the chamber the podium in the back is for individuals with Mobility concerns we ask all others to all other speakers to step forward to the front Podium each Podium has a countdown clock located to the speaker's right it will indicate how much time is remaining a bell will sound when you have 30 seconds left speakers registered on consent agenda items will be taken following any announcements of items being pulled from the consent agenda speakers registered on non-consent items other than public hearing and Zoning cases will be taking taken following Council announcements each speaker will be given three minutes to speak on all items within those blocks before you begin your comments please state your name and thank you good evening and welcome to your Tuesday May 14th council meeting I'll call us to order and turn it back over to Janette tonight's invocation will be given by Pastor Michael Watts from the Pentecostals of Fort Worth please rise for the invocation and remain standing for the pledges of Allegiance thank you mayor city council Lord Jesus we thank you today for a city of diversity a city of opportunity and a city of honor we ask today your blessing to be upon this region Lord we know your word declares that righteousness exalteth a nation and we thank you for that you also remind us that when the righteous do well the city rejoices so today we rejoice in your word we rejoice in your works and we rejoice in your favor the growth of the city of Fort Worth is evidence of your favor upon this city we thank you for it we ask your peace to go before us cover our first responders today our Police Department fire department and paramedics we ask that your peace would reign in this city and have rule over all we have to do with we ask it in jesus' name amen amen pledge allegiance to the flag of the United States of America and to the Republic for which it stands one nation under God indivisible with liberty Justice our first item will be a number of pres special presentations with the first one being a presentation of certificates of recognition to the Crowley ISD University athletic teams I know that council member Williams is headed to the podium and may I just say congratulations to all these amazing students we love that you're here for recognition tonight and you've got two Crowley uh graduates here that may fight over your attention a little bit there goes Chris I knew he was going to come down my teammate to come right um this is an incredible uh honor to be able to uh sharing this amazing celebration of Crowley iy Varsity Athletics um with all of the amazing student athletes coaches and parents who are here to celebrate and also with my North Crowley football teammate as well Chris nettle so we are now not on the field and if we were we'd probably injure ourselves um so we're on a different kind of field still um hoping for victory for our community so um I'm going to present certificates with the help of a few folks um when I when we your team and your team's um recognition um please come down if you're on that team and if you're a coach um one of our amazing teammates will hand you the certificate and then stay down here because we'll take one group [Music] photo um these certificates um hereby recognize um the following Crowley ISD Varsity Athletics programs uh for their remarkable achievements in competition and in the classroom and my colleague Chris Nettles will um read Crowley High School and then I'll come back for North Crowley all right thank you and I also want to uh inate that we really support our education our young people and so Crowley ISD you are doing a fantastic and a phenomenal job taking care of our children each and every day I think that deserves a round of applause all right so I'm go ahead and read off these uh certificates for Crowley Crowley High School Eagles boys soccer team is recognized of earning fourth place in District 36a and advancing to the B District round of U Texas state championship playoffs Crowley High School Eagles football team is recognized of earning fifth place in District 36a and advancing to by District round of the U Texas state championship playoffs [Applause] Crowley High School Eagle girls basketball team is recognized of earning first place in district 36a and the B District championship in U Texas Crowley High School Eagles girls soccer team is recognized for earning fourth place District 368 and advancing two by District round of the URL Texas state championship playoffs and last but not least for Crowley High School Crowley High School Eagle girls track and field team is recognized in advancing to U State Track division field 368 championship finals [Applause] next next we'll recognize the north Carley High School's Varsity Athletics North Carley High School boys basketball team um in recognition of earning first place in District 36a in the by District championship in the UIL Texas state championship playoffs next we want to recognize the north Crowley High School boys soccer team and recognition of earning third place in District 36a and advancing to the by District round of the UIL Texas state championship playoffs next we have uh North Crowley High School boys track and field team in recognition of earning the UIL Texas state track and field District 36a championship and the area Championship next uh North Crowley High School School Panthers football team in recognition of earning first place in district 36a and the area and the regional championships in the UIL Texas state championship playoffs and we're hoping for a state champ next year and lastly uh North Crowley High School Panthers girl basketball team in recognition of earning fourth place in District 36a and Advan into the B District round of the UIL Texas state championship playoffs these these remarkable achievements showcase um all of these amazing student athletes and teams exceptional performance and commitment to Excellence and we commend um our beloved Eagles and Panthers for their victories on the field and the invaluable Life Lessons Learned uh the Crowley IC Community is extremely proud of the Crowley I Varsity Athletics program uh congratulations Crowley Pride unified we're going to get arranged for a picture um and so if y'all can squeeze in tight we have several photographers up here are going to get us in one last thing we also have official Molly pins for everyone who's here um um all the student athletes and coaches so make sure that you grab a Molly pin it's the official pen of the city [Applause] look [Applause] thank you all for being here much appreciated our next presentation and we're obviously going to allow people to to leave unless they want to stay for zoning no wants to stay for zoning okay we understand um our next presentation will be by council member Carlos Flores a presentation of certificate of recognition to Angel Sanchez Diamond Hill Jarvis [Applause] senior is Angel there he is we're so glad that you're here spe okay I guess I'll get started all right mayor and Council um along with uh his parents and sister we're here to celebrate Angel Sanchez who is a stellar athlete and another Eagle at Diamond Hill High School so I want to recognize his incredible achievements because it's not a one-time thing this boy happens to have an established record of excellence in athletics uh he started out with an inredible achievement in winning gold in the 3200 meter race this is not again his first brush with high achievement in running he was also part of the 2022 4A boys cross country state championship team which was uh their second championship in a role and before then he won the school's first track state medal and the school's first track state gold medal while only a sophomore he's now a senior Angel truly has an incredible work ethic to achieve this and much more in his high school career Sanchez Sanchez along with his sister so now I will read the certificate of recognition this certificate is proudly presented to Angel Sanchez a Diamond Hill Jarvis High School senior in recognition of his outstanding achievements in athletics during the 2024 track season Angel has demonstrated exceptional skill and education culminating in his 2024 U 4A boy state championship titles in the 3200 meter and 1600 meter races his record setting performance in the 1600 meter has established him as the U state meet record holder Angels exemplary performance and sportsmanship have also earned him the honor of the 2024 UIL for a boys track athlete of the meat wow we commend Angel Sanchez for his remarkable accomplish Ms and for inspiring his peers in the broader community so presented on this day the 14th of May by mayor M Parker and myself [Applause] awesome it's up to you Angel if you'll come to the microphone I have an easy question for you just indulge us how quickly do you run the 3200 and the 1600 meter races uh for the 32 around 9 minutes and 14 seconds and for the 600 4 minutes and 13 yeah I mean keep up the good work Angel we really appreciate you we are truly proud of you Angel congratulations and to your family as [Applause] well wherever you like [Applause] thanks thank you Carlos that was excellent we next have a presentation by council member Charlie lorf um to recognize Trudy Perry and I believe he's going to cook things off and then also ask council member block to assist on this one yes so well thank you so much for uh for allowing me this opportunity mayor um as much as I wish I could be there U my son just got released from Cook's children after nearly a week which is way too long so this is something I really wanted to be there for in person U obviously family first but speaking of family I wanted to just make sure we recognize um uh Miss Perry and and and Alan's going to do the for the formal part here just a second since he's a former District 4 representative um but Miss Perry is the epitome of the perfect neighbor and she's exactly what we want whenever we speak about safe City you know we depend on our police officers day in day out but we also depend on our neighbors to to watch our back watch our six uh and that's exactly what Miss Perry has been doing since taking over uh as block Captain for neighborhood uh uh crime watch unfortunately right now we're we're working at the ca level to make this a formerly recognizable um uh Endeavor as far as volunteer hours so I thought it was important to at least recognize her in councel tonight um we're with the the formal citation here in just a second but just just few of the highlights since she's taken over as a black Captain just in April um uh she accepted the position in April of this year she's already dedicated over 200 hours uh she's organized numerous meetings not just with neighbors but with also uh with uh our for Police Department uh and City officials um she's there for her neighborhood she's there for her community and she's exactly the type of neighbor that we we all wish we had um and if it wasn't for our partners in not just the S on patrol but also neighborhood crime watch uh there's no doubt that our city would not be as safe as it is so uh with that being said um uh council member block would you mind please doing me the honors of presenting uh Miss Perry with this award councilman L storf it would be my pleasure um so for this particular recognition on behalf of council District 4 I'm going to read it from here because it's a novel and I and uh it'll just be a little easier that way and then after I finish reading it Trudy if you would meet me at the podium that would be awesome so certif certificate of recognition for the office of council District 4 the office of city council dist District 4 is proud to recognize Miss Trudy Perry for outstanding dedication and tireless efforts to enhance the safety and well-being of our community Miss Perry's unwavering commitment to fostering neighborhood Bond fing and promoting security measures within our community has not gone unnoticed through her proactive initiatives including block walks organizing neighborhood crime watch meetings and facilitating crucial discussions with the forth Police Department in City officials Miss Perry has significantly contributed to creating a safer and more connected environment for all residents Miss Perry's leadership in organizing successful events such as the 2023 National night out and the neighborhood Eclipse watch as well as her participation in vital campaigns like water safety and autism awareness exemplifies her selflessness and dedication to serving others not notably she has dedicated over 200 hours of service in her various duties further demonstrating her commitment to our community furthermore Miss Perry's role is an active crossing guard at Park Glenn Elementary demonstrates her ongoing commitment to ensuring the safe safy of our children and families both within the school grounds and throughout the surrounding neighborhood Miss Perry's passion dedication and initiative serves as an inspiration to us all we extend our deepest gratitude for her outstanding contributions to our community and we look forward to continuing to work alongside Miss Perry to make our neighborhood a safer and more vibrant place for everyone the certificate is presented to Trudy Perry and recognition of her unwavering service to her community on this 14th day of May 2024 by councilman Charlie lorf [Applause] [Applause] yeah Booker he's also a fellow Marine like Council M lorf that voice did not surprise you now did it Well Done Booker take charge exactly thank you very much and congratulations to Miss Perry where well deserved I know council member Beck is very excited to present this next Proclamation um for the eastern bluebird as the official City bird of Fort Worth as our guests join us at the Dias I will say we're going to kick off with a with a video so you can watch from your seats or you can join us at the podium your choice can cue the video and we're representing the eastern bluebird here are some of the features of the eastern bluebird they have a small pointed beak a reddish breast and white belly bright blue on the top of their head back wings and tail did you know that the colors of the eastern bluebird are the colors of the Texas flag and United States flag the color blue red and white on the eastern bluebird makes it easy to spot them unlike the Carolina Chickity the Eastern blue Bluebird migrates throughout North America and you'll see these beautiful birds breathing throughout Texas regions which means you'll see more eastern bluebirds in the map you see the breeding which is orange that's where they like to that's where they mostly me the non- breeding section is the tiny blue space and the EUR round section is where they like to hang out and it all it goes through part of United States and some Mexico you can see Eastern blue birds in parks and trees and you might be lucky enough to see these cute little chicks in the trees we also have a lot of trees in for forth so you might see them normally around here in the Eastern side of Texas Eastern blue bird lays about 2 to seven eggs each year and that means we'll get to see two to