very e e good evening everyone and welcome to your city council meeting before mayor Parker calls the meeting to order we ask that you please silence all electronic devices Council meetings are conducted for the official business of city council and to receive input from residents members of the public attending City Council meetings shall observe rules of decorum and shall not engage in disorderly conduct that interferes with the ability of others to observe or participate in the meeting for those of you who have requested to speak there are two podiums in the chamber each Podium has a countdown clock Lo located to the speaker's right that will indicate how much time is remaining a bell will sound when you have 30 seconds left before you begin your comments please state your name and thank you good evening welcome to your for city council meeting today is Tuesday February 11th I will call us to order and turn it back over to Janette it's always great to see a crowded chamber um just a reminder we have a lot of people here and we have many students waiting outside to take the citizens oath after the Pledge of Allegiance so be patient with us as we move people around tonight please silence all electronic devices okay tonight's invocation will be by Pastor Patrick Winfield from the Potter House Fort Worth please rise for the invocation and remain standing for the pledges of Allegiance heavenly father as We Gather here today for this city council meeting we come together in a spirit of unity and purpose we ask for your guidance and wisdom as decisions that affect our community are discussed and made May our hearts be open open to the needs of those we serve and may we lead with compassion and integrity help us to reflect on the words of Dr Martin Luther King Jr who said a genuine leader is not a Searcher for consensus but a molder of consensus let us remember that true leadership is about serving others uplifting our community and fostering collaboration let us remember the words of Booker T Washington who said said the true test of character lies not in the easy triumphs of life but in the courageous facing of difficulty and with the facing of every difficult decision let there be the principles of Truth and empathy that sharpens our tongue and our thoughts help us to embody this Spirit of servant leadership in our discussions and decisions grant us the strength to listen to one another the courage to stand for justice and the humility to recognize that we are here to serve the greater good now may our actions reflect your love first items will be special presentation with the first one being a presentation of the Fort Worth s sister cities International youth Ambassador oath ceremony all look so sharp mayor and council members thank you for having us here tonight and for recognizing the importance of Global Connections in Fort Worth it is my pleasure as the chair of the board of for wor sister cities to be here this evening for a very special recognition Fort wor sister cities is the only nonprofit solely dedicated to prog promoting Fort Worth globally and enriching our community Through International Education exchange and commerce we're excited to be here this evening to have the oath of Citizen diplomacy administered to the Fort Worth students who will be representing Fort Worth to the world this spring and summer we have 78 student ambassadors traveling to France to Hungary Italy Japan Germany and China in spring and summer of this year International exchanges give students possibly their first opportunity to travel which is almost always described as a life changing experience through these experiences the students gain important life skills including cultural intelligence Global problem solving leadership and resilience and the cities they visit have the opportunity to get to know some of our very best and ambassadors I would like to present these 2025 youth ambassadors the delegation leaders and Associate delegation leaders these participants were selected through a strenuous application process and represent many Fort Worth ISD schools as well as private schools and we are happy happy happy to say that because of the generosity of this community we were able to provide nearly 20,000 in scholarships enabling these students to participate so as I call your name invite you to join us and to administer the citizens Diplomat oath thank you for your continued support and for your belief in the importance of the work that we do thank you to Cindy and the entire board who devote theirselves in public service to this wonderful institution before I deliver the citizens oath to these students that have been selected this is a really big deal for you um we believe in your leadership in the future and that's why you've been selected to really represent the city across the globe um there are a lot of really special guests here tonight your parents and teachers that are here to be supportive but there's a really special guest you may not know is here this young man probably does because he brought an important book Dr opal Lee is actually here with us tonight for a resolution for the juneth museum and I mentioned Dr Lee because when you think about diplomacy it can look different for everyone um but I can't think of a better example than someone like Dr Lee who has truly been a Force for good and a representative of the city of Fort Worth a across the United States and across the globe of what Freedom really looks like so Channel her energy if you can even in her 90s she's hard to keep up with but Channel her energy as you go forth across the globe remember why you decided to take this journey many of you will come home changed it's not uncommon for us to interact with students who get an opportunity to represent sister cities in the city of for worth across the world they maybe they choose a different track for college or for career they decide to be World Travelers themselves but I hope you all really really enjoy this opportunity each of us are so very proud of you and I have a deal for you I want you each to select one or two people from your classes that are traveling across the globe and come back and see us U maybe in the fall after your trips this summer at our new city hall chamber which will be done by then and give a presentation to this Council about what it was like to travel to places like neem and Budapest sounds like a deal okay that sounds great at this time I'm going to administer the citizens oath thank May Parker the forward city council for city council and the forward sister City's president program and the for sister cities program I committed I committed to do this for to do this for my City My you you our next okay Council as I think we're going to clear the room and I'm goingon to go back up and sit down but the Rams football team is up next Texas wesland you want to join us here that'd be great and I think this one is uh council member Chris Nettles okay yeah oh I gotta read it all right mayor and counsel and city of Fort Worth we are excited to acknowledge uh the Rams football team here I just is the coach here okay do y'all have Walk-Ons do yeah okay I used to play back from North Crowley okay all right [Laughter] all right all right all right all right all right I'll read the rest so I'm excited I'm also have coun Charlie I also have councilwoman uh Martinez here with me we also share Texas Westland and so we wanted to honor them and so I'm going read the resolution and then let uh Martinez have some words the city of for worth special recognition whereas the Texas Westland University Rams football team embarked on historic journey in 2024 achieving their first Conference Championship and qualifying for the niia playoffs and making a pivot moment for the program whereas under the outstanding leadership of the head coach the Rams finish the regular season with a unbeaten record 10 and0 showcasing their commitment all right beautiful whereas with explosive offense averaging 59 points per game the RAM have positioned themselves at as one of the top scoring teams in college football and I believe the football team came back how long ago 20 2016 all right so awesome and so now therefore it is be resolved that we commend the Texas wesland University football program including players coaches staff supporters for their remarkable achievement and resilience we congratulate the ram team and we sign this um Proclamation recognition on the 11 of February 2025 [Applause] so I just want to say quickly as a 2012 Texas Wesleyan alumnus congratulations to coach shod and team on this amazing achievement good [Applause] job yeah want to thank the city of Fort Worth City Council for this recognition uh these young men deserve the credit they do all the work but we're uh really happy to represent not only Texas wesing but also City Fort Worth thank you thank you coach we also have Dr me the president uh mayor Parker city council thank you again for all your support of Texas wesling in general but especially recognizing our undefeated football team this past year and first time in school history to make the playoffs so it was an outstanding season come out and watch our games this upcoming fall and we're building a stadium on campus so we'll be playing on campus in a short year or so so uh thank you again for having us thank you Dr Munny our next presentation will be recognition of the Lone Star Elementary's unified Champion School designation oh my gosh that's my friend all right thank you mayor and Council so this one's uh very special I mayor you're familiar with this one as you were there the day that lonar Elementary School celebrated uh receiving not just their first but their second designation as a national unified Champion school which is the only School in Texas to not just receive it once but twice so another school in the entire state of Texas received this recognition that's a national recognition no no school in West Lake South Lake East of 377 no school in color strictly this school it's only one so big it's a big deal uh more reason why we should stay unified in killer ISD but we won't go into that because today is not about any of that it's about the students and what they've accomplished um and what our staff and Kelly mccor McCormick what you've accomplished of course couldn't do without the support of principles like Dr Hurst and your support so super excited for all of y'all so I will read this and I will let y'all tell us more about this uh but the day that we they actually received this recognition Governor Abbott was supposed to be there they had uh representatives from the entire School Board there uh mayor was there uh state representatives were there so it's a big deal so the city of Fort Worth special recognition is presented to lonar elementary school and recognition of outstanding commitment to inclusion and Excellence lonar Elementary School's designation as a national unified Champion school for the second time reflects the exceptional work you've done in fostering an inclusive environment where students of all abilities are empowered to succeed as the only School in Texas to receive this prestigious recognition even once you demonstrated an unwavering commitment to inclusion respect and Leadership through your Unified sports programs leadership development opportunities and Community engagement efforts you have set a remarkable example of what it means to Champion the values of unity and Excellence this achievement not only highlights your school's dedication to creating a more inclusive environment but also serves as an inspiration for others to follow in your footsteps ensuring all students have the opportunity to thrive learn and lead with confidence your success stren strengthens our community and exemplifies the very best of what can be achieved when we come together to celebrate each person's unique contributions pres on this presented on this 11th day of February 2025 uh Charlie L council member district 4 so congratulations to you guys m [Applause] mcor m i I'm just here to thank you guys and our kids don't understand this yet to be honored um and take a moment of your guys' time with we have a million nearly a million people in Fort Worth and um thousands of schools and for you guys take a few moments to honor an elementary school is just humbling and so um we appreciate that so much our mayor was incredible when she came and spoke you guys would have been so proud We were so proud um and then also Charlie does so much for our campus he's he's been