THIS AFTERNOON, WE HAVE COUNCILOR DAVIS, WOULD YOU LIKE TO TELL US ABOUT OUR FIRST PRESENTATION SINCE IT WAS BY YOUR REQUEST? >>COUN. DAVIS: THANK YOU, MADAM PRESIDENT. I UNDERSTAND DIRECTOR PIERCE WILL BE HERE JUST TO GIVE US AN UPDATE ON THE ROLLOUT OF VOUCHER PROGRAM AND EMERGENCY HOUSING PROGRAM AS YOU REMEMBER AT THE END OF LAST YEAR THERE WAS MONEY THAT WAS LEFT OVER AND THE DEPARTMENT HAD A PLAN TO GET THAT OUT DURING THE WINTER TO SOME COMMUNITY PROVIDERS. WE ASKED THE DEPARTMENT TO GIVE US AN UPDATE, I UNDERSTAND THEY HAVE A GOOD ONE FOR US. >>COUN. BORREGO: I BELIEVE WE HAVE MS. SO, WE'RE HERE TO TALK ABOUT SUPPORTIVE HOUSING UPDATE. WE WANT TO GET -- AND WE'RE GOING TO DIVE INTO THE DETAILS. I WANT START WITH EMPHASIZING AND THE RIGHT-HAND SIDE WHERE YOU SEE PERMANENT HOUSING, THIS HIGHLIGHTS THE CORE STRATEGIES TO IMPACT HOMELESSNESS. THIS IS SUPPORTIVE HOUSE AND THE IMPORTANCE OF THAT. WE ANY THIS IS ONE OF THE MOST EFFECTIVE STRATEGIES TO IMPACT POSITIVELY HOMELESSNESS. NEXT SLIDE. ALL RIGHT. HERE WE GO WITH OUR OVERVIEW. NEXT SLIDE. AND THANK YOU. SUPPORTIVE HOUSING VOUCHERS A BIG BROAD TERM THAT REALLY MEANS YOU'RE TAKING A HOUSING VOUCHER, WE'LL TALK EXACTLY WHAT THAT IS, IT'S REALLY RENTAL ASSISTANCE COMBINED WITH THE SUPPORT SERVICES OR CASE MANAGEMENT FOR PEOPLE'S HOUSING STABILITY. I WANT TO MAKE CLEAR THAT MOTEL VOUCHERS, WHICH ARE IMPORTANT TOOLS IN THE TOOL BELT ARE NOT HOUSING VOUCHER. IT GETS THEM OFF THE STREET FOR A NIGHT OR TWO. WE'RE NOT TALKING ABOUT THAT, WE'RE TALKING ABOUT THE SPECIFIC HOUSING VOUCHERS TO HELP PEOPLE GET INTO A PLACE OF THEIR OWN. NEXT SLIDE, PLEASE. SO, OVER THE LAST FOUR FISCAL YEARS WE REALLY WANT TO SHOW THAT WE HAD AN INCREASE OF DOLLARS WE REALLY THANK CITY COUNCIL FOR YOUR SUPPORT IN THE BUDGET OVER THESE LAST FOUR YEARS. I THINK WE ALL STAND TOGETHER VERY PROUDLY TO SAY THIS IS A 44% INCREASE IN SUPPORTIVE HOUSING VOUCHERS SINCE FISCAL YEAR 18. THIS REPRESENTS A MIXTURE OF HUD MONEY AND GENERAL FUNDS MONEY. SO, IF WE LOOK AT THESE LAST COUPLE FISCAL YEARS, THAT INCREASE OF FUNDING AND FY20 THAT EQUALS 742 HOUSEHOLDS. AND WE'LL TALK ABOUT THAT IN A MINUTE. WITH FY21 WITH THE INCREASE OF FUNDING BY A MILLION DOLLARS WE'RE ABLE TO GET 950 HOUSEHOLDS IN FY21, TO DATE. NEXT SLIDE, PLEASE. WHAT DOES THIS REALLY MEAN? FOR HERE IN OUR DEPARTMENT IT MEANS WE HAVE CONTRACTED WITH 17 DIFFERENT LOCAL NONPROFIT ORGANIZATIONS, IT COULD BE