seven more baby chicks and here's a fun fact baby eastern bluebirds are smaller than your thumb when baby eastern bluebirds are born their feathers aren't blue they're gray with spots on their backs and chests here are some fun facts they are a preaching bird they can be tracked for decades and last they are floater Birds how does this make you feel well this makes me feel joyful and peaceful do you like vegetables well the eastern bluebirds eat invasive intakes that eat vegetables and crops Farmers might be really happy about this do you want a bird just like us well the Eastern blue bird is your bird they are very Territorial and protective and um they are very social with the other birds just like us um Texas is the friendliest State and the Eastern blue bird is very friendly unlike these birds on my left do you hate mosquitoes well I bet you do but don't worry because the eastern bluebird like to eat annoying little mosquitoes and many other insects and fruits but also they never like to eat birds SE and also a fun fact is mealworms is just like tasty ice cream to the bluebirds also the eastern bluebird doesn't eat small mammals or take advantage of your pets unlike other birds like the red shoulder Hawks which could take advantage of your pets Eastern blueb birds have an impact on humans because they are a symbol of happiness peace and joy people also think of it as a sign of something good to arrive eastern bluebirds also have an impact on culture because they are very common in parks and trails so people would want to visit them parks and trails unpaired male bluebirds may sing up to a thousand songs per hour listen to the beautiful EAS bluebird song wouldn't you want to hear this when you're sleeping but on the other hand the red belly woodpeckers are very loud and noisy some fun facts about the eastern bluebird are a bluebird is in the famous Disney movie Snow White also there's a popular song from the 1930s called the bluebird of happiness our sources that we used are listed right here thank you for listening please CH the eastern bluebird as the city [Applause] bird I'm going to ask that all of our students that participate in this come on and join me up here we're a little excited today and I think of those of you on the DI the most excited about the eastern bluebird was none other than our very own City attorney lean Guzman because it turns out the eastern bluebird is her favorite bird and I I promise she didn't weigh on the scale of of this um we did some y'all did something incredibly exciting for our city so your teacher or Rocco Williams reached out about a year ago and said hey I have this idea and I I think the city needs a bird do they have a bird and I said I don't know and we went and asked everybody and they said no we don't have a bird and he said well what if we got to name one and so what y'all were part of was something so big and it wasn't just about naming a bird it was that you got your community involved so as part of this project there were 18 elementary schools that participated and they were assigned six different birds The Bard owl the Carolina chicky the great egret the red yeah I didn't win I was worried I was worried the red bellied woodpecker and then the Red shouldered Hawk and so of that the way it worked for those of y'all that don't know didn't get to participate but each school that was assigned to bird had someone from the otton Society come out out and give them a presentation on that bird and then the classes decided um you know if they wanted to participate and so then there was a u each bird had a competition and so I was unfortunate enough to get to weigh uh weigh in on The Bard owl and look at the other elementary schools that participated and then of those a school was picked to go on to the science fair where the community got to vote and so I want you to know I have daughters that are high school and middle school so a little bit older than y'all and they came home and they were so excited about what bird they were going to choose I won't tell you which one they picked but they they were talking about it so you had not just your fifth grade students talking about it but you had middle school students you had high school students there were debates among Council and there were newspaper articles and you really got the whole Community involved in this so give yourselves a big round of applause based on your work we now have a city bird the eastern bluebird and I would like to read our Proclamation for you whereas Fort Worth's location among a major FlyAway makes it a vital stopover for migratory birds and a welcoming yearr round home to our resident birds not only do birds rely on the critical habitat found throughout Fort Worth but the many ecosystem services Birds provide are essential to human welfare from pollination to Pest Control to cleanup and seed dispersal whereas to enhance awareness of local bird species and involve students in culturally relevant education focused on local phenomenon and the environmental awareness the Fort Worth Independent School District organized the official City bird contest and whereas students from 18 participating elementary schools were assigned a bird and tasked with research Ing and creating a presentation advocating for the assigned bird the top presentations were shared with community members at The District's annual science fair and whereas out of six nominated species students and community members selected the Eastern blue bird a bird found in Fort Worth year round as its official City bird whereas the eastern bluebird found in parks and trails is characterized by its bright blue tail wings and head reddish breast and white belly it is a friendly social bird that embodies happiness peace joy and hope the eastern bluebird serves as a symbol that helps connect our community to its Aven neighbors and whereas the city of Fort Worth commends the Fort Worth Independent School District for leading this effort to select the eastern bluebird as the official City bird while engaging students and raising awareness for hundreds of bird species that res that reside and migrate through the city each year now therefore the city of Fort Worth does hereb proclaim proclaim the the official City bird to be the eastern [Applause] bluebird we have some certificates for the students that participated as well um and I have to say after watching your video as a lawyer I really appreciated the way that not only did you really talk up the eastern bluebird but you let us know why we didn't want to pick the other one so okay so first up we have Alonzo all right there you go Jacob Jacob thank you if I can get this Jordan Parker all right Parker did you did you get a blue cast for The Bluebird did you plan that no all right we have ring [Applause] right F all [Applause] right [Applause] Juliana CJ last but not least Lucy that's you and at this time I'd like to ask Mr Williams to come up in the oton society and invite you to say a few words so just to kind of reiterate um what councilwoman Beck said this this has been a year-long project to to really give kids an opportunity to engage in science too often science is seen as this cold and um sterile thing that people do in a lab with a coat you know pouring things into test tubes but it's not that way the nature of science um says that it's a collaborative effort it's filled with humans that um have to think and be creative and then also argue and I think we have a few lawyers standing in front of us B on B on the arguments we made so uh we're just so thankful to uh city council councilwoman Beck the autobond society for supporting in us uh and on our district leadership Dr Garcia and Miss Diane Lopez Martinez um from from Fort Worth I for every so many people had to say yes for this moment to happen and we just want to thank everybody who had a part in it so thank you guys so much for [Music] everything I wanted to say that uh from Fort Worth aabon we really enjoyed this project I went into the classrooms and just gave them the basics birds fly color where they might SP fine they came up with their arguments because I thought they were really unique and that was even many of our members that are old grandfathers they yeah that's not a good project they loved them that's great done hey Elizabeth since we've got these amazing kids not every day we name a bird why don't you bring them up here you come with them and let's take a picture for their families at the dis with all the council members that sound like a plan okay I don't know that way [Applause] get into the [Music] I think if they sit close Bud go we're all friendly how do they look y'all pretty good right [Applause] awesome one more congratulations [Applause] our next presentation will be um presented by mayor ptim Gina Bivens a presentation of proclamation for National apprenticeship week mayor protim the floor is yours thank you thank you thank you I'm going to follow the lead from council member Jared Williams and get assistance from georia and and Suzanne and the first one we're going to do will probably be Workforce Solutions of par count thank you and so I'm going to ask the team from Workforce Solutions for Tan County to join me at the at the microphone come on down I don't have any prizes to offer but if you're from merble come on down here I see you You Can't Hide up there come [Applause] on and while I'm reading this my back will be to you but Glenn is going to take a picture of us from okay there we go so when you read this I want you to think about work and jobs and young people summer is coming I want every teenager around me to be working so I can borrow money now I left my large font in another room so bear with me this is a certificate of recognition and it comes from my office whereas youth apprenticeship week is designed to raise awareness of the vital role these programs provide in creating opportunities for allowing young adults to earn while they learn and whereas youth apprenticeship programs enable employers to develop and train their future Workforce and whereas youth apprenticeship programs help address some of our nation's pressing Workforce challenges and whereas the city of Fort Worth recognizes these apprenticeships providing a path for all qualified individuals to contribute to our nation's Workforce giving them access to financial stability by getting great paying jobs and work yeah great paying job that's I appreciate that and for as I mayor Pro G bons recognized Workforce Solutions foran County for its efforts to spread the wealth to workers of all ages we know that May 5th through 11th have been declared youth apprenticeship week by the president this is signed with my signature but it really stands for the whole city so congratulations Workforce Solutions for Taran County are we going to hear from Miss Judy all right then I'll present it to you after you your okay thank you so much Council wom viven you know we really appreciate the recognition and support and apprenticeships are are truly vital to the uh to the health of our community I believe and starting with our young adults that's the best place to begin to get everybody to work and we have with us today Dom Dixon who is one of the gentlemen working in in apprenticeship in fact he's still doing the work at Taste project so he has been doing a marvelous job uh you also mentioned summer and I thought well I could take this opportunity to tell you that we got some additional funds that we requested and so we have some money for young adults this summer uh for inter internships and work experience similar to what we have right now at with the city of Fort Worth so you know we haven't always had that so yes so we have appreciate recog and the recognition and always thankful for your support thank you we're going to take a picture and Suzanne and geia join me if you will Glenn are you coming down okay okay okay so Joy tell me that means you got to take a picture yeah we and we do have you brought we sure did we brought James and this this people that work in the center city okay so let's do this real quick y'all gather around act like you like each other in I use that James a perfectionist no doubt understand we have a former mayor in the house is that correct mayor King boy why don't you and your buddies come on down we're going to recognize TCC as in Teran County College District I see the chancellor I see the board chair I see the longest serving member good to see you doctor and drct Andor and Doctor good to I'm doing good thank you thank you once again I have a proclamation to read and this time we'll have Mr elmon slept he's already told me what what to post for the picture bear with me while my 69-year-old eyes try to read this small F this is a certificate of recognition ex excuse me it reads whereas tan County College District recognizes the urgent need to prepare and maintain an inclusive diverse and highly skilled Workforce that is capable of meeting the demands of the industries we serve excuse me I sound like Robert Kennedy uh we sorry I really am sorry I'm sorry whereas registered apprenticeship programs enable employers to develop and train their future Workforce while offering career Seekers Pathways to Quality jobs and well paying careers and whereas Taran County College District recognizes the role of the registered apprenticeship program in expanding opportunities in our Workforce thus providing a path for all qualified individuals including women youth people of color rural communities Justice involved individuals and individuals with disabilities to become apprentices and contribute to our nation's Industries and whereas through a president presidential executive order signed by President Biden youth appreciation youth apprenticeship week was established to be recognized during the week of May 5th through 11th 2024 and TCC District supports apprenticeships as key strategies to improving job quality for all starting with Youth and Young adults and whereas these programs will address some of our nation's pressing Workforce challenges such as rebuilding our country's infrastructure addressing critical supply chain demands supporting a clean energy Workforce modernizing our cyber security response and responding to care EC economy issues and whereas I mayor protim Gina Biven recognized the role Taran County College District plays in promoting industry awareness in its ongoing dedication to providing and promoting the value of the registered apprenticeship programs now therefore I blah blah blah blah blah and it's signed by me and this is registered apprenticeship program opportunities supported by Teran County College you may applaud the college right [Applause] now now we have so many dignitaries standing behind me I'm just going to move over and let them fight over the microphone it is okay to have more than one speak so please TCC the microphone is yours thank you so much uh good afternoon mayor Parker members of the Fort Worth City Council with me this afternoon are three of our elected Board of Trustees deesa Ayala Kenneth bar and Dr wendland Morrison and