involved in several of our things spoken at our Veterans Day come to our heroes Day parade and so we appreciate I love that the prayer that talked about Serv leadership and I love that that's what we have in Fort Worth um so just our deep appreciation and now I am going to get out of the way and you're gonna learn a little bit about what UCS actually is Mr have to move this over a little bit good evening and thank you for your time uh my name is Kelly McCormack and I am the fourth grade uh General Ed teacher and UCS adviser at lonar elementary in the fall of 2019 I was introduced to a program sponsored by Special Olympics called unified Champion schools it was the first meeting that I was asked to become the adviser my first meeting of many that I would have over the years learning supporting and growing this wonderful program I had no idea at the moment how UCS would not only enhance what we already did well at lonar but how strongly it would impact me and my passion to develop and share how fulfilling UCS really is in the spring of 2020 lonar became the very first Elementary School in the state of Texas and the 42nd Elementary School in our country to be nationally recognized for our efforts in the inclusion Revolution and this past fall we earned our Second National Banner pushing us further into the record books even Governor Abbott sent congratulatory videos twice expressing his gratitude towards lone star's dedication to include everyone so what exactly is UCS UCS has three overarching components Unified sports unified schoolwide events and a unified leadership team and within those three components there are 10 standards of excellence which have to be met in order to be considered for National status a Special Olympics unified Champion school has to demonstrate commitment to an inclusive climate and exclude a sense of collaboration engagement and respect to all members of our student body and to our staff National Manor schools also have to be able to demonstrate that they are fully sustainable and have a plan in place to sustain these activities well into our future we at lonar had Special Olympics athletes that competed and because of my boss Steve Hurst we have an incredible commitment to an inclusive culture but the one thing that we didn't have was a unified leadership team it became I became excuse me committed to the idea that these 10-year-olds could become leaders in the inclusion Revolution and I thought to myself that if I can teach transparency and that if I can model that all kids should have a voice that everyone deserves to be recognized for what they can do and not for what they can't then lone star's program would soar and soar is what it has done these leaders behind me are leaders for life so establishing a system to become a leader in standards which come with that title was meaningful for the success of our program and in order to become a leader these students behind me had to apply they had to express to me and to our committee why they wanted to be on a unified leadership team and what does unified even mean to them and they also had to share what they felt leadership skills that they had deep inside them that would add to our program every student who applies is elected by the heart of their answers not a name not a reputation every single kid in our school gets a fair shot and what I found by doing this is that kids who would never get an opportunity to lead or shine have become my best leaders the process is amazing our 10-year-old leaders over the past six years have accomplished so much we have spearheaded new projects for Special Olympics recorded many of their training videos and so much more we have perfected the inclusion the inclusive social environment at our school and have branched out within our state to help other schools create a climate of their own we have partnered with project management Institute of Fortworth making us the very first unified youth group to successfully complete projects governed under their leadership program we have partnered with the Lone Star Brahma hockey team competed in Play 60 with the Dallas Cowboys and are currently pursuing a relationship with tcu's UCS program and I can stand here tonight and list so much more that we have done or ideas that we want to do but I want you to talk to the real heroes of the evening I want you to meet some of my current leaders so that they can share their why ladies and gentlemen this program is designed not only to bring awareness but it is designed to give all kids a voice it gives kids an opportunity to lead that would never have an opportunity to shine and I thank you very much for the evening and this time to share lone Stars inclusive culture come on up TR hi my name is Trey the reason I wanted to become a UCS leader is because one of my best friends since kindergarten has special needs I've always loved being around him and playing with him that's that is why I want everyone to view each other equally and not exclude anybody just because of how they look or act let's get up here B all right Trey has some questions for you what what's your name Lily M why do you like being a part of UCS because they're friends and they share with me and I love being [Applause] included hi I'm Caroline and I chose to be in UCS because I wanted others to feel appreciated and included because people of all kind should feel valued and included it helps them grow some skills like respect social skills and so much more earlier it teaches it also teaches the people around the special people how they work and how to treat them that's why I think UCS is important for everybody in it and around it thank you for listening to me today hi m hi my name is Carter in UCS we include everyone no matter who they are what their abilities are even though we all look different doesn't mean that we all can't do the same things hi my name is co and I am in UCS because I want people to have the ability to be who they want to be everyone deserves a chance to be involved in their school and to be happy hi my name is Ashen I love to be part of the team it was an honor to be a leader at lonar elementary I met new friends and we H had fun together UCS is a great way for all of us to get to know each other it makes my life better and I hope I made a different to the rest of the team too hello my name is anley I'm going to talk about why I wanted to be in UCS I I wanted to be in UCS because I wanted to make a difference I think it is important to include everyone people with and without disabilities my sister has special needs she met so many great friends in UCS they loved her and helped her she is so happy when she is with others I wanted to help others and make them feel happy like my sister UCS is a special team that comes together to make a difference in the world thank you well thank you all very much for showing up that's you're not the only one that has to put the mic down too I'm I'm short too so it's okay well thank you all for your very kind words we appreciate it keep up the good work remember one day you'll be taking our spot up there and you'll be the leaders of this great City so thank you guys very much than right there there she is our next recognition will be recognition for outstanding community service all right we got one more mayor and councel thank you uh Beverly uh Kurt if I could have yall join me so they had no idea we're doing this tonight um it's the only way we get them here was why tricking them tricking her did yeah we told her we needed her to come talk to us about um the effects of home lessness and panhandling and um and what it's doing in northp worth uh because she is one of our most passionate one of our our most vocal one of our our fiercest Advocates uh for a so so safe so clean uh City and especially North Fort Worth so Beverly is actually the founder of a group uh Facebook group um dedicated to District 4 but now the awareness is definitely spreading throughout the city um and making sure everyone's aware of homelessness uh panhandling illegal camping uh illegal dumping you name it whenever the my Fort Worth app came out pretty sure it was Beverly who kept this thing going um the thing is if we all just complain about things on Facebook and that's it we have no idea what's really going on but whenever you report via the Fort Worth my fort wor app it may not be taken care of as soon as you may like but the numbers are being reported and the city services City staff they're able to see where the needs really are because they're not in every Facebook group seeing where all the complaints are so these reports it mean something and whenever you have Advocates like Beverly letting us know what's going on in the city on a daily basis uh it helps us redirect those resources where they're truly needed not just shot gunning uh those resources out there and of course Kurt I don't know why you're not up here because you're just as much a part of this because I know every day you get home from your long commute from Dallas you hear about it too um you support her in her Endeavor and driving around every day and and and uh filing these reports so Beverly thank you very much for what you continue to do for not just District 4 but the city of Fort Worth um we're having a a homeless homelessness Summit uh coming up um at the request of you and at the request of the community because you're bringing so much awareness to all these issues that are affecting not just those inside the loop but those outside the loop so thank you for helping remind everyone including City stff that the borders go beyond a20 so thank you so with that being said uh the city of for worth special recognition presented to uh Beverly and Kurt Fe tag in a recognition of exceptional service and Community impact in a recognition of your remarkable contribution to City for worth I'm proud to honor you and your service since May 1st 2023 you have filed an impressive 234 reports addressing critical issues such as litter unauthorized dumping hazardous material illegal panhandling homelessness C or homeless camps all of which have played a a crucial role in improving the community Through Your detailed documentation and proactive approach you have been instrumental in advancing Fort wor so safe so clean so green initiatives by identifying areas where Code Compliance law enforcement and park management can focus their efforts you can you ensure that the city's resources are used effectively to tackle these issues your efforts have not only preserved the aesthetic appeal of Fort Worth but have also instilled a deep sense of Pride and well-being among residents is a great pleasure that I recognize you for your service as your as you truly represent the spirit of service and civic responsibility presented this 11th day of February so congratulations I welcome anyone to beat that record too by the way every would you like to say um thank you for giving me the award I think I just got an award for complaining and it's probably the first in the city but thank you I really do appreciate [Applause] it we have one item to withdraw from the consent agenda MNC 25- 0109 items to be continued are withdrawn by staff one item to be continued that's MNC 25- 0107 and it'll be continued to the February 25th date okay um mayor that will get us to the consent speakers but before we take take the consent speaker I want to read one correction into the record uh MNC 25- 0099 which is on page four of the agenda the council district is district 10 rather than district 7 mayor we have one consent speaker thank you Janette our speaker is Adrien Smith Adrian Smith district 6 I am one with the people and the people or the power for change I first would like to begin by stating that as I stand here and as we are assemble here the forth I School Board is in discussion over 20 potential elementary school closures our city is truly heading for a crisis so I'm up tonight to speak on the mar and Council communication 25 hyen 0109 and a brief synopsis it's just talking about affordable housing uh the rehabilitation of a property a older property that's on the Southwest Southwest side of Fort Worth that the city is considering allocating money towards to rehabilitate basically do a makeover so first to the current or future families and individuals who this particular property will be home to may the blessings of the most high God allow for what's necessary as you go through this process let's be clear affordable housing doesn't exist within within this modern modern era we