HEADING HOME, IT COULD BE HEALTH CARE FOR THE HOMELESS. JUST TO NAME SOME OF THE NAMES YOU'RE FAMILIAR WITH, TO PROVIDE HOUSING THAT COMES WITH THE SUPPORT NEEDED. THE NONPROFITS HAVE THEIR CONTRACT AND THEY PROVIDE A VOUCHER TO A HOUSEHOLD AND THEY TAKE THAT VOUCHER TO RENT AN APARTMENT FROM A PRIVATE LANDLORD. THE HOUSEHOLD THEMSELVES PAYS ONLY 30% OF THEIR INCOME TOWARD THAT RENT. AND THE REMAINING DOLLARS GO TOWARD THE INCOME THE VOUCHER PAYS THE REMAINDER OF THAT. WHAT'S REALLY IMPORTANT IS CASE MANAGER HELPS WITH ALL THAT PAPERWORK, FINDING THE APARTMENT, AND THE SERVICES TO BE SUCCESSFUL. ALSO, WHAT'S REALLY IMPORTANT IS YOU WANT THIS TO BE SUSTAINABLE. YOU MIGHT THINK 30% OF ONE INCOME, THEY PUT THAT IN THERE WHAT STOPS THEM FROM GETTING THE TAJ MAHAL, OR THEY MIGHT NOT BE ABLE TO SUSTAIN IT. WE LOOK AT HOW CAN IT BE SUSTAINED AND SUCCESSFUL, WHICH IS ULTIMATELY BEING ABLE TO BE HOUSED ON THEIR OWN, BEING EMPLOYED AND BEING SUCCESSFUL IN THAT LOCATION. NEXT SLIDE, PLEASE. WHAT'S REALLY IMPORTANT TO KNOW ABOUT HOUSEHOLDS AND I KNOW THIS MAKES SENSE TO THE COUNCIL MEMBERS IS IT VARIES BY THE NUMBER OF FAMILY MEMBERS. WE TALKED ABOUT THE NUMBER OF HOUSEHOLDS, THAT CAN ME A PERSON OF ONE OR FAMILY OF SEVEN. EVERY HOUSEHOLD IS UNIQUE. THEY PAY THAT 30% BASED ON HOUSEHOLD INCOME. THE LENGTH OF THE STAY AND NEEDED LENGTH OF STAY IN THE SUPPORTIVE HOUSING PROGRAM. BECAUSE NOT EVERYBODY NEEDS A WHOLE YEAR, NOT EVERYBODY NEEDS TWO YEARS. ALL THOSE CIRCUMSTANCES REALLY VARY. NEXT SLIDE, PLEASE. SO, SOME OF THE BARRIERS THAT WE FIND TOWARD HOUSING COULD BE THE LACK OF IDENTIFICATION IN THE PAPERWORK THAT THE CASE MANAGER IS WORKING WITH THAT FAMILY, THAT HOUSEHOLD TO FIND. SOMETIMES THAT CAN TAKE A LONG TIME TO GET. SOMETIMES A PAST OF HISTORY OF EVICTION CAN ME A BARRIER. WE HAVE TO REASSURE THE LANDLORD THAT THE CASE MANAGERS WILL BE SUPPORTING THAT PERSON AND THE HOUSING VOUCHER ADDS STABILITY AND THEY'RE A GOOD CANDIDATE. BAD CREDIT, AND NO CURRENT INCOME COULD HURT. WHEN I SAY NO INCOME, WE SAID 30% OF INCOME OF THE HOUSING VOUCHER. THAT CAN BE FROM A JOB, IT CAN BE FROM DISABILITY INCOME OR SOCIAL SECURITY. IT CAN BE FROM ALL KINDS OF SOURCES, WHEN A LANDLORD IS PRESENTED WITH SOMEBODY TO RENT IN THEIR APARTMENT, AND THEY SEE THEY'RE UNEMPLOYED OR DON'T HAVE STABLE INCOME THAT THEY HAVE THE HOUSING VOUCHERS THEY CAN BE CONCERNED ABOUT THAT. BEFORE WE MOVE ON TO SOME OF THE REAL