Good evening and welcome to the five o'clock Tulsa City Council meeting. Sorry, we're running a little late this evening. Uh you can view this meeting on our Facebook page or YouTube channel, Cox Channel 24, or tvOonline.org. Assisting the council tonight are Jack Flair, our city attorney, Lori Doring, secretary to the council, Katherine, uh council staff. If you wish to speak on an agenda item, please see Katherine to complete a request to speak card prior to the item being read. You will not be allowed to speak on an item that has already been read. We are using an electron elect electronic timing system in front of the uh speakers at the microphone. There is a timer that will countd down the time used. A green light will indicate your time is running. A yellow light will come on when you have 30 seconds remaining in your allotted time and blinking red light will be shown when your time has concluded. We have two speakers. The first speaker is Mr. John Huffiness on item 4D and E. Thank you, counselors. Yes. Agenda item 4 D. Yes. As we look at this item, we give thanks to the Lord as the one who establishes foundations and orders the boundaries of the land. His word teaches wisdom, stewardship, and love for one another. As these updated flood plane maps are adopted, we ask for insight that protects our citizens, our homes, and future generations. And God almighty, we invoke your guidance. Agenda item E, special event application, 47th annual Dr. Martin Luther King Jr. parade January 19th, 2026, starting at 700 North Detroit Avenue. We give thanks to the Lord for the life of Dr. Martin Luther King Jr., a Baptist pastor who proclaimed God's word and followed Jesus Christ as the way, the truth, and the life. Grounded in scripture, guided by love for neighbor, his witness continues to inspire. It is our prayer that this parade will be a blessing to our city, encouraging compassion, justice, and goodwill, and inviting many to walk in love and truth. Dr. King was a Baptist pastor who had a dream. Baptist rightly affirmed that Jesus Christ is the way, the truth, and the life, and that we are saved by grace through faith in his shed blood. From this solid found from this solid faith foundation, Dr. King's dream of social justice emerged one shaped by the Bible, love, hope, and God-given purpose. Baptist pastors understand the importance of being born again. And Dr. Martin Luther King, Jr. became a Baptist pastor at age 25. From this solid foundation, he stepped forth. Yes, he stepped forth as a Christian social activist, loving people, lifting people, and communicating with clarity and passion. His sermons, writings, and personal testimony including stride toward freedom and strength to love, show that prayer was central to his life, ministry, and leadership. Dr. King lived and led as a man of prayer, regularly seeking God's guidance and strength, grounding his public witness in scripture, faith, and trust in the Lord. As a Baptist pastor, he practiced prayer as communion with God, guidance for righteous action, and a source of courage expressed through faithful love for neighbor. Yes to this special event application for the Dr. Martin Luther King Jr. parade scheduled for January 19th, 2026. Thank you counselors for always doing your best to help Tulsa be her best. Good evening, counselors. >> Good evening. >> You know, I share the same birthday as Dr. King and I have his daughter's name, Bernice. My grandmother really admired Dr. king and the work that he did. This uh concerns me because I can see pomp and circumstance in the community, this parade, but then I see all this racist behavior directed toward the North Tulsa community by this local government and the people. My husband and I are two of the five founding members of our neighborhood association is registered with the Secretary of State. [snorts] But working with the people in the area and we cover the whole North Tulsa community, the people are tired that live there of fighting and desiring to have things done that should be done. I'm not tired. I'm like Dr. King. I'm going to see this work that we've been doing for since about 1993 94 in this community. I'm going to see it finished and finished soon. Now, I want to tell you something because this is relevant to the kind of work that Dr. King did. I think about the homeless people. Dr. King the way his ministry uh gave uh activity he seemed to be no respect of person. Now, I don't know if you all are allowing this parade because maybe the community asked for it or somebody, but you know, there's work that needs to be done and we need to be considerate of each other and we shouldn't have to be forced to be considerate of each other. and this council. It's unspeakable how that that community is being treated and how Dr. King, Robert C. Weaver, and President Lyndon B. Johnson set up the program for African-American people to be treated better in this country. We all matter. Every time I look at this council, I think of the United Nations and I think of my family. I feel like I'm looking at my family here. I mean, it's just everybody, Mexicans, black people, white people. My brother married a a white young lady. And uh I just I can't relate to how this community and this local government, the community at large and this local government seems to think that they can treat certain areas a certain kind of way because of the people who live there. As I've said before many times, I don't know of anybody that had an opportunity to choose who their parents would be, what race they would be. I don't know of anybody. But then when we get together, we have a problem with each other to the point of being destructive. like 1921. That's destru. That was destruction. We're working for better. The neighborhood association is still very active. We're working for better for the whole community. And that would be something if the community and the local government decided to work for better toward each other. That would be I think I would participate in the Martin Luther King parade myself. Ordinances or seven ordinances. Second reading. 7 A. Ordinance closing a certain portion of a public way located at 1520 North um Hartford Avenue. Uh B, reszoning ordinance Z7839 from OM to CH for property located west of the northwest corner of East 48th Place South and South Mingo Road. C. Reszoning ordinance for a major amendment PUD286B adding low impact manufacturing industry as an allowed use and adding other uses allowed in the ILOM zoning districts for property located west of the southwest corner of East 47th Place and South Mingo Road. Seven, ordinance amending fiscal year 2025 2026 budget to make supplemental appropriations of $500,000 recognized from the unappropriate fund balance within the 2020 sales tax fund. Also, you know, um, when I started taking up, uh, talking in public, the first thing I was told was to know what the heck you talking about and be able to tell where you got it from. And I think I achieved both of those. The problem here is that this area is in an entitlement area. The only one in Tulsa. Now, when I say that, it came with stipulations and it was a plan set up by the people and funded by the federal government. And it's still like that today. It hasn't changed. Now that some things have changed in it, but this is still an entitlement area. That has not changed. It may be changed, but now it's an entitlement area. and looking at your backup and reading it for last two weeks. Now, there's two pictures at the end of it showing uh north and south of uh Molden building, but the topic was 1520 South Horford, which is the library. And you're talking about closing the easement between the library and Molton. And you're also talking about uh making a incubator for small businesses. And you know um one thing that just came to my mind, I want everybody to do this as a homework, but if you don't, it's your problem. Listen to the third standard standard of the Star Spangled Banner. It is so racist. Look it up and then tell me I'm not telling the truth. Back to this uh the Economic Development Corporation. Now, they're they're set up to do certain things in North Tulsa, which the city says that nobody else can do but them. I have a problem with that. There are a lot of smart people in North Tulsa. That's smart people all over the place. But most people are not getting a chance to show what they can do. That's a problem. And what needs to be done with this is it needs to come to the public. People that live in North Tulsa, that's who uh is supposed to plan out their area, not the city of Tulsa. The city of Tulsa is once it is uh approved by the HUD that the city council votes on it. That's hasn't happened. I know what I'm going to do. I'm gonna bring up the old um 1975 citizen act which shows everything I've been talking about. Any questions? I know you can't answer any. Um there's now a lost pet map that folks can both go to if they're lost a pet out in the community or if they find somebody's fur baby they're able to enter that information online about where it was found or where they were seen or if you're seeking one.