live it's truly just another play on the idea of doing right by those considered the least within Society while continuing continuing the same practices of denial for basic human rights and Necessities Rehabilitation the action of restoring something that has been damaged to its former condition let's speak to some of the rehabilitation that's going to occur at this particular property the project scope includes the construction of new Ada accessible Clubhouse with on with an on-site management office Gathering spaces Fitness and computer rooms and two after school tutoring spaces interior upgrades will feature new vinyl flooring Grant granite countertops appliances tow tub surrounds and dry roll Replacements as well as the replacement and upgrade of all Community laundry machines Rehabilitation to the prospective applicant to whom the contract for implementation of this project will be given what are we the people of this City really getting in return for our tax dollar investment I ask because when I think about the meaning of Rehabilitation all that comes to mind is throwing a bunch of dung against the wall and and see what sticks hopefully mayor there's some real effective oversight regarding this project for ensuring everything given in word will become reality Council that's the last of our speakers this evening entertain a motion on the consent agenda got a motion second any other discussion Council please vote Charlie Allen Allen Carlos are good Charlie is not sitting down thank you our next item motion carries sorry our next item is MNC 25 - [Music] 0109 and mayor I believe that was pulled so that council member Crane and Williams may need to re recuse council member Williams thank you mayor and just before I say my spill I would encourage um Adrian to talk with Chad Lao and our neighborhood services team about this project in District Six this is the item you were just mentioning and unfortunately I can't say more than that um I'll be recusing due to my employment at tary Food Bank um which also is a recipient of federal HUD funds council member crane yeah mayor uh part of the advice of a City attorney due to my wife's employment at Child Care Associates I will also be abstaining from this vote Council it's conclusion our abstentions we have no speakers on this item got a motion a second any other discussion please vote Carlos as a yes Alan as a yes Charlie's absent motion carries our next item will be upcoming and recent events recognition of citizens and approval of ceremonial travel if needed Council Flores thank you mayor I think we have a couple of slides to show one is an announcement sosos that means shared dreams in Spanish there's a traditional Mexican attire fashion show that's going to be held at Arosa and also including the open space there referred to as a mavo the plaza area next to it February 22nd uh starting at 4M at the metado and then at 6 PM the fashion show so come along to enjoy some great fashion and also learn more about the creation the designers and the tradition involved with Mexican attire and the culture it represents next slide this is something very special to me I learned about uh Nathan Torres he's a young man who is unfortunately fighting inoperable cancer um his story was brought to my attention and little Nathan has a bucket list and uh my staff and I have been helping him uh with a few of those items on that bucket list and one of them was to ride a train and so naturally I called Trinity Metro and they stepped up I appreciate them very much and gave him a train ride today in fact so it's our way of showing that we're rooting for Nathan and hoping for a miracle uh there in the picture you will see that Nathan is joined by his mom Emily his grandmother Sandra and also deer Whitmore and another team member from Trinity Metro so appreciation to Trinity Metro and and uh all our love and support to you Nathan God bless and that's all M council member bons thank you mayor mark your calendars if you live in the Wood Haven area we're going to have an open house to present the final work done by interface for the woodh Haven Neighborhood we don't know where it's going to be pastor we did not call you because we come to you too often but it's going to be on March 5th between 6:00 and 7:30 we'll give you the location later it will probably be at iot or the Church of Christ on Bridgewood and 820 but uh Potter's House we still know your number okay thank you just hate to we go there all the time thank you and now for the slides it's always fun to be on the campus of BNSF Railway when they bring students from all around to participate in what they call technology Awareness Day they've been doing this for more than a decade students are treated to a day of activities that promote student awareness in stem that being science technology engineering and Mathematics and nbc5's Vince is always there willing to take a picture no matter how bad my hair looks it was fun to be there next slide please hats off to the Fort Worth Metropolitan Black Chamber of Commerce as they presented conductor Marian Douglas and the Fort Worth community choir I was delighted to be recognized for the body I've work the body of work I've done on the council for the past 12 years now I only hate that the late D Jennings and his widow Gwen weren't here to be there with us I did see council member Chris Nettles and I think Chris thought we were actually in church I heard all these amens over there from you fun fun seeing council member Nettles there and finally it is Black History Month and if you are on Facebook you may have seen the alert that the Fort Worth Police Department recognized Chief Sam Hill who was this City's first African-American Deputy police chief they didn't let him drive it but he was very impressed with the fancy police squad cars that they drive now and so heads off to Chief Sam Hill and that all council member Williams thank you yes uh thank you mayor just a few announcements uh first I just wanted to thank for worth fames Ford um for inviting me to spend some time with our district six neighbors um and our young students um at Harmony Science Academy uh we got had the chance to discuss issues that are um really important to them including um their hopes and dreams for um their education as well as um some concerns around school safety particularly pedestrian uh safety which is um front and center on all of our minds um their voices and meetings like this are super important ensuring that um the seat um not just um you know represents them but also speaks to the issues that they're experiencing every day and so um I really enjoyed spending time with y'all thank y'all next slide please um exciting news I got the chance to take my eight-month-old baby boy Jameson to his first rodeo here in Fort Worth and that we got to celebrate Cowboys of color um and really celebrate Fort Worth's diverse and inclusive history and um it was an honor to attend with um both my staff and also U my family my wife SOA my in-laws and my daughter Janelle next slide um I also want to uh thank um our airport Workers United um we had the chance to meet with them here recently um to discuss a number of um um concerns about about uh the importance of ensuring that our workers at the airport receive a living wage um Fort Worth the city of Fort Worth has made great strides um in the past three years we um you know work to ensure that our employees receive a living wage starting from $10.95 uh cents in hour to now $18 an hour so it's a huge milestone and um I think that's important for f um um you know our neighbors and families all across um the state and Country and so it was a pleasure to hear their stories um and you know I'm looking forward and eager to um help support them next slide um lastly I just want to give a huge shout out to our um Lake Kom neck who was an amazing um meeting as always and um we um not only celebrated um many awesome um things happening in the community but it was just an amazing opportunity to connect um alongside um other local elected officials including our commissioner um commissioner Roger um and so I'm just really proud of all the work that KO is doing alongside of our city staff and the Council Office in this Council to um continue moving the neighborhood forward um that's all thank you mayor council member Hill I just had one announcement um I wanted to congratulate the Naval Air Station and joint reserve base they've been awarded the 2024 2025 installation Excellence award um in the small category this award has recognized the bases outstanding performance and cont contributions to military Readiness this Accolade is part of the Navy's annual installation Excellence award program which honors the top installations based on their performance and have aligned with the command strategic goals and criteria they've excelled within the Navy region Southeast before advancing to Wi at the commander Navy installation command Enterprise level and securing the top spot among all of the small installations congratulations Council Nettles uh that's the uh uh at the rodeo for the color uh the lord I can't even talk still got driving a flag from all day today um the rodeo we had an awesome time the rodeo is over it was fun it was exciting had opportunity to ride with Nicole K State bre councilwoman Martinez and judge Lisa Woodard uh and I was able to ride successfully each time and stayed on the horse that is truly a blessing next slide please um had the opportunity to uh partner with uh this great family they re renovated her awesome room um so that she can do her rehabilitations at home instead of having to get in and out of her house and so we really want to thank all the organizations that came together to present uh her with a new place to live next slide please uh had the opportunity to uh meet with Southside uh Community Center uh and neighborhood association talking about what is to come with the national Jun ttin Museum as well with the Southside Community Center which we'll talk about here in a little bit next slide yes so we had the bus reveal tell tell them about our history the history of the bus the history of traveling the the history of Evans and rosale the history um and actually on the far right commissioner Brooks is actually showing me if you haven't been there you should go by and see the bus the history he's actually shown me a picture of him when he was uh T downtown forward when he was just 12 or 13 years old so it is a lot of history uh talking about our art we want to make sure that we continue to um support our Arts commission next Slide the Federated women's uh got a new Street topper right there on Evans Federated way uh we was excited about that uh they have been historically in the in the Southside neighborhood and they have been making change each and every day and so we supported the club and make sure that uh we got the sign topper on there so you got commissioner Ms and some of the leadership that's there next slide thank you Council rebec all right uh next slide Chris mentioned driving we all well not all of us but several of us um spent yesterday and a good portion of today down in Austin um for Taran County Lobby day speaking to your um State delegation about the needs of Fort Worth and um it was no surprise to us and won't be a surprise to anyone in this room but the building was actually full of snakes while we were there um you can see the rattlesnake roundup folks um were out in the atrium while we were visiting today I said there were snakes what did you think I in next slide um have the opportunity to attend the Southwest Optimus club meeting last weekend it's a great group of guys and gals that um really give back to the city of Fort Worth through um scholarships so if you have any um if you know any young kids that are looking to um go to TCC in the next semester um you can go to their website and apply for um $1,000 scholarship they have for each one of give out five a year next slide okay next weekend is the cow toown Marathon I will not be running it but if you are good luck if you're not running it good luck driving in all seriousness make sure you pay attention to the um city news sources for road closures as we welcome the runners from all over the world um next weekend um throughout our city next slide okay the Trinity Buck Duck Pond will be closed for cleaning from February 24th to February 28th so if you um happen to wander out there with your kids or grandkids and something looks different don't freak out it'll be back