention has been placed on Paradise Park so thank you for what the progress we've made and we're really delighted to hear that and I think everybody in the room knows knows what's been happening on that second thing is we want to thank the council for setting aside a million dollars of the arpa funding for senior programming we know that the staff of the city has been working on all the rules and regs about that we know that the senior citizen advisory committee really wants to give you their advice about how to use that money and there's been some some back and forth with staff about it from what I understand I've been attending as a public member just to listen to it because I think it's really really wonderful that that you have put aside that great amount of money to to give back to the senior community because covid really affected so many of them in in such in some pretty sad ways we're isolated we need to be back we need to be together we need a lot of different services and connection to services so hopefully that money will will get there and so when your senior citizen advisory committee gets a chance to really weigh into it all and I know they're waiting for some more information from staff before they can do that we'll be there to support what they what they are going to be telling you and last of all our senior Coalition and the senior advisory boards and the age friendly groups have put together a candidate forums for for senior issues which are which are going on right now today at Sparks Library they're talking to the candidates for the County Commission and on Friday they're talking to the candidates for the Reno city council and City um courts so that's at 10 30 at Northwest Library make sure I got that right yes 10 30. okay and so please come anyone who's interested in hearing from those candidates has been exciting and interesting to hear what folks want to do if they are elected so thank you again for your time thank you so much Donna I know I'm the other thing is I just want to remind you um and I don't know if you've had a conversation yet Donna with Hilary Lopez from RHA you have you because we need them in the master plan yes yes the largest amount of seniors live right there so um we need Lorton good morning it's me Terry Brooks again and today I'd like to address following politics to housing and hunger when it comes to homelessness a lot of politicians have supported low-cost housing so the poor and homeless might have access to affordable housing but other politicians have opposed such low-cost housing because they say the poor do not deserve such access to affordable housing a lot of politicians supported food stamps so the poor could have food to eat they proposed such a program and supported it in a heartbeat while other politicians opposed that program they said to pay for food for the poor they saw it as just a scam some politicians believe that all people deserve a place to live so such politicians don't hesitate to give but other politicians disagree when it comes to such a debate is it because they are supported by Rich owners of massive real estate some politicians believe that everyone deserves to have food to eat so such politicians do what they can to provide good food to eat but other politicians say the poor don't have a right to free food is it because they are supported by Rich producers of food some politicians want to share because they really care while other politicians do not share because they really don't care so when it comes to an election and when it comes to the poor someday it might really come to who the poor vote for years ago many politicians declared what they called a war on poverty it seems that some are not willing to try to defeat poverty once again after following politics I finally decided that when it comes to politics people are way too divided I would like to thank you all for listening to me today and I hope you let me come back when I have even more to say oh this is okay where are you at Terry this is chapter nine so I only got seven more to go okay you're getting close yep I remember at 37. good time I remember back the first time I was when I was in October of 2019. wow we'll have to pull we're going to have a seniors are going to have the second annual us seniors block and Roll Party in the community center at Arena Housing Authority there in teglio's Paradise Park um I threw this event three years ago approximately uh with the support of uh Bonnie Weber Oscar Too Tall Delgado and mayor chibi and I look forward to your support I had a uh I guess I can say this is a wonderful wonder-filled meeting yesterday with uh mayor shivi and uh uh one of her advisors the Ancient Mariner and it was quite quite fruitful I remember your words you want to be bitter or better well this event that I throw that a seniors will throw will equal to the 200 seats that I had at the last event there in Paradise Park where we had three bands two food trucks ten senior service tables to inform and guide my fellow seniors a face painter and a balloon Sculptor so um I'm we're looking forward to that and in any participation maybe we can get you to open up the event mayor uh last year you were tied up I mean not tied up but you were tied up and um I'm spawning a comedic career and after this event us seniors are going to throw a senior ball dance and plus we're going to bring back sheep dip which was a satirical comedic approach to um having fun with the powers to be and I believe there's many many powers to be well that were to be but anyway I'm looking forward to that uh mayor I'd I'd like to I'm going to put on the spot have appear at a city council meeting agenda to talk about the issue at hand that we had talked about how do I arrange that do I go over there can you arrange that and and get in touch with me I'm sure uh Carl Hall the City attorney he has my phone number my private line okay we'll have Carl reach out I'd like to be able to have that meeting sign up for four and it's been happening a lot lately so I hope we don't go for a fourth appointment so I hope we don't do a I hope we do an election not a selection again we'll get more into it tomorrow but I was wondering if maybe you would consider if they may go for an election for once that would be beautiful if you might stay on till after a special election maybe that help things out but just a thought to consider but um good luck in your endeavors in the future sir so then after that I'd like to also talk about Paradise Park where I don't think this should have even made the agenda to get rid of the senior center in the first place so you guys control the agenda so if you didn't mean it should need me on there but in the future I hope I've seen what developments and things like this all of a sudden it gets pulled when we have an election cycle and then we stand down and then after the election cycle then they do what they're going to originally do so I hope that doesn't occur in this place I think our seniors should be honored they are in other countries we can find the money to keep these things open there's a lot of seniors that live there at the VOA they have nothing to do they never got back on track after Cove had hit so I hope we figure out a way to get money we spend money like water here at this Council so I hope we find a way to keep that open and then now I'm glad to see on some of these agenda items that now on election cycle are paying a lot of money out for our police and I'm glad to see it we need to support our police but we also need to let them enforce the law so there seems to be an issue in this town with that so coming up I believe in law enforcement and forcing the laws all the laws on the books so that people are accountable record my name is Madeline Burak representing the University of Nevada and I am joined here today by Austin Brown former asum president and proud representative of the University we are honored to be here today in recognition of councilman Delgado and to wish him much success in his next steps councilman I personally have known you for many years and it has been a pleasure to not only work with you but have shared so many experiences and made memories with you from March to the arch to ascending the San Francisco Conference of Mayors to canvassing we have shared so many important times and I am grateful for all of those wonderful experiences you've also been an extraordinary leader on our campus your work to engage all students in our community is unparalleled and our student population has been lucky to have someone like you who's always been ready to meet and discuss the issues but also to join them on campus and engage them in volunteering in Civic engagement opportunities throughout our community you set a high bar for getting students involved and are setting an example for what leadership means I know that there are also several people here today and watching online who have personally benefited from your leadership in the Latino Community you're always you've always made sure that Latino students and community members had a seat at the table and have been incredible and have been an incredible advocate we would be your Miss to not mention the amazing work and transformation that has taken place in your award because of your vision and Leadership from Park cleanups to full site remodels and making the Wells Avenue District into a true destination you've left an indelible mark on our city and you have certainly made our campus a better place as well and while we know you will not be on the council we know you are not