you know all three of them because they are influencers in this community we are honored to accept this Proclamation for our advocacy during the national apprenticeship week tcc's strategic focus is to prepare the future Workforce and to be a key partner in the Region's Economic Development we are constantly Reinventing ourselves to address the educational and training needs of our business partners through workplace learning such as apprenticeship programs our students are gaining true toor experience we must continue to forge Partnerships that connect accessible affordable Higher Education and skills-based Training with gainful employment an estimated 88% of our graduates stay in Taran County and another 9% stay in Texas that means that most of tcc's 8,000 annual graduates choose to live and work right here at home and I'd like to have our really special folks to say a few words go thank you so much for this recognition we appreciate it we appreciate the partnership that we have with the city of f worth and we are so excited that we'll be graduating over ,000 students in the next couple of days and they will be out in the workforce so thank you very much for this honor good evening it's an honor to be here and thank you um mayor protim Biven my councilwoman for inviting us to come and recognizing the great work that tan County College does in the district and as we approach 60 years of serving the community we're excited to continue the mission that was uh dreamed about and voted into action when the first mayor bar was mayor of the city of Fort Worth I didn't come come prepared to speak but I think I've been here before thank you for this recognition and uh thank you for the commitment that the city of Fort Worth and this Council has to education and we appreciate the partnership very much thank youal picture thank you all very much for being [Applause] here Council our next presentation is a proclamation for mental health awareness month by council member Elizabeth Beck I'm going to ask our folks that have joined us here today to come on and join me at the at the Das please mayor and Council as you may know mayor uh mayor May is mental health awareness month um and we have some very special folks with us here tonight um as we do this Proclamation many of you know know about the larger organizations in our community that work towards um improving the mental health of the residents of Fort Worth um but tonight we have with us some of those smaller entities that you may not know about because I think it's important that we celebrate the work that they're doing as well and and so I will start with the proclamation and then I don't bite I promise you can get a little closer okay okay whereas mental health is an essential component of one's overall well-being and is important to support support individuals living with serious mental illness and whereas good mental health is critical to the well-being of our community families schools and businesses and whereas the National Institute of Mental Health reports that 6% of the US population has a serious mental illness therefore nearly 131,000 people in tarant County suffer from profound mental illness many of them from our youth population whereas according to recent statistics 36% of Youth aged 12 through 17 in Taran County have a mental health need and 133% suffer from depression or bipolar disorder and whereas in 2021 17.7% of high school students in Fort Worth considered attempting suicide while 9.3% actually attempted suicide one or more times and whereas in 2021 99.3% of Fort Worth high school students actually attempted suicide more than one time and whereas Fort Worth continues to be one of the fastest growing cities in the nation as a result the population needing effective Mental Health Care serves Services continues to expand dramatically and whereas local organization local organizations have been leading efforts to reduce the stigma and discrimination surrounding mental health and behavioral health challenges while increasing awareness for the tools and resources available to pre prevent such challenges and where as Fort Worth is committed to becoming the healthiest City in the nation byi by prioritizing mental health and recognizing its integrated role in our lives through support from mental health advocates in our community and the implementation of innovative programs and studies we aim to transform clinical care for diagnosing treating preventing and preventing me mental illness this transformation will bring longlasting benefits to our region now therefore the city of Fort Worth does hereby proclaim the month of May 2024 as mental health awareness month give yourself a round of [Applause] applause and so first up we have Sera Barrow from the Cowtown Clubhouse which is a member-driven community to support a meaningful to support meaningful work for Fort Worth residents and people living in 76104 who are recovering from SE serious mental illness and stigma of mental illness thank hi Council thank you so much for honoring us and recognizing the work of small mental health organizations I'll tell you a little bit about cown Clubhouse in Fort Worth we serve a community of members who live with serious mental illness for example depression schizophrenia bipolar disorder and PTSD in a full day five-day a week program we follow the clubhouse International researched health model it's a public mental health model providing a community of support Wellness activities such as walks and meditation daily nutritious meals educational and employment opportunities including transitional and supported employment housing and benefit supports and a work ordered day where our members take responsibility for running our clubhouse we also offer social events for relationship building our program leads to higher employment reduced hospitalizations reduced Inc incarceration saving taxpayer dollars while restoring the Dignity of our members lives thank you councilwoman okay and next up we have some of y'all might know her she used to be one of us Katie wary from m2g or well you were always one of us from uh mtg's mental health initiative yes hello thank you all for having us tonight I'm excited to be here give you a little bit of background on m2g and the mental health initiative following the loss of a loved one to bipolar disorder in 2017 m2g co-founders and sisters Susan Miller and Jessica Miller elel channeled their heartbreak into action by launching mtg's mental health initiative m2g may be in commercial real estate but at the heart of the company is innovation and we have a vision for a world that offers better outcomes earlier intervention and an established path to healing and wholeness for those living with mental illness since 20 2019 we set out to raise awareness and drive advocacy to improve outcomes raising over a million dollars for the Fort Worth location of UT Southwestern Center for depression and clinical care the cdrc is a nationally recognized um location for its work and in these few short years the Fort Worth Clinic has allowed Dr travetti to expand his participation in the Texas resilience against depression program which is the largest longitudinal study of its kind to date this research is leading to new treatments including brain and blood tests for depression and suicide establishing networks and research driven programs to reach adolescents addressing Youth and depression suicide rates and creating better outcome for our youth um so thank you very much for um allowing us to come thank you councilwoman Beck for for helping kind of lead the charge today and we appreciate it and thank you for all your leadership right and then last but not least we have Christina judge and is May did mayor bar leave already he did well then he he he doesn't get his shout out yeah so I'll let you tell the story then from the middle Health connection Christina judge thank you well we might be small but we are Mighty we have three employees Chassidy Warren Kim Brennan and myself I'm Christina judge I'm the executive director of the mental health connection so we have an interesting nationally recognized model we formed in 1999 after the Wedgewood Baptist Church shootings um and mayor Kenneth bar was actually driving the force of advocates for mental health in the community so we're in our 25th year we have 70 member agencies that provide direct Mental Health Services and support services at any given time we have about 1,200 members UT Southwestern cdrc is a member and Cal toown Clubhouse is a member so what we do is we work together to make sure that we're not in working in silos we provide opportunities for Partnerships and collaborations and another little arm of our mission is to be able to provide professional training opportunities um so that we can strengthen our mental health professionals in the communities so I just looking around this room today I see so many familiar faces and um so many people that support mental health and I do want to say mental health awareness month should be every month thank you [Applause] our [Applause] you for for Council our next presentation um is appropriate as I stand before our amazing City secretary's office it's a presentation of proclamation for municipal courts week Clerk's week excuse me um for those that don't know they really are the engine of City Hall to make sure we stay on task they're not allowed to come stand behind me and take a picture because I don't know what would happen if you leave your seats the whole meeting might shut down right um and Ronald ronal would have none of that exactly um but importantly Municipal Clerk's week was celebrated May 6th through 10th and this is a week that recognizes the indispensable contributions of Municipal clerks and the true profound impact that they have on local governance and Community well-being and this Proclamation is presented not only by my office but also by every city council member here today whereas the office of municipal clerk is a Time honored and vital part of local government existing through the world and is one of the oldest among public servants and whereas the municipal clerk is the Bedrock of efficient and transparent governance embodying professionalism dedication and integrity in their service to our community and whereas the municipal clerk plays a vital role in fostering democracy by ensuring the Integrity of Elections maintaining public records and facilitating access to government and information and whereas the municipal clerk serves as the liaison between citizens and government providing essential support to elected officials City departments and the public and whereas the municipal CLK Clerk's week provides an opportunity to recognize and celebrate the invaluable contributions of Municipal clerks to the effective functioning of local government and whereas we extend appreciation to our city secretary's office for the vital services that they perform and their exemplary dedication to the community that they represent and now therefore the city of for does hereby Proclaim May 6th through May 10th 2024 as Municipal clerks week thank you very much Janette her entire [Applause] team next up we have some additional guests here from Taran area food bank and for orth ISD I believe um if you don't mind come join me um here at the Das and I'll get us started I have two I have a proclamation and an important um announcement regarding a vote we're taking tonight um the first is a presentation of proclamation for summer meals month um this is an assurance that our kids have access to nutritious meals which we know is vitally important especially as we go into summer months I'm glad to have Taran area food bank with us here today to accept a summer meals month proclamation in honor of that work and focus and importantly you're so well represented here on the city council because Dr Jared Williams also serves in his capacity on staff um with Taran area Food Bank um today we are also not only giving this Proclamation for summer meals months um but this city council is celebrating a $10,000 grant that will go to the tan area Food Bank um as a part of their ready tolearn in school Market program uh this grant was provided to by the no kid hungry campaign to share our strength and the mayor's Alliance to end childhood hunger which I am proudly to be Vice chair and will soon be chair of this mayor Alliance is a nonpartisan Coalition of Mayors from across our country we're collectively working to take meaningful action to end childhood hunger in all of our communities Nationwide and I often brag to my fellow Mayors across the country we have we have the very V Food Bank um and most Innovative so we're incredibly appreciative of all of your leadership I'll I'll read the proclamation and then we would love to hear from jul or anybody else would like to speak today whereas summer is the hungriest time of year for many children when families struggle to make up the Lost School meals and food student security tends to increase and whereas 53% of school-aged kids 30 million in total qualify for free or reduced price School meals that don't get these meals when school is out for the summer and whereas children who are food insecure are more likely to miss school prefer worse academically experience social emotional and mental health challenges forgo Healthcare and develop chronic disease and whereas summer meal programs are the most effective when paired with educational enrichment activities which provide students a fun safe place to be with friends and stay active help curb their learning loss experienced during the summer months especially among low-income children and prepare students to return to school ready to learn and Thrive and whereas there are numerous organizations facilitating summer meal programs in Fort Worth including a robust program led by Taran area Food Bank they're ready to learn program an initiative to address childhood hunger through the expand of in school markets targeted kids nutrition education and the construction of a kid-friendly Market where families can receive nutritious Groceries on site at the Taran area food bank and whereas the Taran area Food Bank currently supports 72 in school markets and plans to scale to 100 in school markets by the end of the calendar year whereas Fort Worth is committed to increasing awareness about summer meal programs and helping ensure that more kids have access to Summer meal sites in Fort Worth so so no child goes hungry this summer now therefore the city of Fort Worth does hereby Proclaim May 2024 as summer meals month than thank you thank you mayor Maddie and thank you to the city council we certainly do appreciate this honor and recognition and we don't get this work done without great Partners in the community so I have up here uh Fort Worth ISD Representatives with us who have helped us install these 72 in school markets not easy and it doesn't come for free so we appreciate the grant um it wasn't uh two years ago that we had 13 in school markets and so um to accomplish 72 is a pretty big uh significant change right and so