[0:45] **Mayor Clint Hooppaw:** All right, we will go ahead and call the meeting to order for today, which is the special meeting to canvas election results. We'll start as usual with the Pledge of Allegiance.
[1:06] **All:** I pledge allegiance to the flag of the United States of America, and to the republic for which it stands, one nation under God, indivisible, with liberty and justice for all.
[1:28] **Mayor Clint Hooppaw:** All right, the next item on the agenda is to approve the agenda. I don't think we have anything else, nor could we if we wanted to. So, do we have a motion to approve the agenda?
[1:41] **Councilmember Tom Melander:** So moved.
[1:42] **Mayor Clint Hooppaw:** Motion from Councilmember Goodwin, a second from Councilmember Grendahl. All in favor indicate by saying aye.
[1:47] **Councilmembers:** Aye.
[1:48] **Mayor Clint Hooppaw:** And opposed? That item carries. Audience participation portion of the meeting—do we have anyone who would like to speak? That big guy out there? Yeah, Eric's going to be quiet. So we'll go ahead and close the audience participation session.
[1:52] **Mayor Clint Hooppaw:** We have no items on consent, so we will move on to our regular agenda item, which is to adopt the resolution canvasing the returns of the November 7th, 2023, special election. Pam?
[1:58] **Pam Gackstetter:** Mr. Mayor, members of the council: Minnesota statutes require that cities canvas their election results between the 3rd and 10th day following an election, and I would like to review the results of the November 7th special election. A total of 8,889 Apple Valley voters cast their ballot at the special election, which is approximately 24%. 997 voters cast their ballot using an envelope method, and we had 434 residents come to City Hall to vote using the direct balloting method, for a total of 1,431 voters' absentee voting. In addition, we had 146 people register to vote on Election Day.
[2:50] **Pam Gackstetter:** The affidavit and certificates showing publication and posting of the notice of City special election and sample ballot are included in your packet, and the notice of public accuracy test is on file. Votes for each question are as follows: Question number one, construction and improvement of Parks and Recreation facilities: number of "yes" votes: 5,812; number of "no" votes: 2,925; total vote: 8,737. City question number two, construction and improvement of Redwood Municipal Pool: number of "yes" votes: 5,231; number of "no" votes: 3,470; total vote: 8,701.
[3:55] **Pam Gackstetter:** After compiling the results, both propositions having received the approval of a majority of votes are hereby declared to have been carried. The resolution in your packet canvases the returns of the November 7th election, and the abstract of votes cast is an exhibit to said resolution. I would like to thank all of our election judges and City staff again for their assistance in this election cycle. I am proud to say that Apple Valley's elections have integrity and our results are accurate. And a special thank you to the churches and school district who partner with us to provide convenient and accessible polling places. At this time, staff is recommending the City Council adopt the resolution canvasing the returns of the November 7th special election. Any questions?
[4:34] **Councilmember Ruth Grendahl:** I think she forgot to thank one person: herself. You’ve done a wonderful job to add to the integrity of our elections. Nice job.
[4:45] **Mayor Clint Hooppaw:** I was one of those few who stopped in here and direct balloted on the Saturday before, and it was pretty quiet, it sounds like, but also couldn't have been any easier. Everybody was in a good mood, including those who were here to vote, so I think that says something about the process. So, thank you. Do we have a motion to adopt the resolution?
[5:10] **Councilmember Tom Melander:** So moved.
[5:11] **Councilmember Bill Goodwin:** Second.
[5:12] **Mayor Clint Hooppaw:** A motion from Councilmember Melander, a second from Councilmember Goodwin. All in favor indicate by saying aye.
[5:18] **Councilmembers:** Aye.
[5:19] **Mayor Clint Hooppaw:** That item passes. So thanks again to everyone. And Eric, thanks to you again for getting a lot of word out to a lot of people in a lot of different ways. It was good to see that, and I think it served us well and will serve us well going forward. So, any staff items, Tom?
[5:39] **City Administrator Tom Lawell:** We have none.
[5:41] **Mayor Clint Hooppaw:** Anything else from Council? If not, we'll take a motion to adjourn.
[5:43] **Councilmember:** Second.
[5:44] **Mayor Clint Hooppaw:** Those in favor indicate by saying aye.
[5:46] **Councilmembers:** Aye.
[5:47] **Mayor Clint Hooppaw:** Opposed? All right, we are adjourned. Thank you.