going far and we are looking forward to seeing you on campus and can continue to see all the wonderful opportunities that await you so councilman Delgado you will be deeply missed and on behalf of everyone at the University of Nevada thank you for your leadership and we wish you all the best [Applause] Frank Perez followed by Samuel Rosales followed by Doris burfoot honorable counsel Madame mayor my name is Frank Perez for the record and I come before you with a great deal of gratitude gratitude in the fact that I've had the honor to work with councilman Delgado over the past nine years the first time I met the councilman was during the 2013 legislative session when I served then as an intern for state senator Reuben Cuban the councilman was recently elected and when I transferred to the University of Nevada Reno I had the opportunity to intern for him together I helped him push forward the envelope of the Affordable Health Care Act and in 2015 we fought against the closure for trainer Duncan library and in this particular time they're trying to close a small library located in the Northeast neighborhood we hosted several early events at the Second Baptist Church and when the remodels were done to Pat Baker park the brothers of Phi Beta Sigma happily adopted that Park to continue supporting the efforts to revitalize the neighborhood in 2017 I started working for the city managed the city of Reno's neighborhood revitalization program many homes that were in ward 3 a few many homes that were in Ward 4 were part of this program and again a program that was spearheaded by this Council and councilman Delgado when the new Huck High School came up to be named the councilman was very involved in that and I know several people from the community at that time reached out to him and asked them to fight for the name that is named now and we thanked them for him we thank him for that and I think of the many Latinos that the councilman inspired including myself and for that I thank them for that inspiration I've always felt that his role at Cha as the CEO and his role as the councilman were never too far apart because at the end of the day it was always about helping people especially the underserved there's a void that will be filled and I look forward to watching that process unfold uh councilman thank you for your service to this community and the great contributions that you've made to this city thank you gracias [Music] that's very sweet [Applause] Samuel come here and take a couple words to Oscar and you know thank you for everything you've done our education our community Through the dean future Scholars Program um things you've done for me personally you know without the support of councilman Delgado I wouldn't be answering my fourth year as a high school counselor proud educator so I just honestly appreciate thank you for everything want to thank you all for taking the Paradise Park issue into consideration it is very well needed um it's a big part of my life and uh you know what might be the recommendation for us to go to wouldn't be accessible for me or it would be a difficult accessibility but I thank you for taking consideration for it and uh for hearing our voice yeah all right thank you so much [Applause] Megan Marble followed by Mark Carrell followed by Nick Lee I'm surprised I have to pull it up it's not usual for me good morning mayor shivi council members uh my name is Megan Marble and I am joined here today by my colleagues occupational therapist Kelsey columbini and my fellow speech pathologist Laura Martin Moss we are we just opened a new speech and occupational therapy clinic up in the Colin Ranch area serving all ages um and but we are here today to speak on behalf of many of our local health care providers who are facing sharing some of our concerns we opened in June and have hardly been able to see any clients because of the extensive health insurance issues and bureaucratic red tape we have been facing to put that into numbers we've had we've been able to schedule about three clients out of over 30 calls that's a lot um especially since we are the only Clinic without a wait list right now um there are some significant barriers to care for everyone right now but especially for those who rely on Private health insurance additionally we have a vital asset in the community closing permanently at the end of October which will greatly Impact Services available to our adult and Senior populations the hurdles we are facing here with the house insurance companies are making it nearly impossible to provide services to those most in need um mayor shivi pdubs recommended that we reach out to you um to help us navigate these Waters and so I know your time is very valuable and that you work hard to serve your constituents I know that we both well we all care deeply about the health and safety of this community so I would like to schedule some time to further discuss this with you and the challenges we're facing if we see if we can help Forge together a better path for access to healthcare I'm really locally really glad you brought this up because we're seeing some of the same challenges with our Mental Health Providers yes we've talked to them too it's horrific it's awful and so we're looking at ways with the legislature because that's not something on the city side but yeah but I think some of our greatest power is to open the doors for others so that's why we will advocate for you and I'm so glad you brought this issue because I don't think people really realize what a barrier to Health Care it is it's huge it's so it's so huge and it's so massive and it's heartbreaking matter of fact councilman Delgado you you know firsthand because you are unhealthy care um so and so I am working with a group and we will I will just you know Pat you in with them okay so we can all coalesce and um have a stronger voice together and get through a lot of that it's terrible it's terrible it's really it's it's heartbreaking because we're here to provide the services and we're the only clinic in town that doesn't have a wait list we're the only clinic in town that can see the senior population and we can't get through the insurance barriers to see these people we have to we have to turn them away even though we have this space absolutely such a broken system so yeah let us um like I said we're dealing with that on the mental health side too yep and all of this is so important um so Madam clerk will you make sure that um Jennica is Jennica here maybe oh Jennifer's right here she um is my wonderful wonderful um I don't know what you want to call yourself but you're like amazing I didn't want to say like assistant because you're not even like you're you're just like Beyond she's like superwoman okay is what she is for me I prefer the term time ninja oh yeah that's exactly what it is she will help you and get you and we'll bring you in with all the other providers because we all need to go down and strength the numbers perfect and thank you so much for your time thank you welcome thanks thank you so much yes um a couple weeks ago and suggested as well supporting B-Dubs yeah she's a force I love her she's wonderful the young lady spoke at this and I thought hey that's pretty cool it's like save a cowboy right that's right is that what it's from I like it yeah so I'm here to support Paradise Park and it's Senior Center they don't uh the new name for it is health and wellness which is weird I've been going there since 2014 and it's always been a senior center uh the place used to hum before kovid came there the place was like a well-oiled engine it ran well every hour or every other hour there was new uh activities going on and the parking lot was changing vehicles and people were coming in all happy and cheery to be there you know you could just see the uh the relief on a lot of seniors showing up there and not knowing everybody but meeting everybody and at the camaraderie was amazing there and uh since covid uh the film has been pressed on the activity leader there Carrie and uh and it's dropped down significantly I remember Jamie I don't know where she is now but said it was only 5 and coming in for the for the year now and that's because nothing's happening and we've they've asked the seniors have asked and been around asking and trying to get the thing back up and humming because there's a lot of dead time there and so if you're going to run it like a business let's run it like a business we'll see it at humming you know if you're going to run it for the seniors the seniors have paid taxes their old lives let's get the plays humming that's all I got to say today I like it thank you you're going to be in charge of programming good job good job Nick Lee followed by Mark zuke followed by Scott Meyer wow hi everyone good morning good morning well I was flabbergasted with all the people this morning the police have left and uh the Navy people had left and that reminds me of the old Tom Gunn or Top Gun movie where Goose was led into the Top Gun program and the Iceman tells him how do you get in here and this is well uh we have the list is long and he kissed a lot of butts so it's very distinguished that I'd be up here all right I'm here to talk about Paradise Park and uh there's a lot of word salad being said to date and I'm kind of disappointed about the progress of that Park I know councilman Delgado said that he'd done quite a bit for uh the Northeast Community and obviously he left out Paradise Park the maintenance on that Park is non-existent basically it's overrun by tree of Heaven sagebrush