we're just giving it a good scrub next slide all right we have the cow toown cleanup coming up March 27th but the best part of the cow toown cleanup is the Afterparty where they have the trash and show um and young um Young Folks from around the city uh craft these these costumes out of recyclable material and it's really a lot this is important to me because it serves as a way to acknowledge and reflect on the history of slavery in the United States its lasting impact on society and to understand the struggle for Freedom experienced by black Americans and the need for on ongoing efforts towards racial Justice I'm also speaking for the black members of my family and the black community that live in several different districts as black people a juneth museum is important for them because it serves as a way to celebrate their black history and Heritage this museum is a way to honor their ancesters recognize their sacrifices and uplift the achievements of black am Americans in addition I'm speaking for the biracial members of my family and the biracial community that live within the city of Fort Worth a juneth museum is important for them because it will allow them to connect with their African-American Heritage understand the complex history of race in the United States and actively participate in conversations about equality and social change it will Foster a sense of belonging and identity within their biracial experience I support the creation of a juneth museum for my family and myself Museum to preserve and promote Fork Worth's diverse history and culture let me begin first by saying to miss op Lee thank you for being being a living example and believing in something until you see it through your life Legacy and love for a greater cause will be forever etched into what makes the world a better place [Applause] now you all didn't hear any butts in it so what I'm about to say I want Miss openly to know that is is still on with support for this the resolution at face value is good but there is there is still a loss to the historic Southside Community considering the original site was idea didn't meet the necessary building requirements even after the mysterious fire they even after the mysterious fire to obtain the land one must pause to one must pause and ask when will ground actually be broken so make it make sense the Southside Community Center was too costly for necessary Rehabilitation but we must it up 15 million for a new project was there no other plot of City owned vacant land that could have been considered for this Historic Museum was the Museum District even considered for placement of this project considering its central location for arts and culture will a space at the Hazel Harvey Peace Center for neighborhoods be able to effectively accommodate all of the Southside Community Center Services designated for designated for the historic Southside will there be Collective voices at the table regarding the direction sustainment viability and overall purpose for the Jun Museum and lastly when thinking of some of the ideas being considered for the museum makeup will businesses directly linked to community stakeholders of our city be given first consideration for leasing or will a leasing space be given out to those businesses with a higher Capital value in the name of profiting but not honoring the identity of what the museum TR will represent thank you our next speaker is Megan lash followed by Alice Cruz I will make I'm excited is this mic on I'm excited today that we uh have gotten to here and I really want to take an opportunity to uh thank our staff um some that are eagerly want to be a part of the process want to be elected officials I would tell you it's the the city of forward staff that really makes uh things work and so we had several meetings um to make sure that we Preserve Southside Community Center its home its history uh and the people and we did that by being able to secure heavy Harvey peace and so we with the neighborhood those who live in the neighborhood did a walkth through uh with havy Harvey peace to see the ground where we can move those centers those um uh programs and I will tell you we're not just moving programs but in my eyesight it's actually picking up the entire Southside Community Center and placing it at the havy hary peace because it was important to me that we vote there we have ARP there we have after school programs uh we have VIP which goes into the community and help our young people we wanted to make sure they continue to have a safe place in Southside in hindsight while we also have the opportunity to support the national June ttin Museum I think it's very important um to the city of for worth and even to the nation that we continue to tell our story our history our culture about diversity uh about um what took place before some of us or even born uh we can't lose our history because our history is who we are and so I believe the national June T museum is going to bring that history to Fort wor it is going to be a beacon of light and no sir we didn't want to put it in the um the Museum arts district we wanted to put it in our community because I think it's important that the community should also win as well and so we have the opportunity to do that and I see Dr op Le here Jared Howard is here as well and some others who are here to support and so today this resolution is number one a reinsurance of our commitment to the $15 million that we want to give to the naon June team Museum and also affirming that we have not and will not forget about our community to make sure they have a safe place to continue to do their city services and so I'm excited today it is a true commitment I really want to appreciate the mayor also for her support and her leadership um on this Council for the national June tin Museum and taking those meetings and so those are my comments anyone else have motion I think our mayor proen wants to say something no okay well I think no he was using Elizabeth's microphone it's confusing I just want to say hello to Dr opo Lee another one of my relatives I'm K to everybody in Fort Worth and and when when I when I listen to council member Nettles tonight give his remarks I think of people like Lee Quincy I think of finest I think of so many people who would just I wish they could be here to see this action by this city council I will tell you when you went to DC on the upth time and the former president recognized you with a salute with a bow at the knee everybody was touched and so I just want to say thank you for continuing to do the walk that you've done I have to say thank you to Jared Howard I thought that was you Jared didn't know if it was your son or not and thank you to your shadow that granddaughter of yours who let everybody know that she may not have been the favorite but she is absolutely the best and so this this is for sure a night to remember I support this wholeheartedly if a second is required I'm going to provide that thank you mayor Pim council member Williams yeah yes ma'am thank you mayor I'd be remissed if I didn't say anything on this awesome occasion it's an honor to be able to participate in this vote tonight um Dr Lee uh Dion Jared we're at your service this is a a big deal for for wor and for this nation and for the world frankly so um thank you Dr Lee thank you for the many miles you've walked um and the way you've lend your Nettles alluded to how helpful City staff has been on this project um I really think that needs to be reiterated their commitment um once once Jared and David Cook and others really committed to trying to figure this out on behalf of the city um I think that was important to note they've worked really hard to get us to this place um also to council M Nettles and the community for working with us to understand the importance of of creating a unified effort with the Southside Community Center reinvigorating um new new faces and new people a new energy into Hazel hary peace which we're all very excited about a beautiful building that deserves to be utilized even more by the community which we're quite excited about and having the perfect home for the National juneth Museum and the importance here I know is as Jared and glennice and others have been raising money across the country is that the city is also committed to seeing this project forward so I hope that also this resolution you can utilize This Jared as you travel um across the state and Across the Nation to really draw down additional interest and funds that the city of Fort Worth is at the table is where as is here we would not be here without Dr opal as we talked about earlier um she truly is a Force for good and we're all thrilled um that she's chosen to commit so much time and effort to make this dream possible here in her City in the city of Fort Worth and whereas worldclass museums contribute significantly to the city of Fort Worth's Community identity and economic Vitality whereas nearly two decades ago forth icon and National Treasure opal Lee founded a local juneth Museum to commemorate at the significance of that date and event and to further her effort to make juneth recognized as a Federal holiday in order to promote and memorialize its importance as a milestone on the path toward human freedom and whereas the fierce determination and vision of opal Lee known as the grandmother of juneth has made juneth a Federal holiday while bringing widespread recognition to the city of Fort Worth and whereas as Miss Le's or Dr Lee's efforts gained national attention and following the recognition of juneth as a national holiday in 2021 interest grew in taking her initial local Museum and transforming it into a national juneth museum to provide expanded opportunities for awareness education and understanding whereas in addition to increasing tourism and educational opportunities museums and Facilities addressing challenging parts of the cities and Nations past benefit the community by offering opportunities to promote and enhance understanding and further Community healing and whereas the city seeks to leverage its existing cultural resources by supporting the development and expansion of high quality museums that preserve and promote for wors diverse history and culture and the lawyers would tell me the rest of this resolution is actually the most important part but we're going to stop there because it turns into a lot of legal ease um with that Council I do think we have a motion on the floor from council member Nettles and mayor protim Gina for having me tonight Brad lber with Place strategies part of the development team I do have a presentation uh I'll try to go through this pretty quickly um but I do want to thank mayor proen Bivens for her guidance over the last months as well as staff in helping craft a lot of the things that I'll present tonight in terms of the uh some of the changes we're proposing but uh Crescendo is a land developer uh that will be selling to Vertical developers uh so uh what we're trying to do is make sure that the entitlements and Zoning are in place and then we'll go through a plotting process and a number of other steps uh before it actually goes into a development process uh we have been doing a series of public uh events uh since June of this year uh or last year uh the property was just acquired in April and so we started those meetings pretty quickly I want to guide vision and then subsequent to the zoning commission to actually gain uh in uh start to educate on uh the zoning what was actually being asked for this zoning uh and uh to try to build uh support uh and build that education in the community uh and we have also been doing electronic correspondence through a newsletter as well as regular contacts uh this is not the end of this engagement as we move forward this will continue uh and there will be uh many more chances for Community to weigh into the project um we do have a list of supporters this is even been updated as of today uh to 99 supporters uh in in Wood Haven um and uh from all of our engagement uh from the beginning we heard a lot about vision and what actually folks were looking for in uh for the golf course to become uh we uh went to zoning commission and uh with some very distinct uh intent to explore golf as a continued use to not extend certain roadways to disrupt traffic flow uh to actually look at down zoning the A5 on the East which you'll see in second to a lower density bracket uh and to also work with various organizations to especially economics uh to plant trees and