uh well welcome again to the Mesa city council meeting for October the 17th of 2022 all of our Council are present at this meeting we will begin our meeting with an invocation offered by Bishop William Hudson I'm looking around I don't see Bishop Hudson here so if he's not here we will have a moment of silence following the moment of silence we will then uh recite the Pledge of Allegiance so please Bishop Hudson are you with us today okay please stand for a moment of silence followed by the Pledge of Allegiance thank you please join me in the Pledge of Allegiance allegiance to the flag of the United States of America and to the Republic for which it stands one nation under God indivisible with liberty and justice for all thank you very much the first item on our agenda today under Awards recognitions and announcements is the domestic violence Awareness Month Proclamation uh again the uh the purpose of this Proclamation is to Proclaim October of this month which we're now in as domestic domestic violence awareness month during uh this month and throughout the month we reaffirm our dedication to building a community where no one suffers the hurt and hardship that domestic violence causes and recommit to uphold the basic human right to be free from violence and abuse here tonight to share more about domestic violence awareness month is city of Mesa victims Services administrators Lindsey kirschner and Shelly Ward we invite them to come forward and share a little more about this important month ladies thank you for the good work you're doing thank you good evening mayor Giles and council members the Mesa Mesa prosecutor's office and Mesa Police Department's Mesa family Advocacy Center are hosting our fifth annual domestic violence awareness event this Wednesday at 5 30. at Pioneer Park in Mesa this event's going to bring together our city officials domestic violence survivors and community members to discuss how domestic violence impacts us and what we can do collectively to help support people their keynote speaker is Miss Jessica nicely who's the founder of winged Hope Family advocacy Foundation she'll share her story of surviving childhood domestic violence there will also be representatives from more than 30 Community agencies providing information and resources to support community members in attendance again our event is this Wednesday at 5 30 pm at Pioneer Park domestic violence thrives in silence as a community we can begin to support victims by speaking openly and having informed conversations about how it happens and who it happens to domestic violence is more than physical violence it's systematic abuse through power and control in the most vital aspects of a victim's life and the truth is that it can happen to anyone regardless of age gender race orientation education or economic status in fact a 2017 study conducted by CDC estimated that 40 percent of people in Arizona have been subject to domestic violence everyone knows someone who's been hurt by domestic violence mayor Giles and council members your support for this event and domestic violence awareness month is so valuable because you're helping to end the silence you're expanding the conversation for all members of our community and standing behind victims and survivors sending the message we see you we hear you and we're here to help thank you for your support okay thank you again for helping us to raise awareness we're not going to come down and take the normal photo that we did normally do when we do proclamations but I want people to know that's because we took a very large photo right before this meeting out in front of City Hall in front of the the large purple ribbon display that's there and so and again we uh this is throughout the month and Wednesday of this week we'll all be at Pioneer Park for a large event to do community outright Outreach and raise awareness on this topic so again thank you for all that the prosecutor's office does the victims assistance of folks in the in the city do all year long and and it is important that we all discuss this openly and raise awareness on this a very a motion made by Mr Luna seconded by Mr Freeman please vote thank you uh consent agenda passes unanimously next item on our agenda then is item 4C this is a three-year term contract with two years of renewal options for stage hand temporary worker services for the Arts and Cultural Department this contract will provide stage hand and production technicians for events at the Mesa Arts Center and the Mesa Arts Center Affiliated events throughout the city we do have a request to speak on this item from Mr Carrie Davis Mr Davis welcome please uh come come up and let us know what questions you might have about this thank you good evening honorable mayor and city council my name is Carrie Davis I live at 7963 East Plata Avenue Mesa Arizona item 4C is a request to authorize spending annually 500 thousand dollars for technician services to support stage performances at Mesa City centers Mesa Art City centers the Mesa population in 2011 was approximately 442 thousand and in 2021 the estimated population was approximately 512 000 for an increase of 15.9 percent the 2011 annual comprehensive Finance report reflected governmental expenditures of 515 million dollars and the 2021 governmental expenditures were 842 million for an increase of 63.5 percent or 327 million dollars during this 11-year period governmental expenditures exceeded revenues by 892 million dollars however in contrast to the unfavorable governmental activities performance business type expenditures in 2011 or 260 million and in 2021 they were 329 million for an increase of only 26.5 percent versus the 63.5 percent increase for governmental expenditures if governmental expenditures had increased at a more normal historical inflation rate of 2.5 percent annually from 2011 governmental expenditures for 2021 would have only been approximately 670 676 million versus 842 million since since actual governmental revenues for 2021 were 783.7 million if governmental expenditures had increased at a more normal historical rate of 2.5 percent similar to the business type activities governmental activities would have generated an estimated surplus of 107.7 million instead of a deficit of 58 million the line item expense category of General government increased from 59.5 million in 2011 to 175.6 million in 2021 for an increase of 116 million in other words 195 percent increase during that 11 period that 11-year period the 2000 annual comprehensive Finance report reflected a 1.789 billion dollar unfunded pension open liability and a negative 841.6 million unrestricted net position therefore I respectively request the mayor and city council considering a consider opposing agenda 4C on today's agenda given that what I consider is the city's needs to reduce spending in order to plan for a more sustainable long-term Financial Outlook thank you for your time thank you very much Mr Davis uh I believe we do have some staff prepared and well I'm not sure that no are we not to not I don't I didn't hear a question in there yeah yeah I don't I don't I didn't hear a question either specifically about this item I think you were using it as a just a a more General request that the city scrutinizes its spending so yeah I understand thank you very much uh I'll just respond briefly Mr Davis thank thank you we appreciate the hard questions and I hope you'll continue to come and ask hard questions uh the city of Mesa has a a a finance mechanism that's somewhat different from some other cities we we as you might know don't have a primary property tax and the reason for that is that uh decades ago our our city uh the folks who organized this and created our city Charter abolished the city property tax in lieu of of us being heavily involved in the utility business so uh it's not really an Apples to Apples comparison with some cities and we cannot have uh we cannot engage in deficit spending uh now sometimes over the last few budget Cycles we have had the larger but what we considered larger than necessary reserves and so by Design we do sometimes spend more than we take in and that's because we're seeking to spend down our reserves to a level that we think is is closer to what is necessary for us to continue to be a good investment and and we have received a triple a bond rating we are considered by the market to be a a an investment grade top-tier City in terms of our financial strength so I'd love to spend more time talking with you about this I hope we can schedule some time to to answer the questions you have about our City's financing uh that being the case uh Council we have uh would someone like to make a motion relative to agenda item 4C oh I'm sorry thank you motion has been made by Mr Freeman and seconded by Mr Luna please vote thank you the vote is