MEATY DETAILS ON THE CONTRACT UPDATE AS COUNCILOR DAVIS MENTIONED, I JUST WANT TO BRING THIS TO LIGHT WITH A REAL RECENT STORY WE GOT THIS WEEK. AND THIS WOMAN KNEW WE WERE GOING TO BE SHARING, SHE'S VERY PROUD AND VERY OPTIMISTIC ABOUT HER FUTURE. SO, CAMY IS AN ALBUQUERQUE NATIVE. SHE'S A SINGLE MOTHER OF SIX AND THREE OF HER CHILDREN ARE STILL LIVING WITH HER. SHE BEGAN EXPERIENCING HOMELESSNESS OVER THE LAST 15 YEARS OFF AND ON BECAUSE SHE WAS IN AN ABUSIVE RELATIONSHIP WITH HER THEN HUSBAND. THAT RELATIONSHIP ENDED THREE AND A HALF YEARS AGO. AT THAT POINT, SHE AND HER CHILDREN, HER THREE CHILDREN MOVED FROM HER MOM'S HOUSE'S HOUSE TO SLEEPING IN HER CAR. HEALTH ISSUES MEANT THE CHILDREN WERE IN AND OUT OF THE HOSPITAL NEEDING SUPPORT AND IT WAS HARD FOR HER TO KEEP A STEADY JOB. SHE ENDED UP LOSING HER JOB. IT WAS HARD FOR HER TO KEEP HER STEADY JOB. THEN SHE CONTRACTED COVID IN OCTOBER OF 2020. WITH THAT, SHE LOST BOTH HER JOB AND HER CAR. THROUGH AN APS SCHOOL COUNCILORER SHE WAS ABLE TO GET CONNECTED TO THE WEST SIDE AND HEALTH CARE FOR THE HOMELESS AND THEY BEGAN WORKING WITH HER ON HER HOUSING JOURNEY. SHE'S BEEN GETTING THE SUPPORT SHE NEEDED BUT WANTED ALL OF US TO KNOW IT'S NOT A SMOOTH PATH. AS SHE REFLECTED ON THIS JOURNEY SHE GOT THE HELP FROM HEALTH CARE FOR THE HOMELESS TO GATHER THE PAPERWORK. SHE HAD TO GET A NEW VERSION OF ANY IDENTIFICATION THAT HAD BEEN LOST ALONG THE WAY FROM MOVING IN AND OUT OF DIFFERENT LIVING SITUATIONS. SHE KNOWS THAT AS SHE HAS BEEN WORKING WITH HEALTH CARE FOR THE HOMELESS THAT LOOKING FOR A PLACE TO USE THE HOUSING VOUCHERS SHE'S SEEING THAT THERE ARE FEWER OPTIONS BECAUSE OF THE COVID MORATORIUM HAS LIMITED UNITS. SHE DOES NOT HAVE A RENTAL HISTORY, SHE CAN'T SHOW THAT AND DOESN'T HAVE A JOB WHILE LOOKING FOR A PLACE. SHE IS REALLY OPTIMISTIC FOR THE HELP THAT SHE'S GETTING AND FROM THE START OF WHEN SHE BEGAN WORKING WITH HEALTH CARE FOR THE HOMELESS RIGHT BEFORE CHRISTMAS, WE ANTICIPATE THAT SHE'LL BE IN HOUSING BY MARCH. IT'S TWO TO THREE MONTHS FOR A MOTIVATED PERSON TO GET INTO HOUSING. THIS IS ONE OF THE FAMILIES THAT WE'RE CARING FOR IN OUR WELLNESS HOTEL STRUCTURE. I FOUND HER STORY REALLY HELPS BRING TO LIFE THE CHALLENGES BUT THE SUCCESSES OF GETTING SOMEBODY ON THIS PATH. SO WITH THAT, I'M GOING TO HAND IT TO DEPUTY DUVALL TO TALK ABOUT OUR CURRENT CONTRACT. >> THANK YOU. WE WANT TO GIVE UPDATES ON CURRENT CONTRACTS AND