good evening everybody welcome to the Mesa city council meeting for September 19th 2022 I am not mayor Giles I'm vice mayor Jen Duff mayor Giles is out of town on business and he is excused from this meeting all of our other council members are present with the exception of council member Heredia which is joining us on Zoom so we'll begin tonight's meeting with an invocation by Daniel Gomez with Velda Rose United Methodist Church followed by the Pledge of Allegiance please stand amazing Mr Gomez are you here or online okay we will just have a moment of silence and then we'll follow with a pledge please join me for a moment of silence thank you please join me for the pledge I pledge allegiance to the flag of the United States of America and to the Republic for which it stands one nation under God indivisible with liberty and justice for all the first item is the consent agenda and Lily will be reading for us good evening vice mayor and council members these are the items on the consent agenda all items listed with an asterisk will be considered as a group by the city council and will be enacted on with one motion there'll be no separate discussion unless the council member or assist in requests in which the event will in which the event item in which the event the item will be removed from the cassette agenda and considered as a separate item item two approval of minutes of previous meetings as written item 3A act on liquor license application for a stepping stone foundation one day event October the 8th 254 West Broadway Road item 3B act on liquor license application for Pizza Hut 2056 East Baseline Road item 4A approving the use of Cooperative contract for the increase of equipment lists for the Fleet Services Department item 4B approving three-year term contract with two years of renewal options for graphic design services for the Arts and Cultural departments item 4C approving dollar limit increase for security window tinting for the Mesa municipal court building item 5A approval resolution to enter into a project agreement with the Maricopa County with a Maricopa association association of governments for their reimbursement under the under the arterial life cycle program for the Elliott Road Eastern Maricopa floodway for the Ellsworth Road Project item 5B approving resolution to enter into a project agreement with the Maricopa Association of governments for reimbursement under the arterial life cycle program for the Ellsworth Road Germain road to Ray Road Project item 5c approving resolution to enter into a five-year memorandum of agreement with the Bureau of Alcohol Tobacco firearms and explosives for reimbursements for overtime and other costs for the Mesa police officers working as members of a joint operation task force item 5D approving resolution to enter into a memorandum of understanding and cost reimbursements agreements with FBI's greater Phoenix area child exploration and human trafficking task force is an accepting overtime funds for the Mesa Police Department Personnel assigned to the task force item 5e approving resolution to enter into intergovernmental agreement with Maricopa County to accept U.S department treasury emergency rental assistance grant funding to provide rental and Utility payments and related assistance to eligible Mesa residents and Mesa base County Islands impacted by covid-19 and for program-related administrative expenses item 5f approving resolution for Zuni case 22-51 for property located south of the U.S 60 on the east side of safely drive site plan modification to allow for development of a restaurant item 5G approving resolution for Zona case 22437 for property located east of Ellsworth Road on the north side of Germain road so I plan review to allow for industrial warehouse and office development item 5H approving resolution for zoning case 22 535 for property generally located north of McDowell Road and west of Greenfield Road site plan reviewed to allow for Industrial Development item 5i approving resolution for zoning case 22-593 for property generally located west of Greenfield Road and North of Baseline Road site plan review to allow for industrial warehouse and office developments with contractor storage yards item 6A approving resolution declaring this document filed with the city clerk entitled city of Mesa Personnel rules effective November 2nd 2022 to be a public record and providing a bill availability of documents for public use and an inspection item 6B introduction of ordinance repealing the existing Personnel rules applicable to the city of Mesa employees and adopting new Personnel rules item 7A introduction of ordinance for zoning case 21-966 for property located east of record Road and on the south side of Main Street rezone and a planned area development overlay and site plan review to allow for multiple resident development item 7B introduction of ordinance for Sony case 22-436 for property generally located west of Signal Butte Road and south of Southern Avenue resumed with planned area development overlay and site plan review to allow for multiple residence developments and item 8A adopting notice of intention to adjust utility rates and settings December and setting December 1st as December 1st 2022 as a date of public hearing vice mayor and council members these are the items on the consent agenda scent items we've received them so I see that we have a motion by council member Freeman and a second by council member Thompson to approve the consent agenda please cast your votes council member Heredia how do you vote aye so the motion passes unanimously thank you so we have an item not on our consent agenda which is item nine and item nine is the public hearing prior to the release of the petition for annexation case 22-608 for approximately half an acre of land located north of Elliott road on the east side of Sossaman Road I declare the public meeting open Ms Mosley do you have any requests to speak on this item no request voicemail and do we have any council members who would like to address this item I declare the public meeting closed there is no action for this item at this meeting this annexation will come back to the council at a future council meeting for action next item is item 10 is items from citizens present a Ms Mosley do you have any requests to speak I we have this one right that's the only request we've received so we have from Mr Robert Williams would you like to come up and speak you have three minutes to share with us thank you madam by mayor and members of the council for allowing me to speak I speak in reference to a letter received over the weekend from the owners of Windsor Mobile Home Park at 150 South Windsor here in Mesa they aren't uh declaring that there will be a 50 per month rent increase starting January 1st for those who sign a one-year lease all that lease does is guarantee they will not raise the rent until the end of the year also in the letter is a statement that if you do not sign the one-year lease you will be out added an additional 35 dollars for a total of 85 dollars rent increase uh for not signing the lease the rent also includes water sewer and garbage per city of Mesa rates for senior citizens on a fixed income this is an exorbitant amount of rent it may not sound like much to you but when you have a limited income with the prices we face today it becomes very difficult I asked the city council to consider a rent Control Ordinance has been adopted in other areas of country which would be based here on the Phoenix Metro cost of living index at 50 percent of whatever the cost of living index is for the year this would be a fair and Equitable rate and would give senior citizens a better chance of managing their finances on The Limited income we have I am sure this increase is based on speculation of a oh eight percent Plus increase in Social Security however that increase is not guaranteed and it could come down that we get no Inc no increase in Social Security because of the condition of Social Security this is also putting a burden on senior citizens senior citizens that cannot pay this rent have a choice of going into an apartment which based on current Park apartment rents would be exorbitant or becoming homeless and these are our only options considering that many of our residents in mobile home parks are winter visitors who have to pay rent on their houses even though they are not residing in them for the summer police City Council Members address this issue thank you for your time thank you Mr Williams certainly um since the item is not on our agenda we don't have the privilege of discussing it at this point but we appreciate your words as we go forward could you place it on the agenda for a future date that will be discussed with the other council members I'm city manager so vice mayor and Council the the mayor and the city manager Place items on the agenda so it can be um but we can also reach out and talk with this resident so we can we can meet with them individually thank you thank you very much Ms Mosley there's nobody else just Mr Williams no other comments okay all right so that concludes our meeting and there's no other items so do I have that motion to adjourn by council member Luna and
