[0:28] Mayor Wayne Boucher: announcements do any counselors have announcements they'd like to make this evening no we have no public hearing Communications are listed Mr. Mulder could you just give us a short summary of the explanation of the presentations we had at pre-agenda
[0:40] John Mulder: so we started with uh Kevin Orme the director of finance and Administration just gave you a report on the first quarter in terms of how we were doing for the expenses related to budgets we also give you a report on kind of um the cost of Road Improvement plan for the first five years of the financial plan and then what we have scheduled for the next five years and just how that is being paid for
[1:15] John Mulder: and then um we also had a presentation on the ice arena um the big question kind of there was um we could uh expand to the east or expand to the West um the general consensus at this point is um expanding to the West so the Architects are going to start um you know doing planning for that that direction

[3:21] Eric Johnson: you're gonna you're gonna let me do this you were doing great I'll I'll pull it from here John you've got enough no you've got enough duties exactly oh thank you uh this is the fourth phase of the overall Payton Acres development it's 13 Lots with two outlets uh a lot A is for storm water purposes and the B is for the future phase uh moving forward in the at another date uh utilities will be uh connecting the dots essentially from the East to the West as well as the [3:52] roadway which will be connecting Payton drive to Oak Ridge Drive down in the south east corner each one of these lots are a minimum or half acre in size and there will be an interior sidewalk system which will uh Connect into uh the sidewalk work that runs into Stebner Road

[5:20] Eric Johnson: great thank you again uh this is a two family home application for a special use permit [5:21] it's an existing 1.7 acre lot that corresponds at 5068 West Arrowhead Road uh there's currently an existing single-family home on this property that will be removed prior to the two family home being constructed the new two family home will meet all the setbacks associated with the two family home it's a greater than a one and a half excuse me greater than a one acre lot uh greater than 40 feet of setback on the side yards as well as 50 feet in the front and 40 in the rear uh this uh property or this new structure will be accessed by existing driveway that's in place today by an easement that it shares with the property itself which is 5078 um there's an existing Shoreland ordinance on this or Shoreline overlay which will be discussed at the next [6:06] resolution

[7:09] Eric Johnson: great thank you again as I mentioned the previous resolution there is a Shoreland area Associated on this 5068 property [7:19] there's an unnamed tributary that runs just to the north and east of this proposed structure uh this is a recreational Shoreland area it has a 600 foot wide Shoreline area associated with it that's 300 feet on both sides of that Waterway and then it also has a minimum of 100 feet of building setback associated with it uh the proposed two-family home that was just voted on has approximately 200 feet away from this Watercourse so it greatly exceeds that 100 foot minimum is going to be approximately 2 700 square feet of land disturbance associated with this new twin home area since it's generally happening in this location that the existing home is at right now this part of the sup they have a little higher levels of requirements uh the particular [8:05] one being that really want to minimize the amount of exposed soil Associated on the site just for water quality

[9:28] Eric Johnson: great thank you uh this is one of the steps in the overall auar process associated with the Hermantown Business Park located at the intersection of Uggstad Road and um Highway 53 this is technically known as a large specific project scoping document uh what it does is it dials into the environmental basically aspects of the property it looks at areas such as soils Wetlands topography presence of wells and then looks at other City based aspects such as zoning the reason that this is another step in this auar process is the size of this project it's 120 acres in [10:07] size and approximately 942 000 square feet of potential buildings assuming this uh passes at Council this evening staff would then work at the EQB that's the Environmental Quality board on the May 15th publication there'd be a 30-day review period uh by the by the public to offer up comments the city will also post a link to this review on our City's website as well after the 30 days the city will have 15 days to address any public comments and then at that point adopt a final order of review so this will be back in front of the city council probably that first week of um your first or second meeting of July

[12:53] Mayor Wayne Boucher: resolution 2023-58 resolution of the city of Hermantown Minnesota providing for the sale of one million six hundred thousand dollars General obligation Improvement bonds series 2023 a is there a motion [13:02] Mr. Mulder do we have someone online that's going to
[13:05] John Mulder: yeah um Todd Hagen our Municipal advisor for bonding from Ehlers is online so um we'll let Todd explain this
[13:14] Todd Hagen: sure thank you John and counselors and and mayor um Todd Hagen from Ehlers and Associates um from Roseville so thanks a lot for having me online tonight I've got a couple more meetings so this makes it uh very efficient um so yeah I've been working with Kevin uh on sizing this bond issue it's for Street and utility improvements for the city in 2023 um there's we're at 1.6 million dollars but it's a 2.65 million dollar project so there's a little over 1.1 million [13:48] dollars of Grants and um revenues from uh storm water and water and sanitary sewer so it's a lot of cash going into the bond issue to bring it down to 1.6 million dollars so in front of you tonight is a pre-sale report that we uh sort of kick off the bond sale by having you approve the terms and conditions and sets forth kind of the path that we're going to take to issue the bonds so today is the pre-sale report and then we are going to come back on June 5th to um to tabulate the bids and present the results of sale again on June 5th and we'll close it up on June 22 so in between there we'll get a bond rating from standard and poor's you've done this before hopefully we'll maintain our [14:35] wonderful double a rating and that should carry a very high quality bond issue out into the market and get lots of bids so not much Supply out there lots of demand so we're hoping for a lot of attention come June 5th for the bond issue so it's a 15-year bond is what you typically issue uh here in Hermantown and it kind of correlates with 15 years of special assessments that help pays for the bond and then the remaining is coming from a property tax levy I think it fits within your financial management plan and utility studies and and all of that so it's a pretty uh straightforward bondage you know it's what Hermantown uh issues every once in a while so we're happy to to help uh where we can on this [15:21] bond issue other than that you know you folks can take a look at this pre-sale report now if you have any questions let me know um other than that we uh We've I think covered all the bases on this to shook the tree and and have a nice bond issue here uh with a relatively uh small amounts of debt for the city of Hermantown so I'll yield to the council if you have any questions uh or comments for me

[15:53] Councilor John Geissler: well I just want to clarify earlier we were talking about 20-year uh commitment on these bonds Todd it just said 15 on this one is that
[16:04] Todd Hagen: yeah so this is probably a little bit shorter than we normally would because of the assessment process okay yeah [16:06] yeah yep the bond tip Bond term typically matches the assessment term um kind of like it a little shorter too because it's not uh it's a relatively small bond issue you know if it was in that 2 million to 3 million the 20 year uh would sell pretty well but it's nice that it you know as we have a a little lesser amount of bonds that that the term shares up a little bit so

[17:31] John Mulder: this is a standard uh agreement that we have with MnDOT when we have Federal participate Federal [17:36] money on a road project we did this on Stebner road the the federal dollars will go to the state of Minnesota and then they go to us so it kind of was a pass through and they helped manage the federal process