uh puncture Vine and Tall Weeds if you follow my Twitter account Reno bike hikers take a look Twitter Reno bike hikers there's plenty of photographs that document the last two or three years that that park has been neglected as far as the paradise Activity Center we saw my wife and I witness the transformation of that activity center by a new paint job and a new roof so something is happening there but surrounding that area is a mess back in January 2000 there were about approximately 20 camps along the El Rancho drive-in theater 200 yards from Bernice Matthews Elementary School and nothing was done for over six months until we talked to the media about it unfortunately that particular boundary is between city of Sparks and City Arena and nobody wants to take claim for that property so he let it sit but that's not the only problem back then until January 2021 Paradise Park would turn into basically a KOA for the homeless I have picture of it I have videos of it but you know what if you take pictures you take videos you take your life in your own hand so I have no thick no skin in the game for City Reno because I live in Sparks but I am one half mile from Paradise Park it has been neglected I have heard Wordsmith about how people oops how do you have not Manpower not yes just get it done clean it up and people will come back the seniors will come back I'm 69 years old so get on with it thank you so much I appreciate it um and Sir that that is the very reason we're doing the master plan so that we can pull in all the other properties around us um to revitalize it because the council has heard you and asked it's councilman Delgado who really put it at the level of it had to be the most important so um thank you councilman for your leadership on that Mark Zuck followed by Scott Meyer followed by Carlos Elizondo good morning Madam mayor good morning counselors first I'd like to say I'm glad that I belong to society where I can actually participate in my local government uh it's got an almost crucially feel fun at all there you go uh at any rate I'm here on uh to speak on behalf of Paradise Park and what we see happening in the area which is now going to be the Audi district and uh it seems like the street is being spiffed up and perhaps we're working on addressing problems that other folks who have spoken this morning have brought up um I don't want to beat the horse anymore but uh I think it's valuable to remember uh activities that uh seniors before covid were able to access and I won't waste time by going through that list but I'd also like to uh just speak a second about the other use that the activity center was being considered for that being in the support of Latina Community I'm a veteran teacher in the area here and the middle school I taught at uh I found out to be really fortunate in that almost a majority of my students were Latinos and I met Latino families I got a sense of the solidarity that they were offering into the community and integrating into the community and speaking because of that impression I think it's very important that there needs to be served which brings me to the Audi District across the street to the north from Paradise Park is the vast shopping center which is somewhat empty to the east where the Latino Community is heavy there is another Shopping Center used to be anchored by the Kmart that is vastly empty there ought to be locations available if they need to be funded by grants I haven't written a grant for many years but it's not a particularly complicated process so I think financing could probably be found and really I can't add much else aside from the say thank you sir Delgado for the services you've had thank you mayor and city council for what we're doing for the city to modernize it and bring it up and uh have a good day all right thank you so much Scott Meyer followed by Carlos Elizondo followed by Sandy quiros foreign Scott that uh you know the Washington Legal Services they don't help people uh they're not to help people 100 percent and one he says that I was there there was a man who said so mother I want to be homeless because you cannot help me in another instance that I was there there was a a disabled lady that they said we cannot help you in and she said I'm American you can help me and um the next thing that I wanted to bring up is uh uh behind the pepper meal on the southern end of the pepper meal on the corner of green pea in limbre from bringing people is there an Israel to Virginia and going back from bimping limbre to uh Robin Hood there is always campers such Model Homes cars with broken glasses uh red people working on their cars it looks like a junkyard there there's three pencils that I just mentioned and I lived there for that for in the area for over eight years and I've seen this ever since I moved there in you know you need you need to focus in on that area you take a moment to thank Oscar Delgado um merci and gratitude to a man who like a drop of water has created a ripple effect in our community I have to confess that I was not very interested in City elections until I met Oscar now I take them very seriously on a personal note my family in 1988 started a family business of the Lynch truck and uh it was the first Latino owned business that started that had a lunch truck here and no one from city council ever came out to celebrate our success or you know to acknowledge the little guy but I've seen Oscar do that I've been to several events where he has acknowledged and done the ribbon cutting we see them in big businesses but we don't see it for the little guys um and so I thank Oscar for doing that because he made us feel counted he made us feel like we belonged um you you did that for us you saw us and you acknowledged us you made us feel like we mattered so I thank you for the acknowledgment to the Smoke to the small businesses and for our people um gracias for the involvement the commitment to change to better our community your commitment to think outside of the box your commitment to create diversity your commitment to sitting at the table with us and listening to us and helping us for introducing us to councilman Devin who we hope will continue working with us as well um and hopefully the new council person um but in all honesty I just want to thank you for the support that you've provided not only to myself as a Latina a latinx member of the community but also to tukasa Latina for always thinking about us for always being there for always supporting us um gracias for your service to our city to our people I hope that the next appointed council person is as colorful as inclusive as diverse As You Are thank you comments in favor four comments in opposition and three comments with various concerns additionally we have three voicemails which we'll transition to now foreign thank you madam clerk I think at this time we've got a special presentation voicemails first and then we'll transition thank you good morning [Music] um regarding the Turtle Creek Landscaping agenda item B17 I am a resident in the area and we have not had good Landscaping service for a few years and ever since I would say January or so nobody has come out the weeds are overgrown our beautiful landscapious deteriorating there's dog food but trash everywhere and come to find out now you all are approving a contract to raise the price and it doesn't identify or State what needs to happen to complete and correct the Landscaping issues now and what's going to happen moving forward so who's to say that this new landscaping company is not going to overcharge us and not do their job because nothing that you have written State what they need to do so um if you could please fix that reopen the bidding process and also the RFP should be amended to specifically identify initial cleanup work required for each lmd and require it to separate those costs from the cost bid for routine maintenance and conductive thereafter it also needs to State what is that routine maintenance that we are going to be paying for thank you very service or service that's not even stated in the contract thank you very much bye-bye yes my name is Janice Leches and I would like to comment on the issue regarding tedlia's Paradise Park I am a senior citizen and it's a great place for those of us that need to play different types of exercises different type of communications you know different age group it's a great place to go it's very friendly and very safe and I for one um fingers crossed take away our Activity Center thank you yes my name is Michael McCone and I live at 714 Jones Street and a project that the city council approved is this is a four-story condo complex that's being built right next to my residence and the carbon dioxide that's being pushed into my house and the dust has caused significant damage to my residents and Wasteland has been putting the dumpster next to my house and the waste and um from the restaurant and the coffee shop extensions so bad the Flies are so bad but I can't even go outside and enjoy my my house so I want to know what I can do to have this situation rectified I talk to the owners several times and I've got no results so I want to know how this project was approved this monstrosity built in a neighborhood that has that's historical as well as the Truckee River of the downtown project how this project was approved in this spot because it's an obstrosity that is does not fit into our residence and the noise and solution that's being caused by this project are significantly damaging my house the roof tiles um obviously this house was built