AND SO IT'S REALLY A PUTTING TOGETHER OF LOOKING AT SMALL BUSINESSES AND WE HAVE A PARTNERSHIP WITH THE ASPEN WRITING SITE THE AUSTIN VILLAGE PROGRAM AND WE'RE GOING TO PAIR THEM WITH A VENDOR WHO'S GOING TO MANAGE OUR BIKES. THE FUNDING IS DIVIDED AS FOLLOWS. WE HAVE A SET ASIDE OF TWO HUNDRED EIGHTY SEVEN THOUSAND WHICH WILL BE USED OF WHICH ONE HUNDRED THOUSAND WILL BE USED TO PROVIDE SUBSIDIES TO SMALL BUSINESSES IN THE AUSTIN MAIN RETAIL DISTRICT AND TO OTHER PARTICIPATING BUSINESSES IN THE NEIGHBORHOOD AND THE REMAINING OF WHICH WOULD BE GIVEN TO A VENDOR WHO WOULD BE HIRING TO OPERATE THE PROGRAM. WE ALSO HAVE A SET ASIDE TO GIVE TO HIM ABC WHICH IS IN THE TUNE OF ABOUT SEVENTY FIVE THOUSAND AND THEY WILL BE WORKING WITH US DOING STUDIES EVALUATING A PROGRAM AND RECOMMENDING WAYS TO EXPAND THE PROGRAM OUTSIDE THE AUSTIN NEIGHBORHOOD CITYWIDE AND EVEN INTO CAMBRIDGE WRAPS IT UP. THERE WILL ALSO BE IN GENERAL TRAFFIC WHERE THERE ARE NO BIKE LANES ON SOME STREETS AND WE ARE VERY CONFIDENT THAT THAT WOULD NOT HINDER SAFETY IN ANY BUT SLOW DOWN TRAFFIC A LITTLE BIT TO THE EXTENT THEY MAY COME IN. YOU KNOW, DURING ONE DECLARING AN INTERSECTION IT MIGHT TAKE A LITTLE LONGER BUT WE ARE CONFIDENT THAT SAFETY WILL NOT BE COMPROMISED AND WILL THEY HAVE ACCESS TO THE COMMERCIAL LOADING ZONES THAT YOU SORT OF TYPICALLY SEE FOR THE YES. THAT WOULD BE FREE FOR THEM THAT WOULD ALLOW THEM TO BUT SO THAT IS AN INCENTIVE FOR THEM TO PULL UP TO THE CURB IF THERE ARE METERS THEY CAN THEY CAN PULL UP FOR FREE. THE IDEA IS TO GIVE THEM UP ENOUGH INCENTIVE TO DO THE DELIVERIES IN AN EFFICIENT AND SAFELY AND THEN HARPUR WITH THIRD PARTY OPERATOR OR OPERATORS ARE WE LOOKING AT TO BE THE CARGO DELIVERY OPERATOR FOR THIS PILOT AND WHAT ARE SOME OF THE KEY PRIORITIES THAT ARE IN THIS RFP? SURE. SO WE ARE IN THE MIDDLE OF OUR RFP PROCESS TO SELECT A VENDOR I WOULD SAY AND WE EXPECT TO HAVE SELECTED THAT VENDOR BY MAY 16TH. WE WE DON'T WANT THIS TO BE AN EXTRA SERVICE THAT THEY HAVE TO KIND OF FIGURE OUT. WHAT METRICS ARE WE LOOKING FOR TO DETERMINE WHETHER THIS TYPE OF PROGRAM IS SUCCESSFUL AND SHOULD BE FUNDED OUR OPERATING MOVING FORWARD UNLESS THIS WILL BE A ANNUAL GRANT TYPE OF SITUATION? I DIDN'T I WASN'T HEARING THAT FROM THE INTRODUCTION THAT THIS WOULD BE AN ANNUAL SO THIS IS SORT OF A ONE TIME GRANT USE FOR A PILOT PROGRAM KIND OF KICK THE TIRES IF YOU WILL. AND NOW I IS BASED ON WHATEVER METRICS WE'RE LOOKING FOR AND IF IT'S SUCCESSFUL WE NEED TO NOW MAKE THE ARGUMENT THAT IT'S A SUCCESSFUL PROGRAM. WE WANT TO GET IT INTO THE OPERATING BUDGET CLEARLY TO SUSTAIN THE EXISTING PILOT PROGRAM WHICH WOULD BE IN AUSTIN AND THEN HAVE THE BROADER CONVERSATION AS TO HOW WE SORT OF TAKE THIS ON THE ROAD AND GET IT INTO OTHER AND EVENTUALLY ALL NEIGHBORHOODS IN THE CITY OF AUSTIN. SO WHAT METRICS WOULD WE BE LOOKING AT TO DETERMINE SORT OF THE SUCCESS OF THIS CAN IS TO USE THIS GRANT THAT SEED MONEY SO THAT THE VENDOR CAN ESTABLISH THEMSELVES AND THEN BE ABLE TO OPERATE WITH THEIR OWN FUNDING INDEPENDENTLY OF THE BAND? THAT'S IDEAL. THAT WOULD BE THE IDEA. THAT'S THE GOAL OF THE PROGRAM AND SO THE SUBSIDY WORKS TO HELP ESTABLISH THEMSELVES AND BE UP AND RUNNING BECAUSE IT'S A SUBSTANTIAL COMMITMENT FOR THEM TO GET THEIR BIKES INTO A BOSTON AREA AND BE CONFIDENT THAT THEY CAN HAVE A BUSINESS WALK AROUND AFTER THAT INITIAL PERIOD. WE ARE ENCOURAGING THEM TO START ESTABLISHING THEIR NETWORK AND MAKE THAT CONTACT SO THAT AFTER EIGHTEEN MONTHS THEY CAN SURVIVE ON THEIR OWN AND LOCALLY.