fruit orchards and to clean the ponds on site uh this was our requested zoning and Zoning commission which was uh recommended for approval uh the reason we used mu1 mu1 and Ur was because of the challenging uh design standards that they actually have baked into them uh we as an architect that's used the UR District I can say it has a lot of guidance uh and we are very you have to be very intentional about your design specifically uh the mixed use uh elements uh we did subsequently after zoning work with the community to add uh buffers around the area uh specifically in Ur to restrict height to two stories and to uh have open space in urban a along residential in the U1 including a reduction of units per acre capping so not having any height bonuses height prohibiting these uses sorry and then also I thought I had a little more time because I'm doing a group presentation um I don't have you down as a group represent representative because you have to have listed in members of your community but I bet you council member bons can come back if she has questions I got our next speaker it's Keith Larson thank you thank you follow by Dan Hayes mayor council thank you my name is Keith Larson I'm here to speak in support of the rezoning proposal and request that all of you uh vote to approve this proposal which received unanimous support uh on a 10 zero basis from the zoning Commission in January my wife and I are residents uh on okal Lane in in immediately adjacent to the uh the area that's uh proposed for zoning I have the pleasure of serving as the vice president of the W Haven neighborhood association I also serve as a board member and vice president of the Wood Haven Community Development Inc I have no personal financial or professional ties to Crescendo or any part of the associated investors but uh I want to to give my Firm support for the proposal as an affected resident and officer for both w& and wcd I strongly support the zoning on January 21st the w& conduct conducted its general meeting the wna uh currently has uh members representing uh 66 households in the the Wood Haven Neighborhood the bylaws state that the objectives of the association shall be to Foster and promote the quality of living in the Wood Haven area to represent the best interest of the neighborhood in all matters involving all levels of government to implement programs for the beautification and Improvement of the physical and natural properties in the area to enhance property values in Wood Haven and to support desirable commercial Enterprises in the woodh Haven area to support an environment where commercial Ventures can achieve and maintain profitability at that general meeting there were 47 votes in favor of the rezoning pro proposal and eight votes in opposition while that is not a unanimous support it is a 2 to1 uh level support of the membership of of the w& and represents significant support in the community I firmly believe the comprehensive proposal from Crescendo is a better and higher profile for permitted land use compared to the current zoning classifications current zoning in is a combination of community facilities CF and single family residential with 5,000 squ foot Lots the property is already divided into multiple plats a current or future owner of the property can by right move through forward through an administrative process only to subdivide and sell those existing plats the existing CF plats can be developed with no requirement for a public hearing or Community input to their use by my count the CF zoning uh has 43 different uses that are entitled by right current uses permitted by right include community homes group homes medical facilities and religious facilities other allowed usages include gas lift stations and telecommunication Towers the introduction of such facilities would also come with significant parking facilities associated with some of the potential usages could significantly impact the character of the neighborhood The Proposal from Crescendo would change the CF zoning to a combination of mu1 urban residential Urban Agricultural and single family residents the remaining A5 zones would be down Zone to a21 the form base codes in the proposals setbacks Green Space parking concealment limited height and and other architectural requirements the entitled land usage under the new uh zoning would be very different than the country club use you Keith sorry to cut you off thank you sorry thank you very much thank you very much our next speaker is Dan Hayes Dan will be followed by Phil Dorcas good evening my name is Dan hay is that I live in uh Central mebrook uh Miss Biven asked will Northern with Crescendo to reach out to all stakeholders for additional input and that includes Central mebrook in that context I wanted to offer Four Points most of woodh Haven is about 50 years old there's been little reinvestment over the years reinvestment is key to remaining a relevant attractive place to live play and do business this zoning change represents an opportunity for Wood Haven to return to relevancy especially when coupled with the plan developed by interface Studios which includes Tiff money to implement with the exception this is a second point with the exception of organized Sports at Gateway Park East Fort Worth does not have a mustsee venue large or small people can drive through East Fort Worth along I30 or Loop 82 for years and never have a reason to stop and get out of their car I often that if they do the reaction is I had no idea what will is proposing could help change that by giving people a reason to visit which could prompt other developers to do something equally transformative that could even include demolition of some of the old apartments in favor of something better third East Fort Worth is geographically and one of the most advantageous areas of the Metroplex however a young professional or a couple with disposable in in come who's looking for a nice market rate apartment to rent will not find anything in our area the best we have to offer is nearly 40 years old that's a lost opportunity every time it happens and then finally opposition to multif family housing in East Fort Worth is strong and effective but not strategic regardless of the product the quality of the product the size of the development uh the intended demographic or the reputation of the developer by not being strategic in that opposition the net effect is to stifle our area's ability to compete with the rest of the city for the amenities we all want to see that is precisely what the zoning change can help Reverse by introducing new market rate housing in a completely different format the question is whether wood Haven's residents will trust this developer's plan and trust that whoever ultimately implements it will do do so with Fidelity to the vision that will is cast I believe there are a lot of safeguards built into this plan and I'm confident that will Northern will do everything possible to see it through if he gets a vote of confidence alternatively saying no to this Vision will again send a clear signal to the development community and they are watching that East Fort Worth isn't ready for prime time I've personally grown tired of that happening thank you speaker is Phil Dorcas followed by Paul Kopi I'm Phil Dorcas and I am here to support the zoning case my wife Beth and I have lived at 900 Country Club Lane for 16 years it is directly across the street from the club in fact directly across from the ex tennis courts and the X swimming pool and behind our house is the X 10th Fairway in recent years we have seen the country club fall into disuse get run down grow High weeds and get sold and go through foreclosure although we wish the club had go back to its Glory Days we know that that is not going to happen we cannot go back to the way things were my wife and I have attended neighborhood meetings organized by Crescendo development meetings by the Wood Haven neighborhood association and meetings by the city of Fort Worth regarding the Tiff 13 fund we have learned about the careful plans that will Northern and his team have made for woodh Haven we support and look forward to the zoning changes and implementation of those plans for a number of reasons Crescendo development has held meetings and has listened to the neighborhood and has listed the desires of the neighborhood as his priorities he seems approachable knowledgeable and transparent and we like the diversity of projects planned for Wood Haven like that the walking trails the conservation of trees the agricultural area that will have a learning site in it there's opportunities for a new business we like the traffic flow the design of traffic that will uh have the flow of traffic uh so that it reduces the congestion for new residences that will move into the area we like the experience that will Northern has shown and the plans are something for West Fort Worth for East Fort Worth and for Wood Haven that we really look forward to we can't go back to the way it was and we look forward to the way it's going to be thank [Applause] you following Paul will be will Northern good evening mayor and council members I'm Paul kpo a Fort Worth resident I speaking here tonight on behalf of Wood Haven Community Development Corporation for which I am currently serving as acting president I have stated specific reasons why we believe this case should be approved in Prior correspondence provided for this case tonight I would like to broaden the discussion while mayor protm given has emphasized that she wants to hear what the woodhen community thinks of this case this is not just a case about woodh Haven it is a case about the east side of Fort Worth areas in the north south and west of the city can grow through new development in their ejs the East Side Central cities must redevelop infield properties to improve our communities the east side very much needs new development and this parcel provides an outstanding opportunity to provide that this development is important to RiverBend to White Lake Hills Eastern Hills ryanwood mebrook and many others I believe you'll hear from several of those communities this evening in a meeting held by mayor Pro gibons just prior to your last opportunity to consider this case she offered community members who opposed this case an opportunity to express their concerns two points were repeatedly stressed one that the views out their backyards would be ruined and two that there is too much multif family housing in the community already yes when the golf course has gone things will look different but the examples given of the problems with multif family housing were based on the existing 40-year-old lowi income projects which are is exceedingly unlikely to resemble anything that would be built in the future in this of this kind wcd stands strongly behind this proposal the Woodhaven neighborhood association voted definitively support it we ask that you too vote in favor of zc 2447 thank [Applause] you our next speaker will be will Northern followed by Carol Peters good evening mayor and counsel good evening Woodhaven thank thank you so much everyone uh for your support coming here tonight um made me emotional hearing it uh really means a lot to me uh so I have shared um at the last city council meeting mayor protim Bivens you asked that I reach out to uh surrounding communities and so I wanted to take a moment to share what's being passed around uh which reflects the in-person engagement that we had uh that I think we'll get on the screen here in just a minute uh but our approach was a little different uh than most developers after sitting uh up where you all sit for eight years as a zoning commissioner seeing over 1500 zoning cases uh my Approach was to uh communicate with the neighborhood early and often get their feedback hear what their wants and desires were and to begin crafting our plan accordingly uh I know a lot of folks asked you know what is it going to be what is it going to be and I genuinely told them I don't know what it's going to be yet I want to hear from you so uh with that uh we got to work um what you're seeing here is a petition that we did start um and it's difficult to capture uh everyone's support people uh communicate in different ways but we were excited to get that engagement uh this shows the in-person engagement that you can see starting back in June uh please look at that approximate attendee list 280 people 150 uh I mean tremendous um engagement it's been wonderful and then uh doubling down there at the