in 1940 and the trucks that are going by multiple times have cracked my roof and again the stands from the carbon dioxide from the trucks going in and out of here as well as the waste management truck it dumps through literally 12 feet from my my door and the stench is so bad I just wanted to report this and hopefully the city council can assist my prop my house and and getting it resolved with the owners because forward it to her I want to remind this gentleman this council did not approve that project thank you madam mayor um just for the record Richard Whitaker did leave the room he did not wish to speak whenever the parking boondoggle the parking um what do we call the parking um meters yeah do you remember that that was probably eight years ago and they were put up too tall and so Oscar actually got down and Lifted Me Up by by feet so I could put the money in the meter and someone got a picture of that do you remember I'll never ever forget it um but we had so many incredible times together and there's one thing that we do need to do because we didn't do it and I love to do this because I know it always embarrasses everyone but we do have to do this um one two three happy birthday say to you happy birthday to you happy birthday dear Oscar happy birthday to you see he thought he was gonna get away without us singing to him and um his birthday was two days ago so I was not gonna let that pass Us by but I just um want to tell you thank you for your tremendous leadership and one thing you really taught this Council so much about um I think underserved communities for the things that you have endured in your life and things that I never would have thought about you gave us everlasting gifts in the city because of that and um and especially for the Latino community and not to mention um up at the University today was really a testament of what you have given back and how you've inspired these young students um you know seeing that I I just want to say I'm so I'm so proud and I know that this job is a tough job we're scrutinized for everything we do whether you're called you know corrupt or I mean there's a lot of things I think we go home and we wish we could have gotten right and I think you got a lot right and so I just want to say thank you from the bottom of my heart it's been a tremendous time serving with you you will forever be my friend and like I said you're not going far you might not be sitting up here but the good news is that you'll still be um an incredible leader in our community and I'm so impressed with what you've been able to accomplish at Cha uh it's pretty remarkable so you should be very proud so anyway um councilwoman Taylor I know you haven't been here long so you have not had the fun and games that I have had with councilman Delgado but I know you've known him for a long time so if you want to say some nice parting words don't go you can stay don't go it's been a pleasure to know you like matamir said you're not going far I look forward to working with you thank you for being welcoming and mentoring me and thank you for everything that you do to our community it's a pleasure councilman Reese well I thought I would read a poem because I would have saved me from uh tears but I'm an emotional guy but I thought I would just say a couple of things which I've I think I've communicated some to you Oscar in private but uh there is a song that is called um Seasons of Love and it's a reflection really on life and one of the things that it says in that song is it says uh in truce that he learned in the bridges he burned or the way he lived it's time now to sing out although it's not the end to celebrate and remember a year in the life of a friend and it's hard to come onto the body at any time and when that happens you have to look around very quickly and figure out who the friends are who the helpers are because you need that support and you were that for me so I thank you for that your commitment to this community is really unparalleled you'll continue doing that at Cha into the future um and it's you know another part of your journey and I think that that Journey unfolds over time and space and there's a lot of um there's a lot of memories to share and you've had so many good ones and then the video really showed a lot of fun ones and so there are just moments I think that you'll have in the next several weeks and and opportunities to just quietly reflect but at the end of the day it's the the work that you did that has created the community that you and your children can be proud of so thank you for that that's what I'm doing yeah thank you I have no poem but um I just want to say it's been a journey Oscar we have been through so much when I reflect the video so good at reminding me of all the ups all the Downs all the challenges that we've faced we've been through so much and I've just I've learned a lot from you about underserved communities with your advocacy I really have you know um we all have the communities that we know about but then there's all the ones we don't know about and learning all the time um so I just really want to wish you the best in all your future endeavors I know you're continuing to make a mark on our community and health and when I heard from the audience about the challenges they're having with insurance I have no doubt you're that guy who's going to be able to really tackle that and fix that for our community so thank you for everything that you've done and thank you for everything you will do councilman lever thank you so much um I too have my tears and I just want to say how much I've enjoyed working with you I just appreciate you I look to you I admire all that you do and uh in the community I know you're not going far but I need your help in our community and um in the ward especially but I just want to say I'm excited for you to be able to spend time more time with your family I know that's so important to you and we're going to miss you and I and I just want you to know how much I appreciate all you've done and continue to do thank you oh go ahead um our fearless leader city manager Doug Thornley well Oscar you and I had a conversation on the phone so I don't know that we we need to spend too much more time um with that but I do want to say on behalf of everyone who makes a a career here trying to build a community that people are proud to call home we very much appreciate um your commitment to this place and your your steadfast belief in doing the next right thing so um traditionally when people depart we make them a road sign we have of course oh I love that and we've made you the road sign we think is the most important to you [Laughter] and you know by now that traditionally we do t-shirts but there was a there was a mishap with the t-shirt and I said he's not going to care about a t-shirt no but you're you're wrong Doug Loves t-shirts and I said Oscar doesn't care about it so and so his t-shirts this is about me I want to make sure he's collecting every single t-shirt so um but somehow you managed to get the first edition uh which I love so the t-shirts will be here tomorrow I love that I love that of course I remember that I think that was our first year on Council because I remember Bob and Sharon and Dwight and it's hard to believe that we served with them yeah it really is it's hard to believe but that's how far we go back and you know I'll I will say this you know it's really strange looking back because we came in together I came in with Naomi and the relationships that we have built or like family in so many ways because we spend a lot more time together than we do with a lot of our own family and then a lot of times whenever things are incredibly stressful and hard and when we make really tough decisions you sometimes feel very very alone and um very scared actually there are times sitting up here is not easy and so you can identify with everyone that sits up here with you and sometimes you're the only person that knows that feeling and anxiety that can happen when you're making some of those tough decisions and um that's where you really know when how much someone cares about you and their friendship um and you were always supportive now up here we don't always agree but one thing is you've always been very very respectful and a big supporter so um gracias Amigo mwah so um anyone anyone else oh we got your faces look at the faces oh that is so sweet I want to take a picture let's do a picture I wanna can we do a picture you everyone stayed there and then we're gonna come over there because um I'd like to get a picture from this and to have everyone it's great two seconds sorry um before I lose everybody I'm not trying to get through it Devin you rubbed off on me man yeah just shed tears um this means so much to me everybody I hope everyone um yeah laughs I think the biggest things that are sticky what do you think um the biggest thing for me is families is are my kids and um man this is tough it's tough so bear with me um I'm gonna be long um your priorities and respect um and without letting people down try and balance everything as best you can and you start to realize that um I owe it to the community my constituents in the city that once things start to fall off balance you got to do the right thing right um truly blessed to honor my life to represent everyone and do what I can or at least sit at the table and at least provide what I had promised and that's uh to ask the tough questions to bring in new ideas and to bring new people to the table and that's what I always tell students at the University