I want to recognize Viviana Mendes who is over our youth programs and she is the engine behind getting these 72 installed um and it is our goal by the end of this calendar year to have 100 so that is the team's goal right Jared right so we're after it we're on it and the grant will certainly help us get there so thank you all very much I think the proclamation says it well one in four children go to bed hungry in our community and it's particularly de stating during the summer when the schools are not open so thank you all very [Applause] much can I get one more [Applause] than you thank you next will be items to be withdrawn two Cor corrections to read into the record for MNC 24- 0386 uh there is a typo in the recommendation the posting language is correct but the dollar amount should be $1,800,000 on MNC 24- 0389 the correct District district should be Council District 4 and district 10 and not district 7 and mayor with that um we can take a motion or the speakers on consent and I believe we have three thank you a moment of silence for the remembrance of Roger foron uh US Air Force senior Airman MMC 24 hyen 0436 this is uh speaking to the contract that you all had gave to waste management back in 2021 a $478 million contract um thank thankful the for worth report did a um did a report on this for for wor seeks to remove minority own business requirement for from a 47 479 million trash contract so my my my question to this counsil is what are we doing because you all gave a contract to waste management Waste Management should do what's necessary to fix this problem not come to you all and point the fingers at someone they've subcontracted to do the work it seemed like Waste Management used this minority business uh night Waste Services for favorable means to get the contract and then turn around and pull drug from under them and blame them for the from all for all the issues that's quote unquote going on in the city with with with waste pickup so I want to ask the city council what are we doing here and I found out today that the mob still exist the mafia still exist and the mafia still exist in a formal Waste Management so we do any of you know how long uh night night Waste Service has been in in in operation do any of you know how long it's been in operation anyone 20 years 20 years they provided a service to this city and now it's being undermined because of what we talking about 40 families do to be affected by a decision I think you all should go back to the table and sit down with all entities and see what we can do to rectify these quote unquote problems I don't think waste man Waste Management should have be the the long voice on this particular item and then closing we we praise the ideal and support for the working class in one voice and with that same voice undermined and RI the very existence of it TCC 8,000 students to graduate into the workforce we heard that tonight right 40 families you all 40 families and y'all might think it's a a light matter but election time is coming up and if you all make the I'm going to remind the people thank you our next speaker is Mary tally followed by Tim Sanson good evening everyone my name is Mary tally I'm reside well I don't reside I reside in hasset but I'm from Fort Worth originally um I am the owner of forest park rides and first and foremost I wanted to meet each and every one of you and tell you thank you from the bottom of my heart for all the extra time that you gave us to get the Forest Park miniature train open back up I know that we've done really well with it since we've opened back up I'm very grateful for this contract that you guys I'm hoping are fixing to approve and that we have some really great plans in store for the trains coming up in the near future also was doing some research to just a quick to know this but somebody in my family has been involved with the city of for worth for a hundred years okay so in 1924 the first amusement ride was actually put between the Fort Worth Zoo and the swimming pool which I don't even know where that was honestly but I did some research on that so I have a a very long history here and I'm grateful to continue to do that I wanted to thank each and every one of you for that um personally thank you so much our next speaker is Tim Sansone Tim Sansone thank you mayor thank your Council for your time I'm here to discuss MC 2446 this is regarding the organic waste processing Services contract uh my name is Tim Sansone and I'm the managing partner for the organic recycler we supplied a proposal for this contract and on March 29th we were actually told by the city that we were were being awarded this contract and so I'm here today A little perplexed as why we're now not being awarded the contract and so I'd like to just discuss this the city staff um has told me that we are the preferred vendor however they're being told that they have to use someone else um and so I I'm sitting here a little bit confused and I thought maybe just a few minutes to talk about who we are and let you guys know about us might helpful in your decision so we've been in business for 11 years we recycle hundreds of thousands of tons of food waste brush we work with the city Fort Worth in their mulch contracts we actually Supply mulch mulch to the city of Fort Worth Mulch and soils uh so we've got a long relationship of partnership and um when we were approached by the city uh they asked us hey can you provide a proposal for this contract we didn't seek this out uh and it goes to show that we know what we're doing we're actually the I can stand here confidently and tell you that we are the best of the best in the Dallas for Worth area and what we do and and I'm not here to boast about who we are and everything I just I'm curious and perplexed as to why the chain of events have happened well I called a few people in staff at the city for worth and they told me that our name was removed from the contract because we're proposing a concrete batch plant in Alliance area I was flabbergasted about that um but at the same point if that's where the city stands and that's they don't want us to have a batch plant there let's negotiate let's talk about this uh I don't want you guys to enter a contract that's more expensive that's a higher cost and effort because of a decision uh that's outside of the scope of this project so I stand here today asking you to consider the option get the facts um let's talk about it uh the city staff has told me that we are the preferred site uh Waste Management has said that we're the preferred site uh the city employees that have come out inspected our site they like that it's a Concrete facility to dump the city brush material please let me know where we stand um i' love to talk more about it um again just maybe if you can table this agenda item and we can talk more about it before you make a final decision that's all I'm asking for again Tim Sansone the organic recycler thank you for your time thank you Tim Council that's the end of our consent agena items I'm going to ask um probably Dr Cody Wittenberg on this mnc2 24- 0406 that's currently on the consent agenda thank you Cody any clarification you can provide on this item might be helpful I think a few council members may have some confusion here absolutely and we'd love to to to visit with the Mr Samson going discuss that further so when we looked at the evaluations there is a vendor that is scored as the top vendor or the first place and we'll need to work with staff and to review all of the records to see what we can do to move things forward okay so is it helpful to table this item and not vote on it tonight then if it's currently on the consent agenda item so so I feel like we need one solution for a long-term strategy for Organics recycling in my opinion and and certainly the first vendor is is an option and I think we as staff can also consider to look at other vendors and other bids in the near future so for clarify is it best if we pull the agenda item I I think hate putting on the spot I think I don't know much about this item particular alen and I talked about a little bit beforehand um and I don't know council is welcome to chime in here there may not be some interest in that but I'm just kind of throwing it out there publicly for us to discuss so we go ahead that's a good question is there urgency to get on this MNC through today so we are currently working with two vendors under an emergency type memo we don't currently have a formal contract with any vendor in place other than those those items but we certainly have the the option to table it for one more agenda item I think to have some add additional conversations okay I think I would be most comfortable with that unless the council has any opposition to tabling this item until the next council meeting I'll entertain a motion what would that meeting be Janette it would be uh [Music] June I may pull up the calendar real quick sorry need a Jeopardy music here June 11th does that cause you any pause okay I've got a motion in a second Council to postpone that one particular item which pertains to MNC 24- 2406 until Tuesday June 11th we'll get to that in a second when we pull it off the consent sorry okay mayor it might be easier can we do all that in one motion pulling can we vote on consent and pull that motion at the same time or do you want two separate votes Jette uh we could do it together okay so Michael I might ask you to amend your motion to do just what I just to appreciate your help uh too with this uh item uh braver together has been assigned to do some Urban Street uh studies to take care of rosale and Evans and it's very vitally important that we continue to improve the historic Southside and so with this MNC we have the opportunity to allow bra together to use one of our city buildings as they do the work in our community and work in our community and so mayor you helped with get that established Robert Sterns and those of you we really appreciate you guys making that happen so I just want to acknowledge uh the work of the city of for work Council we have a motion in a second on the floor please vote and motion carries no problem e okay next mayor I believe uh you wanted to take MNC 24368 out of order yeah that's the the grant for thank you that's the $10,000 Grant Council um provided by no kid Hungary to Taran area food bank I think they already left but we pulled it off so they could go home but I think they left anyway a motion in a second and I know that councilman Williams go ahead um I'm going to recuse from this item due to my employment at the tenary food bank and I have proper documentation on file thank you Jared please vote Council Charlie's a yes thank you and motion carries okay mayor that gets us back to MNC uh 24436 which was pulled from consent thank you Janette um I'm going to ask Dr Cody witberg to come back um this evening you're earning your new position tonight Cody aren't you our new director Environmental Services um Cody there's been quite a bit of understandable interest on this item if you don't mind kind of walking us through what this MNC does this evening and providing any additional comments or questions that make the council may have thank you absolutely so last week on during work session we were able to discuss some challenges that we have across the city with providing consistent reliable high quality services for residential collections so that's garbage recycling bulk and yard waste all those four lines of of service in this particular contract there is currently a requirement in that contract for a 25% MBE requirement uh and to allow for a subcontractor to in this case Waste Management to perform those services and what we have found over the last several months there's been several waiver since November in effect a temporary waiver to that requirement and over the last few months we have we have still seen a need for Waste Management to absorb some of that 25% with their subcontractor nightway services in order to achieve service and even with that we've seen some some service challenges so with this MNC before you the goal is to to remove that requirement from the contract and to make some additional changes regarding verified misc Collections and timelines and with equipment uh long-term equipment planning so we can hopefully work to restore that exceptional customer service and those routes thank you and Cody I know that you've met with Waste Management have you also had um meetings communication with night waste as well yes at this point we've had conversations with both waste management and nightway services together we've had conversations with waste management and yesterday we had a conversation with nightway Services as well thank you Council any other questions for Cody counil lar dorf I'm making sure you're good I know this has been a big concern in your District thank you um thank you Cody I appreciate that Council this at this time I think we can entertain a motion um unless anybody else had any questions or comments regarding the simc council member V did you have anything I know Council Williams may have some comments as well the only comment I have to share is the numerous complaints I've received from my constituents not getting their trash picked up and in my case just left hanging last month and the main thing people want to see is get their trash picked up as promised that's what this is about for me thank you Council Rons Council Williams thank you mayor um just a few comments um it's no doubt that Waste Services is a really important service um for our city and for our residents um and at the same time an equally important um priority for us is Imports of um investing in um local businesses um local entrepreneurs um and especially our mwb program and I'm concerned about the presedent this sets um removing a requirement um I'm fully supportive of waivers um and continuing those waivers knowing that um we can't fulfill the 25% as of now um but I'm just very concerned about setting the Precedence of I'm granting large contracts that then down the road cannot fulfill an mwb um goal and then remove the mwb goal because of that so I I would strongly encourage us maybe to consider um continuing the waivers and contining do everything we can support uh to support waste management and fulfilling that waiver um and those are my comments thank thank you Council Williams councilor Nettles yes thank you man I'll be very brief uh because I I'm late to this um discussion uh I will support uh what Dr Williams is saying this will set of presidents I do understand uh there's been many discussion that our city have been doing uh to get this uh situation rectified um I think that uh if there's opportunity and about waivers as he alluded to uh that's something that we can look into to I know that we need to make a decision tonight so if this is the vote that we're going to take I'm not going to support um this motion on tonight thank you Council M nles I know that um Marcus and Richard Knight are both here um we really appreciate your partnership with the city of Fort Worth