end after city council and and get garnering a lot of support and a lot of support letters in addition to those uh virtual uh correspondence we've started a newsletter uh and keeping Folks up to dat and um with what we're up to and have really just enjoyed getting to know the neighbors and and bringing my skill set uh to add value to the neighborhood so I humbly ask that you support our zoning request thank you I'm here for any questions thank you Mr n next speaker will be Carol Peters followed by Wendy Martin good evening mayor and city council thank you for the opportunity to speak today I'm Carol Peters president of West met Britain neighborhood association I'm here to offer my support for the chisto development proposal for our neighbor Wood Haven I believe your vote today is of great importance to not only Woodhaven but the neighborhoods of East for Fort Worth it's no secret our East Side neighborhoods have undergone significant changes over the years we have seen firsthand the consequences of overdevelopment and inaction well Northern has worked hard to address the concerns of all the parties involved and to reach out to other Eastside communities like ourselves I find this plan thoughtful creative and Innovative wood Haven's Redevelopment plan could benefit not only Wood Haven but all all of the neighboring communities of e Fort Worth it's very exciting by supporting the crescendo plan the city of Fort Worth would create a template for our area that combats unfettered growth and encourages more planed investment I urge you to vote Yes on the Wood Haven zoning proposal thank [Applause] you Miss McNary m nnie yes my name is Wendy Martin I'm the Riverbend estate's president thank you guys for having us I'm not going to reinvent what everybody's saying I think we all want the same thing and that is to support will but the one thing that I'm impressed by with Will out of all the different things that I've been through is how much he wants this for the people he's worked hard he's had enormous amount of meetings he's come to our HOA meeting spent hours listening to us our questions we're invested we bring water over from Riverbend Estates to the golf course so there's he's worked with me personally to come on to the Riverbend site to look at our Oxo you talked about tonight about leadership that's a leader right there and he really he really cares and he really wants what's best for the east side I believe this is the best thing that has happened to the east side Wood Haven Riverbend States all the other areas that surround us right here's the best thanks so [Applause] much Janice mcy followed by Beth Dorcas thank you very much for the opportunity by the time I'm Jan McNerney sorry live in Riverbend estate since 2005 uh my background is Land Development by the time that a project gets to your level you've already made up your mind so our job as residents is to kind of change it we have such lovely things in River uh next to River Bend Estates as um Rock crushing plants pop up uh uh popup uh structures and when I got back from DC in 2016 I learned that wait a second why did the development happen on the West Side they've got these ginormous houses they've got Clear Fork they've got all sorts of good things that are happening over there what happened to the east side oh wait a minute most of you got this email from me we have a a perception problem on the east side and I learned that from several people who were in Land Development and who were engineers working on projects that couldn't get necessary projects through this Council or zoning I urge you to take a look at what you've done to the east side help will get this project going we need to have sitdown restaurants we don't need a Burger King we don't need a fast food restaurants you all need to be helping us try to get into the 20 25s with this project it will only benefit the East Side Riverbend States Wood Haven necessary to that east side project so I'm hoping that you all will help us please get this project through thank you very [Applause] much Beth Dorcas followed by Thomas Cook hello um thank thank you for listening and giving us all this opportunity I'm Beth Dorcas and everybody has already said things so really well and uh I just want to say that I am in total support we love the idea of guarding our trees the pecan tree behind our hous is on their map the tree is identified in a lot of other trees because it's big enough that it needs to be saved there are other areas where trees that were very small that other developers might have wiped out but um will and the crescendo crew won't let him touch the trees under two Ines I think it is in that one section and other we love we would love to keep the 10th Fairway green and open so we can sit out and look at the sunset but realistically speaking we need young families that can come into Wood Haven that can come to stay I understand that some residents years ago when the Heights Apartments were put in the residents were burned because the the people who bought their tow houses believed that were told that the the zoning or whatever was happening wasn't going to be something like what the heights turned out to be but rather that it would be other town homes and nice places for for people to live in long term and what happened was the the apartments went up and we we've been in and out of those apartments we're the last house before the apartments we know the people sometimes who come and knock on the door and we've been inside the apartments and I understand why our people were burned because they're afraid but mu has been so careful the crescendo develop people have crossed their teas and dotted their eyes and St uh rained back some of the requirement the permissible requirements like in the urban residential right behind our house in the 10th Fairway is limited down to two or three stories plus the roof and all those extras that could happen is taken away the distance from the roof Road uh the the road through from Country Club Lane to Randall Mill protecting the inner neighborhood from opening up at the end of Oakmont all of the things that the people have been asking for and the work of others on the team to developed the agricultural work the the Urban Garden uh one of the um can I name the people well one of the people um was saying that her team would like very much for the PE for the kids to grow to come to Wood Haven grow up in Wood Haven have scholarships work in Wood Haven and come back to Wood Haven and that's what we'd love to see in our neighborhood thank [Applause] you followed by Keith Harrison hi my name is Tom Cook and I'm really pleased to be here tonight um I'm a little bit surprised that you all yall might think we all got together and just rehearsed this but we didn't but it folds together very nicely and my part of what I like to say briefly is just uh I certainly contemplated much of the the good news that we can do with this project but I thought about how would this compare with the um Fort Worth 2050 comprehensive plan and basically it uh overlays with that as it as that plan's developing in about seven different areas of Economic Development Community reinvestment responsible growth infrastructure Quality of Life Community engagement in Green Space and environmental considerations uh the economic development is all the mixed use development including residential office and Retail spaces which supports that uh City's strategic priority in Economic Development which you've heard about the community investment is to invest in the often overlooked east side and uh new community center in park space uh the responsible growth is that development of 150 former Country Club site that shows a form of uh infill and revitalization that uh is consistent with responsible grow strategies as far as the infrastructure support it uh the Redevelopment would likely involve local infrastructure supporting the city's infrastructure priorities quality of life all the rec recreational amenities and potential nine-hole golf courts pickle ball tennis courts all of what you've heard about all improving the quality of life for the residents Community engagement of Crescendo development's been detailed here and it's said it's the amount of extensive community outreach is just unbelievable that will Northern and his crew have done including with the details you've seen of 20 public meetings to gather feedback and the alignment of the cities and emphasis on community involvement in the developing 2050 comprehensive plan process uh the green space and environmental considerations include the urban F which will contribute to the city's environmental goals and open space conservation efforts uh I just think there's so many strong reasons I hope you uh you support this uh effort thank you thank you Mr Co our next speaker is Keith Harrison uh Keith will be followed by Brad Wright good evening mayor Parker council members uh my name is Keith Harrison I'm a resident in Woodhaven I've owned two properties in the woodh Haven Neighborhood and collectively I've lived there for 17 years um I'm here to speak this evening in support of the proposed zoning change uh I truly believe uh that the approval of this zoning request is essential for the future success of the woodhen neighborhood and East Fort Worth uh Crescendo development has really done a remarkable job of engaging the community and soliciting input on what we as homeowners would like to see developed on the former woodh Haven Golf Course uh and Country Club property uh and from those meetings they've developed a plan uh to enhance the quality of life and increased property values uh in the woodhen neighborhood that plan includes an option for an 18-hole short uh course Golf Course uh increased lot sizes for larger homes a dedicated green spaces uh privately owned Town Homes mixed use development with restaurant and retail space a small number of apartments with strict design and building guidelines to maintain the Integrity of our community uh and they've been careful to lower maximum building Heights to uh maintain existing sight lines for our homeowners uh the traffic plan they've developed uh contains additional traffic or contains uh additional traffic within the new development and it keeps that additional traffic out of the existing neighborhoods so I truly believe that this is our best option for re redeveloping the golf course and creating a vibrant future for Wood Haven and I also strongly feel that it will attract additional development on the east side of Fort Worth so for those reasons uh I ask you to approve this zoning request thank you thank [Applause] you our next speaker is Brad Wright followed by Jenna Anderson Madame mayor city council thank you for the opportunity to speak tonight uh since 1980 our family has made East Fort Worth home it's where we raised our six children we still call East Fort Worth home today I remember Wood Haven Country Club when it was a jewel in the East Fort Worth Crown members for many years our kids learned to play golf there too many memories to count in between newscasts I used to get four holes in before I'd have to go back for those of you who remember 20 years ago I also then remember witnessing the sad slow demise of the area the restaurants went away Stak and Ale disappeared Benin went away in a puff of smoke uh blackeyed pee disappeared and then the golf course itself it was incredibly painful it's been painful to drive along South Randall Mill and look at the golf course and think about what it used to be now comes a plan to bring that decaying Golf Course back to life and I'm here to tell you that these 77 member HOA members that I represent at chimneywood are all on board our community is surrounded by historic eastern Hills and the Meadow Brook area and it seems like our little part of the world is starting to come back to life and wouldn't it be nice to add this project to it we've enjoyed the East Regional Library there on Bridge Street um leadership uh International of Texas there on boa Ron the rebi car youth library on Lancaster that's obvious not obviously not going to solve all the problems on Lancaster but it's a start and look what's happening at uh uh mebrook Golf Course incredibly exciting things happening in Fort Worth people are starting to believe in East Fort Worth again and uh our HOA at chimneywood we are totally on board to say no to this and let that beautiful property fall into a an even deeper state of despair it's not a crime but it sure would be a shame I