wherever I go to anybody have the opportunity is bring someone along with you um and be comfortable with the idea that you got to be uncomfortable because ultimately that's how you make sure as always says that that you're not on the menu that you're part of the conversation um no matter if who you are what background you are uh Latino African-American age anything is we all better served when we hear everyone's perspectives and everyone's point of view and everyone's background um But ultimately Life Is Life Madame Mary you know how close of friends we've been for so many years it's amazing it's been 10 years I know um that we've never really veered from that we've always put Community First and I appreciate everyone on the council because all of you do all of you sincerely do we always bring ideas and we want to advocate for our community um and my calling is is Healthcare I deeply am passionate about it these last few years have definitely shown that there is an issue in our and our community and our state and our nation that we need to address that's Quality Health Care for everybody um and really wanted to push the envelope and have these conversations that are at a more of a wider conversation and Mission and that just my twins are six they just started first grade and um left opportunity to coach them someday here in the near future and to spend more time with them and again respectfully you're out of the my respect for the constituents to say if someone needs to really be at the Forefront and have that time and energy to really do that and so uh I never want to be that person that's just up here and not doing their job and so thank you to everyone thank you to the team I love all you guys I'll be supporting all of you uh you mean the world to me and to all those that are listening um I love all of you as well and I said earlier we all just got to take then I've noticed a real Trend in the last few months of how many new businesses are coming in or or adding new services and new features and I just think it was worth there was a particular number of them on this agenda so I just wanted to complement all of our small businesses for all the work they're doing and The Innovation and creativity they're showing to be able to thrive in this environment I think we are really a growing economic environment we have been I know we're getting a little bit of some troubled waters in terms of you know I think the biggest challenge for businesses these days is just getting staff staff that want to work in the job jobs that are trained for the jobs that want to come to work even who aren't necessarily changing jobs but so therefore I just wanted to highly commend this group of businesses and all the ones we've seen March forward the other ones on the agenda as well we didn't pull them but in Ward one ward 3 there's two in in Ward three I I just I think it is a marker of our times that businesses continue to thrive and continue to reinvent themselves and continue to make our city great so would that matter mayor I don't know if there's any additional couple items on here I want to recognize that's B12 B13 b14 B15 and B16 um and I'm not pulling them but I do want to recognize them and I want to recognize um that these are acceptance of Grant awards from the state for uh traffic enforcement I want to congratulate Chief Soto and the Reno Police Department for getting these grants they work really hard to get them and without them we would not have um you know the level of traffic traffic safety sort of initiatives that we really need to have and so they've really been pushing forward to get more and more grants and been starting to get super aggressive because they know that traffic safety has been on top of mind now that we're sort of getting back to normal out of covid so I really want to recognize them because they could not and we could not do what we do without them going um after these grants and getting so aggressive so Chief Soto into the Reno Police Department thank you so much so I did want to um recognize that okay um fresh faces and so um you just take your time and we're up here rooting for you and we're super excited I heard you have a fantastic presentation so um just like I said take your time and and I'm going to be smiling at you okay so go ahead thank you good morning Madame mayor council members and city manager Thornley for the record Jana litz housing and neighborhood development I'm honored to be able to present to this body for the first time in my six years of working here especially on council member delgado's last day um I'm presenting the Consolidated annual performance and evaluation report which is also known as the caper as well as conducting one of our two yearly required public hearings by the Department of Housing and Urban Development I will be reviewing accomplishments from the last program year and asking you to approve the submission of the Caper 2 HUD all right so every five years HUD requires the submission of a Consolidated plan the plan outlines Community Development priorities and needs the Consolidated plan is carried out annually through annual action plans which address the priority needs and specific goals of the Consolidated plan the Caper is an annual submission that reports activities expenditures and accomplishments from our annual action plan activities so basically the Caper is our report card for the prior program year in program year 2021 the City of Reno received three entitlement Grant Awards could the Community Development block grant we received 2.1 million home investment Partnerships almost 1.4 million and the emergency Solutions Grant 184 thousand dollars let's go over our spending for last program here as you can see compared to the previous slide we spent considerably more in Grant funds than our total Grant awards for the year that's because we had leftover prior year funds as well as co-ed funds that we received due to the pandemic in the 2019 program year how many households benefited from almost 6.7 million in HUD funds being put into our community 13 551 households now let's highlight some of the projects that were in progress or completed last program year we'll start with cdbg 1.3 million dollars went into public facilities parks and Ada improvements a Futsal Court was added at Paradise Park much needed new carpeting at Evelyn Mount Community Center and Ada ramps were installed at the California building to make that property accessible to all we had five additional parks and Ada Improvement projects in progress last year as well as 1.2 million in cdbg CV funding that we put towards the Nevada cares campus as our final obligation for shelter operations all these projects align with our division's strategic goal number three to invest in low to moderate income neighborhoods we had quite a few exciting home projects last year as well highlighting a couple of those we put 2.1 million dollars into affordable housing new construction and Rehab in Washoe County through the Washoe County Home Consortium two examples of projects that were completed last year are the Willie J Winn apartments and vintage Sanctuary Senior Apartments there are also five additional new construction projects and three Rehabilitation projects these projects align with our division's strategic goals one and four to increase affordable housing stock and to keep and improve affordable housing units and we had two main ESG projects last year to assist those experiencing homelessness and those at risk of homelessness thank you since Washoe County assumed responsibility for homeless Services Program year 2021 was the final year that the city was obligated to contribute to the operational costs at the emergency shelter and last year we contributed 677 000 in esgb funds to the Nevada cares campus [Music] we also spent about a hundred and fifty thousand dollars in ESG and ESG CV funds assisting those at risk of homelessness to find or maintain permanent housing ESG is one of several grants that fund the rental and deposit assistance program which aligns with the division's second goal strategic goal to increase residence access to housing stability all right so who is the team of people administering these grants and making it possible for all of these projects to move forward that would be the housing and neighborhood development team or hand our mission is to create viable living environments for low to moderate income individuals and Families we are a team of 11 full-time staff members who are almost entirely Grant funded and we work together proudly to serve our community we at hand are proud to be a cohesive team of public servants who believe strongly in making a difference with integrity and respect here is the staff recommendation and I'm happy to answer any questions you might have good job thanks you made it see it wasn't that tough right you guys are great you guys were like uh save the words into the microphone Dana you did you really wasn't that tough that was awesome yeah good job honestly you did a great job um okay I'm gonna pass it on to uh councilman Reese go ahead thank you madam mayor Miss litz thank you for the presentation it was outstanding um I think uh two things are true number one um after six years in the organization I'm thrilled to see you here because I think it's the opportunity to grow in an organization and that tells me that you're in a place where they're going to allow you to grow so that to me says volumes about your team I mean hand is one of those areas where we are all very proud of it but we don't necessarily