WE'LL WALK THROUGH UPDATE ON FY20 ONE-TIME APPROPRIATION TO USE FOR RAPID REHOUSING. THE FY21 ONE TIME APPROPRIATION THAT WE USE FOR RAPID REHOUSING. THE FY21 REOCCURRING APPROPRIATION WHICH WE WERE EXCITED TO USE TO SET UP NEW SUPPORTIVE HOUSING. WE ALSO WANT TO UPDATE ALL OF YOU ON EXPENDITURES FOR ALL OF YOUR CURRENT CONTRACTS. I'LL WALK THROUGH EACH OF THOSE AT A TIME. WE WERE VERY EXCITED IN FY20 WHEN CITY COUNCIL APPROPRIATED $2 MILLION IN ONE-TIME HOUSING VOUCHER FUNDING. YOU CAN GO AHEAD, I DIDN'T REALIZE THERE WAS ANIMATION IN THE SLIDES YOU CAN GO AHEAD -- THANK YOU VERY MUCH. WE USED THE FY20 APPROPRIATION TO ESTABLISH A ONE-YEAR RAPID REHOUSING PROGRAM WHICH MEANS THAT EACH HOUSEHOLD ASSISTED CAN RECEIVE UP TO 12 MONTHS OF RENTALAL ASSISTANCE IN CASE MANAGEMENT SERVICES. WE ENTERED INTO TWO CONTRACTS, ONE HOME WORKS. THESE ARE THREE-YEAR CONTRACTS. THE HOPE WORKS STARTED DECEMBER 2019, AND THE BARRETT STARTED IN JANUARY 2020. AS OF DECEMBER 31st, 2020, HOPE WORKS HAS HOUSED 54 OUT OF AN ESTIMATED 127 HOUSEHOLDS. AND BARRETT HAS HOUSED 15 OUT OF 45 HOUSEHOLDS. WE'RE PLEASED TO REPORT BOTH AGENCIES ARE ON TRACT TO HOUSE THE THE NUMBER THEY COMMITTED TO SERVING. GO TO THE NEXT SLIDE. WE WERE ALSO EXCITEDED IN FY21 WHEN WE RECEIVED ANOTHER APPROPRIATION IN $2 MILLION FOR ONE TIME HOUSING VOUCHER FUNDING. GO TO THE NEXT SLIDE. AGAIN, JUST GO AHEAD AND PULL UP ALL THAT. WHERE APOLOGIZE FOR THE ANIMATION. WE ALSO DECIDED BECAUSE THIS WAS ONE-TIME FUNDING TO SET THIS RAPID REHOUSING PROGRAM PROVIDING 12 MONTHS OF RENTAL ASSISTANCE AND CASE MANAGEMENT ASSISTANCE. WE HAVE ENTERED INTO EIGHT CONTRACTS SINCE NOVEMBER 2020. TWO OF THESE CONTRACTS ARE WITH EXPERIENCE SUPPORTIVE HOUSING PROVIDERS THAT WE HAVE OTHER CONTRACTS WITH TO DO SUPPORTIVE HOUSING. FOUR ARE WITH AGESES THAT SERVE YOUNG PEOPLE. WE'RE VERY EXCITED ABOUT THESE CONTRACTS BECAUSE WE HAVE NEVER CONTRACTED WITH THESE AGESANCIES AGENCIES. WE'VE ALSO CONTRACTED WITH TWO MALLER ORGANIZATIONS THAT SERVE VULNERABLE FOLKS. BY NEW, THEY'RE NOT NEW ORGANIZATIONS, BUT THEY'RE NEW TO US IN TERMS OF PARTNERS. ALL OF THESE HAVE BEEN SET UP AS 18-MONTH CONTRACTS. WE HAD THE PRIVILEGE OF PRESENTING TO CITY COUNCIL IN MID-NOVEMBER OF LAST YEAR OF OUR PLAN FOR THIS $2 MILLION IN ONE-TIME FUNDING. WITHIN SIX WEEKS OF THAT PRESENTATION WE EXECUTED OUR FIRST TWO CONTRACTS THOSE ARE WITH THE TWO EXPERIENCED CONTRACTORS. WE'RE ABLE TO GET