and with Waste Management um and I think that it's very important I know that we've got representativ from Waste Management that those continued Partnerships and subcontract relationships um continue um with waste management and that we continue to work with um environmental services staff I know that Cody and his team are are devoted to that as well um we're in this position because we haven't fulfilled the promise to Residents which is um once weekly reliable pickup of your trash and if there's one thing we've all learned when you mess with people's trash and that's the first thing they're going to complain about so I think we can get back on track here but it's very important to this Council that Waste Management fulfills their obligation to communicate clearly with the city of Fort Worth on where we go moving forward and importantly um continue to stor partnership with nightway services to the extent possible so we appreciate both of you gentlemen for being here tonight yes please no go ahead please Cody can you come back up here just one question for you quickly with the vote we're T I'll ask while you're walking up so we can be expedient with the vote we're taking tonight does it prevent uh once night wa waste management is at a point that they could re-engage and service does this vote prevent them from being reconsidered so no my understanding is that's no I'll defer if if law has a different opinion but no that not at this time okay that's what I just want to clarify thank you thank you any other questions or comments from Council thank you at this point I can entertain a motion oh councelor Martinez please Dr Williams do you have a motion that you wanted to propose or was that just a comment I move to um I move to deny this okay we got a motion on the floor for denial entertain a second councel I think the motion fails without a second unless Council Nettles is I think there should be greater discussion in instead of a a strong denial Jared so I'm I'm not trying to leave you hanging but I couldn't say just a strong deny yourself I will withdraw that motion I think I think and this is a rare instance where there's probably more discussion that needs to be had and I don't know if there's a Time urgency on this um I would I would say maybe um instead of that motion maybe we continue it till the June 11th meeting and we can discuss this further I think I'm GNA ask Dr whittenberg to come back to the microphone settle in Cody I do know that this is time sensitive um and it's been incredibly important to find a resolution I think councilor is about to jump through the screen I'll let Charlie speak before Cody answers this question oh no definitely not gonna jump dur any stream uh but it's since I have been one of the most vocal um I think exactly what Cody mentioned was the need to provide exceptional service I think what we need to remember is what is on the side of our trash cans is not night it is not waste is not another company is the city of Fort Worth and it is our logo so therefore is on us so just like we talked about with the Emergency Medical Services our residents don't care what's on the side of the trash can what's on the side of the trash tra they just want the basic service and I think we've given so much time uh to to rectify I mean we put a map together to show the the misc collections um to Gina's point this is this is a waste management issue our contract is with Waste Management so it is upon them to essentially fix this issue um and if they're coming to us and saying this is going to be the solution to where they can then take over more routes if that's the case then then then so be it I definitely understand where my colleagues are coming from I understand it um you know I know as a owner of a service disabled veteran owned business you know I certainly wouldn't want anyone to to hold my hand I mean would expect to be held to the same standards as anyone else regardless of how you know the status of of my business so I do think it's important that that we allow uh this requirement which you know maybe we have Christina Brooks get up and and talk to us about the background of this requirement now there weren't enough um contractors in the uh contract pool to be able to provide that uh mwb requirement so I mean that may be prent but at this point if you ask the residents of District 4 who I'm elected to represent I I don't represent West management I don't represent Knight um I I represent them and they want their trash picked up and they want it picked up in a timely manner so if this is how we need to fix it then then that's the case I mean I think we've given enough time to to rectify the situation we haven't seen any improvements so that's where I stand on the subject council member Bivens and then council member Flores yeah I'm glad Charlie brought up Christina I didn't see her or I would have brought it up sooner is she here tonight I don't see chis here tonight and for me it really is about trash uh I think sometimes you can be such a strong advocate for a position not having all the information you end up harming The Entity you're trying to help and it's very important to me that this body not damage any entity without knowing all the facts I can't see that far Adrien but what I will tell you is in speaking with Christina Brooks as close as we can get to a minority vendor performing this service is in the state of Georgia and so the idea that the subcontractor can still participate even if this passes tonight is what gives me peace of mind because they can still compete and still participate but when you take a look at the availability of who can do it close by there is nobody else and in speaking with officials from the Black Chamber at least one officer from from the Black Chamber today you know I was reminded that there was a vendor in Georgia and so I am comfortable voting in support because I know that the subcontractor can still participate I'm very careful not to call that name because I don't want to damage them in any kind of way and you don't want people thinking that this is something that they can't do it's just not working right now and at the end of the day we need to be able to pick up trash when we said we're going to pick up trash and my constituents really don't care who picks up their trash they just want it picked up and so that's that's my position thank you mayor Tim Council M Flores you know for for me I think of it this way uh I'm not an attorney but I think of it contractually uh the contract is between waste management and KN okay I think some folks that have contacted me were not entirely clear on that point uh and bottom line for me and I think Fe council member Z with this it's about performing to said contract that has not occurred has not occurred over a period of time there reasons for it and uh we are responsible here on this Council for making sure that there is efficient timely and consistent delivery of public services and trash pickup is one of them thank you coun Flores so for clarification Council Williams if you want to provide that to me do you want to pull your motion off the floor yeah pulled the last one and I make a motion to continue this to June 11th okay so my question to staff is if we continue this to June 11th Cody you have the floor walk us through that and can you can you solve problems can people can we move towards solution under the current contract if you continue to June 11th so I think anything is possible but I know that we need a plan to move forward and what I'm concerned about is the history to this point we have not seen that the subcontractors a B to perform at that 25% Mark and we understand that the marketplace for that for those business Equity units doesn't exist to support that full 25% and I think that if if I was going to give you my recommendation it would be to remove the requirement from the contract and allow those conversations to continue planning the long range strategy through the end of the year so is it your understanding that that um the subcontractor could in fact perform to a certain percentage maybe not to the current 25% that's in this contct contract that is my understanding yes okay is there any language that y'all discussed especially with City attorney's office that would make sure there's a threshold maintained with a subcontractor maybe not to that full 25% so the challenge of this point is it is difficult to identify what percentage is achievable in this current state and that's currently a conversation that the subcontractor and contractor are having between each other they would need to have that conversation in my opinion okay do you have any reason to believe that Waste Management who is the city's contractor isn't in good faith NE negotiating with their subcontractor to make that p possible I have no reason to believe that they are not working together okay thank you Council um I've got a motion on the floor from Council Williams to continue this item to June 11th um I'll entertain a motion on the continuance first or a second rather I've got a motion and a second for continuance of mnc2 24- 0436 we'll vote on that item first I have a few more comments I'm sorry so so it sounds like cart before the horse Dr whittenberg if we're if we if we think that they can perform to a certain threshold then it doesn't make sense to me why we will remove that before doing the due diligence it would be better for us to amend to that percentage versus removing it and then coming back and putting it back in at a new percentage I think that there needs to be more leg work done in that regards I don't know if two or three weeks is enough to do that but it sounds like that's the work that needs to be done to establish a better percentage goal thank you I would say at this point we would need some more clarity from Waste Management to understand what that capacity is at this time I understand thank you sir Steve Keller come on down Mr Keller thank you for coming down we appreciate that I know you've been a part A lot of these conversations introduce yourself for the record first I'll ask a few question my name is Steve Keller I'm the public sector representative for Waste Management I've been working to the city of Fort Worth for 25 years thank you Steve we appreciate that and I know that you've probably been in numerous meetings that even the city wasn't involved in um yes ma'am maybe give us from your perspective the extent possible your company's commitment to working with night waste and the City of for Worth to remedy the situation well I could State unequivocably that our commitment is to the residents of the fort city of Fort Worth first that service collection is priority number one with Waste Management we have worked with night waste for a number of years had a good partnership with them the difficulties as the city has grown by the way folks when we first started this contract there were 142,000 Homes at Fort Worth there's north of 256,000 homes as the city has grown the requirement of the contract is 25% participation so we've had to add additional homes over the years we just went through a reroute if y'all remember that uh in the fall of last year and continue adding on to this we fast forward to covid and I'm not making an excuse of Co but we all know the kind of pressures that happened economically Ally to people during covid and continues on to this day it put a tremendous amount of pressure on night waste they run their own company people have said to me why why aren't you fixing their company we we don't run their company they're they're a contractor that's the spirit of the mwbe participation in this so as they've grown over the years uh the pressures the economic pressures have grown as well and that's about as succinct as I can say what what's going on yes have we've worked with with the Knights for decades now and have done everything possible to bring success of the collection of the Residential Waste in the city of Fort Worth under the contract we are required to provide 25% of our participation here to night Waste Services and that is proven to be difficult that's about as succinct as I can say it yeah and uh there are timeline pressures taking place here uh you you guys have told us you've told us all that everybody that I've talked to that the number one priority is collection of people's garbage on a timely manner when they expect it to take place that is the commitment that I am making to the city of Fort Worth that we will be able to uh act uh uh uh realize is the better word when the relief of this takes place is there a certain percentage um that you believe you're getting toward with with your subcontractor beneath the 25% are you close to that threshold yet I'm I'm I'm not privy to that I'll be very honest I'm I'm I'm not an operations guy in there uh there are discussions taking place and we have we have a we have several things that we're thinking about to how to to reach maximized collections for the residents of the city of Fort Worth I'm not trying to to your question this is very difficult to ascertain what that is appreciate that thank you Mr Keller appreciate that Council we do have um a motion on the floor and a second by Council Nal for continuance of mnc2 24- 0436 um let's vote on the continuance first please vote motion to continue fails I can now entertain a motion on MNC if there's an alternative motion on MNC 24- 0436 no one appreciate you being here uh thank you for the service that you guys are doing and just hearing some of those comments really makes me very nervous uh about our mwb process and I will say this that um we are the city of forward we have been working hard to make these things happen when it come with uh con contracts um the city forward uh building and others and so to completely overhaul and move it out of the contract gives me complete heartburn when we can get to a different percentage and so listening to the question and dancing around the question really makes me really nervous that that we'll ever get back to this uh of any percentage and so although I respect uh waste management but I do not like this one bit and so I just want to make sure that those comments are out there thank Council NS mayor forend Biven Don on me Fernando is here Fernando aren't you over Christina's Department can you come to the microphone and I need you to speak English one one thing that I know about and I can promise you that the a former council member and I fought to get these numbers up high but we had to be realistic in terms of what's available now when it comes to this line of work I need to know to make sure I understand what Christina explained to us How likely are we to find someone to provide that 25% right now preferably in the region if not that at least the State our diversity and inclusion department has worked diligently to assist Waste Management in complying with all the city's business Equity goals has concluded that this objective is not realistic at this time what what I can tell you all is that the head of that department is an African-American woman who