interact with it every day and so it's really nice to see you here so I just thank you for being here and being willing to sort of step out in faith and comfort to do it the work you're doing is incredible I think though it's the work behind the scenes that is what impresses me the most about you personally because I've had the opportunity through the cdbg process to get to know you fairly well and gosh you handle all of our are really Oddball questions and we asked we tend to ask the same questions over and over again because it's complicated the different sources of your funding the way in which it can be or cannot be used so I just think that part of it for me is that you've helped to educate me about all of these resources and all the different ways in which funds come into the community and then how do we deploy them and one of the things that's true about our interaction especially through cdbg is that you're always looking for a yes you're you know the the council members we sometimes dream very big and very out loud and then staff have to make those dreams a reality and you have been most gracious in saying well here's this pool of money it's not infinite but let's try to get your priorities there and so when I think about the presentation overall it's just that it is the embodiment of some priorities that we have but you're doing the work and your team in the hand Department Miss Cochrane knows well that I I think very much and very highly of the team and I think that the team is going to change over the next several years as you figure out the different ways in which the funds that we have can be best spent and so it's that everyday constant work that you're doing it's not so much the annual Caper but it's the everyday work that you're doing that impacts so many and I think one of the commentators earlier today in in sort of saying some Praise of count remember Delgado talked about being a ripple in a pond and that's how I think of your department is it's there's these small things every day that it's hard to see every day what the impact is except that it impacts people right where they are and so thank you for all the work that you've been doing I thank you of course for the presentation I know it's a an annual requirement or I guess that's every five years we've got to update it but it's meaningful and the work you do matters and it matters to people in this community every day so thank you for that appreciate all the work thank you councilwoman door yeah thank you um I too really enjoyed the presentation I love of course the metrics are very important right because it's a it's a it's a common understanding of where we've been and where we're going what we got and how we're spending it and I always say um It's All About The Money How we spend the money how we make the money what we do with the money um but there's some things that are not in this report and that's what I wanted to talk about for a minute and that is that I wanted to thank Monica Cochran and her team for last week uh you know through conversation with Monica about what can we do more to get more affordable housing out there she brought in a couple developers and we sat and we brainstormed and we talked about what's working what's not working how can we improve things what can we as a council do to help get more affordable housing on the ground and part of it of course is cdbg monies and she had some creative idea us but it's more the fact that she did it and it doesn't show up in the metrics it's the things that you do behind the scenes that don't show up in the month the numbers uh the dollars that are happening to actually move the community forward in order to get that stuff on the ground to spend the money so much work has to happen I learned through that meeting that there's a lot of hand-holding with Monica and her team of the developers working them through the process which is very complicated and often not driven at the state or local level but at the federal level to meet Federal requirements on the other hand she's very creative in terms of what what is within our bandwidth or within our Arena to be able to change to to do something different we talked about changing how applications are submitted right now that's one time a year could it be multiple times a year twice four times or continuous um we we talked about changing eligibility so that it's not all about the home funds to get into the tax deferred credits right maybe other programs can help you qualify there and how can we spread those dollars so I I love the numbers I'm a numbers gal but I also love the Stories Behind These numbers and what what the group is doing to help move us forward I mean we rolled up our sleeves and we're very focused on practical real problems faced by developers and um you know some of them are very nuanced and we were also surprised that some of the developers there did not even know some of the steps that the city had taken for example in waving the connection fees they some they were stunned some some didn't even know what we were doing at Reno so that speaks too to doing more Outreach about what our programs are about and the changes that we are making here at Council and at the staff level so that more developers are enticed to come in here and do do this good work so I just I didn't know if the rest of the council knew about that so I just wanted to highlight that work that you're doing um and I'm just I'm very pleased to be part of it thank you for including me and thanks for your report today okay thank you so much councilman Delgado thank you madam mayor um just wanted to thank the team um it wasn't too long ago that we decided as a counselor to support doing a cdbg subcommittee and I think that's come to provide a lot of opportunities to reassure that resources go into the communities that need them so much and I thank you to the team for giving us the the background and support and you know as to councilman Maurice's point to uh help us stay within the guidelines or reassuring that those resources are well spent uh thank you Jenna for your for your commitment your hard work Monica thank you guys to all of you um I think it's it's going to be important to make sure that individuals that sit on that subcommittee continue to look at making sure that those resources are there versus some planting other opportunities and I will make a final pitch matamir that we need to as I stated during the last budget review is find a way in city manager Thornley is finding a way an opportunity to provide long-term sustainable funding for the team it's always tough to feel as though you are supported by grants uh because grants aren't long term and so opportunities for the general fund to support the team I think will go a long way knowing that uh we as a as a city as a community uh support the work that you guys all do so thank you right ahead councilwoman doer one thing it could come to the city council so at tumwa last week um we did a lot but one of the things that came up was there's a woman in our town who has recently passed away see what Oldham and Sue was a major figure at Sierra Pacific she was an attorney she was uh you know a font of information and knowledge about water at tumwa we adopted a resolution they her husband had put together a proposal to rename a peak uh to South at Verdi from cone cone Peak to Sue's Peak her name's Sue Oldham and they took a resolution there and we we spoke about Sue and what her contributions and um after the meeting they approached me and said you know would the City of Reno be interested and I said I don't know it's something to talk to the manager about but I just wanted to let you know that we did it and it's interesting there is a uh I've known about this for some time there's a board that governs the naming of geographic features in Nevada every Peak Valley Mountain Road everything so there's a whole committee so before it could possibly be changed from cone Peak they'd have to redo a lot of research about through this naming committee so just FYI some things happening our community we lost a great soul but there's an effort uh effort to memorialize her in a different way so sure it's great yeah thank you so much interesting that's fantastic yeah all right councilman Delgado thank you madam mayor um give the community and I'll be of course the uh some of the work that's happening in The District Board of Health um many don't know but uh remza is doing great work there is they're in the process so there's some leadership change there but along with those lines uh The District Board of Health has three appointees to the remsa board and those are recently filled and so excited for some of the direction uh conversations that are happening there I uh spoke without stepping on anyone's toes to uh councilmember Reese who has shown a great deal of of of involvement of learning what's going on at the support of Health with respect to the regionalization conversations um and so I know he had already spoken to uh and perhaps when you guys do your boards and appointees that he's up to he's quite up to page in terms of what's going on it's a very important conversations you all know with respect to dispatch and CAD transport Transportation everything else all the city managers have been doing a remarkable job on keeping those conversations uh uh happening and everyone seems to be in line but just want to give everyone a brief little intro as to what's going on there so very excited because those have been um were not existent a few years ago and so now to see that happen