don't have any Financial skin in this game mine is purely emotional I know nobody from Crescendo I just saw Will able to put a face with a name tonight and I'm just here to tell you that if you guys if this gets approved you let me know I'll bring a shovel when you start turning dirt and I'll bring 25 friends with shovels thank you [Applause] folks Anderson followed by Talia M mallister good evening my name is Jenna Anderson um I don't have a ton to say I am a fairly new resident of the Wood Haven Neighborhood I bought my little town home back in February of 21 and uh gentleman earlier this evening mentioned that if people stopped in East Fort Worth they would say wow I had no idea which is something that I hear anytime anybody comes over to my house we had no idea this was back here um so I have seen the plans from Crescendo and I'm really excited about them as a new homeowner it's it's nerv nerve-wracking when the land right behind your house gets purchased by a developer oh geez what are they going to do with it but um here I am 33 never been to a city council meeting in my life uh here to say please say yes I'm so excited about these plans um and I'm so excited to see what the future of East Fort Worth could look like if um you say yes so thank you and that's all thank you tly McAllister will be followed by Erica Graham so first of all thank you guys for sitting through so many comments tonight I know this is probably a little unusual for um a zoning commission unfortunately it's very normal oh well so you're y' are doing are organized we like the green it's very easy to follow you're doing great thank you very much uh so I am the CEO for a nonprofit profit called economics uh we are the nonprofit that's been working uh alongside Crescendo to identify space where we could have our services um so before I tell you any more about us let me just tell you a little bit about the community um there are no public amenities in the Wood Haven Neighborhood except for a library there are no public parks uh that have any sort of um playground equipment things for kids uh except for quana Parker which is technically not in the bounds of what's defined as the Wood Haven Neighborhood it's in the far uh North uh West so that means that kids in this neighborhood are completely reliant on if they are um residents and have homes to play in their backyards if they are not if they don't have homes if they are in these apartment communities surrounding uh the golf course surrounding these homes homes you know they're limited by what their multif family housing communities are offering so the first thing before you consider anything else is that there is a major need for more amenities in this community to help these kids to succeed these are children that are being busted out of the neighborhood in order to go to for or ISD schools which are all a mile or more away these are kids who if they are in the community Community are attending a charter school that has had a number of challenges with teacher Trover over the years and these kids are struggling in school the schools they go to tend to be d-rated or f-rated and the reason for that isn't because of the schools it's because these kids don't have the resources and support that they need in this community so from the standpoint of what we're hoping to accomplish we are hoping to bring in an urban farm outdoor education space a food forest and walking trails and uh what we're calling a living laboratory where we are studying the impact of what we're doing and giving everybody an opportunity to learn we're currently working with University of Houston students to design a first look at what this could be like uh because we recognize that giving those college students an opportunity uh to be part of this is another way to enhance learning through uh this community project thank you thank you [Applause] Talia our next speaker is Erica Graham followed by Bob Willoughby honorable members of Fort wor city council my name is Erica Gil Graham and my husband and I live at 512 Oakmont Lane North with backs up to the proposed M1 mu1 zoning I'm here to express my deep concerns about the proposed zoning change from CF to mu1 and the requirement that 30% of the development be dedicated to retail space while the intent may be to drive economic growth this plan does not fit the economic and demographic realities of Wood Haven according to the 2022 census the median household income in Wood Haven is around $53,000 far below the Fort Worth median of just under $76,000 additionally 92% of woodh Haven residents are renters rental heavy areas typically lack the long-term stability and the financial security that support successful retail developments surrounding Eastside neighborhoods also primarily consist of low to Middle inome households meaning there is no influx of high spending customers nearby to support retail growth businesses don't survive without customers who can afford to shop there and we've seen this before Wood Haven was originally designed in the 1970s as an upscale neighborhood featuring a country club and golf course the vision was to attract young professionals and affluent families just like this new plan proposes with high-end apartments and it worked for a little while but when economics conditions changed those folk move on and we were left with lower rents and higher crime area retail establishments were no longer supported and two of the three EX existing grocery stores were shuttered now we're being asked to repeat the same failed experiment Wood Haven has none of the economic drivers that contribute heavily to the success of near Southside or West 7th no major employment hubs no tourism traffic and no anchor institutions trying to impose the same retail heavy plan in an area without these assets is setting it up for failure instead let's encourage the development of Med density garden homes are similar developments this approach would increase population density in a sustainable way while preserving residential character attract long-term homeowners create affordable and entry-level housing offer developers the density needed to justify infrastructure Investments and minimize the traffic through strictly residential areas so who is really supporting this plan the Wood Haven Neighborhood Association V voted roughly two to one in favor of the plan the problem is membership is open to anyone with $50 to spare that means that there is no guarantee that people voting in favor of this plan actually live or own business in Wood Haven The eastly Business Association endorsed the plan but the majority of their leadership doesn't live or work in Wood Haven these endorsements are political and do not represent the true stakeholders our next speaker is Bob Willoughby Mr Willoughby will followed by gayen Anderson the one woman saying about the sorry it's so long tonight and you saying every one of these meetings are long or long like this because uh actually when you cut down Council meetings are two times a month and Zoning only one time we're very aware why you feel like okay I'll get on I'll get on that's why they're so long you only have one time a month uh this has more a21 I've been 13 years going to meetings and watching more a21 any I've ever seen I think it's the first time in 10 years I could say anything good but a21 is what the city's crying out for now what it has bad in here I think is the apartments I think Wood Haven is one of the most apartment congested places there is in the city of for Worf I think already and I believe when we put up any more apartments in the city the ones that need to be brought up to standard should be brought up to standard first or one or two be torn down before they put in new this city is flooded with apartments two about this I'm not against it I'm just against the way you put it out here and you'll probably shut me off where I get done on this too um you combine all this stuff together I'd like to see more alard on this broken out all day 21s together the stores and business F Apartments over here put Apartments to the side and see how many people want Apartments you know if they all want Apartments hey I'm with you if you don't want it take it out that's simple but you but you won't do that it's the same way you do the bond 20 million to golf courses but it comes with playground equipment you get all or nothing no playground equipment unless you put 20 million in golf course if you don't want to okay golf course I'm talking about the woodhen golf I'm talking about the one City's paying for it's losing money um but anyway this stuff being put together helps streamr corruption through and not this case but all cases it get stuff pushed through in groups and things it makes it easier on you but I don't I'd like to see more alicart that's my thing but the a21 in here as many places I see that I'm amazed I'm not sure if if y'all know what y'all did or not because usually you don't give the city any a21 and that's what we need we got too many a5s I bet you none of you are pet owners I bet I bet none of you have pets okay A5 doesn't have enough room for a kid to have a dog or do anything kids need room to grow okay but there's not as much money in the a21 there more money in A5 more money in apartments that's why we get flooded with this stuff the money I've seen people come there and talk about the money about that that's it I'm more for the children and the future of the city too kids need room to grow to develop and people need room it's a21 is great but the apartments and the four story four story apartments whatever that is or you can go the four stories apparently what I read that I don't think we need and uh actually you know like I said what's this I'm going make her mad um put the council meetings back four times a month and you won't be here that long I don't know I'm very confused our next speaker is gayen Anderson is gayen here oh thank you I'm gayen Anderson I'm been a resident of Wood Haven for 18 years wow I didn't know I would be in such a minority but I'm speaking against the proposal um Crescendo has done an amazing job of convincing people that they plan is good um I believe that they have generated a vocal minority and people that believe in the project the Wood Haven neighborhood association I was at that meeting and 47 people voted in favor of it there are thousands and thousands of people in the Wood Haven area that didn't vote 47 people got the Wood Haven neighborhood association to end Endor this project it sounds like a big deal Wood Haven neighborhood association in favor of it 47 people voted for that if you did a real poll of all the residents I don't think it would be near that one-sided um the the a21 part of the zoning I believe is good but when Mr nor Northern presented his case the very first time he asked everybody what would you like to see and without exception everybody said we want to see things that they have in South Lake things they have in Frisco Southwest Fort Worth all these really nice places that was the aim of the Woodhaven development in the 60s and70s but the proliferation of Apartments wiped out that plan and it's been going on for 50s something years and we have what is there today the 150 acres that is in this project a good portion of it is going to multif Family Apartments it's going to create another sea of Apartments where there's already a giant sea of apartments and according to Mr Northern the only way that he can make this project work is to do the apartments and his convincing rhetoric of him wanting to do what's best for Fort Worth is not the real reason land developers do this for a profit and that's the whole thing about this project is not bettering Fort Worth it's making money and they want to make a lot of a money the only way to make a lot of money is to build a lot of Apartments that's what I have against it and I hope the city council can use history thank you Mr common sense to vote against it thank you mayor Pim that's the last of our speakers on this item thank you mayor where is Brad okay when when no Brad right okay when he made me think about a story many many years ago but I remember doing a story on krld that aired on CBS network and I described Wood Haven at the time as the only neighborhood in the United States with million dooll homes next to section 8 housing I was shocked when I moved back to the Metro Lex in 1987 I have a question for the developer and he knows I'm going to put them to the microphone and will if you will come on down the