really wants to see African-American businesses you be successful so do why but at the end of the day there has to be a decision based on business uh there will be some lines of work that you will not find a market among African-Americans that's just pretty logical I watched a news story last night there's a a black yoga shop owner in Dallas it made the news it's so fa it's so rare and so there there are some niches that people have and some folk don't and so when you hold out for 25% in this line of work it does not exist in Texas based on what Christina Brooks has shown and proven to us and so that's the basis of my vote to support it doesn't mean that we can't come back and hopefully groom some but right now the Pickin are are very slim and I I I take very realistic votes I I don't take idealistic votes this does not feel good but I know the reality of it is is looking for that 25% in this area in this fraking state you're not going to find it so I think that's a realistic assessment yeah councilor Williams please thank you just um one final uh comment um I think there's two different conversations happening I mean I just want to be very clear that this conversation for me Isn't about um waste management and night services um this is about um will the city of Fort Worth um address a longstanding issue of ensuring that the Investments that we make through contracts reflects the beautiful diversity of this community um and when we look at the mwb reports which I've requested one that we was presented months ago um nearly half a billion dollars invested in City contracts um out of all of that money less than 5% goes to African-American businesses less than 20% goes to Latino businesses and we're not hitting our goals and I don't know know who's to be held accountable for that um but it's it's it's a sad um state that we're in when we can't hit those goals and and especially knowing how vibrant and how important small businesses um and a vibrant ecosystem of businesses that represent multiple communities across the city is into the long-term viability of our city um and so that is why for me I've been marching um and and champion in the importance of Small Business Development programs investing in our Chambers um so that they can new business development support we don't have a small business incentive program for when small businesses get into challenges like through Co that we're investing in them instead of the big guys instead of only investing in the big companies I me I think that is so important for us to consider not only in this vote this this is an important vote but this is bigger than just this vote it's about where do we um where do we want to invest our money and I want to invest in small businesses and in full worth businesses and making sure that we do everything we can to ensure that the ecosystem is set up so again I'm concerned about the Precedence we're setting by removing mwb requirements off of any contract whether it's this contract or the next one thank you Council M Williams you can tell this is a interesting issue for the council um and one that staff has worked very hard on um I think one I wouldn't say disagreement I have with Dr Williams on this but I think in this particular situation it is unique because another contractor just does not exist and we currently have a 25% threshold that we can't meet with the one contractor that has been capable as a subcontractor for Waste Management and I don't want to go another week telling citizens we punted the can another another month another two months and you're not going to have a solution and Council lar dorf's trash has not gotten picked up in two weeks those are just not tenable Solutions and so um as tough as this is I think Dr Williams I would remind you we have done a tremendous amount around small businesses and this entire council is committed to our mwe requirement and I think that Christina Brooks if she were here this evening would would really Champion the hard work that her department has done to really push the city of Fort Worth to be a leader in this space um I may also point out that we're the one of the largest cities in the entire country that has a private public partnership for Waste Services which is why there's not a lot of subcontractors in this space because usually it is city employees doing the trash work and I promise you would not envy the position of some other cities like the city of Fort Worth in size that have much more difficult circumstances and problems because they don't have the right private sector partner that we do have in the city of Fort Worth so um with that I think we have a motion in a second on the floor I appreciate the entire Das tonight really toiling with this because these are hard issues for us and it's not over yet we're going to keep working on this and I think we're going to require um Dr Wittenberg and his team to continue to come back and report on this item because we're all hearing about it from our constituents across the city of Fort Worth um sure I got your information after I dropped it off okay uh go ahead play the video proposition a on the May ballot for 659 million questions there were no postcards mailed to the citizens of Fort Worth about proposition a before the mayor and city council voted in January to place it on the May 4th ballot and there were no public meetings in 2023 before it was placed on the city council agenda the postcards were mail only to the citizens that voted in the last election which was about 40,000 out of a million Fort Worth citizens the cost was two times more than it would have cost to use six Billboards that would have reached a million citizens across Fortworth this explains why the low voting only 2% of the Fort Worth knew four rounds of mail postcards saying to vote yes there was not one postcard mail out asking the people before placing it on the ballot and take a look at the homepage of the city website you will see vote Yes for proposition a but when it is time to sign up to be on the January 2025 election ballot for mayor or Council you will see no postcards in the mail or any information on the city website about being on the ballot the real news is that only 2% of the whole city of Fort Worth voted that is the news that should be reporting by our local media when they say 75% voted yes it looks good it looks like the whole city voted but when they that 75% of 2% of the whole city voted it does not look as good local voter education is needed in Fort Worth before the next mayor and Council election Blank Spot here but yeah anything this you know now that I found out the rounds of mail were done by individuals or private private company okay we don't know who they are might be your company I don't know it's private and they sent us out and they tell all this stuff well that's your job to tell us about this stuff not their job your job and you didn't tell anybody about so it's easier to pass stuff on the council agenda when there's no one here to you know oppose you about it and then you put it on there and you only put it on the website the for so anything under anything under 10% of the people population it should be around at least Arlington has 25% voting on these things anything under under 12% of our city voting should be pulled back no no decent person here would go forward with something like this to the taxpayer on 2% it should be brought back and it should be sure you know how many people here in the hallway didn't know anything about this everywhere as I go no one knew nothing it was secretly done okay and you know we only went Charles came down two times and talked to us we won't go after you no more you can come back down here Charles we won't chase you anymore um but anyway this is really a scam really is and like I say no decent person could go forward this no logical de at 2% that's crazy and that's wrong $659 million and you didn't tell us so you didn't spend a penny no meetings no task force meetings nothing this evening you made it yes I made it um it's so important so so I came straight from work I know I'm not dressed so please excuse me for the way but this subject is so important to me that I felt like I had to address it today and I wanted to talk about it on behalf of the other providers my name is Felicia Davis I am the proud owner of two child care centers located in Fort Worth in District 5 um I am uh called Ready Set jump Learning Center I'm the Texas risen Star Quality Child Care Center I am here to testify in support of adopting proposition two child care programs are the backbone as you know of our local economy we provide safe and nurturing environments for our youngest citizens so that their parents can go to work or school right now most of the child care programs in Fort Worth including my own are struggling to make ends meet we are forced to make difficult choices between keeping prices low so that our parents can afford our services or raising tuition so that we can invest in qual in the quality of our programs and pay our staff what they deserve this property tax relief will finally give us some breathing room most importantly it will help quality rated centers that serve lowincome children stay open so that they can continue providing much needed child care services to to the family I want to talk to you about what it would do to my child care center to to um for with the proposition to tax relief a lot of times some of these children um may not because they live in lowincome areas be able to do certain things so I want to take that money that I would save on the tax relief and take our children our pre- students to on field trips I want them to be able to go on some field trips be able to see cows go to farms and be able to see where the nutritional Mills is coming from so they see corn and want to eat it because they're seeing it grown a lot of times when they see things like that they're able to think outside of the box that they actually live in so I'm hoping that um with this property tax relief um that the council will vote to pass a proposition to at 100% um and give us the opportunity to show Child Care businesses and lowincome working families that the city of Fort Worth prioritizes improving access to Quality and affordable child care so I urge you please adopt this important measure at 100% property tax relief thank you for your time thank you Miss Davis yes council member Biven please mayor preim Davis before you before you leave I want you to get with Suzanne Oliver her before you leave and she'll raise her hand shortly but what I want you to know is a couple of years ago my office met with a number of child care providers located specifically in stop 6 I'm just pleased to know that there have been some who have achieved that Texas Rising Star status since we met and I celebrate that know you just you are unique because so few agencies are even you know eligible to take advantage of of of this initiative if you will but I would like to visit with you because I do know that there's an effort underway again to get you all organized and so if you'll get with Suzanne Oliver before you leave get good afternoon everyone um my name is caranda Reeves I am also a child care provider here in um tant County in district 6 with Mr Williams um I've been in daycare center business since uh April of 2002 um I currently am working um six to six uh five days a week um in child care as you all know Child Care is a business that is um we're overworked and underpaid so anywhere there is an opportunity to do more for our child care centers our children our families and our community I am all for it so I'm asking you guys to please support proposition two for that reason um for my Center personally I'd like to provide um transportation services for my families that cannot uh during covid I was one of the very few uh C centers that was um able to stay open the entire time I never closed the day because I serve as police officers nurses and uh teachers so I worked the entire time um extended hours because of um other centers around me closing due to covid um and this opportunity would would bless our Center tremendously just by um having the um extra funds um and cutting back on taxes so I'm asking you guys to please support that we need it for our little sponges because whatever we pour in that's what we get out and we need them because they are our future and they're the ones that's going to be here to take care of us so we need whatever we can get make a better future for Miss Reeves Council Williams you uh Mrs Reeves didn't uh let this fun fact go out but um I happened to um be at her um Center on multiple occasions from middle school to high school not officially but unofficially and so I was somewhat of some I guess a volunteer or help in some ways and so I've been blessed to see what um you do for our kiddos and I'm just um happy to have a second mom in you in on the advisability of expanding the boundaries of the Fort Worth Public improvement district 18 tourism or the tourism pit to include one additional Hotel property notice notice of today's public hearing was mailed to all Property Owners within this pit on April 24th 2024 and published in the Star Telegram on the same date in compliance with the chapter 372 of Texas local government code section 372012 of the code allows the city council to include additional properties in the tourism pit so long as they meet the requirements of the code the property owners of this duly authorized representative for the buoy house located at 3700 Camp Buie Boulevard Fort Worth Texas 76107 has signed a petition requesting inclusion within the tourism pit this results in the increase from 79. 93% to 80.5% of the appraised value of taxable real property liable for assessment and from 67. 