and this is pretty awesome so that's all I got um I'm really glad you brought that up because those are really critical issues some of the council cares about them deeply um and then who was appointed over at remsa do you know yes you now have Louis Tess's real pointer [Music] uh Cora as a last name uh case as reserved so Louis test represents the uh the legal uh so Ramsay requires certain guidelines and so he represents to be the attorney on their board court case is the CPA and Mike Ponte represents a consumer uh Mike Pony um I think would be a great addition due to his experience on all on all levels on both sides of the table uh right now um Louis test as well and with respect to the experience and their support for viewing the difficulties and the larger conversations uh and again those are term limited um and um again whoever represents the the Health Board know that they are our representatives and that's important conversation that I don't necessarily believe had happened in the past which now uh whoever represents has have those individuals on a broader scale representing the community do we have um a seat coming up I mean I know yours but what about when we appoint how many citizen seats do we have over there that's a great question uh Chief Brown represents the city Arena at the moment I don't believe yeah I don't believe his term is is quite up I want to say we recently reappointed him but I look at the city clerk or anyone else that's keeping okay or just checking with Kevin dick District Health officer perfect okay great and thank you for your work on that board I know um at times it was really tough work and you did a remarkable job and I think also like we were really fortunate because of your background in the healthcare aspect of it all so we all felt really come comfortable with the job that you did and the decisions that you made on our behalf so I want to say thank you you did a tremendous job you knew those issues in and out and they can be pretty detailed and not it can be hard to kind of navigate too so you did a phenomenal job on their Oscar thank you I appreciate that really you did okay anyone else go ahead kill someone door I just wanted to alert to people um as well that Ottumwa we've been under the leadership of Mark 4A for quite a while and his meeting was this last meeting this week the Baton was passing to John Zimmerman so he'll be he'll be assuming the mantle there tomoir and I I mentioned to I was glad that our vice mayor I think you were able to attend the water Innovation Summit so they celebrating five years of this project for one water Nevada which is this whole concept of treating the effluent re-injecting it and having an additional water supply which is really remarkable I'm so glad we're getting started on this now so that when we do need the water it will be there we'll be proven it'll be tested it'll be available I didn't know if Mr Reese wanted to mention anything about it but before we go on I wanted to mention one more thing that you and I did mayor and that was through the animal Advisory Board we were both able to celebrate the um grand opening formal opening of the options Veterinary Clinic and it was a beautiful ceremony and for those that don't know I mean the mayor's been very passionate your sister's been very passionate there are people in our community that are very passionate about animals we know this and they have made the first in Nevada Clinic to treat pets of people that are financially challenged either at low cost or no cost others pay the bill the Bill's got to be paid the veterinarians got to be paid the tax have to be paid the animals have to be cared for it costs money to do all this but I know mayor you've been very passionate about this so have I and we were we were graced with Congressman Amity was there as well as commissioner Zhang it was very heartwarming to see what's happening so I just wanted to mention that because you know you did not yet and one more thing over at animal Advisory Board we worked for years to update some of the codes in Washoe County and one of the codes that we have labored hard on is is something called Dangerous Dog and it was like every dog that ever bit someone or got into an altercation or heard another animal was put into one classification and very restrictive like without the idea of Rehabilitation it's sort of like sending everyone to prison without understanding that there are different degrees of crimes so we have come up with new dangerous dog rules and they just got passed by the Washoe County Commission it was a little challenging so it took us years to come to the to the new ordinance for Washoe County for all the Washoe County and now it has been adopted so it's remarkable it's it's more nuanced and we're going to now go tackle more hard regulations to fix and just quick questions since you're on that topic yeah is it possible because I know that options did not get one dollar of cares act money and honestly it is such a critical service and especially for our seniors and our homeless population right that have pets because if they don't have this veterinary care then they then the pet actually suffers and it's incredibly painful and traumatic and we never want to see that and not only that a lot of times these seniors are on such tight fixed incomes that they will spend every dime getting their pet um you know services and we have seen where it literally has just about if if they don't get to us in time then it has put them into homelessness because their animal has had a crisis and they've used that money like their rent money to pay for services and I'm also learning about economic euthanasia where animals are put to sleep because the owners cannot all the time um afford their care and that happens all the time all the time um so so I would ask if you could ask your board they need to go to Washoe County and ask them um for arpa dollars in any capacity and I would also ask this body to look at that as well but start there please yes because they should have given them and carved it out yeah um I just truly believe well it was a part it was so affected by covid first of all positive way more people were at home so more animals were adopted now that we've come out of covid more animals are being abandoned and at the event I spoke to the assistant director of the animal services and she told me as of this moment the entire animal shelter is full and I said what do you do this afternoon when someone comes in to to surrender an animal and she said we are we are not going to turn any way away we're putting smaller animals together we're trying to Foster out we're trying to do everything we can to create more space and she did mention that some animals have been there a very very long time so they are it's basically think about it in the homeless situation they are taking up a space for not six months not a year but maybe longer that could that needs to be kind of rotating so there are many options I would totally support you in this I think that we should talk about our uh arpa dollars here as well so I'll make the pitch for the county we're an Advisory Board I don't get to tell them what to do well and the reason I say that is because the funding comes through there correct no I 100 agree they've dedicated anything and that's why I would say there but also here as well perfect because we helped a lot of non-profits yes with the cares act money and pets was not one of them correct and they and it should be yeah okay thank you um one more thing I do want to call out is we have a familiar face in the audience I know you're gonna I I want to just call you out because you um have sat here all day listening to us and um I I noticed it's John killerin he um like I said it has a famous face in the community it was the news director many years ago at channel four and that's how I knew John so it's so nice to have you in the audience thank you for being here anyway um go ahead councilman Reese thank you madam mayor I'll mention two things one which councilmember Dewer reminded me of yesterday was the five-year anniversary of the Nevada water Innovation Institute and so it was a great opportunity for us to be on the campus at UNR and talking really about our Public Works programs that have been so instrumental in figuring out a way to be water resilient the other thing is that Madame mayor you and I spent yesterday with the fines and fees Justice folks and I thought that was a good uh good example of some work that we're doing with the municipal court that I think will have the opportunity to get here as we evaluate whether or not those kind of fine systems really have any basis in our current uh climate and and I think there's a lot of reasons why they really impact negatively people of color and are disproportionately affecting the poor in this community so thank you madam mayor for allowing me to spend time with you you and that group and with judge hazelt Stevens because I thought it was a very important conversation and one which will bring to the body when it's ready so those were just my two updates and I appreciate that Nick um has been Nick she pack has been phenomenal and I was really um so I was really grateful for judge Stevens um his willingness to sit down but it's kind of his passion as well and so um I I think one of the things that we're going to ask is we would like the body to support what that looks like when it comes time to go to the legislature with some changes that could really help a lot of people I think that whole system that whole court