THOSE DONE VERY QUICKLY. WITHIN 13 WEEKS OF OUR PRESENTATION, WE EXECUTED THE REMAINING SIX CONTRACTS. THOSE DID TAKE A LITTLE LONGER BECAUSE LIKE I MENTIONED THOSE WERE NEW AGENCIES OR NEW PARTNERSHIPS THAT HAVE NOT DONE SUPPORTIVE HOUSE BEFORE. IT TOOK TIME AND TECHNICAL ASSISTANCE TO SUPPORT THEM TO MEET OUR CONTRACTING REQUIREMENTS. ALL THESE CONTRACTS ARE EXECUTED AND ALL OF THESE AGENCIES CAN HOUSE FOLKS. GO TO THE NEXT SLIDE. THIS IS JUST A SUMMARY OF THE FOLKS IN OUR COMMUNITY WHO ARE GOING TO BENEFIT FROM THESE FUNDS. WE IDENTIFIED THREE TARGET POPULATIONS ABOUT HALF OF THE FUNDS WILL BE USED TO HOUSE PEOPLE THAT ARE CURRENTLY LIVING IN OUR WELLNESS MOTELS. THIS IS OLDER FOLKS, PEOPLE WITH MEDICAL VULNERABILITIES AND FAMILIES WITH CHILDREN. ANOTHER CHUNK OF THE FUNDING WILL BE USED TO SERVE YOUNG PEOPLE 17-24. AND THE FINAL CHUNK OF FUNDING WILL BE USED TO SERVE OTHER VULNERABLE ADULTS IN OUR COMMUNITY. THESE ARE THE TWO SMALLER ORGANIZATIONS THAT WE CONTRACTED WITH WHO WE BELIEVE ARE REACHING PEOPLE IN THE COMMUNITY THAT ARE LIKELY NOT CONNECTED TO OR REALLY ENGAGED WITH SOME OF THE OTHER SERVICE PROVIDERS IN OUR COMMUNITY. ALL TOGETHER, WE ESTIMATE THAT THESE EIGHT DIFFERENT PROVIDERS WILL SERVE 140 HOUSEHOLDS. GO AHEAD TO THE NEXT SLIDE. ALSO IN THIS FISCAL YEAR, WE RECEIVED $1 MILLION IN REOCCURRING MONEY FOR HOUSING VOUCHER FUNDING. GO TO THE NEXT SLIDE. AND WE MADE THE DECISION TO USE THIS FUNDING, YOU CAN GO -- GO BACK ONE SLIDE. TO SET THIS FUNDING UP AS PERMANENT SUPPORTIVE HOUSING. PERMANENT SUPPORTIVE HOUSING IS NONTIME LIMITED RENTAL ASSISTANCE AND CASE MANAGEMENT SERVICES. WE TARGET IT TO PEOPLE WHERE ONE OF THE HOUSEHOLD MEMBERS HAS A SIGNIFICANT DISABILITY THAT IMPEDES THEIR ABILITY TO MAINTAIN HOUSING. THAT CAN INCLUDE MENTAL HEALTH, SUBSTANCE ABUSE, PHYSICAL DISABILITY, DEVELOPMENTAL DISABILITY, OR SEVERE CHRONIC ILLNESS. BECAUSE OF THE PANDEMIC AND WE KNOW THE SAFEST PLACE FOR PEOPLE TO BE IS IN THEIR OWN HOMES WE DECIDED TO ENTER INTO AN EMERGENCY CONTRACT WITH HOPE WORKS RATHER THAN GOING TO RFP TO PROVIDE PERMANENT SUPPORTIVE HOUSING TO 65 HOUSEHOLDS THAT CONTRACT HAS BEEN EXECUTED JUST RECENTLY. SO HOPEWORKS WILL BE ABLE TO HOUSE FOLKS THROUGH THIS CONTRACT. THE WAY WE SET THIS CONTRACT UP IS THAT 60% WILL COME FROM WELLNESS REFERRALS, AND THE OTHER 40% WILL COME THROUGH THE COORDINATED SYSTEM. ALL RIGHT, JUST SWITCHING GEARS HERE A LITTLE BIT, STEPPING