60% to 69.6 3% of the area of all taxable real property liable for assessment and from 64.91 per to 66.67% of record owners liable for assessment because the percentages are still above the 60% threshold the buoy house meets the above stated elements and therefore may be considered by the city council for conclusion in the tourism pit the total estimated cost of services and improvements for this remaining life of the tourism pit which is approximately four years um is 29,8 110,000 which includes estimated cost of 7 million, uh 7 million for the fiscal year 2024 following receipt of my public comment staff recommends that the city council close today's public hearing and approve MNC 24- 082 0382 declaring the petition to expand the tourism pit to be sufficient the city council will hold two separate public hearings to consider the expansion and Levy of Assessments for the tourism pit with Fort Worth's rapid population growth the demand for more accessible affordable housing has risen not only significantly but consistently over the last two years Fort Worth existing development patterns are mostly divided into single family home neighborhoods or multi large multif family complexes and this is creating a substantial Gap in the rental housing affordability um with respect to the single family home neighborhoods as well as the homeowners allowing these um accessory buildings reutilized as rental units um you know it it allows those neighborhoods to remain visibly the same while creating more affordable housing options for what is referred to as you know the missing middle um and under this category of the missing middle Falls residents who work as firefighters paramedic postal workers um all of which who serve an essential role in the community um the property that we're speaking on um it's been fully occupied for over two years by the same long-term tenants they've taken very good care of the property the property was quite run down when we bought it and we've since put some time and money into this re Rehabilitation um we are willing to make changes by adding an additional parking spot to the property um that's was a concern that was raised by The Neighborhood um Association and um so that they're not parking on the street um and causing any Hazard to school buses or anything like that um because the last thing we wanted to do is have any conflict with the neighborhood and we definitely don't want to displace our tenants and we hope that this can be a solution to the you know that can work for everybody and bring us into compliance as well thank you Miss Garcia our next speaker is Phyllis Allen Council Martinez first I want to say to councilman Nettles I extend my condolences on the loss of your father uh our neighborhood association wants you to know that you have a heartfelt sympathy um now I I in an effort oh good evening I am United Riverside Neighborhood associ Association president Phyllis Allen I feel like I'm sure I thought everybody knew me all I needed was one name um but in an effort to not be a nimi and for those of you who don't know what a nimi is not in my backyard I I've taken made an effort to look at that property to see how they could arrange parking there is a major issue there is a twot Sandstone retaining wall now that would not be a major issue if the retaining wall belonged to the property owner but it doesn't it belongs to the city of Fort Worth so I am very sure that the City of Fort Worth does not want that t retaining raw breached because it is it's been there and it is holding back erosion they're behind the pr so then I thought well maybe they could put it behind the retaining wall can't do that City of Fort Worth owns that property that's an alley we can't put a parking there so I went to the front the retaining wall turns the corner and it also protects the front honestly and and trying everything there is nothing that can be done to address the parking but the bigger issue is our neighborhood worked so hard to ensure that when we did our compreh hensive plan that we were uh making a better place for us to live I'm sorry but we made the investment when nobody else would other people are investing now because property values are rising we made the Investments when you couldn't get anybody else to partner with you so I am sorry but you United Riverside neighborhood association thank you Miss Allen we appreciate says no that's conclusion of our speakers Mrs Martinez thank you mayor do we have somebody from zoning here I have a question it's ma'am Leandra Stringfellow hello Shandra um so I did see a site plan that would add an additional parking spot to the one currently in place is there a minimum requirement of uh parking spaces for two units yes ma'am so in this in this thank you in this particular instance um this um applicant is proposing to do a plan development that would allow for um the existing main use in addition to um an accessory dwelling unit so that would require a total of three parking spaces on the site meaning it couldn't be on the street um that was my understanding and it is for that reason um well three at least for um if this property owner can go back and see if they can get creative to add that the vice president for the central medbrook neighborhood association uh we oppose the site plan changes the applicant says they need an 8ft tall solid wood fence and other measures because of relatively minor illegal activity they must contend with none of the surrounding retail businesses need any such protection metiera is a thriving Hispanic grocery store across the street poo REO is right next door China Express is a block to the east two nail salons and a Family Dollar are nearby and the list goes on none of those need an 8ot tall solid fence there are other ways for this business to address their concerns last month at the zoning hearing I suggested that the applicant needs to fully engage with law enforcement including their NPO who by the way was the NPO of the year I suggested they should be in contact with Texas industrial security the private security contractor for the public improvement district which the property owner is already paying for in my view they want to use a sledgehammer to solve a problem with that a much smaller and more precise tool would be more appropriate so in the interest of improving East lanaster we urge that you deny this request thank you thank you Mr hey our next speaker is Wanda Conan followed by Cindy bowling Wanda conin 1755 Martell Avenue in District 11 uh I am one of those people that you all chose to work with Kelly Porter and and uh the the consultant that she hired for the um plan for rehabilitation and um uh red redesign of East Lancaster and when that design finally comes to you for approval and consideration I don't think there'll be any accommodation in there for a wooden Stockade looking fence on these Lancaster it just is not appropriate and I'm adamantly against it uh our East for worth Business Association um people our board voted unanimously to oppose this it's not we're against business but we just feel like this is a successful business which has outgrown its um facility and probably they need to be looking at something else but um I brought letters uh for the council members for from uh our East forth Business Association board and um my ask for you tonight is to deny this with prejudice just because a continuance has been asked for does not need it doesn't mean it needs to be granted and I think we have seen um a wonderfully example tonight of democracy and action it gets kind of messy but we deal with it and I thank you for your time and thank you for listening to me thank you miss conin our next speaker is Cindy bowling who is here on behalf of central mebrook neighborhood association thank you Council I'm Cindy bowling and I'm president of central metab Brook neighborhood association in District 11 and we are definitely a neighborhood affected by this application historically our neighborhood has been open minded and willing to listen to proposals for development and Zoning changes but on this application we ask that you please support our neighborhoods and deny with prejudiced SP 24004 and do not Grant a continuance speaking for Central mebrook and myself we simply do not support this applicant putting up a fence along the east Landcaster boundary particularly since it appears they want to then store more 18 wheel semi trucks on site overnight that are already parking there illegally the idea of a fence being built around the entire perimeter of the property invites more semi- traffic and overnight parking and I would speculate that the trucks that are currently parking illegally overnight might be perpetuating whatever late night activity the applicant is claiming is occurring this business already put up a 7,000 volt elect electric barbwire fence along the back of the property which is all Zone residential our vision for the renewal of East Lancaster and all of the surrounding residential property does not include a property with an 8ft solid fence and 7,000 volt electric fence for an 18-wheeler semi- shipping warehouse and parking lot that type of facility can find be found several miles east this application is the perfect example of why an applicant should be required to contact the affected neighborhoods and Council before an application is ever set for hearing this applicant admittedly never tried to communicate with the neighborhoods or the council and as you can see on the application page that I have on the overhead this is apparently a resubmitted application from November 2022 with no updates or changes and again no attempt to communicate I and my neighbors waited 3 hours to speak at zoning against this application and I found nothing to indicate that the zoning board members were ever made aware of these facts we have an opportunity with each new zoning case to change the scenery our neighborhoods are looking forward to New Economic growth with businesses that serve the people who live here and businesses that nurture the growth of other businesses a business with the fence applied for and 7,000 volt electric fence already installed does not appeal to the New Vision please deny it with prejudice and do not continue it thank you our next speaker is Bill sha Winson if I mispronounce that he's going to fix it for me is Bill here no okay that's the conclusion of our speakers council member Martinez thank you mayor um and Mr Johnson said he had trouble connecting to the WebEx um but I did speak with him and told him my intent to continue and encouraged him to reach out to the um affected surrounding neighborhood I did actually go out and speak to the neighbors behind the property which are very happy with the business um they they did have cons um complaints about some overgrowth that hadn't been um cleaned up but now it's been cleaned up I also taught them how to use the my Fort Worth app to report those kind of issues but I want to give them time to reach out to their neighbors and so with that I'd like to motion to continue 30 days to this item Council Martinez Dan Hayes [Music] me again uh my name's Dan Hayes I'm the vice president Central medbrook neighborhood association although this case is actually in Eastern Hills our boundary with the subject property is just 750 ft to the West so we have a vested interest in improving the business climate and the perceptions of safety I was asked to speak in support of this change on behalf of uh both neighborhoods and there's a group here in the audience if y'all will wa wave your hands or something that uh or also they took time out to come tonight the main reason the Eastern Hills neighborhood association ask council member Martinez for assistance in this Council initiated zoning change is to protect the neighborhood from real and not just perceived issues I made a public information request last summer for calls for police uh in the 5300 to 5500 blocks of brenwood stair road which includes the Texico immediately to the north of these properties that single property accounted for 240 of 633 calls to the police or about 38% those calls included 164 calls for disturbance 13 with persons brandishing a weapon or shots fired and seven for fights this is not what a beautiful treelined uh neighborhood like Eastern Hills should be experiencing at its boundary while the subject properties didn't have the same level of calls for police this change could help prevent encroachment of similar concerns in the future as you know doubt no there's virtually no impact on the current owner of the liquor store next door who would be uh a legal non-conforming property and then the other property is vacant so we ask that you vote to approve this Council initiated change thank you thank you Dan Council that's the conclusion of our speakers on this item mayor um early into my election I met with the Eastern Hills neighbor well a few neighbors from Eastern Hills neighborhood association and um there were some metab Brook neighbors there as well and they had uh talked about concerns about these two properties and how restricting alcohol sales would um be more appropriate as with the surrounding residential um neighborhood and just with all the uh public safety concerns that had been taking place and so I pushed for this Council initi resoning and so with that I'd like to motion to approve got a motion a second Council please vote motion carries next item is zc- 24-11 Council M Block we have two speakers on this item the first is Chris hips followed by Rusty Fuller good evening mayor council members staff um I believe I have a presentation that might be pulled up I think they're working on that thanks perfect thank you uh my name is Chris hips I'm the vice president of development um and the Project Lead for our development copper Ranch in North Fort Worth um I know that I'm limit on time so here we go I know that I'm limit on time so I wanted to um start with addressing um some Community rout Outreach efforts that we've had on our project to date um so first we met with the north for Worth Alliance to share our plan um we've met with and hosted a project presentation at Berk Elementary um for Hawthorne Meadows HOA Ranch HOA dado Ranch HOA and berer HOA um we held a meeting with the board of Hawthorne Meadows and we also attended the January HOA meeting for D D Ranch um their quarterly HOA meeting um we've received some push back from residents regarding um traffic and congestion in this area um and that's really been the main point of concern for them uh we hosted as lated last Thursday um a meeting with HOA and kept an open Zoom link for for um Associated homeowners and interested home owners um and that's really been the majority of our feedback and push back and then additionally Northwest ISD is a partner with us on this site um they're under contract to acquire 10 acres for an early childhood Learning Center which serves um 400 students ages 3 to5 um there's a lot of community benefits to our site plan um the first um is that it reduces traffic significantly um we're asking for a change from our current General commercial on 20 acres to multif family um that change in the location of the commercial um and the multif family and the residential we think is conducive to the current traffic congestion um the multif family um as you can tell in the school the educational facilities is on the rear of the property which encourages access onto the northern East West Drive which is hillst Drive which ultimately would tie back into or does currently tie back into um Blue Mound um which would lead to Ingress and egress for the residents and the school uh school age children back onto Blue Mound South 287 reli some some congestion along Bond Ranch um second uh our uh requested zoning change reduces the trips generated on General commercial from 13,000 down to 5800 per day which is a reduction of over half um we think that um the change to multif family will significantly impact and relieve some traffic that would ultimately be generated from the site um and then last we've um committed to improving our northern half of Bond's Ranch um to help with that congestion i' like to work with the city both sides thank you thank you our next speaker is Rusty Fuller hi good evening mayor and Council I'm Rusty Fuller president of the north Fort Worth Alliance we're here to support the truly mixed use development in the