system is incredibly broken and it keeps people in poverty it's it's a really unfortunate and so I would just ask that um because they're going to go and do some really good work at the legislature so just asking this body when that time comes I know we'll get a presentation on it but we're going to have it come because I think it's really important work that we support it sorry to be bringing all this up but it's good stuff you know a lot of times we um we give Council donation funds for things and and you know it's kind of there and gone and and you know moving on um early last year I um gave a donation over to Sierra art uh to I we had heard the van Gogh was coming into town and so I thought this could be amazing to be able to have kids have an opportunity to see this experience I thought it was a tad expensive frankly my mom used to take us to Art things all the time that were free but she couldn't take four kids to like a van Gogh kind of experience right yeah so I gave over my Council funds to Sierra Arts who arranged for uh turns out that within Washoe County School District really there's only um a couple specific art classes in the entire this is separate from our Charter Schools separate from Doral Academy and those kind of things um so there is a teacher and she was teacher of the year last year and she is an art teacher and I I always mispronounce her name but it's pillar pillar and I was able to go with her class last week first she did a whole class on Van Gogh and I talked to them about what we do at the city about art to encourage them and I encourage them to apply for some of our grant programs you know whether it's painting a electrical box or being in a competition for something next I challenge them to do a video about our trip and so I haven't seen it yet I'm excited to see what they come up with and then third we went on the trip so they chartered a bus went over to the convention center saw the saw the experience and they had a phenomenal time so sometimes I mean we did this I did this nine months ago and it's just coming to fruition now so sometimes we get delayed gratification and the second one that is actually related to art as well is councilwoman Jardin and I had both funded pedestrian safety projects do you remember the be safe be seen yeah with the flags and The Crossings yeah well one of the things we do did was hire artists to paint kind of scary pictures on the street so that kids that are walking along looking at their phone and they're about to step out on a street at a school crossing it's just an extra reminder well they had painted one at Anderson School which is now in Ward one which was ward two and we had also arranged tough acre school and so it turns out this is like two years ago it turns out they're actually going to paint this mural at have Faker School in October it's all kind of been worked through with the school district and so I just I just want to say sometimes we don't know what we do and we plant a seed and it takes a while to germinate but then it suddenly you know is being fulfilled so I think we've all had that kind of experience and so I just I think it's a fun thing just to talk about sometimes what we see happening months to years later yeah no and that's really important I do want to just touch on that because you reminded me of something I had a friend that took his daughter to hairspray last night and I asked if it was busy and he said it would you know he said it was kind of busy but not you know it wasn't packed by any means well I want to just remind or I do want to put in some way we give a lot of money to things like um to art programs to non-profits um to the Pioneer Center and I think one of the things in exchange for that has to be making sure that we are getting students to these venues exactly and and free because they can accommodate that and that should be part of the ask Mr city manager so when we really are looking at funding these things whether it's art town or like the Pioneer or Sierra art anything I don't care what it is even if it doesn't have anything to do with Arts um I'm just seeing there's a lot of opportunity in our community to share those experiences with a lot of the children that wouldn't have that opportunity so it just it made me it made me think of that and I mean honestly like if those seats are going to go empty they should be really reaching out to organizations where those they can get kids to utilize those experiences you know kids are remember those and they remember them as well and it can have a profound effect so um so thank you for bringing that up okay where where are we at Madame clerk are we at my um is it your favorite close tigley's Paradise Park Activity Center to us seniors that exercise there and there's events in fact you need to increase the activities available and the times thank you yes my name is Linda Pruitt I'm calling to let you know that I don't want taglia Paradise Park Recreation Center to close I'm a senior it's the closest one to me that provides uh sit and fit for me since I need that exercise to keep myself moving if you move it to another location I may not be able to attend for the driving thank you additionally Madame mayor we do have Dora Martinez in our Zoo meeting who would like to make closing public comment fantastic go ahead good morning um could you guys hear me we can thank you good morning good morning Madam mayor or it's afternoon in the council this is Dora Martinez for the record I just wanted to bring to your attention we had a meeting yesterday with the Rack City meeting and we heard the bird represent represent the Birds rap sorry um we brought some concern a day I used the bus a lot the RTC Ride uh big buses and I go to the Reno station and they and I have started it's my service dog and when it was really crowded this weekend because of the street vibrations and there was a lot of birds on the platform of the bus and it was really nervous for me um because there was a lot of people and and bikes just flying around and so my dog got sort of um nervous for me because I got nervous because I didn't see where it was coming and I just want to reiterate that I thought that they would stop the birds that they would know when it's on a platform or they're not supposed to be please um maybe you could check on the public work and make sure that happens because if if I get hurt I cannot be an eyewitness to anything to save my life because I'm totally blind um and also I have several friends who are disabled and and they go to the Community Health Alliance and they really want me to tell Mr Delgado thank you so much for all his his Services um because of his being there those ladies at the front desk would assist our friends who is a wheelchair user to get in the band and make sure the band driver knows where she was going because she speaks Spanish so they go uh Way Beyond their Duty and and I Just Want to Thank You Mr Delgado because this lady has been going to um the hawk before it became Community Health Alliance and she never had that service done before so it it says a lot about your uh leadership and she's so happy that you'll be full-time there so I we appreciate all that you do and thank you so much Madame mayor and you have an awesome um clerk there she only sent me accessible stuff so I appreciate all that you do and keep up the good work thank you Dora have you um been at your first access meeting yes ma'am yesterday we missed you good how how was it did you enjoy it oh yes I did um it was on Zoom so I couldn't get there on time because the bus is so not reliable but that's another issue for another day okay well maybe um let's figure out how we can get Transportation there because those are really important meetings and then I know you guys will come back to me with some briefs and some ideas and thoughts but there's a lot of good work um that happens on access and I'm super excited that you are going to be a part of that and shaping how we can do a much better job in the city to provide access I'm really excited to have you because I think you're going to be a tremendous tremendous voice on there oh I hope you know where you're getting yourself oh no I love but that's why that's why I put you on there because I think it's great winter yes you're gonna be awesome you heard winter is like no research what is to see Winters you know she's an awesome dog too so thank you so much keep it keep it up I I honestly I look forward to your ideas your suggestions and your leadership on there that's why like I said that's why you're on there it's going to be great so thank to just include in the public comment um because people were asking me you know what's going on with Paradise Park is it closing and I just want to say unfortunately there was a gentleman telling seniors that the city has intentions of closing the park even after the city um had said that there was no intention but this gentleman keeps telling them um that the city is not being honest and that we have intentions to close it and he's actually been offering to pay the seniors money to show up to say this so I want because people are asking well where's this you know Paradise Park misinformation coming from and uh so we've had several seniors reach out and tell us sort of what's actually been happening and so that's why we've seen a lot of public comment and some concerns and so I think it's good to get that on the record that that is absolutely false and unfortunate that this gentleman would use political theatrics um when he knows better so okay anything else that's it