AWAY FROM THE NEW FUNDING, I WANT TO GIVE AN OVERALL PICTURE WITH HOW WE'RE DOING WITH EXPENDITURES FOR SUPPORTIVE HOUSING CONTRACTS. BEGINNING IN FALL, WE ESTABLISHED A NEW PROCESS FOR OVERSIGHT AND MONITORING OF SUPPORTIVE HOUSING EXPENDITURES. WE ASSESS EACH CONTRACT EVERY MONTH TO DECIDE WHETHER IT'S ON CONTRACT WITH SPENDING. IF A CONTRACT IS NOT ON TRACK WE REQUIRED THE AGENCY TO SUBMIT A WRITTEN PLAN ON THEY WILL GET BACK ON TRACK AND MEET WITH THE AGENCY TO REVIEW THE PLAN AND REINFORCE THAT WE ARE -- OUR EXPECTATION THAT THE CONTRACT WILL BE FULLY EXPENDED. THESE HAVE BEEN VERY PRODUCTIVE MEETINGS. I THINK ONE WE HAVE LEARNED FROM THESE MEETINGS IS THAT THE MAJOR THING DRIVING THE EXPENDITURE OF FUNDS WHAT SOMETIMES MAKES IT DIFFICULT IS WHEN THERE'S AN HOUSING OPENING. A HOUSEHOLD LEAVES BECAUSE OF SUCCESS OR THEY'RE ABLE TO MAINTAIN HOUSING ON THEIR OWN. THERE'S AN OPENING, SO THE AGENCY BRINGS IN A NEW FAMILY, OR A NEW INDIVIDUAL, BUT IT TAKES THAT INDIVIDUAL OR FAMILY SOME TIME TO FIND A NEW APARTMENT. IN THE MEANTIME THAT IS FUNDS NOT BEING EXPENDED. ONE OF THE MOST IMPORTANT THINGS THAT AGENCIES CAN DO TO INCREASE EXPENDITURES IS REDUCE THE AMOUNT OF TIME THAT IT TAKES FOR A FAMILY OR INDIVIDUAL TO FIND AN APARTMENT. WHAT WE'VE COME ONE OF THE MEETINGS IS THEY IDENTIFIED CONCRETE WAYS TO DO THAT. ONE EXAMPLE IS ONE AGENCY DECIDED THAT PARTICIPANTS LOOKING FOR HOUSING NEED A WORKING PHONE. THEY'RE GOING TO DO WHATEVER IT TAKES TO MAKE SURE THEY HAVE A PHONE AND A PHONE BILL. THEY SHARED AN EXAMPLE OF A PERSON LIVING IN AN EMERGENCY SHELTER. THEY DECIDED TO PAY HER PHONE BILL, AND WITHIN TWO DAYS OF HAVING A WORKING PHONE SHE FOUND AN APARTMENT. LITTLE THINGS LIKE THAT CAN MAKE A BIG DIFFERENCE. BECAUSE WE'RE DOING THIS MONTHLY ASSESSMENT, WE KNOW AT ANY POINT IN TIME WHICH OF OUR CONTRACTS ARE ON TRACK WITH WHICH ARE NOT. I CAN TELL YOU AS OF TODAY, WE HAVE 12 CONTRACTS ON TRACT WITH EXPENDITURES. WE HAVE NINE THAT ARE BEHIND. WE ALSO HAVE THE NINE THAT WERE JUST EXECUTED. WE CAN'T REALLY MEASURE THEM YET. BY ON TRACK, I MEAN THE CONTRACT IS WITHIN 5% OF WHERE WE WOULD EXPECT IT TO BE. IF IT'S A ONE-YEAR CONTRACT THAT RUNS FROM JULY 1 TO JUNE 30th, AND WE HAVE INVOICES UP TO DECEMBER 31 WE EXPECT THE CONTRACT TO BE 50% SPENT DOWN. IF IT'S ONLY 45% SPENT DOWN OR LESS, THEN WE WOULD CONSIDER THE CONTRACT TO BE BEHIND AND WE WOULD FOLLOW THE PROCESS THAT I JUST DESCRIBED.
