this vacation request is located in the Willowbrook neighborhood so here is the 40th Street and it's been realigned and helmo Avenue so this is a vacation of just approximately 36 square feet of helmo Avenue North of that intersection with a 40th Street so when the right-of-way was platted as part of Willowbrook fifth edition it didn't fully account for the the true roadway [2:39] **Luke McClanahan:** alignment that's needed for development just north of this area but now that the the Platt of Willowbrook 8th Edition has been approved it was found that this additional right away was actually unnecessary and I'll show you what that small portion of right away looks like here so on the left side is the uh the general location of this of the vacation and you can see the curvature of the road the image on the right with the pink triangle is that excess of right away that is no longer needed for the roadway alignment so vacating this right away would clean up the boundary issue that was created by the previous platting and um you might recall that one of the conditions in the for the final final [3:27] **Luke McClanahan:** plot of Willowbrook 8th Edition was to vacate this bit of extra right away so staff finds that this request complies with the requirements of state statute and I would like to note that on the agenda it did mention that there's a it required a four-fifth majority but uh just a technicality here we did obtain consent from all the abutting property owners so per state statute only a simple majority is required from for Council to approve this obviously and um we did um or they reviewed some old business uh the EDC work plan was approved and an update on the Bria program and also Tanners Lake Redevelopment update they also elected their commission I am the liaison liaison for that group and our meeting scheduled for yesterday was canceled so we will kick things over to council member Inga britson who is liaison for planning [7:45] Community Development Luke welcome back again [8:05] **Luke McClanahan:** yes we have a final plant request the location of this site if I can yep there it is on the screen so it is east of Hadley Avenue just north of HyVee and the water Senior Living the access to the site is through the American Bank property there's an existing easement so the subdivision request consists of this blue outline parcel approximately 10 acres and the purpose is to split it up into two lots so lot one is shown on the screen is for the Senior Living Senior Living multi-family development and then Outlaw A is for wetland I recall that the Pud Amendment for this development was approved back in December 13 of 2022 along with the preliminary plan and site plan also the applicant's conduit debt [8:52] **Luke McClanahan:** financing application was approved by the Minnesota Department of management and budget on January 10th of this year so here is a look at the plat so lot one consists of approximately 3.3 acres and again it's for the the senior living multi-family development Outlaw a is about seven acres for the Wetland that will be conveyed to the city to be owned and maintained in the future um staff finds that this final plant substantially conforms to the pre the approved preliminary platform Tartan Crossing fifth edition along with the the Pud and staff recommends approval of this final plan subject to certain conditions found in the resolution and I will summarize those uh uh approve execution of a development agreement approval of the construction plans by [9:39] **Luke McClanahan:** the city engineer the developer obtained permits and approvals from outside agencies satisfaction of Park dedication requirements in compliance with the city attorney's plaid opinion and recording instructions and conveyance of this outlaw a to the city upon recording the plat and the applicant here is or the applicant is here in attendance if you have any questions and members uh the first item I have listed here is to award the contract for the supply of The Collector street lights for this year's Street program we need 15 lights for our [11:09] **Brian Bachmeier:** reconstruction program and seven for the overlay program for a total of 22 lights we like to order these lights separate from the Construction contract because of the long lead time there's a 24-week lead time so if we order them now they'll be delivered in August right at the end of construction if we wait till April we wouldn't get the lights till November so it's appropriate to order them now and also we avoid paying sales tax if we order them if the contractor orders them then they pay sales tax and chances are they'll pass the cost on to the city so there's two benefits for doing that we did get four quotes for this year's collector street lights the lowest supplier was J.H Larson their [11:55] **Brian Bachmeier:** bid was 157 542 dollars I think last year our bid was about 150 000 so we're seeing about a six percent increase I think that's pretty consistent with what we're hearing for construction materials and that uh is very close to what we had budgeted for the project I think we had 75 000 in the street project and 90 000 in the overlay project for a total of 165 000. so uh it is within the amount budgeted for the improvements so our recommendation is to authorize the administrator and the mayor to sign the purchase order for the street lights to with J.L arson [12:35] **Mayor Kevin Zabel:** thank you Mr bachmeyer any questions for Brian right away well just a comment uh it's interesting to hear that six percent number I just heard this morning the rate of inflation Euro or inflation rate over the last 12 months 6.3 so right in line yeah right was a park Improvement Trail improvements in Willowbrook south of 40th Street there were two Trail segments that were included in the 2023 budget and um so as part of that discussion with the council there was some discussions regarding the width of those trails and the Pud for Willowbrook [14:16] **Brian Bachmeier:** indicates the trail should be anywhere from 8 to 12 feet wide in the Pud area of Willowbrook and it seems appropriate and the discussions that we were having in December of last year there did seem to be some comfort with going with an eight-foot Trail it does minimize the impact to the open space areas it reduces the cost and the runoff in those areas there are other locations where wider trails are more appropriate along the roadways and in some of the other more major north-south corridors but it does seem appropriate that eight feet be considered so we are looking for Council confirmation that eight feet is acceptable for a width and then the second part of that is to award the design and construction management [15:02] **Brian Bachmeier:** contract to Alliant engineering they are kind of the major consulting firm that's working up there on behalf of Lennar Mario cucarella Maplewood development the roar development also the city project on 40th Street so it does seem appropriate to continue working with Alliant they can tie everything together coordinate the improvements and they did provide a proposal for the design and construction management of I believe forty two thousand dollars which was within the amount budgeted for the project so it's our recommendation that the council also award that design and construction management contract to Alliant and with that I'd stand for any questions [15:42] **Mayor Kevin Zabel:** thank you Brian any returning to the Discovery Center this Saturday February 18th from 9 A.M to 1pm so we're inviting all residents to stop out shop local and visit with the vendors there's always a wide variety of items up there uh reminder city offices will be closed on Monday February 20th in observance of President's Day so if anybody needs to connect with City staff um obviously emergency staff is always available but the rest of the staff will be back on the 21st um submissions for the city's winter photo contests are now open for all Oakdale residents of all skill levels please have your photos submitted by February 28th um finalists will be announced in [18:04] **Mayor Kevin Zabel:** mid-march and then from there residents and fans can vote on their favorite photos on the city's Facebook page we will feature those photos in an upcoming Oakdale update newsletter and uh winners will receive a small prize all the information you need to know contest rules how to submit photos on the city's website Oakdale mn.gov finally is um an event we want to call a lot of attention to so uh MnDOT the Minnesota Department of Transportation is hosting an in-person public meeting about potential improvements on the Highway 120 Century Avenue Geneva Avenue Division Street whatever you want to name it Corridor on Tuesday February 21st from 5 to 7 pm at the Discovery Center this is a really really good opportunity for [18:50] **Mayor Kevin Zabel:** residents to come out here about what may be happening along that Corridor in the years ahead provide feedback we know that a lot of residents are impacted you know whether they live walk you know Drive patronize businesses along that Corridor so public feedback is very very important again that is Tuesday February 21st from 5 to 7 pm at the Discovery Center 44-44 Hadley we did a great job picking that address that's real easy uh finally for me today is Valentine's Day um so I know I speak for my colleagues when I say we couldn't do what we do up here without very supportive spouses and partners and you know this job involves a lot of time at events and reading and [19:36] **Mayor Kevin Zabel:** doing stuff that takes away from our personal lives and so I want to say thank you to all of them who put up with our craziness so and kids too children absolutely yes so thank you to all to everybody and Happy Valentine's