far north it brings high visibility commercial partners and potential the MTI family will incorporate additional commercial opportunities to support the residents of the apartments and provide them with a walkable neighborhood the design of the property is uh provided meaningful access to the multif family and to the ND Early Learning Center without travel on the troubled bonds range an Road this land use will also uh result in much needed improvements to Bond's Ranch Road the project brings much needed quality commercial to this area and builds a road the project was presented to uh nearby HOAs as the as the developers told you and these boards recognized the value of this project now there has been some in some uh opposition by individuals in that area mostly due to inadequate Transportation infrastructure rure let me address that bonds Ranch is on the 2022 Bond program partially to partially address the transportation infrastructure there is a painful wait for the construction to start the cruel the real Crux of the problem is not is the non-performance of tech on Phase 2 of the US 81-287 project to rebuild the Service Roads the underpasses and the intersection between uh basically between Willow Springs road and uh 35W the project is funded the project is designed and there isn't a shovel moving we're told that the separated grade crossing at bonds Ranch Road which is absolutely Paramount importance won't be built until 2030 this is unsatisfactory this non-performance is holding up the solution for safe Timely travel for bonds Ranch area people it is holding up the progress of developing bonds Ranch Road to Boat Club Road it is cramping the development of this area the city and county have got to get Tech do off the dime the project under your consideration tonight was designed to improve the quality of life in that area with minimum impact on bonds Ranch Road we urge you to approve the zoning request thank you Ry Council that's the conclusion of our speakers I'll turn it to council member block ctis I would like to invite you back up to the podium for a few moments so let's talk a little more about what's actually happening here the property is currently zoned for commercial correct and you're going to take this down to a PD right and with that you mentioned that you're going to reduce the number of trips can you elaborate a little bit on that yeah I can um so um the current zoning General commercial would allow for a um large shopping center so power box um you know tenants or shopping center similar to what you would see um that you know regionally dominant with tenants such as Target lows um and so when you look at the trips that are generated um for those uses consistently throughout the day um it far exceeds what a multif family um complex would uh deliver so if you think about a typical resident of a multif family complex they would leave in the morning to go to work they'd come back after work potentially go out to dinner come back one more time so that's four trips um when you add density with those boxes it not only draws from uh local area but it draws from a regional area which creates significantly more trips and so the total SI is 40 Acres um we have down zoned or changed the uses on 30 or sorry 75% of that so it's a 20 acre multif family side and 10 acre school track okay so a number of the people that registered concerns about this zoning case tonight uh spoke to the road issue uh what's your commitment towards roads yeah um so we recognize it's an issue um which is why um we're committed to building our northern half bonds range and if possible we would love to build both sides I understand the city is looking into funding to see if that's available um we think it would be great and help to improve the area help to improve and eliminate that traffic and congestion so we would love to be able to partner with the city of Fort Worth to do that I appreciate that and I I know that's with tpw now for investigation great thank you uh another concern we had was lack of schools in the area and a of this property is dedicated to Northwest ISD and what is that an Early Learning Center or DF clarification on what their plans are there yeah we do northwest I's been a great partner in a great School District um so State mandated a new Early Childhood Learning Centers um to be open by 2026 um this would be the first one for North for or sorry Northwest ISD that I'm aware of it would be 400 students ages 3 to five um they would have teachers obviously that would have access within the school to daycare for their kids which helps the school districts retain those teachers and so we're really excited for the complimentary use and for them as a partner they've been fantastic to work with it'll be a tremendous Boon to the area around it it will yes sir um lastly you'd mentioned uh you met with HOAs did you get any statements of support from those groups yes sir I'm not sure how many specifically but um we've had in most of those conversations we had support um have had significant and consistent support for our project um specifically related to the retaining the commercial Frontage with you know great operators and great tenants coming forward and so yes I believe we've had um five or six letters sent in to council member um and then we've also had you know plenty of words of support and uh excitement about our plan okay thank you for that I'm going to make a comment Rusty Fuller kind of alluded to it in his comments but we have uh a number of the concerns about the traffic we're originating from west of West of 287 and in that area uh the city has committed $16.4 million towards Bond Ranch the county has committed $ 122.4 million towards bonds Ranch and then we have 2.75 million in other funds so $31 million is already dedicated to bonds Ranch in this section the roads uh currently in design and moving forward and we have the addition of 17 million that have been provided by the federal government to do a above great crossing of the road which will uh amarate those traffic concerns to the east I mean sorry to the west and to the east we have your development and the Kroger and others that are building Those portions of Roads uh so I think the road concerns uh will get addressed and just as a general comment uh I get where people are coming coming from you know there there's issues with transportation in the north uh I've uh denied more multif family than I've approved as I get pointed out by one of my colleagues and uh uh the multif family that I have approved has come with significant investment in the road infrastructure around them and so I believe that this is the right development at this space at this time I think think it adds to the community rather than detracting and uh hopefully uh some of this uh misinformation has now been corrected and with that I move to approve got a motion a second Council please vote motion carries next item is zc- 24-12 we have a few speakers on this item council member Flores our first is Jason egenberger good evening my name is Jason egenberger I work for 97 de that's the local Architecture Firm we typically do Urban Villages within the four words and so this project is in sort of the urban core of of Fort Worth uh the project is on North Main I think most people know the QT on at North side and that's we're right next door to it we the malland building uh this zoning case kind of breaks into two tracks tra one is the building which is landlocked as an old building would be um by the property lines and so we're looking to change that from an industrial use right now to mixed juuse building sort of bring life back to an old building uh we're going through historic on it so you'll have refreshed facades um try to get a mix of restaurant retail um uses like that think think Magnolia North South Main those kind of those kind of old buildings brought back to life uh on the back side of our building so you follow around from malland to QT we have we have a parking lot back or we have a residential lot back there that we need a dumpster and and some additional parking and so track two uh we worked with zoning staff to figure out the best way to handle that and we so for that that tract we have a plan development which is a PD like which is a residential commercial that was the most unobtrusive zoning to allow for a parking lot and a dumpster to be on that um we met with the neighborhoods uh we've had conversations uh conversations were going on outside of gear while we're we're meeting so there's been a lot of lot of discussion about uh particularly that back parking lot um and that that's sort of the project and where we at we went again we worked with zoning staff pretty pretty carefully uh went through two months of that and uh last zoning meeting we recommended for approval thank you our next speaker is Richard Perez followed by Laticia Wilburn good evening I'm Richard Perez 1405 North commer Street of the historic Marine neighborhood I'm here in opposition of track two of this zoning case the north side Association opposes the track 2 zoning change with a zero to six vote opposing the uh change the for worth Environmental Coalition of communities opposes track two change as well to protect the neighborhood and in a petition the residents of the historic Marine neighborhood within the zoning change boundary opposes the zoning change Circle in red in the area zoning map is the track to that we are opposing the zoning change as you can see the majority of our neighborhood is Zone B2 family residential in yellow and the current B2 family zoning has important Valley protecting our historic Marine neighborhood from commercial development that threatens its family oriented status for historical context I believe I I can present you an arch archival video from Circa 1995 explaining the significance of our current B2 family zoning down Fort Worth and behind the just a short distance from downtown Fort Worth and behind the businesses on North Main sits the Marine Park neighborhood about 90 homes make up the oldest Hispanic neighborhood in the city but residents say their homes are in Jeopardy in 1940 the city owned this residental community light industrial it means businesses have backed up against people's backyards and only a narrow alley separates restaurants and bars on North Maine from homes on North Commerce the industrial zoning has meant residents cannot rebuild their homes if ever they are destroyed from a fire for example residents have also been denied Home Improvement loans because of the zoning homeowners call it an injustice and took their gripes to City Hall and I ask you give us our day our rightful place in the city of for worth with residential zoning Albert fettis and about 30 neighbors asked that their zoning status be changed from industrial to residential it would mean protection and for the first time A Chance At Home Improvement loans let me say that we are very proud of our vario our neighborhood our little corner of the world the council listened and said yes to the change and Marine Park neighbors went home Victorious some people at some time said it couldn't be done for instance my dad but yes you can talk to City Hall and we're very proud of just a short I thank you for the video that point very made clear we were we marking it um mayor Granger and also Deborah Ferguson it was oh yeah yeah that's that's good thank you Mr pres we may have more questions in a moment our next speaker is Laticia Wilburn hi good evening first I want to say uh Chris netton very sorry for your loss I lost my mother six months ago so I I understand the pain very sorry for that secondly I want to say I'm here on behalf of echo High stop six Environmental Coalition and for worth environmental Coalition of communities and we've met extensively with uh Richard Perez and I also met for a few minutes in the hall with the uh developer and some of the things that I will say is that this is a historic Community uh Marine Park uh during the uh Mexican Revolution uh Hispanic started to move into the area and uh the developer he has not taken any time to learn any of the history of this community from me speaking with him the only thing he was concerned about was his $9 million uh I know that one of the c one of the causes for the uh Mexican Revolution war was uh the unequal distribution of land and how ironic is that is that here we are in Fort Worth and people that moved here to get away from their or their ancestors I mean their family is now being challenged with these same issues uh I'm also concerned about and speaking with Richard and like I said we've all met environmentally is that I'm from Echo Heights my neighborhood ranks 98% for pollution in Texas and 90 to 93% nationally which makes us one of the most polluted communities in the United States this community also is polluted as well so if visitors come here are y'all going to give them a disclaimer for health reasons as to why their kids may go home with asthma allergies or other issues y'all know there's issues in a particular area for pollution uh and we are we stand with this community and I know I'm bouncing around but we do stand with this community and position to track two and I'm hoping that you all will look at the Historical basis of it all I know that this Council and this city have issues with uh talking about cultural issues but at some point in time you're going to have to deal with that and I heard y'all talk about black and brown businesses in which I agree there should be more but also y'all need to have the same passion in preserving black and brown communities uh y'all are losing far too many black and brown communities to the industrialization commercialization and other things that forward are a part of this community fall for this land or let them retain the land thank you Miss Wilburn uh council member Flores that is the conclusion of our speakers on this item thank you mayor and thank you for the speakers and coming in uh to say their opinions and give their positions uh as with s me Holland uh property is historical right and my understanding is the developer is pursuing historic designation it is zoned industrial right now the proposal is to down Zone it into an mu category for mixed use the Hispanic chamber uh is involved uh with uh City staff Under the Umbrella of the Main Street America uh program to try to uplift this economic Corridor so they've been busy looking at this engaging with residents as well they hosted an open house recently for the opportunity for residents to come in and learn more about what is being proposed and there's an upcoming zoning Workshop also to help residents understand the basics of our zoning so I'm not going to belabor the point uh I have spoken to Residents and to the developers and have assessed that there is more Outreach to be made I think some points have not been made clear some folks have different understandings of what's being proposed and I want that rectified so I'm going to give it time my motion is to continue this case to June 25th got a motion and a second Council um please