presentations were were so uplifting I almost applauded myself but that would have been out of character we're not supposed to do that but I enjoy the excitement uh will I'm going to ask you to talk about your your plan for apartments with mu1 where you have them versus on Randall Mill can you speak to that certainly would it be possible to bring up uh either the zoning map Absolut the concept plan just as a guide um so there's four main points it'll be towards the end so the mu1 is the purple portion there in the middle and take note of the mu1 in the middle and then the UR and what's important about those two zoning categories that is that they are form-based codes that come with design standards that will create a look and feel that is consistent throughout it as you go around but if you could go to the concept plan please the concept plan that we created um that shows the buffers and whatnot that we've self-imposed is going to be towards the end there we go let's pause right here so there's four points that I want to drive home um when we first started this process and we spoke with the neighborhood about what they wanted uh a lot of that revolved around retail type uses sit down restaurants coffee shops um sandwich shops General retail grocery stores and a single mixed use structure isn't enough to deliver on all of that um and so by extending it further down that gives more opportunity to bring those amenities that the neighborhood is asked for and so um you know challenged the community and myself to to think bigger and but use the form based code um which is the second point is um having a consistent design standard through that mu and Ur uh you'll note that we're reorienting the front door of the land to front Randle Mill which is a beautiful road if you haven't driven on it and uh is right there uh connects to 820 so by reorienting the property making random Mill of the front door and then adding a circulator uh that goes around what was the back nine um by bringing the mu1 and Ur form based code just districts throughout the circulator it creates a cohesive Continuum and a walkable experience with parking in the rear um of those mu1 properties you'll note the single family is on the east side of that road and so from a single family house there on Oakmont Lane um or Putter Drive you have you know their backyards you've got a buffer a 200t buffer you have the road ride of way and because of the mu1 form based code that's going to require additional trees street lights um and then the buildings have a front yard buffer with the parking in the rear that was very intentional how we oriented the buildings on that side to keep the traffic uh as far away as possible um from the res single family residence so that's number two number three we want to draw patrons to the clubhouse um a big promise um and something that's really important to me is restoring that clubhouse that now is 50 years old and is eligible for historic tax credits for those of you that know me on zoning um my voting record I currently serve as an alternate on hclc I've renovated numerous historic properties have a soft spot for historic properties and so by extending the mu1 from Randall Mill down to the clubhouse you have this Continuum and you're encouraging patrons not to just stop it stop at the front door and leave but come come through and get to the clubhouse ultimately so reactivating it uh and then finally mu1 just increases the overall project success and what do I mean by that so muu provides a variety of revenue streams besides that of just a standalone asset class there's examples of apartments that failed retail that's failed it's they don't have a blend that can survive the ups and downs of Economic Times and so muan allows for office residential and Retail uses that will support the overall development and will in turn by developing market rate uh projects such as this which hasn't been experienced in woodh Haven or much of the East Side uh much much of it has been been subsidized it's going to apply positive upward pressure on the surrounding homes and apartments in a positive way um by setting new comps creating competition in that economy so mu1 allows for the uses to be more Dynamic and survive uh ensure success over time um not only in the groundup development that we're proposing here but I believe it will help uplift this neighborhood and those surrounding it for years to come can you go back to the part where Brad didn't get a chance to go into details about the concept page and talk about the protections that you're putting in certainly uh if you can go back uh to it looks like the zoning map would you like for me to address it or you want Brad to come up oh doesn't matter you can do it together you can do it by yourself you can bring them down okay he's a lot better at this than I am he does it for a living okay so I think the height restrictions are are very important yeah absolutely um well over the UR we have the twostory height cap uh so if it's within 200 feet of a single family residential lot it'll be he cap to two stories uh and then in the that's for Ur in the mu1 if it's within 200 feet of single family residential we would have open space or Urban agriculture only and you met with the open space new staffer we have just recently did you not yeah today we met with Allison and Lori Gordon was there with us as well okay I'm what I'm going to share with with you is I I know when I continued this case the Wood Haven Community set hair on fire and it was not because I wasn't comfortable but I knew that we needed better Outreach Beyond just the Wood Haven community and when staff takes in an application for a zoning change they are known to give developers and applicants a specific list of those associations or organizations who they should talk to Beyond well I've never dealt with a developer or in this case an applicant who has done the the shoe leather work that you have done and that is to be commended and I thank you for it thank [Applause] you now what what I want to do now is make plans or arrangements for my peers to have any questions to address and then I'll come back with with a motion any questions from Council councelor Nettles I don't have any questions but I just want to uh give a couple of comments uh some of the things I heard today again will you did do a great job uh at Outreach and I think it was Dan who talked about um this is not just about Wood Haven but it's about the east side for work and I remember Gina uh maybe about a year and a half or two years ago when Carl Dan and our other friend from mbrook came down and was disappointed in visit for work for not having them on the map that's right and we work together to haveo that map and so tonight I don't know I mean if it's able to I don't know what's going to happen if it's able to move forward uh you put East Side on the map again and so thank you for y'all coming out tonight any others you guys made it real easy you can have your seat I want you to know that with had a death recently guy named Jim Rutherford passed Jim is one of those developers who brought Albertson to the east side of Fort Worth now Wood Haven you guys are new to District 5 but I'm not new to the east side I ate at Rick Shaw what we call Little Italy you know Tony's Pasta and Pizza even chewies I was bureau chief at cvs1 we ate everything around around the east side when I moved away in 79 to go to Lok I always look forward to moving back why you say it like that well you know you got to start somewhere in TV okay that's where it was and everybody in love I met had Brown teeth except for the Pattersons yeah yeah too much fluoride in the water but I digress that that's a part of my memory I am I'm good with leaving but I just want you all to know that Wood Haven is special not just to the east side of Fort Worth when you think of the hills the trees the history and the idea that anyone would take on this task I was really excited I saw pictures of the weeds at the Country Club get hidden within a golf a golf cart you you saw the flag that's how high the the weeds were and so when I tell people this is better anything is better than what I saw I don't know that it could get worse until the we had to freeze and so I am more than excited that you know this team will Linda I see you over there and I know it was hard but will don't you think it was worth it you picked up evening Mar no pool townsite 2918 Windgate here in Fort Worth um this is a uh 5 and a half acre site that is currently uh intensive uh commercial that back up to uh residential uh and we are planning to build a gated community that will uh be 50 um duplexes uh that will have two accesses one off of West ringer and one at the back of the property um this I we worked very closely with the HOA that directly uh abuts us to ensure that uh this integrated well with their community and um um these will be two story next to the uh residential and three story that is closer to West rice singer so um we are very excited to to be offering I think one of the first gated communities uh in this area and uh excited that we work so well with the neighbors out here thank you Marell thank you thank you name is Danny Reid I live at 6317 metal Brook Drive in Fort Worth Texas this zoning case is to change from erpd 9 back to residential I understand that the applicants wish to build a house here uh there used to be a house on this lot and and there used to be one on the on the lot next to it when the Citywide met Brook Drive In 1980 uh 80 to 82 the traffic count grew to about 10,000 cars per day in two zoning cases Z 85- 233 and z86 d43 the city council determined that this lot and seven others on met brute Drive were no longer suitable for residential purposes Unfortunately they weren't suitable for commercial purposes either because of the negative impact on the residence uh adjacent to this on lambath Lane so as a stop Gap measure the city council changed the zoning to erp9 according to the north Texas council of government traffic count has now grown to about 177,000 cars per day in uh 2014 when the southeast connector project is completed it'll only increase even more this lot and the two lots on either side will be in a turning lane on mebrook Drive uh when the southeast connector project is completed met Drive will be elevated at this part at this point and teot has said that they're going to deny access to it uh from met Brook Drive I wanted to be sure the council had that information and I'll be happy to answer any questions you may have thank you that's evening mayor Parker uh esteemed members of city council my name is darara O'Neal and I serve as the project manager for the historic Northside District the Main Street pilot project in partnership with the Fort Worth Hispanic chamber of commerce the city of Fort Worth and Main Street America I'm here today to express my support as well as that of the Main Street pilot projects uh Advisory board for the rezoning and historic designation of 1434 North Main from industrial to mixed use through the work of our Main Street pilot we have facilitated Community Asset mapping workshops zoning discussions with community members and several other community meetings to better understand our community's priorities for the district one key takeaway from these efforts is the importance of rization that respects the character of the corridor while ensuring long-term economic sustainability this rezoning effort and historic designation would help achieve this balance the current industrial zoning does not reflect how North main functions today nor how is it envisioned for the future a mixed use designation provides a more appropriate framework for investment while maintaining the building's historic integrity and respecting the character of both the corridor and the district uh 1434 North Maine when it was constructed in 14 or 1946 at one point housed a barber shop a bar a package store and a hotel on its second floor uh according to a national register survey of the historic Marine Corridor it's notable because it's potentially the first Construction in historic Marine that was created by an Hispanic person this request supports an approach that Fosters responsible revitalization ensuring that future growth strengthens Economic Opportunity while remaining compatible with the surrounding area in the neighborhood on behalf of the Main Street pilot project I encourage you to support this resoning and designation request aligning with the broader efforts to preserve
